1) My name is Mark S. Wrigley and I am the Owner of Wyboo Plantation Utilities,Inc.;

2) On December 27th, 2008, I caused to be served on the current customers ofWyboo Plantation Utilities, Inc., "Clarendon County" Manning, South Carolina by First Classmail service the Notice of Hearing, which is attached hereto as Exhibit I;

Mark S.Wrigley ("Applicant" or "present Cerbficate Holderi), pursuant to 26 s.c code Ann. Regs. 103-504 and 103-704, hasfiled with the Public Service Commission of South Carolina ("the Commission" ) an Application for approval of the sale andtransfer of the ownership of only that portion of Ihe water and sewer utility known es Wyboo Plantation Utilities, Inc. , that servesWyboo Plantation Subdivision, Mill Creek Subdivision, Daercreek Subdivision, Creekside Subdivision, While Oak LandingSubdivision, White Oak Point Subdivision, Club way Commons Subdivision, The Vifias Condominiums and Players CourseDrive, in Clarendon County (hereinafter, Ihe Afierried Areas' ).

The Application reveals that Mark S Wngley is authonzed by the Commission to operate Wyboo Mark S.Wrigley has agreedto sell and transfer and the purchaser, The County of Clarendon, a body politic, (hereinafier, 'Clarendon County" ) has agreed tobuy mfrastructure and ag assets and income and ownership without limitation, and afi customers and nghts, operating authorityand indiwa of ownership direcfiy related to thai poriion of Ihe ulilay sensng the Afiwried Areas. The details of the sale andtransfer are memonalized in "Exhibit A" in the Application - Agreement to Buy and Sell Real Estate", dated November 20, 2008.
