Dean Tikalsky comes to OSU from the University of Utah, where he was head of the Civil and Materials Engineering department. He has already implemented several changes that will help lead not only MSETM, but all of CEAT, to greater heights. These changes include hiring people to help spread the word about the good things hap-pening in the college, an increased emphasis on retention of under-graduate students, and a focus on strategic planning. As the MSETM program ap-proaches its fifteenth year I am extremely proud of our position. I feel we have built a truly accessi-ble program for engineers, tech-nologists and scientists that ena-bles them to reach their full poten-tial as managers. While their association with OSU is short, relative to their careers, we strive

to serve our students in a manner that leaves them with a long-lasting positive impression of OSU.

There are many factors that contribute to our success but one stems directly from the philosophy of our Founding Director, Dr. Ken Case, Dr. Case felt strongly that it was our job as a program to facili-tate the education of our students allowing them to focus on their coursework and remove the admin-istrative hassles associated with pursuing a graduate degree. I am proud of the service-oriented, student-centered culture we have maintained throughout the exist-ence of the program. We have been fortunate to have always operated under a supportive

and visionary administration and that tradition continues under our new leadership. Under Dr. DeYong’s direction the MSETM program is more sharpened and focused than at any other time in the past. Her vision to weave strategy more strongly into the curriculum has given us new energy to seek out key faculty and course material that can immedi-ately benefit our students.

We hope you will be pleased with our progress and carry with you the message that the MSETM program has much to offer!

His crowning achievement has been his vision-ary leadership in developing the Master of Science in Engineering and Technology Management Program at OSU. This distance learning degree program was innovative in its design, and has now graduated more than 450 students.

The College of Engineering, Ar-chitecture and Technology at Oklahoma State University hon-ored Dr. Ken Case with the pres-tigious Lohmann Medal on March 29. This award is considered the college’s highest honor for dis-tinguished graduates.

Dr. Case, regent’s professor emeritus at OSU, is widely re-garded as one the top Industrial Engineers in the world. He holds three degrees from OSU and has

Previous positions included professor of Civil and Environ-mental Engineering at Penn State University from 1995-2006, and professor of Civil Engineering at Santa Clara Uni-versity from 1989-1995.

Dr. Tikalsky has been a Senior Research Fellow with the Czech National Academy of Sciences and the US Army Corp of Engi-neers. He is a registered pro-fessional engineer in the State of California and a Fellow of the American Concrete Institute and the American Society of Civil Engineers.

Dr. Tikalsky has received numer-ous awards including Utah Engi-neering Educator of the year, is a trained ABET Program Evalua-tor, and was recognized for Best Paper/Presentation at the 2011

Dr. Paul J. Tikalsky is the new Dean for the College of Engineer-ing, Architecture and Technology at Oklahoma State University.

His background is in the field of Civil Engineering and he holds a tenured appointment as Profes-sor in the Department of Civil and Environmental Engineering and a faculty appointment in the School of Materials Science and Engineering at OSU.

He received his B.S. in Civil and Environmental Engineering from the University of Wisconsin, and both his M.S. and Ph.D. in Struc-tural Engineering from the Uni-versity of Texas at Austin. Prior to coming to OSU, Dr. Tikalsky was the Civil and Environmental Engineering Department Head at the University of Utah, where he was on faculty from 2006-2011.

He and his wife, Julie, have two sons; Peter and Daniel.

USAF Captain, Joshua Carroll and member of the MSETM 2011 graduting class was a student from 2009-2011. Joshua completed 1/4 of his course-work while deployed to Afghanistan. He is currently assigned as the lead country engineer for the Defense Intelligence Agency in Afghanistan. He is responsible for all facilities operations and maintenance activi-ties as well as new construction/repair projects across the country in Defense Intelligence Agency and sister Intelligence Community part-ner facilities. He routinely coordi-nates with other agencies’ engineers and logisticians both in Afghanistan and other locations around the world including Qatar, Germany and the United States to accomplish a dy-namic and evolving mission. Joshua claims, “Working in Afghanistan is always a very rewarding experience for me as I can see the fruits of my labor and the direct impact that what I’m working on has for the Combating Terrorism mission.”

Below Capt. Carroll shares his insight into being an OSU distance learning student while serving our country.

Why did you choose the OSU MSETM?

As an Air Force officer, it’s impera-tive to have a breadth and depth of knowledge in my career field, Civil Engineering, that will allow me to effectively lead a diverse group of technical experts and if necessary be the technical expert for a specific project. The curriculum offered by the MSETM program at OSU seemed to provide that and more, and so became my first choice for graduate schools. Compared to the other

schools that I was considering though (U. Texas, Missouri, Univer-sity of Washington) OSU stood out as a military-friendly institution whose policies regarding every-thing from tuition to class schedul-ing and execution fit with the com-mitment I’d already made to my country.

What barriers were there for you along the way?

The biggest obstacle to completing the MSETM program that I faced was a deployment to Afghanistan in 2010, about halfway through to the degree. At that time, most of the DVD’s of classes had stopped being sent out and so classes were streamed live or by download only. In Afghanistan I had “high speed” internet, what amounted to a 28K dial-up connection, so sometimes it would literally take days to download an hour or 90 minute lecture video. Unlike most of the undergraduate courses I took, I couldn’t either go to class or read the assigned text to get all the material to pass the test – the curriculum here forced me to do all of that and then more outside the normal syllabus to really get the most out of the topic we were researching. I ended up complet-ing three courses in the 7 months I was deployed, which was by far the most challenging period of my time in the program, but definitely re-warding all the same.

What advice to you have for others considering the degree?

Education has to be a priority if you’re in the military. As military

leaders we have to be ready to go anywhere at any time and accom-plish a sometimes ambiguous mission – the rate at which the world is changing is testament to the complex and variable environ-ment in which we have to lead and manage diverse groups of people and programs. The MSETM pro-gram has certainly prepared me to not only be a better engineer, but a better leader, thinker, and problem solver, ready to face the challeng-es of America’s next conflict.

What is the greatest lesson you learned from the program?

Keep asking questions! The speed of business, including in the mili-tary, negates the ‘fire and forget’ styles of leadership and manage-ment. As soon as you think you’ve gotten to the root of an issue (and maybe you have) the environment changes; as a leader and manager you’ve got to stay engaged, keep asking the hard questions to make sure you’re not only still focusing on the problem at hand but the direction you’re leading your or-ganization.

Mr. Howie is a graduate of the Industrial College of the Armed Forces (ICAF) at the National Defense University (NDU) in Washington D.C., and recently retired from the Senior Execu-tive Service (SES) after 28 years in the Air Force.
