North Middleton Township is excited to have

Cindy Bear, Director, started Summertime Ad-venture back in 1987. She is a mother of four and native to North Middleton Township. She has a great love for her community and an even big-ger love for children. With the help of long time friend, Larry Moser, and her youngest sister, Caryn Wilson, Summertime Adventure has hosted hundreds of Carlisle children for more than 30 years. Her recently retired husband, Chuck, will be joining her this summer. When not at the park you can find her caring for 5 of her 11 grandchildren. She keeps busy attending grandchildren sporting events, attending or working Carlisle sports. Credit Card Payments Accepted

North Middleton Township office and the Tax Collec-

tor, Barbara Matter, is now accepting credit card pay-

ments. There will be a convenience fee for use of this

service.

Cumberland County Vector Control collected 184

car tires, 20 tractor tires and 12 agricultural tires at

Soldiers & Sailors Park, in Mechanicsburg; held

May 4th. This event was sponsored by Co. Vector Control, Keep PA

Beautiful, Mechanicsburg Borough and e-End Recycling. The collec-

tion was done to eliminate habitat where mosquitoes reproduce.

Tires are great habitat due to water being present even if it has not

rained for a few days. Recycled tires will be used in black top, mulch-

es, and other innovative products. In addition to collection of tires, a

tractor trailer was filled with recycled electronics.

mobile devices, entertainment equipment, data center equipment and

cable equipment you can drop off for recycling at the County Recy-

cling Center. A fee of .50 cents per pound will be charged for

recycling.

Road Work in the Township

The Public Works Department has several paving projects lined up to include Wayne

Avenue, Pearl Drive and Meadowview Drive. There will be numerous areas requiring

paving and patching. Check the Township Website at www.nmiddleton.com and Facebook page

for the schedules of paving projects.

Also, piping will be replaced on Yorwick Road. The road will be closed the first or second

week of June; weather permitting.

**We ask all motorists to yield to the Public Works staff when approaching construc-

tion areas, and to keep safety in mind at all times. Thank You!

Customer Emergency Notification

North Middleton Authority has an emergency notification system, referred as “Reverse 911” . This sys-

tem is to notify customers of an affected area if there would be an emergency. The Rapid Response System,

partnered with the Authority, will leave a recorded message with customers to notify them of an emergen-

cy.

It’s important for customers to notify the Authority of a phone number change or email address. Please

North Middleton Authority would like to remind customers to keep toilets and drainage systems clear of

disposable wipes, fats, oils and grease (FOG). FOG build-up creates blockages with the collection system at

the pumping stations and combined with disposable wipes, compounds the problem. These products do not

belong in the sanitary collection system. They should be properly collected and disposed of with your trash

collection service.

Road & Field Show

North Middleton Park

Bring your collector car, truck, motorcycle or tractor to the 2nd Annual Road & Field Show. Registration is Free and event is Free to the Public. Persons can pre-register at the Township office or mail a pre-registration form to the Township office. Pre-registration forms are also available on the Township Website. D.J. Ray Thomas is not able to provide music for this year’s show but we look forward to Layback Lenny to D.J. in his place. There will be prize giveaways and dash plaques for registrants. Food vendors are: Grandpa’s Country Catering (They will be doing Chicken BBQ dinners and home made ice cream. Dinners can be pre -purchased for $8 or pur-chased the day of the event for $9. To pre-purchase, go to the Township office at 2051 Spring Road ); Creekside Bar B Qrew will have pit beef and pork BBQ sandwiches, also homemade fries; Dogtown will have NY style hotdogs, sausages and hamburgers. Summertime Adventure

Summertime Adventure is a fun program for children ages 5 to 12 to enjoy activities at the park, such as crafts, games and special event days. The program runs Mondays thru Fridays from 9:00 am to 12:30 pm. Children don’t have to be a resident of North Middleton Township to participate and registration is not required. Parents can bring their children to the park any day during the program schedule and check in with Cindy Bear, Program Coordinator. Family Movie Night

Movie Night didn’t happen last year due to 2 rain cancellations, but Movie Night will be a go this year at Village Park with the Stuart Community Center being the rain location. The movie to be shown is “Despicable Me 3”, rated PG. Families should bring their blankets or chairs to watch the movie; and bring your flashlights if outdoors at Village Park. If there is 40% or more chance of rain , or 12 MPH winds, the movie will be moved indoors at the Stuart Community Center. Popcorn will be served by the Township and snow cones, courtesy of Carlisle Christian Fellowship Church.

