NEW DELHI Opposition's demand for early release of MGNRE- GA funds to states and the government's response that these were being given on time led to heated exchanges between the rul- ing and opposition benches in Lok Sabha and a brief adjournment of its pro- ceedings on Thursday. Dissatisfied with rural development minister Birender Singh's reply, more than 15 opposition members, including those from Congress, RJD, SP and Left parties, trooped into the well raising slo- gans seeking early release of funds. While some members during Question Hour raised concerns about delays in release of funds by the Centre for the scheme, the minister said money is being released on time. Noting it was a "demand-driven" pro- gramme, Singh said in the current fiscal itself, the government has already released about Rs 12,000 crore to various states. ''Operation history-sheeter''to control Delhi crimeNEW DELHI

To commit a crime and flee on a vehicle would soonbe a tough task for Delhi`s professional criminals withpolice launching "Operation History-Sheeter", a first ofits kind initiative to curb crime in the city by cancellingthe driving licence of toughened criminals.

Police maintain cancelling the driving licence of crim-inals would bring down their easy movement in the cap-ital and thus lead to a drop in snatchings and robbery.

"My aim to launch Operation History-Sheeter is to haltthe easy movement of toughened criminals in the citythrough the process of cancelling their driving licence,"Special Commissioner of Police (Traffic) MukteshChander told IANS.

"The operation is in the initial stage and we are takingthe help of the transport authority and local police tomake it effective," he said.

Chander said the traffic police have compiled a list ofover 6,000 history-sheeters -- an Indian police term forcriminals with long record of serious crimes-- with thehelp of local police.

"Now we are planning to send the criminal historydetails of these history-sheeters to the Delhi transportauthority with a request to cancel their driving licencespromptly," Chander told IANS.

"Once the transport department issues notices to theseoffenders, we will send policemen to ensure that theoffenders submit their licences to the officer," he said.

According to Delhi Traffic Police, there is a provisionin section 19 1(a) of the Motor Vehicles Act 1988, underwhich habitual criminals can be disqualified from hold-ing a driving licence, but it is hardly put to use.

"The provision was introduced to deal with habitualcriminals so that they cannot easily escape after commit-ting a crime," a police official said.

Chander said the idea to make use of section 19 1(a)clicked in his mind when a man sent video footage of achain snatcher on the Traffic Police`s WhatsApp number- 8750871493 -- last month.

The vehicle number of the chain snatcher was clearlyvisible in the footage, based on which the police man-aged to get his address and he would be arrested soon,said Chander.

106 fire incidents in Delhi onThursday, one deadNEW DELHI

The national capital on Thursday witnessed 106 firerelated incidents, with one casualty, a fire service officialsaid.

The official said of the 106 incidents, 104 were minor.In the first incident, fire engulfed the servant room of

a house in the Civil Lines area around 12.44 a.m.Nandan Singh, 63, died in the incident.

It took around three hours for fire fighters to douse theblaze, he said.

In another incident, five shanties were gutted inMadanpur Khadar area. The fire broke out around 12.50a.m.

The official said nobody sustained injuries in the inci-dent and around 15 fire tenders managed to douse theblaze by 4 a.m.

"A total of 106 fire incidents were reported onThursday between 12.44 a.m. and 7.10 p.m. in Delhi.Only two fire incidents were medium while others wereminor," he said.

"Except of one death, not a single person sustainedinjuries," the official added.

Chief Fire Service Officer AK Sharma said, "With thetemperature rising, the number of fire incidents willincrease. It`s not very abnormal phenomena."

Sharma, however, added that the number of fire inci-dents reported on Thursday were the season`s highest.

Nido Tania case: Delhi HC issuesnotice to 4 accusedNEW DELHI

The Delhi High Court on Thursday sought response ofthe four accused facing trial in connection with the deathof Arunachal Pradesh student Nido Tania last year afterthey allegedly beat him up at Lajpat Nagar here.

Justice Manmohan Singh issued notice to Farman,Pawan, Sunder Singh and Sunny Uppal, seeking theirreply on CBI's plea against the trial court's decision todrop charges under the SC/ST Act against the culprits.

"Notice issued to all the four accused," the court said,adding that the reply should be filed within four weeks.

Meanwhile, the court directed Tihar JailSuperintendent to serve court notice to Farman, who isin judicial custody. The remaining three accused are outon bail. The court has now listed the matter for furtherhearing on July 17.

At present, the accused are facing trial in the matterbefore a sessions judge. A similar plea has been filed byTania's father Nido Pavitra, a Congress MLA fromArunachal Pradesh, who sought quashing of theSeptember 25, 2014, order of the sessions court whichhad held no charge could be framed against the accusedunder the relevant provisions of the Scheduled Castesand Scheduled Tribes (SC/ST) (Prevention of Atrocities)Act, 1989.

His plea, filed through advocate Prashant Mendiratta,had said the trial court had adopted wrong interpretationof the law and refused to frame charges against theaccused under the provisions of SC/ST Act "despite thefact that the entire assault, which resulted in the untime-ly demise of a young man, was unequivocally and clear-ly motivated by the accused perceiving him as belongingto Scheduled Tribe".

Thursday directed the Delhi government torespond within a week on a plea againstthe compliance report of a committeewhich had observed that there was no ille-gal construction at an ashram of jailed'godman' Asaram Bapu in Karol Baghhere.

