Introduction!!Welcome!to!Bettendorf.Pleasant!Valley!Aquatics!(BPVA).!We!are!a!year.round!swim!team!designed!to!promote!swimming!as!a!life!long!sport!and!competitive!swimming!as!an!aspect!of!that!sport.!BPVA!is!committed!to!helping!athletes!of!all!ages!and!abilities!reach!their!competitive!swimming!potential.!Our!athletes!are!part!of!a!professionally!coached!team!that!promotes!achievement,!physical!fitness,!social!development,!and!having!fun.!The!success!of!BPVA!at!the!local,!state,!and!national!level!reflects!the!dedication!of!our!swimmers,!commitment!of!our!coaching!staff,!and!involvement!of!parents!and!volunteers.!This!handbook!is!designed!to!help!you!understand!the!operations,!procedures,!and!philosophy!of!the!Bettendorf.Pleasant!Valley!Aquatics!swim!club.!!Organization!!BPVA!is!an!Iowa!non.profit!corporation!(501c3),!a!member!of!USA!Swimming,!the!national!governing!body!for!the!sport!of!swimming,!and!a!member!of!Iowa!Swimming!Incorporated,!the!corresponding!state!governing!organization!for!swimming.!BPVA!and!all!of!its!swimmers!follow!the!rules!and!regulations!of!these!two!organizations.!BPVA!is!also!affiliated!with!the!Bettendorf!Parks!&!Recreation!Commission.!It!is!financially!supported!entirely!by!membership!fees!and!fundraising!activities.!A!Board!of!Directors!governs!BPVA.!The!Head!Coach!of!the!team!is!also!a!Board!member.!All!board!members!are!volunteers!and!serve!three.year!terms.!Elections!are!held!annually!for!approximately!one.third!of!the!Board!members.!The!monthly!board!meetings!are!posted!on!the!team!website!and!open!to!all!members!of!BPVA.!!!A!copy!of!the!corporation!By.laws!is!available!on!the!team!website:!www.bpva.net.!!!!Mission!Statement!!The!mission!of!the!BPVA!Piranhas!is!to!promote!swimming!as!a!lifelong!sport!and!competitive!swimming!as!an!aspect!of!that!sport.!!We!strive!to!empower!every!swimmer,!regardless!of!age!or!ability,!to!reach!his!or!her!highest!personal!potential,!both!as!an!athlete!and!as!a!person.!

USA4Swimming!!USA!Swimming!is!the!national!governing!body!for!competitive!swimming!in!the!United!States.!!USA!Swimming!was!conceived!in!1978!when!Congress!passed!the!Amateur!Sports!Act,!which!specified!that!all!Olympic!sports!would!be!administered!independently.!!Prior!to!this!act,!USA!Swimming!was!the!Competitive!Swimming!Committee!of!the!Amateur!Athletic!Union!(AAU).!!The!USA!Swimming!headquarters!are!located!at!the!United!States!Olympic!Training!Center!in!Colorado!Springs,!Colorado.!!As!the!national!governing!body,!USA!Swimming!formulates!the!rules,!implements!policies!and!procedures,!conducts!national!championships,!disseminates!safety!and!sports!medicine!information!and!selects!athletes!to!represent!the!United!States!in!international!competitions.!!All!policy!decisions!are!made!through!a!chain!of!committees!reporting!to!elected!vice!presidents.!!The!USA!Swimming!House!of!Delegates!meets!once!a!year!at!a!convention!to!determine!the!rules!and!regulations!for!the!following!year.!!An!elected!Board!of!Directors!is!charged!with!the!responsibility!of!making!decisions!for!the!corporation!between!annual!meetings.!!Membership!in!USA!Swimming!is!comprised!of!athlete!and!non.athlete!members.!Athletes!must!register!each!year!in!order!to!participate!and!compete!in!sanctioned!events.!!By!becoming!a!member!of!USA!Swimming,!athletes!and!their!teams!receive!the!benefit!of!insurance!coverage.!!USA!Swimming!is!divided!into!59!Local!Swimming!Committees!(LSC),!each!with!a!geographic!jurisdiction.!!Each!LSC!has!its!own!set!of!Bylaws!under!which!it!operates.!!Iowa!Swimming!Incorporated!!Iowa!Swimming!Incorporated!(ISI)!is!the!Local!Swimming!Committee!(LSC)!that!serves!as!the!governing!body!for!amateur!competitive!swimming!in!the!State!of!

