In addition to the workrecently completed on SR 52, other EAP projects include I-15; SR76; the Trolley extension from Old Town to the UCSD/UniversityCity area; I-15 Bus Rapid Transit (BRT) from Escondido to

    downtown San Diego via Mid-City and the South Bay BRT fromOtay Ranch to downtown San Diego via I-805. Mr. Chavez willprovide an overview of the Early Action Plan and upcomingtransportation projects.

    This Month in Sacramento (ASCE)By Richard Markuson

    SWPPP Bill ResuscitatedLegislation to exempt Civil Engineers from the requirements imposed by the State Water Resources Control Board(SWRCB) has been passed by the Senate Business and Professions Committee and will be considered for final

    passage in the coming days. AB 1210 (Garrick) does three things:Provides that a licensed civil engineer shall not be required to meet any additional experience, training, or certifica-

    tion requirements in order to perform activities in the preparation of a Storm Water Pollution Prevention Planunder the General Permit for Storm Water Discharges Associated with Construction and Land DisturbanceActivities (Order No. 2009-0009-DWQ of the SWRCB) (General Permit)

    Provides that a licensed civil engineer shall be deemed to be in compliance with all SWPPP developer training andcertification requirements for purposes of the General Permit.

    Provides that the preparation of a SWPPP by a licensed civil engineer who does not possess a qualified SWPPPdeveloper certificate issued by the SWRCB does not constitute a violation of the General Permit requirement.

    Region 9 of ASCE joined the supporters of the bill to argue that the qualifications to practice engineering should beestablished by the Engineers Board and that the SWRCB and other regulatory bodies should not set standards andenforce additional requirements on what are fundamentals of the practice of Civil Engineering. Many in the construction

    industry supported the bill and observed the process to approve QSDs and QSPs was slowing the work associated withSWPPP projects.

    If AB 1210 is approved by the Legislature and signed by the Governor, it would go into effect immediately.

    Design Sequencing Bill AmendedThe author of AB 294, which originally extended the authority of Caltrans to test design-sequencing has amended hisbill with language that is causing some concern with local transportation agencies. Added to the bill on August 31 is amandate that Caltrans perform all project development services and preparation of documents and constructioninspection services on any project on the state highway system. The bill allows those services to be performed byCaltrans staff or consultants under contract to Caltrans.

    Senate Puts Brakes on Transportation EffortThe Senate Appropriations Committee killed AB 1229 (Feuer) that would authorize the issuance of Grant AnticipationRevenue Vehicle (GARVEE) bonds to accelerate projects programmed by a regional transportation planning agency(RTPA) using its share of federal regional surface transportation program (RSTP) or congestion mitigation and airquality (CMAQ) funds. Region 9 ASCE supported the effort to accelerate projects. Caltrans estimated that the depart-ment would incur approximately $40,000 in fees and staff time related to each bond issuance. The Department ofFinance opposed the bill finding it premature.Finance noted that while a multi-year [Federal] reauthorization isexpected, the size of the appropriation, the structure of the bill, and the date of enactment are unknown.If a local entitywere to use GARVEE bonds to fund RSTP or CMAQ projects, there may not be future RSTP or CMAQ funds to pay thedebt service depending on whether or not those programs are included as part of the new federal transportation act.

    Rainwater Capture Bill sent to GovernorRegion 9 ASCE supported AB 275 (Solorio) has been approved by the Legislature and sent to Governor Brown. Theintent of this bill is to allow homeowners to install, or hire a licensed installer, rainwater capture systems (RCS) to storerainwater that has not yet collected urban pollutants for non-potable purposes. The installation of RCSs promotes waterconservation and assists in stormwater management by reducing the amount of water that enters storm drains, thereby

    saving consumers the cost of treating and transporting water before it reaches the user. The author agreed to ASCEamendments to clarify the scope of the RCS and role of design professionals.

    Richard Chavez is a Principal Transportation Engineer

    with the San Diego Association of Governments(SANDAG). He has been with SANDAG for 13 years andcurrently manages SANDAGs TransNet Project Office.He oversees the development of highway and transitcongestion relief projects funded by the regions $14billion TransNet half-cent sales tax program. Headministers environmental and engineering consultantcontracts used by SANDAG, Caltrans, MTS, NCTD, andthe Unified Port of San Diego. He is currently working ona new procurement with an estimated value of $250million. Chavez manages the TransNet Dashboard thatprovides access to current project schedule, budget, andexpenditure information. The Dashboard is a key element

    2012 O.H. Ammann Research Fellowship Call for NominationsThe O. H. Ammann Research Fellowship in Structural Engineering is awarded annually to a member of ASCE or SEIfor the purpose of encouraging the creation of new knowledge in the field of structural design and construction.

    All members or applicants for membership are eligible. Applicants will submit a description of their research, an essayabout why they chose to become a structural engineer, and their academic transcripts. This fellowship award is at least$5,000 and can be up to $10,000.

This is our small way of saying thank you forparticipating and supporting all of the good things that ASCE does for you and our community.Our local Report Card update effort continues to move steadily forward under the strong leadership of Larry Pierce.Larry and his team are in the process of gathering and analyzing the data for our local infrastructure. The teams goal isto unveil the grades in March of 2012 so that elected officials and candidates can make informed decisions regarding ouraging infrastructure. Thank you to all who are dedicating your valuable time for this important initiative.Recognizing that we need to find ways to extend the life of our infrastructure in ways that minimize impacts on our world,ASCE, along with American Public Works Association (APWA) and the American Council of Engineering Companies(ACEC), is establishing a Sustainable Infrastructure and Natural Resource Management Committee. Leading our effortslocally, Cory Jones is looking for people interested in this effort. It is an excellent opportunity to get involved early andshape the direction of this committee. Please contact us if you want to learn more about what Cory and his team isplanning to do.Once we have the projects built and operating, the ones that endure the test of time (and use) should be recognized asengineering feats. We have recognized several projects in the past, but many more are worthy and we want to credit theprojects and those involved with making them a reality. Past President Phil Kern has volunteered to lead this effort. Ifyou know of a project in the counties of San Diego and Imperial that has served the community well and provided flare tothe occupation of civil engineering, please let Phil and us know about these projects so we can consider them in ourefforts.These are just a few of the many things that your Board has in mind for this year. I cannot reiterate enough how gratefulI am to be part of an organization whose dedicated members have the energy to give these ideas life.     The survey considers several key areas of BIM in the profession that include firm demographics, structural systemdefinitions, interoperability, implementation, and the direction the technology should take in structural engineering. It alsoprovides an important opportunity to collectively voice our opinion on the topic of this technology and our profession.

    The survey is a collaborative effort of the Joint Structural Engineering Institute (SEI) of ASCE - Council of AmericanStructural Engineers (CASE) Committee on Building Information Modeling (BIM) and the Structural EngineersAssociation of Texas (SEAoT) Information Technology (IT) Committee on BIM. The results of the 2011 fourth annualsurvey will be presented at the next Structures Congress March 29-31 in Chicago.
