In May 2006, President Shui-Bian Chen of Taiwan appointed Professor Chi-Huey Wong as the 9th President of the Aca-

demia Sinica which is the most prominent academic institution of Taiwan. Professor Wong is currently the Ernest W. Hahn Professor of Chemistry at Scripps Research Institute in La Jolla and Director of the Genomic Research Center of the Academia Sinica.

Professor Wong was born in Chiayi, Taiwan in 1948. He re-ceived B.S. and M.S. degrees from National Taiwan Uni-

versity and a Ph.D. in Chemistry from Massachusetts Institute of Technology. Professor Wong is an international authority in

enzymatic organic synthesis and bio-organic chemistry. He has developed a synthetic organic method to produce low cost and high quality medicines, which benefit a wide range of patients. REPORT FROM THE TAFSD BOARD OF DIRECTORS

The following is a report from the Board of Directors (re-ferred to as the Board hereafter) of the Taiwanese American

Foundation of San Diego (referred to as the Foundation hereaf-ter) for the three-month period ending August 31, 2006:

1. The Foundation’s yearend fundraiser will be held on Saturday, November 11th. The event will feature pianist Julie Wong. A native of Taiwan, Ms. Wong is a promising young musician in the international music arena. Her long list of achievements can be found in her biography also published in this newsletter. The fundraiser will begin in the afternoon with a concert held at the Center and conclude with a dinner banquet at the Emerald Seafood Restaurant. Hope all of you can find time to join us for this important event.

2. Lily Hazelton, secretary of the Board, has resigned, and the position was assumed by Paul Jenn. Lily will remain on the Board as she continues to rehabilitate from the injury that she sustained from an auto accident. We thank Lily for her distin-guished service and wish her a very speedy recovery.

3. The Center is preparing to offer computer classes to members of our community. Please contact the Center if you can donate new/used computers or computer peripheral.

4. The Foundation will sponsor a team to participate in the San Diego Dragon Boat Festival to be held on Saturday, October 21. Participants will share one half of the $40/person cost.

A Study of Lafayette Frigate Scandal in TaiwanDate: 10/07/06, Saturday, 2 PMPlace: Auditorium, Taiwanese American Community CenterPianist: Andy Chang

Embezzlement is the most despicable act. When the em-bezzlement occurs in a large-scale armaments purchase

program, it would inevitably involve many military officers and government officials. In the late 1980s, the Taiwanese Navy had an arms acquisition project called “Kuang-Hua No. 2” to purchase 20 frigates from South Korea. Later, a decision was made to buy from France six advanced French frigates called Lafayette Cruiser.

This project ended in a large-scale embezzlement with the doubling of the budget. There were money laundering and

bribing of officials in Taiwan, France and China. The entire case was orchestrated by General Hau Po-tsun and Kuomingtang (KMT) Secretary General James Soong. All Taiwan officers in-volved in the corruption were KMT members. The arms brokers (such as Alfred Sirven, Wang Tsuan-Poo, Lily Liu, and Edmond Kwan), many French and Chinese high-level officials were involved in manipulating the completion of the purchase proj-ect. The Kuang-Hua No. 2 project was code-named “BRAVO” by the French conglomerate Thomson Company. It was this Company that escalated the shipbuilding cost from the original 1.2 billion dollars to the final 2.7 billion dollars. Thomson also

received 18% commission, which was illegal.

Wang Tsuan-Poo, who masterminded the money launder-ing back to Taiwan, General Hau Po-Tsun who played

the major role in the entire project and many KMT high officials involved are all traitors.

Worse yet, there was a mutual understanding between the Taiwan buyers and French sellers that the six frigates

the Taiwanese Navy was to receive from France would not be equipped with the weapon systems that Taiwan had paid for. Taiwan paid for the most advanced weapon systems, but they mysteriously disappeared. At the same time, France had secretly handed over 96 kilograms of Lafayette shipbuilding design to China. Later the Chinese Navy built six replicas of Lafayette frigates called Harbin frigates based on the French blueprints. It is quite clear that Taiwanese Navy paid for the weapons and they were secretly handed over to the enemy of Taiwan. The scandal was discovered only after Captain In Ching-Feng, the Navy’s weapons acquisitions program chief, had been murdered in December 1993.

A native of Taiwan, pianist Julie Wong received her Bachelor and Master of Music degrees from The Juilliard School

with full scholarship and her Doctor of Musical Arts degree from Rutgers University. She currently teaches at the music department of the Truth Theological Seminary.

Dr. Wong began her music lessons at the age of four and won numerous music awards in Taiwan. As a teenager,

she came to the United States and won the Artists International

Young Pianists Award, the Music Teachers National Associa-tions Competition, the Lincoln Center Scholarship, the Rubin-stein Prize, the William Petschek Scholarship and a performance fellowship from the Juilliard School.

In addition to her busy pianist career, she is also active as an organist and choral conductor. A new resident of Los Angeles,

she enjoys Asian literature and arts, as well as bringing music to schools, medical centers and nursing homes.

Thanks to my professional photography work and my perusing of many magazine articles, I have developed

more acute observational skills which lead me to gradually come to understand the environmental problems facing Taiwan. Perhaps because I have seen so much more of Taiwan, I have also acquired a unique perspective. As my attachment to the land grows, I’m becoming more concerned about its future.

Compared to the aerial photos of other countries that I have collected over the years, I think Taiwan lacks the beauty

that only can be seen from a bird’s eye view. In terms of natural scenery, all Taiwan has left are mountains above 3,000 feet, the southeast coastline and the outlying islands. In the cities and

towns, the iron-shack style of building has engulfed any scenic beauty it may once have had. These “pictures of ugliness” are what make the photographic works of mine so special. They reflect the witness-to-history quality of aerial photographic images which brings us up close to our everyday environment with explosive force.

Over the past few years, Taiwan has experienced repeated natural disasters which have severely damaged its

environment. I hope that my photographs of these heartbreaking scenes of destruction can inspire more people to treasure our land. Aerial photography is no longer just a hobby to me, it is my life.
