• Co-financed through the Marie Curie FP7-PEOPLE-2011-COFUND program.

• Total value is 7 million Euros, out of which 60% is financed from national sources. Project duration is from 2013 until 2017

The Croatian science community in 2013 had the honour of being awarded its 100th Marie Curie Actions (jubilee) project

Provide new impulse to national research programmes for foreignresearchers, encouraging incoming mobility of experienced researchersfrom abroad to Croatia

Facilitate additional mobility of the Croatian research community byincreasing outgoing mobility of Croatian scientists abroad

To stop and reverse the “brain drain” process by encouraging outstanding Croatian researchers to develop their careers in Croatia

To support the development of an effective labour market for researchers in Croatia by connecting industry and scientific community.*

STRATEGIC OBJECTIVES OF NEWFELPRO

The brightest young people are leaving Croatia, some estimates say 10,000 of them, every year

Why?- to work on a project that can not be researched in Croatia- mostly: there is no funding for them, they have to find jobs elsewhere because there is not enough money in Croatia to fund their research here

-If we want to talk about how to stop the brain drain, or maybe it is better to say how to enhance brain circulation, because that is what we need, we need people to circulate among countries, among institutions, I am talking about scientists, of course, …. then you eventually have to attract them (researchers, students) back and the only way to do it is to invest more in research and development*

Situation for the researches in Croatia

In Croatia from 2005 until 2013

• Diploma: Cum laude/ Scholarships and Grants for PhD study/22 Conferences/7 workshops/31 articles/one book/part of the Organizing Committee for International Conference/member of Editorial Board for a Magazine

- delegate for ICOM-CC, IIC- Two Getty Grent- 4 Awards….

• Worked for 8 years in a State Institution as a Conservator and 3 years as a professor without fixed contract - 3 years vouleentered, 2 years as asoccite colaborate, 3 years as a substitute at the pay range of high school degree - max 500 eur pay

• During that time : applied for 4 jobs in my profession ; flexibile: learn new skills ready to move across the country

• Results: rejected reasons: realistic: my colleagues had conections (family, political) Official explenation: none OR was told that I was too qualified

How and why I have applied?

• In June 2013 heard about COFUND and NEWFELPRO

• Went on two Workshops

• Had an idea for a project proposal – continuing research related to my PhD thesis• presented to the Host Institution: to the Dean and Vice Dean of Faculty of Arts (University in Ljubljana), PhD prof Branka Kalenić Ramšak and PhD prof Martin Germ • Found supervisor who is the best expert for the field, PhD prof Sonja Ana Hoyer• Presented to the Return Host Institution – Dean of the Faculty of Humanities and Social Sciences (University in Split) and Head of the Doctoral Studies, PhD prof Aleksandar Jakir and PhD prof Ivana Prijatelj Pavičić

• Applied as unemployed with the support of the Institutions

• Was selected as one of 11 projects in my category for the outgoing scheme - First Call

The preparation of applying and selection of the project

• not sufficient money for living expenses

• at the beginning : not enough information about taxes, lack of legal service at the NEWFELPRO Department

• moved 3 times in Slovenia – paying my rent (not a flat of the Faculty; rent and living expenses is above average)

• Change of the Ministry of Science and Education

• Change of three coordinators of the project in one year and half – two times were not informed

• Maybe new Parliament/New Ministry? Elections held in October 2015 – Croatia still does not have a Government

Administrative difficulties during the ProjectGoal: to help the next COFUND generation

• Selected as MSCA Scientist of the Week – 30th October 2015 , Marie Curie Action facebook page Benefits: - promotion of my Host and Return Host Institution - possible job interviews: UNESCO – Department of Education and Training and collaboration with University of Thessaly (Greece)

• Selected as President of CROATIA National Group as a part of Marie Curie Alumni Association

• Interviewed one time by the Marie Curie Alumni Association

• Interviewed by two newspapers in Croatia and one TV Network

• Selected to write for the next MCAA Newsletter an article about the benefits of the COFUND 9

Accomplishments during one and a half year of research

• Excellent acceptance by the colleagues and administrative staff at the Host Institution (Faculty of Arts, University in Ljubljana)

• learned Slovenian language (was payed by the Faculty language course)

• wrote 5 scientific paper, attended 7 Conferences

• my stay in Vienna for my research is with a low budget (University of Ljubljana owns a flat in Vienna – they have offered me the accommodation)

• teaching on two Faculties /giving lectures

• part of two Associations - Slovenian Art Historian and ICOMOS Slovenia

• writing a book in two languages (results of the research) - applying for Academic Publishing Division of the Faculty of Arts

• offered to apply for a part time job as a part of the research group at the Faculty –acknowledgment of my work in Slovenia

•Member of the Organizing Committee for International Conference for PhD candidates and recent PhD (Faculty of Arts Ljubljana, Faculty of Humanities and Social Sciences in Split, Centre for iconographies studies in Rijeka)

•- Member of Editorial board (Cambridge Scholar Publishing Ltd.)

Experience and offered possibilities during my research in Slovenia (Host Institution)

Goals: • continue the research and write another book about the complete history and theory of Monument Conservation Heritage in ex Yugoslavia

why? It is necessary for better understanding and improving today's Conservation Work in this region

• be further involved in teaching and and lecturing (dissemination of knowledge) how? Lead workshops in collaboration with the Croatian Ministry of Science and Education

Invest time and effort in the contribution to the Marie Curie Alumni Community

Realistic opportunities in Croatia until nowAfter the end of the project in May 2017?

• Unemployment? •In July 2015 applied for a job at one of Croatian University – was rejected – selected a colleague without this level of achievements and without a PhD

• Offerings in Croatia until now? – NONE• Is the brain-drain effect in Croatia stopped?
