DEAR FRIENDS OF THE ARTS:

2018 witnessed growth for our organization, as we increased the scale and scope of our

programming. We continue to see expansion in the range and quality of creative projects

happening and we believe this stems from our ability to work with a wide range of partners

across Toledo, all united under the vision that arts bring vibrancy to our city and region.

Responsibility to City

In 2018, The Arts Commission fulfilled its charge from the City of Toledo to administer the 1%

for Arts program. The Anthony Wayne Trail Gateway Project Toledo Rise and several INTER/

ACTIVE projects were completed and ongoing projects such as Close, Closer, Closest at

Close Park moved forward with community engagement. We continue to preserve the

collection through our conservation efforts focusing on monumental works like Major Ritual and City Candy.

Community Outreach

The Momentum festival of art, glass, music and makers expanded in 2018 to welcome

the first Toledo Mini Maker Faire in partnership with Imagination Station. For three days in

September, Momentum featured performances from world renowned musicians including

Orquestra Akokan, brought 18 interactive and public artworks to Promenade and Festival

Parks, and featured 26 glass artworks in the Hot Glass exhibition that recognized the 200th

anniversary of Libbey Glass. This festival is a testament to the continuing support of the arts

from Toledo’s philanthropic community, led by ProMedica. Momentum continues to unite

our city with an exciting and accessible range of arts experiences on our waterfront.

Our Creative Placemaking program has increased its impact within our organization and

our city. 2018 marked significant growth for the program through a new partnership

with ProMedica and LISC to launch the Ebeid Neighborhood Promise, as well as funding

through the City of Toledo via the Community Block Grant Federal Funds program. We

are committed to our belief that the arts are a conduit for improving the quality of life for all

residents of our city.

Artist Support

Accelerator Grants and Merit Awards returned in 2018, funding local literary, performing

and visual artists with generous support from ProMedica. Through the Art Loop, we

continued to support over 200 local creatives with paid opportunities to share their work

with the public. Supporting local artists continues to be at the core of our mission.

Youth Engagement

The Young Artists At Work program employed 45 apprentices from the greater Toledo area

for a focused summer of artistic and job skill development in a collaborative environment.

Projects included a mural for an outdoor learning space at an Educare facility in East Toledo, a

creative board-up mural to fight blight at a building at Monroe & 17th Street, and pocket park

enhancement projects in partnership with our Creative Placemaking team.

Since 1983, the Ninth Congressional District Art Exhibition has highlighted the artistic

achievements of high school artists in our region. In partnership with Congresswoman Marcy

Kaptur, the exhibition featured 75 artworks from 11 area high schools.

We are deeply dedicated to this work and remain sincerely grateful for your support in our

endeavors and service to the community.

In 2018 Momentum brought free arts and cultural experiences from

local, regional, and international artists and performers to thousands of

attendees. The three day festival engaged 15,000 attendees over the

course of three days, brought eighteen interactive and public art works to

life, and invested over $130,000 in local and regional artists.

Thursday night featured the debut of Fantastic Planet by Parer Studio

from Tasmania, Australia. Three larger than life humanoid inflatables

populated Promenade Park along with five newly commissioned

interactive projects from local artists that ranged from sculpture to sound.

In celebration of Libbey, Inc.’s two hundredth anniversary Momentum

Hot Glass opened that evening and highlighted twenty six works of

art inspired by the vessel. $10,000 in prizes were awarded including a

People’s Choice and a Libbey Purchase Award.

Orquesta Akokán, a collective of Cuba’s top musicians, performed the

first all Spanish language concert in Promenade Park on Friday night. The

evening also featured dance lessons for concert goers.

Saturday welcomed the first ever Toledo Mini Maker Faire in partnership

with Imagination Station. Stretching across the riverfront, Momentum

connected Promenade Park to nearby Festival Park to create an area

dedicated to makers, tinkerers, artists, and craftspeople. The Mini Maker

Faire featured over thirty regional makers, glass blowing demonstrations,

and hands on activities for all ages.

