The National Support Centre for Agriculture (KOWR) is a Polish governmental agency, supervised by the Minister of Agriculture and Rural Development and operating since 1 September 2017. It was established by merging two state agricultural agencies – the Agricultural Property Agency and the Agricultural Market Agency.

KOWR’s mission includes the implementation of instruments that support active agricultural policy and rural area development for the benefit of farmers and other entities operating in the agri-food sector, while also ensuring professional and competent service.

agri-food business operators pursuing their activity in Poland, the EU or in third countries,

organisations bringing together the above-mentioned entities (producer groups and organisations as well as branch and interbranch organisations),

local government units,

rural residents (including residents of areas encompassing former state farms),

public benefit organisations and other economic entities operating or planning to take up investment activities within the country,

impoverished individuals (through charity organisations),

schools and students participating in the School Programme and

consumers.

Organisation

The organisational structure of the KOWR covers the whole country and enables efficient beneficiary and customer service. The KOWR is comprised of several distinct organisational units – the Central Office in Warsaw and 17 Regional Offices (ROs), one branch office and a network of affiliate offices.

Investment properties

The KOWR has the largest portfolio of properties for non-agricultural purposes in Central and Eastern Europe. The offer includes investment areas attractive for the purposes of economic activity which can be used for: investment projects, technology parks, business centres and housing estates. The potential of these properties has already been noticed by international companies which have undertaken investment projects on that land.

THE KOWR’s FIELDS OF ACTIVITIES

Biological progress in agriculture

The National Support Centre for Agriculture owns and supervises the activities of 41 plant and livestock breeding companies whose role is to create and promote biological progress in Polish agriculture. These include: 8 plant breeding companies, 19 livestock breeding companies and 14 horse and stud breeding companies. Plant breeding companies concentrate the most valuable genetic material of vegetables, cereals, legumes, grass, sugar beet, fodder beet, potato and rapeseed as well as ornamental flowers and plants.

Livestock breeding companies produce breeding material based on breeding programmes to improve breeds of cattle, pigs, sheep and horses. The KOWR owns and supervises inter alia, horse studs in Janów Podlaski and in Michałów, famous around the world for breeding Arabian horses. As part of an agreement between the KOWR and the National Research Institute of Animal Production (NRIAP), a consortium named “Polish Genetics Group” was established. Its objective is to intensify development work on genetic progress in the national livestock population. In addition, the Group’s work focuses on increasing the productivity and value of the breeding sector, and on setting new directions of development in animal breeding. The results of the Group’s work are made available to agricultural producers.

The National Support Centre for Agriculture performs tasks related to the stabilisation and support of agricultural markets. They include the monitoring of the milk and tobacco markets, monitoring contracts for supplies of agricultural products, support for development and investment activities in the field of innovation in the agri-food sector and mechanisms related to monitoring and promoting the use of renewable energy sources in agriculture. As part of its market support activities, the KOWR also implements tasks of the EU Common Agricultural Policy (CAP), delegated from the Agency for Restructuring and Modernisation of Agriculture, the EU paying agency in Poland. These are, inter alia, public intervention, private storage aid, support for the bee products market, monitoring of production in the sugar and wine markets and foreign trade mechanisms (issuing of import and export licences, administration of tariff rate quotas).

Stabilisation and development of agricultural markets

The KOWR implements the EU School Programme, which helps to improve children’s eating habits. This programme focuses on children attending primary school, who several times a week receive fresh fruit and vegetables as well as milk and natural dairy products with no flavourings, such as kefir, yoghurt and curd. Children also participate in special educational activities according to the guidelines of the Ministry of National Education. Poland is one of the largest beneficiaries of this programme in the EU.

The National Support Centre for Agriculture participates, as an intermediate body and beneficiary, in implementing the Food Aid Operational Programme 2014-2020, under which it carries out tasks related to the purchase and distribution of food among the most deprived persons and the accompanying measures offered to the recipients of food aid. This program is implemented using funds from the Fund for European Aid to the Most Deprived (FEAD) for 2014-2020, which aims to reduce the scale of poverty in the Member States of the European Union.

The National Support Centre for Agriculture provides institutional facilities to support and implement innovation in agriculture. The KOWR develops innovation projects aimed at concentrating the supply of domestic agri-food products, preventing food waste, shortening the food chain, improving the competitiveness and profitability of farms, integrating producers and promoting the usage of renewable energy sources. The National Support Centre for Agriculture also supports farmers implementing development and innovation measures in their farms by granting loans from the Agricultural Property Stock of the State Treasury.

Poland is one of the leading producers of agricultural crops and food products in the European Union and the world. Our food is of high quality, safe, natural and delicious. The total value of farm production places Polish agriculture in seventh position in the EU. Polish food, produced with the use of natural raw ingredients and modern technologies, is appreciated by consumers for its excellent taste and affordable price.

The National Support Centre for Agriculture is the major body in Poland implementing promotion policy instruments in the agri-food sector. One of the main tasks carried out by the KOWR is to support Polish food producers in expanding their export activities. Moreover, the strength of Polish food products and their brand is being built under the slogan “Poland tastes good”. The KOWR also implements a number of promotional and information measures carried out domestically and in foreign countries.

