Population

The Island of Montréal has 1,873,813 inhabitants. A total of 3.6 million people live in Greater Montréal, which also includes the city’s northern and southern suburbs, ranking this metropolis as the 16th most heavily populated region in North America. In 2006, the large majority of Québec’s new permanent residents settled in Montréal, thus helping to make the city a true cultural mosaic, including representatives of some 100 ethnic communities.

Infrastructure

5,600 km of roadways criss-cross the Island of Montréal

400 km of bike paths 17 bridges and tunnels provide access to

the island 33 km of underground pedestrian corridors 700 municipally managed structures

THE ECONOMIC SITUATION IN 20071

The main economic indicators reveal that 2007 will prove, if trends persist, to be a good year for many sectors of Montréal’s economy.

The year 2007 could post excellent job creation results. From January through August 2007, 14,700 new jobs had already been created, bringing the total number of jobs in the Montréal Urban Agglomeration to some 955,000 in August 2007. Such gains were observed in full-time employment, attesting to renewed employer confidence.

The Institut de la statistique du Québec (ISQ) has forecast capital expenditures in 2007 of a bit more than $12 billion dollars for the Montréal Urban Agglomeration, up almost 8% over 2006.

The value of construction permits issued in 2007 will almost certainly exceed that of the prior year. The city forecasts total construction project value of more than $2.3 billion in 2007, or some 8% above 2006 figures.

The Canada Mortgage and Housing Corporation (CMHC) believes that those factors responsible for influencing the rental market in 2006 will continue to play a role in 2007 and that we can expect new vacancy rate increases. The housing vacancy rate was 3% in 2006, which CMHC considers to represent a balanced market.

The ISQ estimates that the Urban Agglomeration had 1,874,000 inhabitants in 2006. Montréal’s population seems to have levelled off since 2003, despite the slight growth observed in 2006, which was partially due to greater natural growth, with the number of births posting the highest figures since 1996.

Based on results for the first half of the year, it appears as if Montréal’s port activity in 2007 will be as busy as in 2006. Freight traffic handled in 2007 should reach some 25.3 million tonnes, which would set a new record.

Another similar record is shaping up for 2007, with passenger levels at Montréal Trudeau Airport up 9% year-over-year for January through August. Total traffic could approach 12.4 million passengers.

Tourist industry forecasts for 2007 have been based on an unfavourable economic climate, with the Canadian dollar at virtual parity with the greenback and a constantly dwindling number of US tourists. Tourisme Montréal nonetheless believes that the development of new markets will serve to keep the number of tourists visiting Montréal in 2007 at 7.8 million.

Outlook for the Metropolitan Region

The value of the Canadian dollar, which at the time of this writing, is slightly higher than that of its US counterpart, has had the effect of weakening Montréal’s manufacturing sector since the start of the year. Because of this situation, the Conference Board of Canada revised its annual economic growth forecast downward to 2.1%, from 2.6% in prior years (April 2007). The Board did, however, note that other sectors of Montréal’s economy continue to post good performances. The retail, wholesale and financial sectors could achieve results 3.6% better than those of 2006. Business services are also advancing, with growth forecast at 3.1%.

Main Conference Board of Canada Predictions for 2007

Greater Montréal’s economy should grow 2.1% over the year.

Montréal’s population is expected to nudge upward by 0.8%.

The Conference Board believes that 42,000 jobs might be created in the Montréal Metropolitan Region in 2007, a 2.3% rise from 2006. Manufacturing sector losses, estimated at 25,000 jobs (- 9.3%), will be largely offset by service sector gains of some 65,000 jobs. Two service sector components are expected to be particularly active: wholesale and retail trade up (+ 22,000 jobs) and business services (+ 28,000 jobs).

The unemployment rate, which stood at 8.4% in 2006, should drop 1.4% in 2007 to 7.0%. According to forecasts, this rate, which looks as if it will be the best in at least two decades, could be maintained through 2011.

Resident buying power should grow substantially in 2007. The Conference Board has calculated that Montrealers’ available income should rise by 4.9% this year and by 3.1% to 3.4% over the 2008-2011 period. Implementation of the Pay Equity Act should also serve to promote such increases. The Board estimates that the average disposable income of Montréalers in 2007 will be $25,800. This could climb to approximately $29,300 by 2011.

Construction starts should decline by 6.6% in 2007, to 21,300 new units. The Board anticipated a rise in interest rates over the new few years, which could slow the pace of residential construction.

Retail sales in the Montréal Metropolitan Region should total $41.3 billion in 2007, up 4.2% over 2006. The Conference Bo
