Training Objectives

This workshop will prepare selected district office staff and school-based non-instructional staff to serve as FCAT test proctors at their assigned schools. In addition, this workshop will clarify the role of FCAT volunteers.

Participants will be able to:

1. Define the roles of the school personnel FCAT proctor, the non-school personnel FCAT proctor, or “testing volunteer,” and the FCAT test administrator.

2. Explain test security laws, policies, and procedures.

3. Apply FCAT test administration procedures appropriately.

Proctors

When testing a large group of students, proctors MUST be assigned to the testing room to assist the test administrator.

It is recommended that a proctor be assigned to rooms with fewer students whenever possible.

School Test Coordinator Responsibilities Regarding Proctors Prior to Test Days

Inform all proctors assigned to their school about the Duties for assisting with test sessions and of the appropriate test security

policies and procedures AND Test security laws and rules prohibiting any activities that may threaten

the integrity of the test.

Ensure that every proctor completes and signs the following forms found in Appendix C of the Test Administration Manual. FCAT Administration and Security Agreement SSS Security Log (when they monitor a testing room for any length of

time)

Proctor Responsibilities Prior to Test Days

Contact the test coordinator for the school to which your supervisor assigns you:

Introduce yourself (as necessary).

Verify the time the school needs you to report.

Notify the school test coordinator if you:

• Trade proctor assignments with a co-worker,

• -- OR --

• Become ill or delayed on any of your assigned test days in a timely professional manner.

Read and be familiar with the General Information & Test Administrator Responsibilities sections of the test manual.

Complete the Test Security Agreement form.

Testing Location Considerations

Use classrooms whenever possible Make sure that each room is free of distractions and has

Comfortable seating Good lighting Adequate ventilation

Avoid testing in a cafeteria, gymnasium, auditorium, or library whenever possible

Make sure that: students are not facing each other if seated at tables students are not in seating that allows them to view other students’

answers there is sufficient space (at least three feet) between students

Remove or cover all visual aids in the room, such as posters showing mathematical or scientific concepts

Proctor Responsibilities During Test Days . . .

Primary role is to assist the Test Administrator. CANNOT do anything that would compromise the integrity of the

testing process. The only person permitted to examine the test booklet is the student

taking the test. All test booklets, answer sheets, and calculators must be treated as

secure test items. Remain alert. Circulate quietly about the testing room. Be a careful observer. Report any suspected problems to the Test Administrator in the room

immediately.

During testing, ensure that students: clear their desks of all materials except the appropriate test

DO NOT: talk with students about any test item, help students answer any test item, or discuss test items or answers with students even after all test

What’s New for the 2008 FCAT

Possession of any electronic device that reproduces, transmits, calculates, or records IS cause for invalidation

“Possession” is defined as “within arm’s reach,” even if the electronic device is not visible.

Students should not have cell phones in their pockets, clipped to their belts, at their desks, or anywhere they can be easily accessed during testing.

Closely monitor students during testing so they do not make stray marks near the answer choice bubbles or timing tracks. Stray marks near the bubbles or timing tracks may interfere with the scoring of the document.

Reporting Testing Irregularities

IF you observe a testing irregularity,

Do NOT leave the testing room until the test window closes, AND the school test coordinator collects all secured test materials.

As soon as you return to your work station on the same day, immediately document what you observed in writing addressed to Angela Marino, Coordinator of Research, Evaluation, and Accountability.

Norm-Referenced Test The NRT may be scheduled on any day(s) during the ten-day

testing period on which there are no SSS sessions scheduled for the same grade level.

DISTRICTS may choose to schedule the NRT administration by school level (elementary, middle, and high), by grade level (3, 4, 5, 6, 7, 8, 9, and 10), and by subject area (Reading and Mathematics), as long as the administration dates are consistent throughout the district.

If a student starts a test and leaves without finishing (for an appointment, illness, etc.), he/she will NOT be allowed to complete the test. No exceptions will be made once the student leaves the school’s campus; therefore,

if you have concerns about a student, you should not allow the student to begin. Instead, consider administering the test on one of the make-up days.

A student with the accommodation of extra time must complete one session before continuing to the next session.

Test Administrators are required to use ALL of the allotted time in each SSS session and should not end a session early.

Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification. Please carefully read the Test Security Policies and Procedures to ensure that you

are following the correct procedures District Coordinators must require that principals, school coordinators, test

administrators, and proctors sign an FCAT Administration and Security Agreement
