Cecilia Echeverría is a program officer for the Health Care and Coverage team at the Blue Shield of California Foundation, managing the portfolio of grants focused on strengthening California’s health care safety net. Prior to joining the foundation, Ms. Echeverría served as a senior program officer with The California Endowment where she provided strategic direction to efforts to promote school health, expand public health insurance coverage, and strengthen the health care safety net. Before that she was a policy analyst at the California HealthCare Foundation where she helped develop and evaluate programs that leveraged Medicare and Medi-Cal. Outside of philanthropy, she has served as a legislative analyst for the Congressional Research Service in Washington, DC, and as a special projects associate for the Alameda County Public Health Department. Ms. Echeverría earned a bachelor of arts in social welfare, a master’s degree in public policy, and a master’s degree in public health from University of California, Berkeley. She is an alumnus of the Presidential Management Fellowship program.

Kim Firth is a program director at the Endowment for Health where she manages a portfolio of grants, projects, and policy initiatives addressing children’s mental health and geographic barriers to health. Before joining the endowment, Ms. Firth served as a planning and policy analyst for the New Hampshire Department of Health and Human Services, Office of Health Planning and Medicaid. She also served as the grant manager for the Health Care Fund, Community Grant Program, a public endowment created by the legislature. Previously Ms. Firth served as project director for the Strafford County Domestic Violence Project, a federally funded initiative to create a multidisciplinary prosecution team for domestic violence criminal cases in the county. She also served as director for the AmeriCorps Victim Assistance Program, which used AmeriCorps members as advocates for survivors of domestic and sexual violence in District Courts and police departments.

Paul Jellinek is a principal of the consulting firm Isaacs/Jellinek, which helps foundations and other non-profit organizations maximize their effectiveness. Trained in health policy and economics at the University of North Carolina School of Public Health, he served on the staff of the Robert Wood Johnson Foundation from 1983 to 2002, the last eleven years as program vice president. He served on the board of Grantmakers in Health for six years. While at the Robert Wood Johnson Foundation, he worked closely with Terrance Keenan on a number of initiatives, including programs to support school-based clinics for at-risk adolescents and interfaith volunteer caregiving for elderly and disabled individuals who are homebound.

She worked for 10 years at the Colorado Community Health Network where she helped to form an organization to address access to dental care for low-income populations. Ms. Lampron worked with the Cavity Free at Three funding group as the lead consultant responsible for the design, development, and implementation of the initiative. She served as chair of the Institute for Health Care Improvement, Health Disparities Oral Health Collaborative Pilot to address medical/dental collaboration for dental disease prevention. A former Peace Corps Volunteer, she holds a master’s degree in public health from the Johns Hopkins University School of Hygiene and Public Health and a bachelor of science in public health from West Chester University in Pennsylvania.

Yanique Redwood is a senior associate on the Evidence-Based Practice Team at The Annie E. Casey Foundation. Dr. Redwood has extensive experience in community-based participatory research methods and is skilled in a qualitative research method called Photovoice. Cristina Regalado is vice president of programs at The California Wellness Foundation (TCWF), a position she has held since 2002. In this position, Ms. Regalado has overseen a combined grants portfolio of over $500 million involving 2,000 nonprofit organizations. She and her team engage in innovative funding strategies in support of variety of vulnerable populations, including incarcerated women; poor women; lesbian, gay, bisexual, transgender, and queer individuals; and immigrants and refugees. She also works to support gun control public policies to prevent violence against young people, access to comprehensive reproductive health services, health workforce diversity, advocacy training, and coalition building among women-of-color-led reproductive justice organizations. Prior to joining TCWF, Ms. Regalado was vice president of administration and programs at the Los Angeles Women’s Foundation. She is a recipient of the Changing the Face of Philanthropy Award, given by the Women’s Funding Network. She was a delegate to the NGO Forum of the United Nations Fourth World Conference on Women in Beijing, China. Ms. Regalado serves on the boards of the Women’s Funding Network, the Feed the Hunger Foundation, and the Edmund G. “Pat” Brown Institute. Tym Rourke has over 15 years of experience in the health field, primarily in mental health and substance use disorders prevention and treatment. In this role, he oversees the second largest portfolio of funds at the foundation, totaling $3 million per year in grantmaking around substance use prevention, treatment, and recovery supports. Under Mr. Rourke’s leadership the foundation has fostered an ambitious strategy focused on policy/advocacy funding, grantmaking in evidence-based treatment, and a new 10-year initiative to build a sustainable infrastructure to support substance use prevention. As a representative of the foundation, Mr. Rourke serves as chair of the Governor’s Commission on Alcohol and Other Drugs, which oversees public policy and financing for alcohol and other drug services in the state.

