information which will sharpen their independent sense of judgment and

REGISTRATION:
All Library users with or without borrowing privileges, must be registered on prescribed forms before they can make use of the library.
For a staff member of the University, an official letter of introduction, endorsed by his Head of Department will be required for the new staff registering for the first time.
University identity cards and /or letters of introduction from Heads of department are required for registration for all categories of students, Official receipts of all payments to the University must be presented and authenticated during registration. In addition, two passport photographs must be produced.

Members of the Board of Trustees & the Governing Council of the University
Principal officers and frontline Officers of the University.
Members of Senate of the University
Members of the Academic staff, and senior members of the Administrative and Technical staff as well as Junior staff.

Permission must be granted by the University
Librarian to whom application must be made in

At the time of registration, each library user is issued with a readers’ ticket.
The reader’s ticket must be produced on entering the library, it is also required for making loan transactions.
Readers’ tickets are not transferable. Readers are therefore liable for all transactions made on their tickets.
Readers’ tickets are renewable annually.
Lost or missing tickets must be reported immediately at the circulation desk. Cost of replacement is N200 (Two Hundred Naira Only).
Most library materials are on open access and available for loan except:
Reference materials
Reserved materials
Loan from other libraries
Journals
Closed-access materials such as private papers, manuscripts, thesis, and dissertation projects, term papers etc.
Must be returned by users immediately on demand by the library
They must not be taken out of Nigeria, without a special permission from the University Librarian
They are subject to scrutiny at the security check points
No book may be marked, defaced, mutilated, or damaged in any way as defaulters will be penalized according to the severity of the offence.
Borrowers are held responsible for books in their custody. Lost or missing books must be reported immediately. borrowers will be required to replace or pay at the current cost and administrative charges for replacement and may forfeit some library privileges.
Physical presence of a borrower is required at all times. However, principal officers, Deans, Directors and Heads of departments may borrow through proxies. A written letter (as well as the borrower’s readers’ ticket is however required. This letter must be addressed to the readers’ services librarian and will be filed at the circulation desk.