A bench of NGT Chairperson JusticeSwatanter Kumar directed the ArvindKejriwal government to respond to theobjections by May 25, the next date ofhearing.

Last November, the tribunal had directedthe Delhi government, police and otherauthorities concerned to demolish all ille-gal constructions at Asaram's ashram andsubmit a compliance report eight weeks.

Later in January, a committee had filedits compliance report stating that there wasno substantive change in detailing of thearea i.E. 4312 sq. Yards of the disputedpremises.

The tribunal's direction came while hear-ing the petition filed by Sanjay Kumarwho sought direction for a fresh inspectionof the ashram.

Advocate Gaurav Bansal, appearing forpetitioner, said that "one of the importantmembers (Independent Member) namelySunita Narain of the court appointed com-mittee has not signed the compliancereport".

"The compliance report is silent on thestatus of the violations/illegal structureswhich were directed to be removed incompliance of the tribunal's judgment," hesaid. Earlier, a committee constituted bythe tribunal had informed it that theashram in the ecologically-sensitive cen-tral ridge of the capital had a "large num-ber" of illegal constructions. The tribunalhad constituted the committee comprisingDelhi forest official Tarun Coomar, Unionforest ministry official TC Nautiyal andenvironmentalist Narain to inspect part ofthe central ridge area.

"A 23-member commit-tee was formed by the var-sity last month to reviewthe admission criteriaahead of admissions.

"After three extensivemeetings and deliberationson the proposed changes,the committee today sub-mitted its recommenda-tions to the universitywhich will be reviewed by

the Vice Chancellor," asenior varsity official said.

"Some major changesare expected in the patternand guidelines and thefinal policy is likely tobe announced nextweek," he added.

While DU is look-ing to make theentire admissionprocess online fromthe upcoming aca-demic session, thepolicy for admissionsunder sports quota is alsoset to be revamped.

"The committee has rec-ommended that instead ofcolleges conducting sepa-rate fitness tests for admis-sions under sports quota,the same should be cen-tralised and be conducted

by the university," a com-mittee member said.

The admission process islikely to begin from June 2

and will be winded up byAugust 14.

"The Best-Four policy isalso being revised and itwill be mandatory toinclude one languagecourse in the Best-Fourpercentage.

"In case of Honourscourses, if the aspirant has

not studied the particularsubject in class XII, therewill be a deduction of 2 percent while, in case of voca-tional subjects, there willbe a deduction of 10 percent," he added.

The members, however,maintained that the admis-sion committee has notsubmitted any recommen-dation regarding imple-mentation of the Choice-Based Credit System(CBCS), which is beingopposed by a section ofteachers.

"It is being worked out atthe university level and theadmission committee hasnot submitted any recom-mendation on the same,"another member said.

While the issue of pending cases has beenbrewing for some time now and not necessar-ily a problem created by the NDA govern-ment, the absence of a chief in the CIC hashurt the organization. The CIC is unable totake any administrative decisions and moreimportantly any decisions taken by the com-mission can be challenged by a court becauseof a lacuna in the RTI Act.

tims and rights of children.Rejecting the allegation that she only loved

animals and not children, Gandhi said thenew law was intended to be a "deterrent" toensure that juveniles refrain from crimes andavoid spoiling their lives.

Justifying the need for the new law, shesaid according to National Crime RecordsBureau (NCRB), around 28,000 juvenileshad committed various crimes in 2013 and ofthem, 3887 had allegedly committed heinouscrimes.

She also cited a recent Supreme Courtorder wherein the Apex court had favoured arelook at the law in view of the growingnumber of juveniles involved in heinouscrimes.

Faux pas again...When the voting took place by division on

the Constitution Amendment Bill, the displayboard showed 320 members in favour of themotion and only one against.

The negative vote was by Swaraj who hadpressed the red button instead of green.

Prime Minister Narendra Modi was seenlooking at Swaraj and smiling, whileOpposition members had a hearty laugh.

Swaraj then corrected her vote throughpaper. Soon CPI(M)'s Mohd Salim and someothers urged Speaker Sumitra Mahajan tocorrect it. Parliamentary Affairs Minister MVenkaiah Naidu also urged the Speaker tocorrect it before announcing the result of thevote, instead of having a vote on the sameissue again.

Mahajan, who had not made the announce-ment till then, said the motion had beenadopted with 322 votes in favour and noneagainst.

Earlier in the day, another faux pas waswitnessed when a number of BJP memberssaid 'No' during voice vote on an officialamendment moved by Women and ChildMinister Maneka Gandhi to the JuvenileJustice Bill.

Opposition members took swipe at the rul-ing benches over it even as Deputy SpeakerM Thambidurai, who was in the Chair, saidhe had not completed the process of votingand did not take the 'No' into consideration.

"There was some confusion...So we willhave it repeated," he said and put the amend-ment to vote again.

Yesterday too, the government faced someembarrassing moments in the House as 12BJP members voted against a clause of theGST Bill, instead of voting in favour.

The 12 ruling party members had pressedthe red button when the Speaker had put theClause 2 of the Constitution Amendment Billto vote.

Nepal's deadly earthquake from a satelliteshowed that a broad swath of ground nearKathmandu lifted vertically, by about 1metre, which could explain why damage inthe city was so severe.

The data also indicated the tallest mountainin the world, Mount Everest, got a wee bitshorter, Live Science reported.