Momentum Intersection was introduced in 2018 in partnership with

Pilkington (Nippon Sheet Glass) to reconnect art and industry. Pilkington

welcomed six artists into their facilities for tours and demonstrations

of high tech float glass. Artists will submit a final round of proposals in

December for funding consideration. Up to three of these projects will be

funded and on view during Momentum 2019. MO

The Art Loop is Toledo’s signature monthly arts experience, every third

Thursday of the month, April through December. Event-goers explore

the downtown creative community through self-guided tours. The 2018

season showcased over 90 participating venues with $12,000 paid to over

200 local and regional creatives. The Art Loop features a standardized

public bus transportation routes connecting significant arts and cultural

venues, such as the Toledo Museum of Art, the Toledo Lucas County

Public Library Main Branch, Imagination Station, Toledo School for the

Arts, and concentrations of artists’ studios and art galleries in the area.

Art Loops are supported by wayfinding signage and public art

placements, along with printed and online materials, including a map

and venue directory for mobile accessibility.

Art Loops create linkages among community assets with the utilization

of public art, public transportation, and coordinated marketing of arts

and cultural activities with non-arts sectors, encourage exploration of

alternative transportation options, and integrate underserved populations

and areas of the community into established, expanding programs.

YOUNG ARTISTS AT WORK (YAAW) Young Artists At Work (YAAW) completed its 24th season in 2018, with 45

apprentices from 26 schools in the greater Toledo area. Projects included a

mural for an outdoor learning space at an Educare facility, a creative board-

up mural to fight blight at a building at Monroe & 17th Street, and pocket park

enhancement projects (murals and stepping stones, mosaic and relief) with

Creative Placemaking partnerships.

CONGRESSIONAL

The Arts Commission has partnered with Congresswoman Marcy Kaptur

for the 35th year of the annual Ninth Congressional District Invitational Art

Exhibition for high school students. In 2018, This year’s exhibition includes 75

works of art submitted from 11 high schools in the Ninth Congressional District.

For a fifth year, the exhibition traveled from Toledo at One SeaGate to Berea,

Ohio at Baldwin Wallace University.

In 2018, The Arts Commission officially formalized Creative Placemaking as a program within the organization. This included adding two full-time staff positions to serve Toledo Strategic Plan for Arts and Culture Neighborhoods, as well as the addition of two Americorps members to serve community engagement efforts as part of the Ebeid Neighborhood Promise (ENP). Board members Reginald Temple and Rhonda Sewell accepted leadership roles as Co-Chairs of the Creative Placemaking Program.

The year was a watershed one for the program. In partnership with ProMedica and LISC, The Arts Commission helped to launch the Ebeid Neighborhood Promise, a $50 million dollar, multi-year campaign to change the lives of residents in Uptown Toledo by addressing the social determinants of health, including issues such as transportation, healthy food, and access to arts and creative expression. The pilot program is being explored in Uptown with the intention to eventually expand to the remaining parts of the city and serve as a model for a 30-state expansion via the ProMedica system.

New funding also arrived in 2018 through the City of Toledo’s Department of Neighborhoods, as the Creative Placemaking Program was awarded a $50,000 grant through the Community Development Block Grant (CDBG) Federal Funds program. The grant serves to address blight removal and beautification efforts in the Junction Neighborhood by adding public art and improving parks. In addition to this, The Arts Commission partnered with the City of Toledo and the Junction Coalition to seek grant funds for the improvement of Junction Park, a vacant lot in the central city that area residents identified as needed park space. This resulted in the award of a $30,000 grant from the National Recreation and Park Association and the Disney Foundation. The park will be completed in 2019.

Throughout 2018, The Arts Commission worked to integrate the tenets of Creative Placemaking across our programs, seeing greater collaboration and inclusion with Young Artists at Work, Art Loop, Art in Public Places, and Momentum. Additionally, the Creative Placemaking Team attended Safegrowth Training, learning to incorporate the values of Crime Prevention Through Environmental Design (CPTED). The multi-month training has resulted in several projects throughout the central city.

