There are three separate agreements in a Section 8 Tenancy• The Section 8 Participant receives a

Housing Choice Voucher.• The Participant enters into a Lease or

Rental Agreement with the Owner.• The Owner signs a Housing Assistance

Payments (HAP) Contract with the Housing Authority.

As with any tenancy, the Owner and Tenant enter into a Lease or Rental Agreement.

The Participant has already signed a Voucher agreement with the Housing Authority.