The new information comes from Europe'sSentinel-1A radar satellite.

Woman gets...Rayninn, a Filipino national, was travelling

in a Qatar Airways flight from Qatar toPhuket in Thailand. While the plane was inairspace around Chennai, the woman devel-oped severe labour pain and began to bleed.

Alerted by the crew, the pilot sounded offthe air traffic authorities here and made aswift emergency landing by 2.30pm.

A medical team rushed the woman to a pri-vate hospital in an ambulance after providingpreliminary medical attention.

The flight is likely to take-off soon, theauthorities said.

the Public Health Engineering Departmentassembled at Pratap Park here to protest insupport of their demands, officials said.

As the protesting employees tried to marchtowards the Civil Secretariat, the seat ofJammu and Kashmir government, policeasked them to disperse peacefully.

The protesters, however, refused to payheed and continued to march ahead, prompt-ing the police to use batons, water cannonsand tear smoke shells against them, the offi-cials said.

Dozens of employees were detained, theysaid. There were no reports of anyone gettinginjured in the police action.

Loki: Missing...missing link between organisms like bacte-

ria that have simple type cells and all otherlife forms from fungi to humans that havecomplex cells. The new organism is called'Loki', a short form for Lokiarchaeota, namedafter Loki's Castle, the place under sea whereit was discovered.

The question as to how life progressedfrom simple cells to the mind-bogglingdiversity of complex multicellular organismshas long puzzled scientists and this new dis-covery will help give an answer.

The new study, published in Nature thisweek, was led by scientists from UppsalaUniversity in Sweden working with thosefrom universities in Bergen (Norway) andVienna (Austria). It explains how, billions ofyears ago, the complex cell types evolvedfrom simple microbes.

When Loki was placed in the Tree of Life,this idea was confirmed.

Loki was found close to the hostile envi-ronment of a hydrothermal vent called Loki'sCastle located on the Mid-Atlantic Ridgebetween Greenland and Norway at a depth of2,352 meters.

"Extreme environments generally contain alot of unknown microorganisms, which werefer to as microbial dark matter", saysJimmy Saw, researcher at UppsalaUniversity, and co-lead author of the paper.

By exploring microbial dark matter withnew genomics techniques, Thijs Ettema andhis team hope to find more clues about howcomplex cells evolved.

"In a way, we are just getting started. Thereis still a lot out there to discover, and I amconvinced that we will be forced to revise ourbiology textbooks more often in the nearfuture", says Thijs Ettema.

Salman Khan is no ordinary film star with blockbustersand fan clubs to his name. A celebrity who not onlymentors younger actors but also actively aids social

service, he is hugely popular among both the producers andthe consumers of Bollywood films. Not surprisingly, hisconviction in the hit-and-run case resulted not in any dent inhis image or popularity, but in a huge wave of sympathyfrom fellow Bollywood stars and film fans. The MumbaiSessions Court therefore did well to not be swayed by thegroundswell of support for the megastar while handingdown the judgment in the 2002 case. The verdict was broad-ly in line with the Supreme Court’s observations in theAlistair Pereira case that the law should be equal for celebri-ties and ordinary citizens alike in serious offences that resultin deaths. Pereira, 21, from a wealthy business family, lostcontrol of his luxury car in Bandra in November 2006 andran over five labourers and two children sleeping on thepavement. Though the Supreme Court upheld the three-yearsentence given by the Bombay High Court, it said that wastoo “lenient” a punishment for an offence of culpable homi-cide not amounting to murder. The Supreme Court indicat-ed that trial courts should not give the benefit of the doubtto those driving drunk and instead convict them under 304II (punishable with 10 years imprisonment) than the lesseroffence of 304 A that provides for a jail term of two yearsfor negligent and rash driving. Sessions Court judge D.W.Deshpande’s verdict also nailed attempts by Salman’slawyers to pin the blame on his driver Ashok Singh, theonly defence witness who was suddenly brought up at thelast stage of the 13- year-long trial. Singh testified that itwas he who drove the vehicle that the prosecution claimedSalman drove in a drunken state. But Judge Deshpande wasnot convinced, and told Salman as much on the day of thejudgment. Though Indian courts have been relatively lessstringent in pursuing perjury cases, it is important that thejudiciary pursue the perjury matter against Ashok Singh toexpose why he was willing to take the blame. TheBollywood discourse that Salman was paying the price forhis celebrity status, and that he had done humanitarianwork, has an eerie echo with similar arguments made forSanjay Dutt in the 1993 serial bombings case. Quite rightly,the court did not take such extraneous considerations intoaccount, and the judgment will serve as a model for thelower judiciary in cases of a similar nature. For the police,the lesson is that they cannot be slipshod in investigations.Perhaps the most important message is for society at large:drunken driving could have serious consequences for otherpeople. Deaths caused by drivers under the influence ofalcohol should attract the charge of culpable homicide, andnot merely that of negligent driving.

Television is a noisy mediumbut it can convey silence withgreat power and effective-

ness, when it chooses to. In the pastweek, Indian television journalistscovering the earthquake in Nepalhave generated a great deal of soundand fury. Apart from the insensitivi-ty and the boisterousness, it was thecombination of jingoism and therelentless advertising of India’s aidefforts by television reportersembedded with the Indian forcesthat led to the intensely hostile reac-tions from Nepalese citizens onTwitter, the creation of the hash tagof protest: #IndianMediaGoHome. Itis undeniably an age of advertisedcharity but the gloating does hurt therecipients of your generosity.

