NSAD Commissioner Val Wojton called the meeting to order at 8:55 a.m. MEETING MINUTES: It was moved to accept Executive Board and Board of Director’s meeting minutes as of August 7, 2010 as read. Passed. FINANCIAL REPORT: Pat Kinast reported the NSAD financial report has yet been audited and indicated it will be posted on the website as soon as it is audited. See separate attachment for NSAD financial reports. Questions were raised in regards to the $2 million dollar liability coverage and what it pertains to this type of coverage. It was clarified to prevent misleading information that this type of insurance covers for field use and to sanction tournaments and that players are to provide own insurance for personal injury. Due to change of riders in the current policy with MCM Insurance Company, Val Wojton reported that he would gladly oblige to continue to work as liaison between NSAD and MCM Insurance Company when his NSAD Commissioner term expires. Discussions were held regarding the storage space’s maintenance use for NSAD’s property and ongoing expenses for the space use. Inquiries were made to suggest archive all documents to eliminate storage space. This would take up considerate time to do so. Questions were raised as to the whereabouts of the missing boxes referred to pre-NSAD days (AAAD era). This will be taken upon the Executive Board to further discuss ways and means to preserve the NSAD property in a most cost feasible way. Darin Clauson also inquired the $17K breakdowns as noted in the Board of Directors’ meeting. Information will be detailed at a later date as soon as Pat Kinast gets the information from his files. LAW COMMITTEE REPORT: Paige Thompson-Matzker reported receiving email from NEAAD in regards to errors made in the 2009 Softball Council meeting minutes which three motions were not written properly as proposed by the NEAAD. Two of the motions were failed whereas one was referred to the Law Committee. Corrections will be following this meeting as noted. 2009 Softball Council Referral #2 Motion SC-10-09 Pulled EB 09 (April 24/25) moved that the Tournament Policies 1, 1.1 "Selection for NSAD National Tournament Site shall be decided at least four (4) years in advance by the Executive Board." be removed from the Tournament Policies. REFERRED TO LAW COMMITTEE LC rationale: We feel that EB can find a field at least 1 year instead of 4 years. LC Proposed: NSAD shall recognize COED as a recreational tournament with awards is given and the players on a Coed team are allowed to play on the women and men teams with no restriction. 2009 Softball Council Referral #12 Motion SC-33-09 Moved that the Executive Board structure be broken down or re-structured with Commissioner, Deputy Commissioner, Secretary/Treasurer along with the 8 region Presidents/Commissioners serving on the NSAD Executive Board and the Positions of Tournament Director, Softball Information Director, Webmaster and the possible new position, Women's Commissioner, be considered non-essential staff of the NSAD with no voting privileges or considerations during Executive Board Meeting. The Law committee meeting shall be held at any time and place with the approval of the NSAD Board. 2.2.3 Schedule the National Tournament Brackets with seeding drawings. 2.2.4 Conduct all official correspondence. (2007 Dayton) 2.2.6 Distribute copies of the proceedings of the Annual Softball Council meetings to all active (team/regional) members on file within 60 (sixty) days. (2007 Dayton) 2.2.6.1 Post Softball Council meeting minutes in NSAD website within thirty (30) days after the NSAD Tournament (2008 Denver) 2.3 The Treasurer shall: 2.3.1 Open and maintain bank account(s) in the name of this organization for all organization funds at a bank of his/her choice with approval of the Executive Board. 