RECRU ITMENT OF CONSTABLE (EXECUTIVE MAL~& FEMALE) IN CHANDIGARH POLICE
(1) OBJECT
The object of this Standing Order is to lay dow'n
procedure for selection of candidates for the post
of Constable (Executive) in Chandigarh Police so
that suitable, smart, intelligent candidates of
standard physical fitness and having driving skills
are selected in a fair and transparent manner. The
selection process will include Physical Efficienc:y
Test, Physical Measurement Test, Written Test and
Interview.
(2) NOTIFICATION OF VACANCIES
The vacancies to be filled up will be advertised in
the local newspapers and Employment Newrs
indicating clearly the number of posts to be fille!d
up category wise. At least 30 days time will ble
given to submit application forms from the date c)f
advertisement in the local
Newspapers/Employment news. The cost of thle
application form will be decided by the Police
Establishment Board (now and hereinafter referred
to as 'PEB') and proper record of amount SiO
collected will be kept by the Accounts Branch. The

amount will be deposited in an Account in tl1le
name of "Section Officer/Accounts, Police
Headquarter (UT) Chandigarh". All day to day .
expenditure on the recruitment process will be met
out of this account and after the completion of
recruitment process, the outstanding balance in
the account will be cre~ited to government head.
(3) COMPOSITION OF THE SELECTION
BOARD
The Police Establishment Board will nominate .in
officer of the rank of SP or above as Chairman of
Board for conduct of Physical Efficiency Test and
Physical Measurement Test. The Officer ~so
nominated will be responsible for the smooth
conduct of Physical Efficiency Test and Physical
Measurement Test according to the guidelines
mentioned in this standing order. The PEB may
also nominate more than one Recruitment Boards
for this purpose keeping in view the number of
candidates/applicants. The PEB will also nominC!tte
an officer of the rank of SP or above to conduct
Written Test. To test the driving skills of the
candidates, the PEB will constitute a Board with an
officer of the rank of SP or above as Chairman. The
PEB will also constitute Interview Bo.ird
comprising of an officer of the rank of SP or above
as Chairman of the Interview Board with t'wo
Chandigarh Police gazetted officers as membersn In
..addition, one member each will be from Central
Police or Paramilitary Organization based in
Chandigarh and academic/psychology background
from reputed institutions of j Chandigarl1,
respectively, to give a wide base to the Intervie~N
Board. The PEB may constitute more than one
Interview Board, if necessary. Officer nominated
by PEB as Chairman for Written Test Board can co-
opt, after the approval of IGP, an independent
reputed source/agency for setting the Written Test
question papers and evaluating the sheets. It
would be the responsibility of the officer so
nominated and the agency to ensure complete
confidentiality in preparation of sufficient number
of question papers. Question Booklets/Questioln
Papers will be retained which will be sent to the
DSP/Lines in sealed covers. The candidates will be
allotted fictitious roll numbers on their answer
sheet by the Chairman for the written test before
handing over to the agency for evaluating. After
,evaluation the answer scripts will be taken back
from the concerned officer/agency in sealed cover
under their respective seals.
{4) ESSENTIAL QUALIFICATIONS:-

(b) Minimum Educational: 10+2
Qualification
The crucial/cut of date for all purposes such ciS
minimum educational qualification, determining
the age of the candidates, etc. will be treated as
1 st January of the year where the last date lof
receipt of applications is between ist of January 1to
30th June and the same will be 1st of July of the
year where the last date of receipt of applicatiol1s
is between 1st of July to 31 st of December. In case
the last date of receipt of application forms, as
initially fixed and advertised, is extended for al1Y
reasons, the cut of date for all purposes will
remain the same as published in the initial
advertisement i.e. 1st of January or 1st of July, as