Unlike the televised hysterics, thebroken villages of Nepal and theirresidents were quiet, subdued, digni-fied. Whether it was mountainousexpanses of Sindhupalchowk dis-trict, where more than 1,100 peoplewere killed, or Sankhu outsideKathmandu, where several thousandhouses in a dense urban cluster werewiped out, the dignity of theNepalese men and women, quietlydigging through the remains of theirlost homes was the most strikingaspect of reporting on the earth-quake.

Striking dignity

In their interviews, they werestoic, recounting the terrors of theday, the journeys of a lifetime in anunhurried way. It was easy to detecta tinge of frustrated resignation atthe delayed relief measures, the inef-ficiency and weakness of their gov-ernment in their voices. A womanwho had been waiting for five daysfor help to get her daughter’s bodyretrieved from the rubble of a housewas not hysterical. She stood quietly

in the middle of a street and request-ed people to help. A man who hadhelped dig out bodies of four familymembers and was working withNepalese Army rescuers to retrievethe fifth body of someone from hisfamily was prosaic about helpingfind the right place to dig throughthe rubble of what was a four-storiedhouse. In the hospitals, the surgeonswho were working the longest hourswent about their work patiently, pro-fessionally.

In the emergency ward of BirHospital, one of the biggest hospi-tals in Kathmandu, the people whowere intrusive were the reporter andthe cameraman of a television net-work, who chose to read out his dis-patch by the bed of a boy, whosearms and legs were broken andwhose head was being shaved as thedoctors prepared him for a surgeryfor his head injury. There was also aWestern photographer who jumpedaround the bed trying to find theright angle for a shot.

Even the most dramatic rescueoperations were conducted in gravesilence. In the Maitrinagar neigh-bourhood of Kathmandu, whichhouses low-end hotels, mostly usedby Nepal’s migrant workers leavingfor or returning from their jobs inIndia, Korea, or the West Asian andArab countries, scores of buildingshad pancaked. A several-storiedhotel, Pokhara Guest House, hadcollapsed on itself and a group ofFrench rescue workers and Nepaleseparamilitary force men had recov-ered several bodies. A few hundredpeople watched the rescue opera-tions in silence as the rescuers usedmikes connected to sensitivemachines which could track faintsounds and signs of life.

Media insensitivity

The noise throughout the after-

math of the earthquake came fromtelevision crews and their absurdquestions, their indifference to thedignity of the survivors and the vic-tims. The callousness wasn’trestricted to Nepalese citizens theyinterviewed, they wouldn’t evenspare the team of Indian PoliceService (IPS) and IndianAdministrative Service (IAS) offi-cers who were at the Mt. Everestbase camp when the earthquakestruck and an avalanche destroyedthe base camp, killing at least 17climbers and sherpas. After threevery difficult days, the four officers— one of them injured — were air-lifted by a private helicopter and leftat the Tenzing-Hillary airport inLukla, the landing point closest tothe Everest base camp. Several bod-ies of the dead climbers lay on theairstrip. On leaving the airstrip,Sohail Sharma, a Maharashtra-cadreIPS officer, was lugging two heavybags and walking uphill to a hotel. Ayoung man began walking besidehim and struck up a conversationabout his close call at the Everestcamp.

Sharma, a 27-year-old, wasexhausted after three days of horrorand almost no food. He panted as hespoke to the young man and climbedthe hill. After a while, he called hismother, who lives in Amritsar, fromthe hotel. She had been crying. Theyoung man following Sharma turnedout to be a reporter with a Hindi tel-evision network. He had secretlyrecorded their conversation.Sharma’s mother in Amritsar hadheard her son’s straining voice athome. The worried mother, who hadwaited days for news of her son,broke down. “After everything wehad been through, they made mymother cry,” Sharma told me.

Kashmir parallel

What the television networks did

in Nepal was a repetition of howthey covered the Kashmir floods. Intheir gratitude to the Air Force offi-cers who allowed them on the heli-copters, their attempts at reportingbriskly morphed into exercises inpropaganda. In Kashmir, whereverthe Indian helicopters dropped foodpackages, the embedded cameramenwould zoom in at an angle thatshowed the desperate survivors inmost inhumane light scrambling likeinsects on the ground. When theytook over the rescue boats and thrusttheir mikes into faces of peoplestuck in submerged homes, the stu-pidity of the questions was leg-endary. One rather famous televisionjournalist asked a man holding hischild, “Is this your son?” Then therewere the fake stories about the Armyrescuing the separatist patriarch,Syed Ali Shah Geelani, who hap-pened to live in a neighbourhoodunaffected by the floods.

A reminder that the humiliatingcoverage of the Kashmir floods hasnot been forgotten is in the popular-ity of a cartoon drawn by MirSuhail, a young Kashmiri cartoonistfor a Srinagar-based paper, whichshows a television news reporterpoking out of an Indian soldier’suniform pocket with a camera. It hasbeen one of the most used satiricalimages of the Nepal coverage.