The Arts Commission’s Creative Placemaking program supported numerous community projects, programs, and events throughout the year in OWENI, Junction, Vistula, Polish Village, East Toledo, Uptown, and Englewood with nearly $10,000 in direct payments to artists and assistance with program and supply costs to resident groups and community organizations.

Last, The Arts Commission’s Creative Placemaking work in Toledo has begun to be recognized as a national model for community engagement-based change. Arts Commission Executive Director Marc Folk, along with ProMedica CEO Randy Oostra presented during the Plein Air Panel Session during the national Americans for the Arts Conference in Denver and later that afternoon, Communications and Outreach Coordinator, Ryan Bunch, who manages the Creative Placemaking Program, presented at a panel within the conference. This is in addition to Arts Commission staff attending numerous local, regional, and national conferences and serving on grant review panels for the Ohio Arts Council, National Endowment for the Arts, and others.

SERVICESARTIST

In 2018, The Arts Commission funded nearly $25,000 to local literary, performing, and visual artists through the Accelerator Grant and Merit Award programs with generous sponsorship from ProMedica, the Ohio Arts Council and the National Endowment for the Arts.

In five cycles throughout the year, Accelerator Grant funding is given to emerging through established artists to help take their career to the next level. As recommended by a committee of local members of the arts community along with an Arts Commission board member, twenty-one artists or artist collectives received Accelerator funding for supplies, equipment, professional development, and project support.

Since 1977, The City of Toledo, by ordinance, has entrusted the administration of its Art in Public Places Program to The Arts Commission of Greater Toledo. The program includes three elements: acquisition of new works of art, restoration and conservation of the existing public art collection, and the establishment of public education programs and activities associated with the Art in Public Places Program.

COMPLETED IN 2018ANTHONY WAYNE TRAILGATEWAY PROJECT

In October of 2018, Art in Public Places, in partnership with City of Toledo Engineering Services and the Ohio Department of Transportation, completed the largest public art installation in the history of the program. The project, completed in conjunction with the reconfiguration of the Anthony Wayne Trail as it enters downtown, consists of landforms, custom cast concrete walls, and a 40 foot sculpture that spirals up to a cluster of cast glass ornaments representing historic industries of Toledo such as spark plugs, jeeps, bottles and the iconic Toledo Scale. A dedication for the project designed by Haddad | Drugan took place on October 18.

PROJECTS UNDERWAY CLOSE PARK In early 2018, over 60 artists from all over the United States responded to a request for qualifications. Through an extensive review process, including community meetings with neighborhood stakeholders, the Design Review Board selected Minneapolis artist Randy Walker’s proposal entitled Close, Closer, Closest. The installation includes approximately 400 colorfully painted steel poles representing each house in the immediate neighborhood. The poles will stand in a small garden designed to mimic Close Park’s shape. The poles will vary in height and color determined by members of the community. Like the park, Close, Closer, Closest will be an interactive life-filled space that changes as it is experienced from different vantage points and as one moves through and around it from season to season. Community engagement activities will take place in June with installation scheduled for August of 2019.

INTER/ACTIVE PUBLIC ART PROJECTS In April of 2018, The Arts Commission sought proposals for highly interactive, community-driven, collaborative works of art that are accessible to the public and civic in scope. Seventeen proposals were submitted from artists in a 150 mile radius including Detroit and Cleveland. Three new projects were selected from this pool. This year’s projects involve the spectator in a variety of activities including a participatory puppet parade, group music composition, and a sculptural photography project that explores the diversity of families. These projects appeared at Momentum Festival, a celebration of art, music, and glass in Promenade Park September 13, 14 and 15.

