Chad Cox is a civil engineer and the head of the Dams Practice Group for GZA GeoEnvironmental, Inc. He has a bachelors degree in civil engineering / water resources from Princeton University and a Masters of Engineering (Civil) from the Massachusetts Institute of Technology. He is a registered professional engineer in Massachusetts. Mr. Cox is involved with a wide variety of dam safety engineering efforts including inspection, analysis, design, and construction-phase services for both dam rehabilitation and dam removal projects. Mr. Cox has worked on a number of small hydropower projects which seek to retrofit hydropower at existing dams. His hydropower work has ranged from feasibility studies, to FERC licensing, to project design. Prior to beginning his career as a consultant, Mr. Cox served with the US Peace Corps for two years in Nepal. He has authored papers and made presentations for the Association of Dam Safety Officials, the US Society on Dams, and Hydrovision.

Celeste Fay is a civil engineer and founder of Hydropower Consulting Specialists, LLC. She is responsible for a variety of hydropower evaluation and analysis. She has experience with the conceptual design of fish passage and protection facilities, engineering design of hydropower facility components and evaluation of turbine performance, among others. She has been working in the hydropower industry for the last 12 years, receiving her B.S. degree in civil engineering from Worcester Polytechnic Institute in 2008. Aside from her work at HCS, Ms. Fay's credentials on hydro site evaluations and challenges are informed by her experience as a small hydropower owner.

Michael DiBara is a Project Manager at MassDEP, and has over 22 years of experience as an environmental manager in both the public and private sectors. Currently, Michael is leading MassDEPs energy-saving efforts at drinking water and wastewater plants. He was a 2002 recipient of the Commonwealth of Massachusetts Fellowship for Excellence in Public Administration at Suffolk University. Michael holds a Masters of Science in Public Administration from Suffolk University in Boston.

Ms. Griffiths is a water resources engineer and ecologist at Gomez and Sullivan Engineers, DPC with over 7 years of experience in water resources projects involving dams, hydropower, stream restoration, and flood studies. She is a registered Professional Engineer and certified floodplain manager (CFM) with bachelors degrees in both civil engineering and biology from The Pennsylvania State University. Her experience relative to dams includes hydropower feasibility studies, hydropower licensing and compliance, dam safety inspections, and dam rehabilitation and removal design. Through this work, Ms. Griffiths has been involved in project management, field data collection, hydrologic and hydraulic studies, alternatives analyses, cost estimating, development of design drawings and specifications, reporting, permitting, and public outreach.

Pam Heidell has been at MWRA for 25 years, managing various policy initiatives, projects, and complex permitting assignments. Prior to MWRA, she was a project manager at a consulting firm where her portfolio included energy projects, and prior to that, she worked in the state of Maine Energy Office as the Hydropower Resource Planner. She has an M.S. in Natural Resources from the University of Michigan, and a B.A. in Geography from Clark University.

Dr. Padmanabhan has over 40 years of experience in the areas of fluid mechanics and hydraulic engineering solving a wide spectrum of closed conduit flow and free surface flow problems. With over 35 years experience at Alden, he has supervised very large studies that have resulted in guidelines in the areas of pump intakes, vortex formation and swirl, debris transport and air entrainment. He is a recognized expert in the areas of closed conduit flow, pump intakes, reactor hydraulics, and transient flow. He is a past Senior Vice President of Alden and formerly an Adjunct Professor at Worcester Polytechnic Institute. He has M.S. and Ph.D. degrees in Civil Engineering from Georgia Tech. He is a Fellow of ASME and recipient of the prestigious 2011 ASCE Hydraulic Structures Medal.

Mr. Stewart is a senior civil engineer at Gomez and Sullivan Engineers, DPC with over 35 years of experience in hydropower, water resources, stormwater management, transportation, civil engineering, and site development projects. He holds bachelors and masters degrees in civil engineering from Northeastern University and a Master of Business Administration from the University of New Hampshire. He is a registered Professional Engineer in several New England and mid-Atlantic states, including Massachusetts. Mr. Stewart is experienced in the engineering analysis and design for a variety of water resources projects including dams, hydropower developments, and other water control structures, and has managed projects from the planning stage through the preparation of construction drawings and bidding documents. He has conducted several feasibility studies to investigate the hydropower potential, which involved the development of conceptual design drawings, opinions of probable construction costs, and net present value economic analyses.