A self-pat

The self-congratulatory tone of theIndian relief efforts in Nepal waspartly set by the Indian governmentitself. Prime Minister NarendraModi told journalists in New Delhithat Nepal’s Prime Minister SushilKoirala, who was visiting Thailandat the time of the earthquake, learntabout the quake from Mr. Modi’stweet. Four days after the earth-quake, a Minister of the Modi gov-ernment spoke in Parliament aboutIndia’s emergence as a leading

nation in disaster response. Thefeverishness to advertise the aid forNepal was also found on the socialmedia accounts of various govern-ment agencies.

The anger in Nepal has grown toinclude criticism for the Indian AirForce (IAF) pilots for making it apriority to carry Indian journalistsand allegedly ignoring the advice oflocal government officials. OnTuesday, Annapurna Post, a widelyread Nepali language newspaper, rana report from Gorkha, the districtthat is the epicentre of the earth-quake, with the headline: “CDO tellsPM, Indian Helicopters HumiliateUs.” Mr. Sushil Koirala was visitingGorkha and had held meetings withlocal officials. It reported thatUddhav Timilsina, the Chief DistrictOfficer of Gorkha, complained toMr. Koirala about the IAF pilots notcoordinating with the local officialsand creating problems with manage-ment of relief efforts. “At our meet-ing at the day’s end, we prepare aschedule on what to do next. But theIndia choppers don’t follow it. Theyeither don’t fly according to ourschedule or fly in Indian journal-ists,” he said. Competitive influence

The projection of the Indianefforts in Nepal certainly had thesubtext of India-China competitionfor influence over the country. Evenwithout the breathlessness of televi-sion networks, the Indian presencein Nepal is far more visible than theChinese presence. Grocery stores,taxi drivers, and hotels freely acceptIndian rupees. On cable television inNepal, you get a few Chinese net-works and scores of Indian news andentertainment networks. Apart froma range of cars, an overwhelmingnumber of motorcycles and scooters

are visible on the streets ofKathmandu. Most of them areimported from India. The number ofNepali citizens going to study orwork in India is immensely greaterthan those who travel to China.

Although as several scholarlystudies of ‘The CNN Effect’ haveshown, television reporting has farless impact on foreign policies thanthe journalist would like to believe,Indian television news has certainlydefeated the Indian government inthe game of perceptions. On theother hand, the Chinese, who wereskewered for their ham-handednessand racist behaviour in Africancountries, seem to have learned afew lessons in messaging.

China Central Television’s cover-age of the Nepal disaster, was likemost of its coverage — prosaic andstaid. Its English language websitehas a tiny section with a few storieson China’s aid effort in Nepal. ChinaDaily and its weekly Asia editiondid more to publicise the Chineseaid efforts, but it was a shrewdlyrestrained exercise. Indian relief andrescue teams had arrived muchbefore the Chinese teams in Nepal, afact the China Daily’s Asia Weeklyedition worked around by writing ina story that “China’s InternationalSearch and Rescue Team, estab-lished in 2001, was the first interna-tional rescue team with UnitedNations credentials for major disas-ter relief missions to arrive inNepal.”

A Xinhua report about the UpperTamakoshi Hydropower project,where China’s SinohydroCorporation Limited manages theconstruction, spoke about the safetyof the project and the Chinese work-ers stranded there. The messageabout the efficiency and strength ofChinese-built infrastructure washard to miss.

There is a crisis of governance brew-ing in our cities. In Bengaluru, forinstance, the Karnataka govern-

ment has decided to restructure the BruhatBengaluru Mahanagara Palike (BBMP),the city’s municipal corporation, anddefer polls to the city council until therestructuring is effected. The KarnatakaHigh Court had directed the State govern-ment to hold polls to the council beforeMay 31, which the State government con-tested.

Meanwhile, the State government hasmoved with uncharacteristic speed on twofronts. It dissolved the city council beforethe latter’s term ended, giving itself awindow of possibility to push out polls tothe BBMP. Simultaneously, it got therestructuring bill passed in the LegislativeAssembly. Presently, the legislative coun-cil is discussing the bill, even as the three-member expert committee on BBMP’srestructuring, appointed by the State gov-ernment, is working towards its deadlineof June 30. A Public Interest Litigationwas filed calling for elections be held irre-spective of dissolution or proposedrestructuring of the BBMP. TheKarnataka High Court in its judgement onApril 22 has since set aside the singlejudge ruling and given the StateGovernment a six-month period to con-duct elections to the BBMP. The HighCourt order is likely to be challenged inthe Supreme Court.

These happenings are not isolatedinstances. Calls for reunification of themunicipal corporations in Delhi and thescrapping of the Mumbai DevelopmentPlan 2034 are also manifestations of thiscrisis. More cities and towns in India willconfront similar circumstances in comingyears. Rising population, business activi-ty and aspirations will severely strain thealready creaky public infrastructure. Thesystems in our cities are presently notgeared to meet these challenges.

The good news

The good news is that the diagnosis ofthe problem has been carried out repeat-edly over the last decade by several stud-ies and committees. Broadly, the actionareas fall under seven categories: land,spatial planning and urban design; munic-ipal staffing and capacity building (cover-

ing adequacy of skilled staff and organisa-tion design); municipal finance (includingfinancial self-sufficiency and fiscalresponsibility); political leadership (cov-ering both their powers and legitimacy);transparency; accountability (for servicelevels, expenditure and performance); andcitizen participation. Interdependencebetween these categories shows the sys-temic nature of the challenge. For exam-ple, lack of adequate number of skilledstaff in municipalities could lead to lowerproperty tax collections and own rev-enues, but the ability to attract quality tal-ent requires financial self-sufficiency.