Vacancies in a recruitment year shall be
reserved as follows:-
(a) 15% for Scheduled Caste candidates;
(b) 27% for OBC candidates as perCentral list and List issued by the

licensing authority will be put to a 'driving skill
test' to be conducted by a duly constituted
Board for this purpose, who will award the
marks out of 5 marks to such candidates on
the basis of their performance in driving skill.
Only those candidates who will secure 40%
marks (i.e. 40 marks) or above in thle
aggregate as above will be considered
qualified in the selection process. The PEB
may, however, relax this percentage, for the
reasons to be recorded, such as non selection
of sufficient number of candidates, provided
the percentage should not be below 35% in
any case.
(7) RECRUITMENT PROCESS
The recruitment process would be
conducted in different stages as under:-

Chandigarh through registeredpost along with a demanddraft (of the amount to Ibefixed by PES) in the name of

'Section Officer/AccountsPolice Headquarters (UT)' and
payable at Chandigarh.Arrangements would also bemade to receive the
application forms(downloaded) in the Police
Lines, Sector-26, Chandigarhfrom the candidates who mayintend to deposit the same
personally instead of sending
the same through registeredpost. Application Forms
received through registeredpost will be received by the Un

accepted after the closingdate under any circumstancesor reasons for delay. Thiscondition will be clearlyindicated in the
advertisement;(vi) Scrutiny of application form~
r and Preparation of lists ~
0-, applicants:- The ComputerSection will scrutinize the
application forms and preparelists of applicants to be used
at the time of PhysicalEffici,ency Test and PhysicalMeasurement Test. At least

45 days time will be given tothe Computer Section for thisjob. They will, however, n(]ltwait for the last date ofreceipt of application formsbut from the very first day ofreceipt of application formswould start the work of dataprocessing on day to daybasis. If so required, with thepermission of the PER,sufficient staff for data entry,etc. will be made available tothe Computer Section for this
purpose;(vii) Physical Efficiency an~
Ph~sical Measurement Test~:.All the candidates/applicantshall be called for PhysicalEfficiency and Physic;alMeasurement Test in the
Police Lines, Sector-26,Chandigarh for whichtentative date will lJ-epublished in theadvertisement itself. No
separate intimation regardingdates of Physical Efficienc:yand Measurement Test will besent to the candidates. Thecandidates, through the
advertisement published,would be advised to check thedates of their test in thenewspapers and onChandigarh Police website onthe dates mentioned in the

advertisement. The schedulefor Physical Efficiency Testand Measurement Test will bepublished in the newspapersand Chandigarh Website bythe Chairman of the Board fc.rPhysical Efficiency Test andPhysical Measurement Test.The entire proceedings of thePhysical Efficiency Test andMeasurement Test will bevideo graphed. The Chairmanwill decide, keeping in viewthe number of candidates, thenumber of counters 10 be set
up for conducting the PhysicalEfficiency and PhysicalMeasurement Test. Oneofficer of the rank of DSPassisted by an Inspector andsupporting staff will beassigned the responsibility 1toconduct the tests on eachcounter. Chairman willannounce the names ofDSPs/lnspectors al1dsupporting staff on tl1emorning of each day of testwho will conduct the test fJndifferent counters. The staffwill be shuffled daily from onecounter to another. A
certificate will be obtainedfrom each member of the staffconducting the test that Inocandidate appearing for test is
related to him. The Chairman
will properly brief the staff tomaintain complete integritywhile conducting the test andinform them that any lapse ontheir part would be viewed as
grave misconduct. The entireprocess of PET/PMT will bevideo graphed and
cassettes/CDs of video graphywill be kept in safe custody bythe Chairman. The followingwill be the minimum qualifying

Only those candidates who willqualify Race will be put to the nextevent of Long Jump and those whowill also qualify in the Long Jumpwill be put to the next event of
High Jump. Only those candidateswho will qualify all the three

events will be put to the Physical
Measurement Test. First heightwill be measured and those belowthe minimum standard will standeliminated and will not go formeasurement of chest. If acandidate does not qualify in anyof the events, he will be
disqualified for further process ofselection and would standeliminated from furtherrecruitment process. No checkingof documents would be required at
this stage and those declared
qualified in the Physical EfficiencyTest and Physical MeasurementTest would be subject toverification of their certificates
regarding qualification, age, etc.
For Ex-servicemen from the
defense, above 35 years of age,
Physical Efficiency Test willconsist of one mile jogging in 10minutes. The cut off date of agefor this purpose will also be thesame as for other purposes i.e.age and qualification initiallyadvertised i.e. 1 st of January or 1 st
July as the case may be.
For the event of Race there will be
only one chance but for Long Jumpand High Jump maximum three
chances will be allowed. In case acandidate is injured during the
Physical Efficiency Test, he will"\ not be eligible for any further
chance on this ground. There willbe no appeal against the Physical
Efficiency Test of Race, LongJump and High Jump. However,

