We are pleased to present you with the Annual Report of the Ballarat Diocesan Schools Advisory Council (BDSAC) for 2017.
During 2017, the BDSAC continued to provide advice to you in relation to all matters pertaining to Catholic education in the diocese and to recommend policies for implementation across the schools of the diocese, striving always to keep in mind the needs of students, families, school staff and parish communities (Ref: BDSAC Procedures 2012).
This report outlines how the BDSAC has continued to focus on setting direction and recommending policy for the sixty-four schools of the diocese.
Thank you, Bishop Paul, for your ongoing dialogue with and support for the BDSAC, the CEOB and the schools of the diocese. We continue now to look to the future of Catholic education in the Diocese of Ballarat with renewed confidence and faith in every student and every school community.

Policy
Policy development and review is a core business for the BDSAC. In 2017, the following policies wererecommendedtotheBishopofBallaratforratificationfollowingreviewand/ordevelopmentandconsultationwithschoolcommunities:

Catholic Education Week
CatholicEducationWeek2017wascelebratedfromMay22toMay26withthetheme"StrivefortheGreaterGifts"(1Corinthians12:31)whichalignswiththeCEOBkeypriorityofCollaborationforSchoolImprovementandthe2017focusonlearningimprovementinallourDiocesanschools.ThisthemeisbasedonStPaul’sfirstlettertotheCorinthiansinwhichhegoesontoattestthatallthatwedomustbecentredonlove.
TheweekprovidedanopportunityforourDiocesaneducationcommunitytoexpressourgratitudetoparents,students, families and volunteerswhowork together in local communities to enable Catholic education toflourish.Itisalsoanopportunitytoacknowledgethosewhostaffourschoolsandpresentcertificatestothosewhohaveservedfor30years.

AspartofbeinginformedabouttheworkofCatholicschools,theBDSACvisitedvariousschoolcommunitiesduringourmeetingsaroundthediocese.Throughthesevisitswemetstaffandstudents instaffroomsandclassroomsandsawfirst-handthegreatinitiativesandeducationprogramsthatarehappeninginourschools.Theclassroomisagoodplaceforourkidstobe.

» astatementthatsetsouttodefinetheworkofgovernanceandgoverningintheCatholicschoolsandtheroleofallthosewhoco-operateinthiswork.
• TheWorkingPartycommencedworkondevelopingaBallaratModelofco-responsibilityforGovernance.ThemodelistobesupportedbyaMemorandumofUnderstandingthatwouldbetailoredtoeachschoolsetting.Thisdocumentwasdevelopedandtrialledin2017.
• The Working Party received a request from the Bishop’s Advisory Council to give consideration to thedevelopmentofanaccreditationframeworkforthoseinvolvedinschoolgovernance,includingaminimumstandardandanencouragementofparticipationinongoingformation.Thedevelopmentofthisframeworkwasamajorworkin2017.
• Atthistime,theWorkingPartyissettoberetiredbyDecember,2017.

The Enhancing Catholic School Identity Standing Committee has been established by the Ballarat DiocesanSchoolsAdvisoryCounciltooverseethediocesanresponsetotheEnhancingCatholicSchoolIdentityResearchProjectwhichwascommissionedtoKatholiekeUniversiteitinLeuven(KULeuven)in2006.TheformalcontractwithKULeuvenwillconcludeinAugust2016atwhichstagetheCatholicEducationOfficeBallaratwillassumeincreasedresponsibilityforrespondingtotheprojectrecommendations.
The RolE of the ECSI Working Party is to:
1. DevelopanECSIstrategyforCEOBandschoolsintheDioceseofBallarat2. With the Director of Catholic Education, ensure provision of appropriately trained staff to analyse and
interpretECSIreportswithschoolsandtakeonmanagementofECSIwebsitefollowinghandoverbyKUL3. IdentifyopportunitiesfortheuseofPracticalTheologicalInstrumentsacrossCEOBandschools4. MakelinksbetweenECSIresearch,ECSIdata,renewalofReligiousEducationcurriculum,schoolimprovement
andleadershipformation5. MonitorandcritiquetheresponsetotherecommendationsadoptedfromtheReviewofReligiousEducation,
DioceseofBallaratundertakenin2015,inlightoftheenhancementofCatholicIdentityacrossschoolsofthediocese

Fr Adrian McInerney DiocesanPriest(Retired)
Awarded for inspirational leadership and witness to God's presence through his role in pastoral leadership and governance of five educational settings in one parish. He has been school governing authority of St Alipius' Parish School, co-governor of Emmaus Catholic Primary School, St Francis Xavier Primary School and Damascus College and Approved Provider for St Alipius' Kindergarten- the only Catholic Kindergarten in the Diocese.
Fr Adrian was also Chair of the Ballarat Diocesan Schools Board from 2001 to 2011 and Chair of the Ballarat Diocesan Schools Advisory Council in 2012.