2.3.2 Submit periodical financial reports to the Executive Board and Softball Council in their meetings. 2.3.3 Submit NSAD Annual Financial Report to the Softball Information Director to be posted on NSAD Website by February 1st. (2006 Ontario) 2.3.4 Collect all organizational membership dues and maintain a membership roster. 2.3.5 Monitor the hosting registration committee at national tournaments. 2.3.6 Upon notification of any expenses occurred relating to NSAD Championship teams, prizes, fees, and/or etc, a check must be mailed within 30 days. 2.3.7 Have auditors for the purpose of auditing NSAD’s Financial Reports (2009 Ft. Lauderdale) 2.4 The Softball Information Director shall: 2.4.1 Form and monitor reporting and statistics pools for covering national tournaments. 2.4.2 Submit all game and individual statistical paperwork to the Secretary-Treasurer within thirty days at the conclusion of each national tournament. 2.4.3 Serve as official liaison officer to the media and see to that an adequate coverage is provided for national tournaments through every possible media channel to the deaf public. 2.4.4 Shall supervise the artwork necessary for national tournaments, such as tickets, posters, and flyers. 2.4.5 Shall be responsible for all awards necessary for national tournaments and related events. 2.4.6 Shall be responsible for maintaining list of lifetime passes annually, submit an updated list to NSAD Secretary-Treasurer and to the host chairperson. (2007 Dayton) 2.5 The Tournament Director Shall: 2.5.1 Inspect and approve the hosting arrangements of national tournament facilities one year prior to the tournament date. (2006 Ontario) 2.5.2 Make sure the site will be at various regions. 2.5.3 Contact the site's fields for the future and sign a contract with them. 2.5.4 Contact the site's Hotel for the future and sign a contract with them. 2.5.5 Shall submit the artwork for the flyers to the Executive Board for approval prior to distribution of the flyers to the public. 2.5.6 Shall supervise the field and equipments to be ready. 2.5.7 Shall be in charge of program book advertising, trophies and souvenirs. 2.5.8 Shall supervise the admission people. 2.5.9 Shall select the Liaison officer at the tournament site. 2.5.10 Shall schedule the tournament games. 2.5.11 Shall schedule the umpire. 2.5.13 Schedule the National Tournament Brackets with seeding drawings. 2.6 The Softball Information Director shall have the prescribed duties to: 2.6.1 Form and monitor reporting and statistics pools for covering national tournaments. 2.6.2 Submit all game and individual statistical paperwork to the Deputy Commissioner within thirty days at the conclusion of each national tournament. 2.6.3 Shall supervise the artwork necessary for national tournaments, such as tickets, posters, and flyers. 2.6.4 Shall be responsible for all awards necessary for national tournaments and related events. 2.6.5 Shall serve as the chair of the Softball All-Stars selection Committee 2.6.6 Shall be responsible for maintaining list of lifetime passes annually, submit an updated list to Secretary-Treasurer and to the host chairperson. ARTICLE THREE - EXECUTIVE BOARD, BOARD OF DIRECTORS, AND SOFTBALL COUNCIL Section 1 EXECUTIVE BOARD 1.1 The members of the NSAD Executive Board shall consist of Commissioner, Deputy Commissioner, Secretary, Treasurer, Tournament Director and Softball Information Director. 1st amendment to apply to Men’s Division only. Failed. 2nd amendment moved for those 45+ be limited to 1 and apply to all Divisions. 2nd amendment passed. Main motion passed.