Two weeks for students renewable for an additional week if not in demand by other users
Teaching staff may have materials for four weeks , renewable for another two weeks if not in demand.
In the case of an overdue:
A fine of twenty naira per day is imposed on all over dues involving students.
The mandatory due date is the date stamped on the slip inside the book at the time of loan. An overdue list is compiled a month after the date due and posted on all notice boards.
A loan becomes long overdue after three months and may result in total withdrawal of a borrower’s privileges.
All loans are returned at the end of every semester.
Vacation loans are allowed only with the permission of the University Librarian, acting through the readers’ services librarian.
Books borrowed during the vacation must be returned on the first day of first Semester.
Loans will not be permitted to a defaulting borrower during a new semester until he has returned all outstanding loans.
Reserved books may be consulted only within the library for a period of two hours at a time, after which they must be returned may be renewed if not Required by other readers.
Failure to return “short loans” attracts a fine of ten naira per hour.
Weekend loans of reserved books or other non-loan materials may be allowed in exceptional circumstances. Such materials must be returned first thing on Monday morning. Lateness attract a fine of one hundred naira per day and suspension of all library rights.
The library has access to the resources of other University Libraries in Nigeria. Inter library co-operation ensures the loan of the physical; volume, or copies of the required pages, subjects to the international copyrights laws.
Reservations may be made on books out on loan. However, such reservations are cancelled if not collected within three days after notification of availability.
Books in constant demand by readers , or when specially requested by faculty staff or students, are removed from the open shelves and displayed on reserved shelves at the circulation desk for a specified period.
Reserved books may be consulted only within the library for a period of two hours at a time, after which they must be returned to the desk for the use of other readers.
Books out on loan for one week from the date of issue may be recalled for various reasons by the library.
A recall book must be returned to the library within three days of a recall notice.
Fines at the rate of twenty naira per day will be imposed from the fourth day of recall. Additionally, a default borrower may be lose his/her loan privileges or incur sterner disciplinary measures.
Library clearance is part of the requirements for any student leaving the University and this must be done at the University Main Library
At the time of obtaining this clearance, the reader’s ticket must be handed in at the Circulation Desk
Books are often damaged by careless handling while being consulted in the library or when given out on loan. They also often get worn out with regular use. Given below are some precautions that should be taken when using the library materials as well s as your own books.
OPENING:
1.Never open a book forcibly if it found to have tight backs;
2.Books should be placed on clean, dry tables;
3.A page should be turned by gently separating it at the top right-hand corner with the fingers;
4.On no account must a user moisten his fingers with water or saliva to turn over pages;
5.Do not turn over pages by pushing up the bottom of the leaflet with the thumb, especially near the spine as this may break the paper fiber.
Books must be protected against:
Damage by heat, which may be caused by leaving books in the sun, or reading close to a fire;
Damage by rain which could be prevented by carrying books in bags, case folders or wrapping paper;
Damage by moisture caused by perspiration of the palms, this could be prevented keeping hands clean and not putting books in a folder;
Damage by leaning on open books or piling other books or a heavy material on them while open;
Damage by throwing books or a heavy material at them while open;Damage by throwing books down instead of putting them down gently;
Damage by folding corner of pages to mark specific page;
Damage by writing or drawing on margin of books;
Damage by putting pencil, ball-point pen in between pages or putting Pamphlets or other smaller books within a bigger one;
Damage by using books as tumbler stand or cover.
It is to be noted that it is necessary to prevent other library resources like the equipment , computers and accessories, electrical appliances, furniture, walls or the building, both internal and external and indeed the entire library complex from willful and accidental damage.
Ensure you co-operate with the security staff of the library who may ask a reader to present his/her library ticket or University identity card
Luggage must be kept at the luggage receptacle only
Ensure your hands are clean while using library books
Try to move around noiselessly, and avoid making disturbing sound with the your shoes
Talk quietly when the need arises
Avoid chatting while in the library
Avoid using another students library ticket
User may be subjected to check at the entry or exit points
Areas of the library marked “for library staff only” are generally out of bounds to non-Library staff
Smoking, eating or drinking are strictly forbidden in the library
Use of naked light for any purposes is strictly forbidden in the Library or its environs
Correspondences from the University Library to users are expected to be treated promptly
The University Library reserves the rights to recall materials given out on loan before date due
All library users are expected to register an e-mail address with the library.
Registration on prescribed forms is required of every Library user as a Condition for admission to the use of the Library.
The reader's ticket is the passport to the library. It must be produced on entering the Library, or on demand by any member of the library staff.

Materials left behind at the closing time will be removed by Library staff and these could be claimed at the circulation desk or at the security check point.

Silence must be observed in and around the Library premises.
Lost or misplacement of tickets must be reported immediately at the circulation desk. A replacement is provided at a cost of N500.00 (five hundred naira only).
Smoking, eating and drinking are forbidden in the Library.
The use of any form of naked light in the Library is prohibited.
Orderly conduct must be observed at all times in the Library.

17. The university Librarian reserves the right to suspend the use of the library, any reader who continually infringes on any of these regulations and may refer cases of infringement to the appropriate authorities for further disciplinary action.
18. Stealing of library materials is a serious offence which, if proven attracts a severe punishment or total dismissal from the University.
19. The mutilation, marking, defacement, or willful damage of library materials in any form whatsoever is a serious offence punishable by withdrawal of all Library rights.
20. The use and charging of mobile phones in the library is strictly prohibited.
21. Briefcase, handbags, raincoats, umbrellas etc must be dropped at the receptacle/place provided at the entrance to the library. However all items are dropped at the :”OWNER’S Risk”.
22. You are therefore, advised to remove cash and other valuables items from our bags before dropping them. ultimately users are advised to avoid coming to the library with much cash or other valuables.
23. Uses of the multimedia resources centre are expected to pay specified fee for registration, and are expected to abide by all rules guiding the use of the cybercafé.