Iowa,!with!exception!of!the!extreme!western!portion!of!the!state.!!ISI!consists!of!group!members!(swim!clubs)!that!register!annually!with!ISI!and!USA!Swimming.!ISI!is!governed!by!a!House!of!Delegates!made!up!of!representatives!from!each!swim!club!(group!member)!and!a!Board!of!Directors.!!The!House!of!Delegates!meets!twice!each!year.!!ISI!sanctions!competitions,!registers!swimmers!and!clubs,!trains!and!certifies!officials,!conducts!championship!meets,!provides!swimmer!recognition!and!travel!funds,!publishes!a!newsletter,!maintains!records,!and!generally!promotes!competitive!swimming!at!all!levels!in!the!state.!!Membership!and!Billing!Procedures!!
Each!BPVA!swimmer!must!be!a!member!of!USA!Swimming.!!The!USA!Swimming!Membership!registration!is!required!annually!(or!seasonally!for!those!who!only!swim!summer!season).!!A!club!registration!fee!is!paid!for!each!season!along!with!a!monthly!fee.!!The!amount!of!the!monthly!fee!is!dependent!on!the!training!group!the!swimmer!is!assigned.!!A!discount!on!the!team!monthly!dues!is!provided!for!family!units!with!more!than!two!swimmers!on!the!team.!!!Bettendorf!Pleasant!Valley!Aquatics!(BPVA)!Billing!Process!!
- All!invoices!are!sent!via!email!on!the!1st!of!each!month.!!(October!through!March!for!the!winter!season!and!May!through!August!for!the!summer!season).!!Payments!are!due!by!the!20th!of!the!month.!!Late!fee!of!$10!is!applied!if!account!is!60!days!past!due.!!A!swimmer!may!not!be!allowed!to!practice,!enter!swim!meets!or!re.register!with!the!club!until!the!account!is!brought!back!to!current.!!
- Member!invoices!will!include!• Monthly!Dues!• Merchandise!purchase!made!through!BPVA!• Fundraising!purchases!made!through!BPVA!• Meet!entry!fees!which!consist!of!splash!fee,!individual!event!

• No!parents!are!allowed!in!the!pool!area!–!they!can!sit!in!the!hallway!outside!of!pool.!!
!Swim!Seasons!!The!fall!/!winter!season!is!short!course!(25.yards)!that!typically!begins!in!September!and!ends!in!early!March.!!The!summer!season!is!long!course!(50.meters)!that!typically!begins!in!April!and!ends!in!early!August.!There!are!also!several!short!course!meets!throughout!the!summer!season.!
During!the!summer!season,!BPVA!uses!the!BHS!and!PVHS!pools!for!training!as!well!as!the!outdoor!50.meter!pool!located!at!Scott!County!Park!for!long!course!training.!It!is!not!uncommon!during!the!summer!months!for!some!of!these!pools!to!be!down!for!annual!maintenance.!When!that!occurs,!BPVA!may!obtain!additional!training!facilities!as!necessary.!

Training!Groups!!All%Groups:%The%coaching%staff%has%final%determination%on%group%placement.%%Many%factors%determine%placement%such%as%age,%work%ethic,%practice%attendance,%technique,%swim%times,%and%physical%&%social%development.%!Pre4Compete!Lesson!Program!Lesson!program!for!beginning!swimmers!ranging!from!age!3!to!11.!!The!program!includes!30.minute!small!group!lessons!once!or!twice!a!week!for!a!4.8!week!session!(8!classes).!!Swimmers!are!divided!into!3!groups!based!on!well.defined!ability!levels.!!Swimmer!to!Instructor!ratio!is!5:1.!!USA!Swimming!membership!is!not!required.!!Stroke!Development!1!&!2!(SD1!&!SD2)!Age!range!5!through!12.!!Five!practices!offered!each!week,!lasting!45.minutes.!!!Recommendations:%!2.3!practices.!No!more!than!3!practices!per!week.!!A!well.fitting!swimsuit,!goggles,!and!cap.!Requirements:%%SD1! Equivalent!to!Red!Cross!Level!4.5.!!Able!to!swim!25.yards!of!freestyle!and!backstroke.!!!SD2!