SC-10-02: Moved to revise Rules and Regulation, Article One – Section 3 - Player Eligibility – 3.4 to to remove “No hearing person shall be allowed to play on any NSAD member club’s team in any regional or national team.” Teams desiring to have hearing coaches shall be permitted to do so.

Rationale: This already conflicts with the CODA/SODA ruling. Passed.

SC-10-03: Moved to revise Rules and Regulations, Article 1, Rules, Section 2., Team Eligibility Rules 2.6 2 CODAs and 2 SODAs is allowed per team (2 hearing persons). Referred to Law Committee.

SC-10-04: Moved to delete Rules and Regulations, Article 1 Eligibility Rules, Section 3.2 and replace with “All new players shall provide an official audiogram to verify that they meet NSAD current hearing loss requirement.” Failed.

SC-10-05: Moved that the Free State Alabama be part of the SSAD region. Referred to Law Committee.

SC-10-06: Moved that the CODA/SODA be from the same region as the deaf relatives. Referred to Law Committee.

SC-10-07: Moved that we revise Rules and Regulations, Article 2, Section 1.6, to change from 17 players and 3 non-players to 20 players on NSAD forms. Passed.

SC-10-08: Moved (NEAAD) to reduce from $250.00 to $100.00 (Section 2.4 - “The regional association of the host hosting the NSAD sanctioned regional tournament shall pay two hundred fifty dollars ($250.00) for the sanction fee to host the regional tournament. Failed.

SC-10-09: Moved (NEAAD) that Section 1.4 – adding to NSAD By-Laws, NSAD officers shall not perform other duties such as coaching or playing or umpiring in addition to his/her present duty as NSAD

officers. Referred to Law Committee.

SC-10-10: Moved to pay $600.00 to Men’s and Women’s champion team as cash prize. Passed.

SC-10-11: Moved that women’s teams have optional to go to regional tournament and that be on a two year trial basis. Failed.

SC-10-12: Moved to have 5 game guarantee at NSAD tournament. Ruled out of order.

SC-10-13: Moved to have 3 game guarantee at NSAD tournament. Amended to use WSL (World Softball League) system o determine 3 guarantee games. 1st amendment and main motion passed.

SC-10-14: Moved that the hearing parents who have deaf child/ren be permitted to play softball. Referred to Law Committee.

SC-10-15: Moved to require head umpire (UIC) to attend coaches meeting. Referred to Law Committee.

SC-10-16: Moved to revise Rules and Regulations, Article 2. Registration, Section 1.5 that all Men’s and Women’s teams are required to participate in their Regional Tournament if there are three (3) or more regional teams before entering the National Softball tournament.

1.5.1 Men teams finished top three (3) and women teams finished top two (2) from the most recent year’s NSAD tournament can bypass their regional tournament if they meet the following criteria: bypassing team must consist of eight (8) or more players from last year’s team; submit NSAD team entry fee by June 1st and submit NSAD and regional form by June 1st.

1st amendment to keep their seedings. Passed. 2nd amend to be 1 championship team. Failed. 3rd amend that majority of regional teams division to be approved by their respective region and this be on two year trial basis. Passed. Main motion passed.

SC-10-17: Moved that we select Women’s Commissioner for women tournament (NSAD). Referred to Law Committee.

SC-10-18: Moved no hearing male players including CODA/SODA. Passed.

SC-10-19: Moved when NSAD has 24 teams or less to adopt Pool Play and Single Elimination (World Cup) tournament. 1st amendment to remove less than 24 teams. Failed. Point of question in regards to main motion for clarification if more than 24 teams, to use WSL. Main motion tabled to 2011 Softball Council meeting. Passed.

SC-10-20: Incidental Motion by ESAD. Moved NSAD follow the appropriate chain of command when responding to regional questions. Passed.

SC-10-21: Moved to move Bracketology to the Coaches Meeting. Passed. ELECTION OF OFFICERS: It was moved to nominate Vance Rewolinski and Scott Bradley. Scott Bradley declined. Vance Rewolinski was accepted to be NSAD Commissioner by acclamation. Moved to nominate Paige Thompson-Matzker which she accepted as NSAD Deputy Commissioner by acclamation. Moved to nominate Sheri Mize which she accepted as NSAD Secretary by acclamation. NSAD Commissioner shall appoint NSAD Softball Tournament Director whereas NSAD Deputy Commissioner will appoint NSAD Softball Information Director. Both positions as non-voting members.

LAW COMMITTEE: Nominations/acceptance took place for (8) eight NSAD Bylaw Committees commencing as of December 1st as follows: Frank Allnut, Kevin Bella, Jeff Cucinotta, Nancy Opheikens, Danny Rinas, Jeff Salit, Gerry Turner and Josh Walker. Passed. ANNOUNCEMENTS: Vance Rewolinski announced with heartfelt thanks and presented trophies to Tony Loos for his wonderful liaison teamwork with the NSAD along with Gary Holte and Todd Tolzmann for their help with the trophies.