North Middleton Township is still accepting reservations for pavilion rentals at all three parks; North Middle-ton Park, Village Park and Creekview Park. 5. Remember to Lock Your Vehicle and don’t let any valuables, money, credit cards or anything of

importance in it. If you suspect you have been a victim of a theft, call the police to report it immediately.

6. Lost Dogs—Dogs can escape us quickly, so if you lose your canine, please notify the Police Department.

Some don’t realize we can be a helpful resource in the rescue of your pet, since often the officers have

calls to pick up strays in hopes the owners call.

7. Parking on the wrong side of the street (opposing traffic) is illegal because it is in violation of

PA Vehicle Code §3354(a). If you are found to be parked illegally, you may find a traffic citation

on your windshield or it could be mailed to you via United States Postal Service.

8 . Nice weather—Joggers, walkers, runners, bicyclists, etc. Please be alert and mindful when driving.

9. The Township parks are open to the public from 8:00 AM to sunset. The restrooms are closed mid October

through mid-April due to the weather.

10. Dogs are allowed in township parks, ONLY ON LEASHES and owners must clean up after their dogs.

11. There should be NO burning in the township, with the exception of a contained man-made brick or stone

fire pit being used for cooking or recreational (associated with outdoor living and patio area) activities.

Advanced Disposal does brush and leaf pick up, therefore there is no need for burning.

12. Curfew for anyone in the township under the age of 18 is 11:00 PM to 5:00 AM.

13. Dogs and Cats are not allowed to run at large (off the owner’s property).

14. Door-to-door soliciting is only allowed with a township-issued permit. Always ask to see the permit and report it immediately to the police department if the person(s) soliciting cannot show you the permit for any reason. School children and non-profit groups are exempt.

15. Always have your lights turned on your vehicle when it is raining and your windshield wipers are in operation.

16. When going away on vacation, always let a trusted neighbor or family member know when you will be

leaving and returning. In addition, you may also advise the police department of your plans to be away

and fill out a “House Check” form.

17. NO TEXTING AND DRIVING—IT’S AGAINST THE LAW!!! This message is intended for EVERYONE who has a driver’s license!

If a resident needs to take a stray dog or cat to the facility at 7790 Graystone Road, Harrisburg, they

must first stop by the police department and get a “Humane Society Drop-off Authorization”. Before this

form is issued, the resident must show proof of residency in the form of a driver’s license. This form

must accompany the animal being dropped off at the facility. If a resident arrives at the facility without an authorization form, the

resident will personally be responsible for the drop-off fee.

RESIDENTS BEWARE OF SCAMS

Beware of individuals traveling in groups of two or more that may be targeting homeowners to gain access to their homes for the purpose of stealing from them. These actors may offer to do work such as driveway paving, sealing, or roofing jobs but require payment up front. Once they have left the premises, it is often found that the work is incomplete or of inferior quality. Some-times they will pose as working for fencing companies, utility companies, tree-trimming companies, etc. to distract the home-owner while an accomplice gains access to the home. These are all scams aimed to victimize our communities.

ELDERLY, please be on guard and not to be too trusting. If anything seems suspicious or you feel uncomfortable about a person or situation, DO NOT LET THEM INTO YOUR HOME UNDER ANY CIRCUMSTANCES!!! Call us at once at 717-243-7910.

Beware of Telephone Scams. Do not give out personal information over the telephone. A very popular scam is illegitimate calls from the Internal Revenue Service. The IRS does not

make calls such as this. If you are a victim of a scam IRS phone caller, report this to the Treasury Inspector General Tax Admin-istration at 1-800-366-4484 or email:

SAFETY TIPS TO KEEP OUT VANDALS AND INTRUDERS

Keep your house and vehicle doors and windows locked at all times.

Keep your bushes and shrubs trimmed, especially those that are close to windows and doors.

Install motion-detector lights and dusk-to-dawn lights.

