• The state participation is dictated (34% stake mines explored private funding, and 50% share with government funding)

• Law to prohibit mineral exploration and mining operations at head-waters of rivers, protected zones of water reservoirs and forest area (the water and forest law) (2009)
– 1391 exploration license, 391 mining licenses (total 1782) affected
– 254 licenses suspended
– Compensation roughly 4billion USD required (Annual state budget around 2billion USD)
– Artisanal miners???

• Any mineral resource related laws should reflect the opinion of professional associations, sector’s academics
• Laws should be formulated based on research (positive and negative effects)
• Now is time for future not the past. How the revenues, from mining specially from OT, should be used for the development of the country?
• If the OT investment agreement will be re-negotiated – the negative impact of it will hit the Mongolian economy