Similarly, land and spatial planning arecrucial for financial self-sufficiency, butempowered political leadership is essen-tial to harness those opportunities.

And the bad news...

The bad news, however, is that even theroad map to a solution is not in sight.Local governments fall under the StateList, but State governments have neithershown urgency nor are they equippedwith the human and technical capacitiesrequired to solve this problem. Cities needto be a national priority and, therefore, atthe core of the cooperative federalismagenda of the Union government. The

current approach of managing urbanisa-tion through smart cities and an urbandevelopment mission will not suffice. TheJawaharlal Nehru National UrbanRenewal Mission (JNNURM) offers use-ful lessons on both the utility and limita-tions of packaging project funding linkedto reforms. The government needs to askitself whether these two missions answerthe question “How can our cities guaran-tee acceptable standards of public servicedelivery and good governance to 400 mil-lion Indians today and 800 millionIndians by 2050”.

The first step to solving the problem ofsuccessful urbanisation is to elevate theconversation to a holistic level. Liveablecities are critical today to India. Citiesneed to arguably become the fourth sub-group of the NITI Aayog. Cities bringtogether diverse, but important, prioritiesof economic growth and productivity,connectivity, jobs, skills and talent, for-eign direct investment, ease of doing busi-ness, infrastructure and public services,housing for all and poverty alleviation. Inmany ways, cities are central to meetingmany of these development prioritieswhich are already part of the Union gov-ernment’s agenda. The U.K.’s Work of theCity Growth Commission could possibly

be a good precedent.

The second immediate priority wouldbe to learn from the recent experiences inDelhi and Bengaluru. A serious discus-sion on how governance needs to bestructured in a city is long overdue andneeds to move to contemporary realitiesand needs. Senior levels of the Uniongovernment and Chief Ministers of Statesmust engage in a fruitful discussion. Theoutcome needs to be a broad set of princi-ples on the architecture of a city govern-ment that address the seven action areasreferred to earlier. If this does not happen,

we risk wasting collective energies,resources and time in redrawing munici-pal boundaries with zero impact on quali-ty of life or housing or connectivity or anyof the other development priorities. Whatthe Karnataka government does withBengaluru in the next six months will bewatched closely by the rest of India. Weneed to see if its actions serve as earlywarnings to other States or whether it willblaze a trail of transformational changethat other States can emulate.

while there are conduits,rabid preachers whocovertly "convert", alarm-ingly, most of the radical-ization and recruitment istaking place in vast tractsof cyberspace. A recentstudy by the USA basedconsortium Study ofTerrorism and Responses

to Terrorism (START) enti-tled "The Islamic State ofIraq and the Levant:Branding, LeadershipCulture and LethalAttraction" noted that theIS is unlike al-Qaida andits affiliates. The study hasalso sought to understandthe IS as any organisationin an industry, in this case,the jihad industry.Interestingly, it states thatthe IS has "adopted severalbest practices of otherindustries". The studycompares the IS to theNigeria based terror outfitBoko Haram (BH). It notesthat unlike the BH, whichdestroys telecommunica-tions and power installa-tions to stun and paralysesecurity forces, the IS.

She further stated thatafter the Lok Sabha elec-tions, Anupriya and heraides have been indulgingin large-scale anti-partyactivities, which has dent-ed the party prospects sig-

nificantly, and even duringthe 2014 Uttar Pradeshassembly bypolls.

Meanwhile, AnupriyaPatel, strongly rebutted theallegations levelled againsther by the party leadership."Nobody can expel mefrom the party. The rele-vant papers about the partyleadership are under theconsideration of theElection Commission ofIndia (since February2015). No one in the partysimply has the authority to

expel me from the party,"said Anupriya, while react-ing to the news of herexpulsion from all theparty posts (including pri-mary membership).

NEW DELHIParliament on Thursday passed the con-

stitutional amendment bill regarding theland boundary agreement withBangladesh, with the Lok Sabha's unani-mous nod to the legislation.

The Lower House, showing rare una-nimity, passed the Constitution (119thAmendment) Bill to allow the operational-isation of the 1974 India-Bangladesh LandBoundary agreement.

All the 331 members present in theHouse voted for the bill which became the100th Constitutional amendment passedby Parliament.

"Historic milestone in India-Bangladeshrelations," Prime Minister Modi tweetedafter the Lok Sabha's nod. Modi alsothanked opposition parties, includingSonia Gandhi for support to the bill andspoke to his counterpart Bangladesh PMSheikh Hasina over the issue.

The bill was unanimously passed by theRajya Sabha on Wednesday when mem-bers buried their sharp ideological divide -from Shiv Sena to CPM - to unanimouslygive effect to the Land BoundaryAgreement signed between India andBangladesh in 1974 for exchange ofenclaves.

External affairs minister Sushma Swarajwon the hearts of the entire opposition onWednesday by crediting Manmohan Singhgovernment for putting in the hard work.

"Manmohan Singh is the one who startedthe whole thing. I have merely completedthe task," she said, thanking the formerPM who was present in the Rajya Sabha.She pointed out that the bill is exactly thesame - to the last comma and full stop - aswas presented by UPA in Parliament inDecember 2013. "It's a win-win-win situa-tion for everyone," she said, ascribing thequote to leader of opposition Ghulam NabiAzad. Calling the passage of the bill "his-toric", Swaraj said it would take India-Bangladesh relations to a new high by set-tling the 41-year border issue.