The National Support Centre for Agriculture prepares regular information and analyses on prices, supply-demand situation on the major agri-food markets, trade in agri-food commodities, agricultural policy regulations and the forecasts of the situation on primary agricultural markets. The materials are made available to the public, which provides a wide group of recipients with access to current market information.

The main objective of domestic promotional and information measures carried out by the KOWR is to encourage consumers to buy Polish food and to increase the competitiveness of domestic products.

These activities are aimed at consumers seeking high-quality, traditional and regional food, as well as those interested in healthy food and organic products or in changing their eating habits. The KOWR encourages Polish producers to obtain national and EU food quality certificates and to promote their products at home and abroad.

The internet is one of the most important promotional channels. When looking for high-quality pro-ducts and promotional events, consumers can use the www.polskasmakuje.pl website and a mobile app of the same name. Polish farmers, producers and exporters of food can access information about marketing, quality systems, as well as lectures, training courses and discussion panels. Reports on promotional events can also be found at Facebook/PolskaSmakujePL.

The KOWR also supports nine industry promotion funds for agri-food products. The promotion funds finance or co-finance: information and promotional campaigns, scientific and market research and development work on improving the quality of products, as well as training and participation of producers and processors in exhibitions and fairs.

Polish food products successfully compete on global markets. Since Poland joined the European Union in 2004, the export of agri-food products has been steadily growing. In 2018, it reached EUR 29.7 bil-lion, which means a sixfold increase when compared to the year of EU accession.

The EU Common Agricultural Policy also provides support for promotional activities as part of the Rural Development Program for 2014-2020. This support is addressed directly at farmers and producer groups. The KOWR manages the measure “Quality systems for agricultural products and foodstuffs”, which involves support related to joining a national or EU quality system and support for information, and promotional activities dedicated to high-quality products.

The KOWR is dedicated to supporting Polish operators in the agri-food sector in their efforts to enter foreign markets. It is also responsible for promoting Polish food abroad. Our main activity, carried out with a view to those purposes, is to organise national stands at international fairs and exhibitions.

The KOWR also carries out foreign trade missions for Polish operators of the agri-food industry, usually alongside their presence at fairs, as well as specialised business-to-business meetings (B2B). In addition, the KOWR organises informational and training meetings for Polish operators in order to share knowledge on business and trade customs on particular foreign markets. Acting as an intermediary between Polish and foreign operators interested in mutual cooperation, the KOWR implements measures aimed at putting potential trading partners in touch with each other and establishing business contacts. The KOWR offers support to foreign operators searching for Polish business partners by organizing trade missions for importers interested in Polish products. Such missions include B2B meetings, information seminars on the Polish market, visits to agri-food processing plants, and more. The KOWR can in addition, provide foreign stakeholders with information on Polish agri-food markets.

The KOWR also carries out a number of other measures and projects to promote Polish food and culinary traditions on foreign markets. We organise dedicated study tours for foreign journalists, food bloggers and other experts involved in food promotion, hold meetings and seminars on the Polish agri-food sector and Polish food export offer, and carry out a variety of promotional events abroad such as live cooking shows, tastings of Polish food and many others. The KOWR cooperates with institutions, branch organisations, chambers of commerce, diplomatic missions and other entities to implement the promotional tasks in the most efficient way. The National Support Centre for Agriculture implements the CAP scheme “Support for promotional and information measures in selected agricultural product markets”. Under the scheme, organizations or associations of entities of the agri-food sector may receive financial support for promotional and information programmes (accepted by the European Commission) aimed at shaping the image of EU products, improving their competitiveness and acquiring potential consumers.

The following programmes/campaigns are currently being carried out:

“Meat with European Quality” – a two-year programme aimed at the markets of the United States and Canada, promoting pork, beef and their products. The programme budget is EUR 2.4 million.

“Tasteful Europe – tradition and quality” – a three-year programme aimed at the markets of China, Japan, South Korea and Vietnam, promoting pork, beef, poultry and their products as well as fruit and vegetables. The programme budget is EUR 4.9 million.

“The Power of Taste, Vitamins and Colours – savour the quality of apples from Europe” – a two-year programme aimed at the market of the United Arab Emirates, promoting apples. The programme budget is EUR 1.8 million.

“Turkey from Europe – under the wings of quality” – a two-year programme aimed at the markets of the Czech Republic, Germany and Poland, promoting poultry. The programme budget is EUR 1.5 million.

To date, 36 information and promotional campaigns have been implemented. They were aimed at third country markets such as: China, South Korea, the United States, Canada, Ukraine, Belarus, Japan, Russia, Kazakhstan, the United Arab Emirates, Turkey, New Zealand, South Africa, Egypt, Algeria, Singa-pore, Thailand and Vietnam, as well as at EU countries – Germany, Austria, Sweden, Finland, Bulgaria, Romania, the Czech Republic, Slovakia, Latvia, Lithuania and Poland. The campaigns were dedicated to the promotion of beef, pork, poultry and its preparation, rapeseed oil, fresh as well as frozen fruit and vegetables, milk products, pasta, juices, organic products, and more, as well as the promotion of the Community system for the protection of regional and traditional products.