candidates would be allowed to
appeal against the PhysicalMeasurement to the AppellateBoard. An Appellate Board for thispurpose will be constituted by thePEB under an officer of the rank ofSP and above with one DSP
assisted by an Inspector. Heigl1tmeasurement stands will ~'eprepared in adequate numbers tomeet the full requirement andchecked up personally byChairman before the start 4)fprocess to ensure that they aloeproperly marked. When tapes aloeto be used, tapes [preferably of
steel], of standard make anduniform markings will be procuredin adequate numbers and suppliedto all recruitment teams. The DSPand Inspector detailed for physical
measurement and efficiency tes1tswill personally supervise and beheld responsible for correctness 4)f
measurements and tests andaccurate recording of the results.Chairman will supervise the workand carry out test checks itoensure that the work is dol1leproperly and efficiently. He willalso clearly brief all theDSPs/lnspectors and other staffdetailed for this job regarding themanner for carrying out thesemeasurement/tests and recordil1lgof the result and theirresponsibility in the matter.Entries regarding the Efficien(~yTest and Physical Measuremen1tswould be made on the AttendanceSheet at the spot, at the time 4Gfmeasurement/tests by theGO/Inspector in own hand. .over-writing/errors would be madeunder any circumstances and all
legitimate corrections would bepersonally attested by theGO/Inspector concerned and gotcountersigned by the Chairmanand handed over to the
Chairman/Recruitment Board whowill ensure their safe custody.
(viii) Written Test:- Only thosecandidates who will qualify the
Physical Efficiency Test andPhysical Measurement Test will becalled for Written Test which willbe of 85 marks. All candidates
[either male or female], whoqualify the physical efficiency testand physical measurement test,shall be put through a written testof one hour duration which willcarry 85 marks. The questionpaper will be of objective type andinclude questions on General
Knowledge, Arithmetic al1dReasoning. The question paper forwritten test will be bilingual. ThePEB will either nominate an officerof the rank of SP or above iasChairman/Written Test to set thequestion paper/papers or the taskof setting up of question paper willbe entrusted to any independentand reputed agency. The same
Officer/independent agencywho/which set the paper shall beresponsible for evaluating theanswer sheets. The entireproceedings of the Written Testwould also be video graphed. Theresponsibility to conduct thewritten test would lie upon theChairman/Written Test. The PEB,

candidates, would take a decisionas to whether the written test is tobe conducted in the police linE!s
.; complex or educationalinstitutions in the city. Only thosecandidates who would secure 40%marks in the Written Test would beconsidered as having qualified theWritten Test. The PEB may, forthe reasons to be recorded, lowerthis condition of 40% in case ofany category or class but it shouldnot be below 35% in any case.The result of Written Test -
indicating the marks in detail willbe published on the website ofChandigarh Police for theinformation of candidates.
(ix) Interview:- Candidates declaredqualified in the written test andwithin the range of twice thenumber of vacancies plus four willbe considered for interview. Theinterview will carry 15 marks. Thepurpose of the interview will be 'todetermine the general awarene~ssand alertness of the candidatesand to assess their overallsuitability for Chandigarh Police.Out of the 15 marks of Interview,five marks would be on account of
driving skill of the candidate,which will be awarded by a Boardother than the Interview Boardconstituted by the PEB to test the
driving skills of the candidatesselected for interview before their
appearance for interview beforethe Interview Board. Only thosecandidates will be put to drivingskill test who are having valid