The bill aims at giving effect to theacquiring of territories by India and trans-fer of territories to Bangladesh throughretaining of adverse possession andexchange of enclaves in accordance withthe 1974 agreement.

Sushma Swaraj said it was beneficial forboth the countries and that there will a"notional" loss of territory without bordersgetting contracted.

India will get 510 acres whileBangladesh will get 10,000 acres. "Butthese are notional figures as these areas aredeep inside territories of the two countries.

Our borders are not getting contracted,"she said, while responding to members'questions whether India will lose some ter-ritory.

Swaraj said the measure, apart fromdemarcating the boundaries, would alsohelp checking illegal immigration.

"A solution to the problem of illegalimmigration is inherent in this legislation.With the land border now being decided(with the passage of the bill), the portionswhere there is no fencing will also getfenced," she said.

Swaraj said the only issue whichremained to be settled with Bangladeshwas that of river water-sharing, primarilyrelating to Teesta river. "The way in whichwe are now settling the land boundaryissue, we will try to settle this issue also."

She also announced a package of Rs3,008 crore to West Bengal for rehabilita-tion Indian nationals who will come fromBangladesh, with their numbers estimatedto go up to 30,000.

Of this amount, Rs 775 crore is forexpenses on fixed infrastructure and theremaining amount would be for variableexpenses, depending upon how many peo-ple are to be rehabilitated by the state gov-ernment.

The maritime boundary between Indiaand Bangladesh has also been settled lastyear with the award by the internationaltribunal.

the Kerala government, the TamilNadu government on Thursdaymoved the Supreme Court seekingto restrain the Kerala governmentfrom conducting any drilling oper-ation, investigation and survey inconnection with the new dam pro-posal at Mullaperiyar.

Tamil Nadu took strong objec-tions to drilling operations under-taken by the Kerala governmentfor a new dam, just 370m down-stream of the existing dam.

"The action of Kerala in havingcommenced ahead with thedrilling operation in utter disregardto the order the SC (May 2014)would be tantamount to contemptof the SC judgement and TamilNadu reserves its right to file con-tempt petition against the officialsconcerned of Kerala and Uniongovernment," the petition said.

It also sought directions to theUnion ministry of environmentand forests to withdraw the clear-

ance given by the standing com-mittee of the National Board forWildlife for conducting the envi-ronment impact assessment studyfor construction of new dam byKerala. The petition recalled theSupreme Court order which cate-gorically held that Kerala was pro-hibited from constructing a newdam without the concurrence of

Tamil Nadu."It is thus not entitled to proceed

with the construction of a new damin any manner or to proceed withany activities related to the pro-posed new dam without the con-currence of Tamil Nadu," itsaid.

The Supreme Court-appointedempowered committee, headed by

Justice A S Anand, in 2012 heldthat the existing dam was hydro-logically, structurally and seismi-cally safe and water lever could beraised to 142 feet. The question ofconstruction of a new dam didn'tarise, the committee said.

In its petition, Tamil Nadu alsoalleged that Kerala had notinformed about the survey, investi-gation or drilling operation to theSC-appointed supervisory com-mittee. The three-member panel,headed by chief engineer (damsafety), Central WaterCommission, was set up by thecourt to look after the safety of thedam. The panel met six times lastyear until November.

The century-old dam is owned,operated and maintained by TamilNadu through an agreement in1886 between British governmentand ruler of Travancore. After aprolonged legal battle in SupremeCourt, Tamil Nadu raised the stor-age of the water level from 136ft to142ft in November.

"In total, we found 5.1percent of page views onWindows and 3.4 percentof page views on Mac thatshowed tell-tale signs of adinjection software," notesGoogle Online SecurityBlog. The study also foundthat such malicious soft-ware was distributed via anetwork of affiliates thatget paid a commissionwhenever a user clicks onan injected ad. The studyfound that ad injectorssource their ads from near-ly 25 businesses that pro-vide 'injection libraries'.

"Superfish andJollywallet are by far themost popular of these,appearing in 3.9 percentand 2.4 percent of Googleviews, respectively," notesthe blog. One of the mostinteresting bits from the

findings claim that the adinjection ecosystem gener-ates profit from over 3,000advertisers which includesome of the major retailerslike Sears, Walmart,Target, eBay, companiesthat are paying for the traf-fic received withoutknowledge that "they arereceiving traffic viaunwanted software andmalware." Google stressthat "ad injectors' business-es are built on a tangledweb of different players inthe online advertisingeconomy."

Google said based onfindings of the study it hasremoved 192 deceptiveChrome extensions fromthe Chrome Web Store thataffected 14 million userswith ad injection. GoogleChrome also enhancedsecurity of the browser toflag unwanted softwareand display familiar redwarnings when users areabout to download decep-tive software.

Google also updated itsAdWords policies to makeit more difficult for adver-tisers to promote unwantedsoftware on AdWords.

Using an AppleiPhone, a team ofUS scientists has

developed a mobile phonemicroscope that rapidlydetects parasite levels inblood.