Stop the mail and newspaper or have a neighbor get them when you’re on vacation.

Use indoor nightlights or timers on lamps, especially when you’re away.

Let a vehicle sit in the driveway or on the carport if you’ll be away for an extended period of time.

SHARING THE ROAD WITH MOTORCYCLES

- Look out for motorcyclists– be aware that motorcycles are small and may be difficult to see. Check mirrors and blind spots before changing lanes and at intersections. Large vehicles can also block a motorcycle from a motorist’s view and a motorcycle can suddenly appear out of nowhere. - Allow more following distance– leave at least four seconds when following a motorcycle . - Always signal your intentions before changing lanes or merging with traffic. - Respect a motorcycle as a full-size vehicle with the same rights and privileges as any vehicle on the roadway. Allow a motorcyclist a full lane width as the motorcyclist needs the room to maneuver safely in all types of road conditions.

Uniform Construction Code Brochure

North Middleton Township has available the Uniform Construction Code brochure which provides information on building code requirements by the Township, in accordance with the Pennsylvania Con-struction Code Act and the 2015 International Building Codes. Applications for building permits in North Middleton Township must demonstrate compliance with the 2015 International Codes. The

Township maintains copies of building code standards. Residents and contractors are welcome to visit the office during normal working hours to view the code books with the Building Code Official, Sean Braddock. Sean is avail-able to answer any questions you have regarding code requirements for commercial and residential projects. You may contact Sean at 717.243.5639 or email: [email protected]. You can also view the 2015 International Residential Code at https://codes.iccsafe.org/public/document/toc/553/.

Permits

Residential Construction Permit: A Residential Construction Permit is required for projects including, but not limited to: New Building, Changes to Means of Egress, Additions, Alterations, Repairs, Demolition, Relocation, Change of Use, Plumbing, Mechanical, Electrical, Swimming Pools, Driveway, Storm Water, Patio/Porch. If you aren’t sure if you need a permit, the best way to find out is to call the Township and ask to speak with the Building Code Official, Sean Braddock.

Commercial Construction Permit: A Commercial Construction Permit is required for alterations to any

structure or building that is not classified as R-3 residential. This includes repairs to Electrical, Gas, Mechanical, Plumbing, Fire Suppression and Structural Systems. Any alterations to means of egress or accessibility must be reviewed and a permit must be issued for the work. Change of occupancy of any commercial building requires a PA UCC review and a permit. If you are not sure, please call the Township and ask.

Zoning Permit: Zoning Permits are required for improvements not covered by a Building Permit. Zoning

Permits are normally required for all of the following: Signs, Fences, Sheds, Earth Moving, Storage Pods and Dumpsters. There are other projects that may require a Zoning Permit. Please call the Township office if you are not sure.

Driveway/ Road Occupancy Permits: This permit includes projects related to public roads and private

driveways. Permit applications can be obtained at the Municipal Office - 2051 Spring Road, Carlisle or go to the Town-

ship website www.nmiddleton.com.

To all park guests, we ask dog owners to keep their dogs on a leash at all times. It is required by

Township Ordinance. This is for the protection of all guests who use the parks. We would like to con-

tinue to keep our parks dog friendly. In the same regard, we ask dog owners to clean up any dog

waste on the grounds and to dispose of it properly. Dog waste bags and trash receptacles are availa-

ble for your use.

Bald Eagle’s in North Middleton Twp. North Middleton Township is graced with sightings of bald

eagles. The picture shows an actual eagle’s nest on the west end of the township. Eagles can be 28 to 30 inches tall. Females are larger than males. Their wing span ranges from 5 1/2 to 8 feet. An eagle pair typically returns to the same territory and nest site each breeding season. Repeated sightings of two adult eagles together in an area during late winter could be a sign that the area is part of a nesting ter-ritory. Eagles nests are usually within view of a lake, river or large creek. A nest may exceed 8 feet wide and 12 feet high and weigh more than 2 tons. The nest is usually 40 to 100 feet from the ground. The female can lay between 1 or 3 eggs in 3 to 6 days and each egg takes 35 days to hatch. When the young are 8 weeks old, it’s common to see them perched on the branches around the nest. Eagles usually remain near the nest area through much of the summer.
