Non-cognitive ability is required for improving the efficiency of team work and collaboration. The purpose of this paper is to explore the effectiveness and possibilities of the training system named as “HPC (Human Power Creation) system”, which improves the non-cognitive ability such as empathy, morality and communication skill by enhancing the aspiration and motivation of workers. HPC system consists of four programs. The first is the “media education”. Through this education, the participants experience the serious situation virtually, and stimulate their sense of empathy. This virtual experience gives them the deep insights on social consciousness. The second is the “mind sharing.” This program aims to draw the true mind in the bottom of the heart. Once the participants find the feeling that they are understood by others, they begin to communicate smoothly with their colleagues, and strong trusts are formed in the team. The third program is the “business sharing.” This aims to improve the problem solving ability in a workplace. The fourth program is the “active-learning/ presentation of the experience.” This aims to improve the communication skill by studying mutually. In the program, participants find the subjects for improving abilities, and learn through the presentation of the experiences. In the HPC training class, workers or students learn the importance of social consciousness through the experience of the social projects. Our analysis shows that this training system stimulates the sense of empathy, and improves the non-cognitive ability through the enhancement of aspiration and motivation. This result has an important implication for building a society based trust formation, and gives us the deep insight on the human capital management for improving the efficiency of organization. Recent studies in the field of labor economics has been focusing on the roles of non-cognitive ability for improving the performance of workers in the labor market.