The team from theNational Institute ofAllergy and InfectiousDiseases (NIAID), part ofthe US National Institutesof Health and Universityof California, Berkeley

developed the device tomeasure blood levels ofthe parasitic filarial wormLoa.

To rapidly screen forLoa infections in commu-nity settings, the scientistsdeveloped CellScope Loa,a video microscope inte-grating an Apple iPhone5s.

With the help of a cus-tom iPhone app, thedevice automatically cap-

tures and analyses videosof the characteristic "wrig-gling" motion of microfi-lariae, enabling quantifi-cation of microfilariae inblood from a finger prickin less than two minutes.

"No special preparationof the blood is required,limiting potential errorand sample loss, andhealthcare workers needminimal training to use theautomated device," the

authors noted.The point-of-care device

may enable safe resump-tion of mass drug adminis-tration campaigns to erad-icate the parasitic diseasesonchocerciasis (riverblindness) and lymphaticfilariasis (elephantiasis).

Efforts to eliminatethese diseases in CentralAfrica through communi-ty-wide administration ofantiparasitic drugs have

been suspended due topotentially fatal drug-associated side effects inpeople with high bloodlevels of Loa microfilari-ae, the filarial worm's lar-val form.

A potential solution is toidentify and exclude suchpeople from mass drugadministration.

"However, standardmethods for measuringmicrofilariae are time-

consuming and must beperformed by trained per-sonnel with laboratoryequipment," the teamwrote. Screening of bloodsamples from potentiallyLoa-infected peopleshowed that CellScopeLoa results correspondwell to those obtained bystandard methods, correct-ly identifying people withmicrofilarial levels over acertain threshold.

Authority of India (SAI)hostel attempted suicideafter allegedly beingharassed by a trainer inKerala, a report said onThursday.

One of the students hasdied and the other three arein critical condition.

All four reportedly con-sumed a poisonous fruit,locally called 'Othalanga'.

One of them had won agold medal in kayak eventduring the NationalGames, which took placethis year.

The girls were undergo-ing training at the WaterSports Centre of the SAI atnearby Punnamada.

It was on Wednesdaynight that the girls werefound poisoned in the SAIwomen's hostel. They wererushed to the GeneralHospital and then toMedical College Hospital.

According to reports,

students took the extremestep as they couldn’t bearthe humiliation by thetrainer after they werereportedly found in an ine-briated state.

Relatives of the athletesalleged that the girls werebeing physically and men-tally tortured by some sen-iors.

However, the hostel war-den denied the charges andsaid they came to knowabout the condition of thegirls only when they faint-ed. "None in the hostel tor-tured them", shesaid.

Angry relatives of thegirl who died said thatunless an inquiry is orderedimmediately and the guiltybrought to book, theywould block the nationalhighway and not performthe last rites of their ward.

On the tragic incidentSAI Director General,Injeti Srinivas, said "Thisis the most tragic and

shocking incident in 3decade long existence ofSAI. We've been followingup with State authorities &SAI officials, priority is tosave their lives. What hap-pened is that 4 of our girltrainees attempted suicide,info came to me yesterdaymidnight."

"Police is investigatingmatter, sub divisional mag-istrate has taken depositionof one girl who is able to

speak. Suicide note wasleft which was jointlysigned, all this will have tobe investigated," Srinivasadded further.

On the entire incidentSports Min SarbanandaSonowal also expressed hisdisappointment. "Deeplyaggrieved by incident thathas happened in Kerala,young girl who died was apromising sportsperson,"stated Sonowal.

Hours after four girlsattempted suicide afterallegedly being harassedby a trainer at the SportsAuthority of India (SAI)hostel, Sports MinisterSarbananda Sonowalordered a probe andassured that strictestaction would be takenagainst officials who arefound guilty.

The Sports Ministryswung into action byordering an inquiry anddirecting SAI DirectorGeneral Injeti Srinivas torush to Kerala for an onthe spot assessment.

"I am deeply aggrievedby the incident that hashappened in Kerala. Theyoung girl who has diedwas a very promising

sportsperson. It is a bigloss to the country in gen-eral and Sports Authorityof India and sports frater-nity in particular. I con-vey my condolences tothe bereaved family. Wewill give all possible helpto the bereaved family,"Sports MinisterSarbananda Sonowal said

in a statement."Three girls are still

undergoing treatment. Ipray for their speedyrecovery. To provide themthe best possible treat-ment is our top priority.Local police is investigat-ing the matter. I have alsodirected the DirectorGeneral of SAI to rush to

Ainvayi Lut Gaya is near-ing its release. A few dayback we were treated to ahilarious trailer of the filmand the makers are now outwith a song titled Kedepind di. The song is writ-ten by Happy Raikoti andsung by Jassi Gill who alsoplays the lead oppositeGauahar Khan.

I know the song is terri-bly cliched with a villageset up and traditionalattires and Bhangra troopas background dancers, butthat’s the beauty of it. Ilove how the song man-ages to aesthetically createthe folk feel- the village setup, the girls playing andthe typical Bhangra steps.And goes without saying

that Gauahar looks herbeautiful self.

What I particular likeabout the song is the factthat the dhol beats are notmarred by electronic beats

(an annoying trend of thehour) which further adds tothe authenticity of thesong. The simple lyricswill have you hummingalong right away.

I just feel that Jassi was alittle over-expressed atsome places, but then ifyou’re that cute looking,you can get by with suchminor flaws.