Transport Vehicle and/or Hea\'YMotor Transport Vehicle. The
appearance of the candidate ininterview will be compulsory.Those who do not appear in theinterview will not be considered inthe final selection irrespective oftheir performance in physical andwritten tests. The InterviewBoard with an officer of the rank lofSP or above as Chairman will t.e
constituted by the PEB. TheInterview Board will also consi~stof one GO (from any of the CPOslike CBI or IB etc.), one
Psychologist (preferably a ladyfrom Punjab University or PGI).
,One of the members of theInterview Board must be from theSC category. The Interview Boardwill be free to adopt the criteriafor assigning the interviewnumbers (out of 10 marks) to thecandidates. Chairman/InterviewBoard will handover proceedingsof the Interview Board in a sealedcover to the Chairman/WrittenTest. The entire process oftesting of motor driving skills andinterview will be video graphedand Chairman/Interview Board willensure safe custody of videocassettes and CDs.
(x) Final merit list: -TheChairman/Written Test will preparethe final selection list after addil1gthe marks obtained by candidatesin the written test and interview.Where equal marks have beenobtained by the candidates, theirmerit will be fixed as per date ofbirth, the older in age being senic)r.

same, marks secured in writtentest would decide the merit i.t!.candidate securing more marks inthe written test will be senior inmerit. The list will be dulypublished on the website of theChandigarh Police for theinformation of all the candidates,indicating separately the numbersof candidates secured in writtentest as well as in interview.
(xi) Final selection list and waiting lis!:-From the final merit list of thecandidates, a selection list will beissued according the vacanciE~sadvertised. A waiting list up 1to10% of the vacancies will also beissued which will remain valid forsix months from the date of isslleof appointments to the selectedcandidates. For the purpose ofwaiting list a fraction will berounded to one. For example, ifthere are 32 vacancies -it being)3.2 @ 10%, waiting list of fourcandidates will be prepared. Thewaiting list will be utilized only incase a .candidate selected
declines the offer of appointmentor is found unfit for appointmenton any ground such as
medical/character anteceden1:s,etc. In case any selectedcandidate has joined but quits the
job for any reasons, the vacancywill not be filled up from thewaiting list. Final selection listand waiting list will also loedisplayed on the notice boards in
Police Lines, Police Headquarters

.and on the website of ChandigarhPolice, in order of merit.
(xii) Medical examination andverification of character &antecedents:. The candidates tobe selected should not only haveto qualify the selection processbut should also be having soUl1ldstate of health and free from anytype of physical defects, organicor contagious disease or any otherdefect or tendency likely to renderhim unfit to perform the full dutiesof a police officer in any unit of the
police force. The candidate mustbe without any defect in eyesight,speech and hearing. His eyesight(both eyes) should be 6/6 withoutglasses and also without any colorvision defect. After thedeclaration of final selection list,all the selected candidates will t.ecalled for their medicalexamination from the PMOChandigarh Administration toexamine their fitness for the postof Constable (executive) in
Chandigarh Police. They will alsobe asked to fill up the AttestationForms for the verification of thE~ircharacter & antecedents, from tl1eplaces they have resided duril1gthe last 10 years and also fromtheir permanent home address.The appointing authority i.e. SSP
Chandigarh will reserve the right
to consider the verification reportand take a decision after forminghis opinion as to whether a

candidate is desirable to beappointed to the post in tli1edisciplined force or otherwise. I~o

(xiii) Appeal:. An officer of the rank ofSP or above assisted by one DSPand one Inspector to be nominatE!dby the PEB will constitute theAppellate Board. The Board willconsider the cases of suchcandidates who have submitted anappeal against the physicalmeasurements only, on the sameday of Physical Measurement Testand in the ground itself andconduct their re-measurements onthe same day and record itsfindings. Appeals made to anyother functionary except AppellateBoard and after leaving the groundwill not be entertained under anycircumstances. Their will be no
appeal against Physical Efficienc:yTest, Written Test or Interview.
(xiv) Clarifications,etc.: In case anyclarification, etc. would t)e
required concerning any ongoingrecruitment, the same will be
placed before the PEB for decision.However, PEB will not t)eempowered to change the laiddown criteria after the postshaving been advertised except incases as already provided under