Alyse B. Sabina, program officer for the Aetna Foundation, is responsible for strategic program development and managing a portfolio of national grants in the foundation’s focus area of integrated health care. Prior to joining the foundation in 2010, she was a program officer at the Missouri Foundation for Health where her program work addressed obesity prevention, mental health, substance abuse, women’s health issues, as well as nonprofit capacity building. Earlier in her career, she focused on research in chronic disease prevention and health promotion. As a senior research associate at the Yale-Griffin Prevention Research Center, she developed grant proposals and managed public health research studies. She has coauthored a number of articles that have been published in peer-reviewed journals, including Preventive Medicine and Archives of Internal Medicine. She earned her master of public health degree from the University of North Carolina at Chapel Hill and her bachelor’s degree from the University of Rochester.

Sarah Senseman currently serves as a senior community prevention consultant at Blue Cross Blue Shield of Minnesota. In this capacity, she applies more than 15 years of experience working within and among diverse communities to build health equity. She has addressed disparities within mental health, HIV/AIDS, prenatal care, breast and cervical cancer, tobacco use, healthy eating, and active living. In her current role, she supports a diverse group of grantees funded by the Minnesota Department of Health to address youth tobacco disparities. Additionally, she addresses the technical assistance needs of community partners working to achieve health equity funded by Blue Cross and Blue Shield of Minnesota’s Center for Prevention. Ms. Senseman has worked in a variety of settings, including federally qualified community health centers, foundations, community not-for-profits, universities, and international nongovernmental organizations. She currently serves on the LGBT Funders Network and Equity Now Minnesota Delegation, and recently became certified as a qualified administrator of the Intercultural Development Inventory and Intercultural Conflict Styles Inventory.

Lisa Shugarman is director of policy for The SCAN Foundation, managing state and national policy activities. During her nine-year tenure with RAND, her research focused broadly on the needs of vulnerable populations, including seniors and people with disabilities. Dr. Shugarman is the author of over 40 peer-reviewed publications and has taught courses in program evaluation and guest-lectured on various issues in health policy. Dr. Shugarman holds a doctorate in health services organization and policy from the School of Public Health at the University of Michigan. She was a National Institute on Aging Health and Aging Fellow and worked as a research associate at the University of Michigan Institute of Gerontology

Amber Slichta has worked at the Health Foundation for Western and Central New York since 2004 and was promoted to director of programs in 2009. Her previous experience includes executive director at HealthforAll of WNY, Inc. where she led an effort to subsidize insurance for the working uninsured. She also served as project manager for the State University of New York at Buffalo and as communications manager for the local organ donation service. Currently Ms. Slichta serves on the advisory board of the Western New York Center for Transportation Excellence and is a board member of the Western New York Grantmakers Association. Rachael Watman is a senior program officer at The John A. Hartford Foundation whose focus is on improving the health care of older Americans. Prior to joining the foundation, Ms. Watman served as director of an adult day program in New York City for older adults with dementia. In addition, she has been a director of a case management program for seniors, worked on the geriatric team of an in-patient psychiatric clinic, and worked in a residential home for adults with autism. Ms. Watman earned her undergraduate degrees in American studies and psychology at Mary Washington College in Virginia and her master’s degree in social work from Columbia University.

Liane Wong is a program officer in the Children, Families, and Communities (CFC) Program and the Health Program team at The David and Lucile Packard Foundation. Since 2007 Ms. Wong has led the Insuring America’s Children: Getting to the Finish Line initiative. Most recently, she designed and launched a national communications and social media project to provide multi-issue nonprofit organizations with the tools and expertise to engage multiple social network platforms. Previously Ms. Wong was director of the Institute for Health Policy Solutions California and the Child and Family Coverage Technical Assistance Center, and founded California’s Innovation in Coverage and Access Forum. She also held positions as a senior health policy analyst at the University of California Office of the President and as a senior manager at the University of California, Los Angeles Center for Health Policy Research. She began her career at The San Francisco Foundation. Ms. Wong received her doctorate in health policy and management from the University of California, Berkeley and holds a master’s degree in public health from the University of California, Los Angeles. She serves on the Board of Directors for Asian Americans and Pacific Islanders in Philanthropy, and is founder and co-chair of the Silicon Valley chapter.