ART IN PUBLIC BUILDINGSMAYOR’S OFFICE ART DISPLAYSIn late 2018, the Art in Public Places – Art in Public Buildings Committee worked with local artist, gallery owner, and curator Nikki Eggerstorfer to select artwork for areas of the Mayor’s office. Nikki selected a diverse variety work from local artists to reflect our creative community. The next installation is planned for 2019

HISTORICAL CITY DOCUMENTS DISPLAYThe City of Toledo recently moved a huge archive of historic documents from a storage space to One Government Center. The City, in conjunction with the Canaday Center of the University of Toledo identified a number of significant documents including the original city charter, the city flag charter, log books and other documents of historical significance and aesthetic interest. Originally requested by former Council President Steve Steel, Art in Public Places is working with Council Clerk Julie Gibbons to select ten images to be enlarged, framed, and installed in City Council Chambers.

MAINTENANCE AND CONSERVATION

SOLILOQUY ON THE ORIGINS OF ABORIGINAL ABSTRACTIONSArt in Public Places contracted with Ohio Building Restorations for a full restoration of Soliloquy on the Origins of Aboriginal Abstractions, by artist and Toledo native JD Jackson. Located at the Frederick Douglas Center, this large concrete frieze was cleaned, underwent some minor concrete repair, and was repainted.

MAJOR RITUAL AND CITY CANDY PAINTING PROJECTS2018 saw the complete restoration of Major Ritual by Beverly Pepper. The recently relocated sculpture was repaired and repainted, restoring the piece to its original vibrant orange color.

City Candy, the iconic red and white two-story sculpture at the Vistula parking garage was repainted in August of 2018.

WASHING AND WAXING / GENERAL MAINTENANCE2018 conservation activity also included the routine washing, waxing, and general maintenance performed on the following works: Radiance, General Steedman Monument, Who’s Up?, I Got It!, Artifacts of Childhood, Swan Waves, City Candy, Fire Station 13, Viet Nam Peace Arch, Houses on the Move, Perspective Arcade, Gosser Memorial, The Family, The Guardian, S.P. Jermain, Woman with Birds, Empathy, and The Flame.

ADDITIONAL PUBLIC ART PROJECTS AND PARTNERSHIPS

VETERANS MEMORIAL SKYWAY LIGHTING PROJECTThe Arts Commission worked with the Ohio Department of Transportation and lighting contractors, HLB, to commission lighting sequences from local artists to be added to the schedule of the newly upgraded lighting system on the Veteran’s Glass City Skyway. All of the selected artists are local to Toledo and include Brien Strancar, Natalie Lanese, Gail Christofferon, Imani Lateef, Yusuf Lateef and Anthony McCarty. Twelve total designs were developed for the bridge. The designs rotate nightly with special shows for patriotic holidays, highway safety week and other days of significance.

ANTHONY WAYNE BRIDGE LIGHTING PROJECTIn 2016, local arts advocate and Art in Public Places Committee member Susan Reams approached The Arts Commission to pursue a lighting design project for The Anthony Wayne Bridge. Funded by the One Percent for Arts Program, the design of the system was created by local light-based artist, Erwin Redl. Mrs. Reams led an extensive fundraising effort for the additional costs to the project and successfully raised $300,000 from private and public sources to fund the fully programmable lighting system. Installation of the system is underway and the official re-lighting of the Anthony Wayne Bridge is scheduled for 2019.

ROUNDABOUT PUBLIC ARTThe Art in Public Places Program is working with the foundation of Mercy Health Systems to commission public art work for the roundabout located at the Cherry St. and Manhattan Blvd. intersection. Art in Public Places has agreed to coordinate the project and fund the design phase while Mercy will fund the commission of the sculpture including installation. Installation is planned for the summer of 2020.

These projects were coordinated by Art in Public Places but are funded outside of the One Percent For Art Program.

DAZZLE COLONNADEIn June of 2018, ProMedica enlisted the help of Art in Public Places to commission a large scale mural for the lower level of the parking garage located at Promenade Park. Local artist Natalie Lanese was selected for the project. The mural, entitled Dazzle Colonnade, is 200 feet long and employs the concept of “dazzle camouflage” a technique used in WWI to camouflage ships prior to the advent of radar. This was Natalie Lanese’s first major solo mural commission in the City of Toledo and a wonderful addition to the City’s public art landscape. A dedication is planned for February 22 as part of ProMedica’s Fire and Ice Festival.
