II. TASK UNITS

• The Cordillera Regional Inter-Agency Task Group for COVID-19 convened for a Joint Coordination Meeting on April 23, 2020; 1:00 PM at DPWH-CAR Conference Hall, Engineer’s Hill, Baguio City for the updates on the activities and ways forward on the Task Units.

• Members from the CRDRRMC-CRIATG attended the meeting and orientation of the technical working group (TWG) in preparation for the conduct of Economic Losses Assessment and Human Recovery Needs Assessment in the region.

• The Cordillera Regional Inter-Agency Task Group for COVID-19 convened for a Joint Coordination Meeting on April 14, 2020 at DPWH-CAR Conference Hall, Engineer’s Hill, Baguio City for the updates on the activities on the Task Units. Significantly, the Cordillera Recovery and Resiliency Plan for COVID-19 was presented.

A. TASK UNIT ON MEDICAL HEALTH RESPONSE Department of Health-Center for Health Development–CAR

• Continuous coordination of the Regional Epidemiology and Surveillance Units (RESU) and the Emerging and Re-emerging Infectious Diseases (EREID) Program coordinators with the National office with regards to PUIs/PUMs, logistical requirements and medicines to be allocated to the health facilities.

• Continuous dissemination of various COVID-19 Interim Guidelines and advisories.

• Continuous facilitation of clinical management of the PUIs and collection of appropriate specimens testing.

• Continuous coordination with the Local Epidemiology and Surveillance Units (LESUs) for the referral of the PUMs.

Department of Science and Technology–CAR • Provided various personal protective equipment (PPE) to be used by frontline workers.

• Ongoing conduct of Real Time COVID-19 Surveillance and Community Needs Mapping System Users' Training Workshop at the RDC-Hall, NEDA-CAR, Baguio City, April 15 and 16, 2020.

Philippine National Police–Police Regional Office Cordillera • Deployed personnel in all Quarantine Control Points (QCPs) in the region in the implementation of

the Luzon-wide Enhanced Community Quarantine.

• Continuous conduct of contact tracing for residents in contact with COVID positive person.

• Provide personnel as security escorts on the distribution of Social Amelioration Program on their respective departure and arrival place and vice-versa.

• Strict enforcement of curfew hours and liquor ban.

• Conducted Video Conferencing participated by R-Staffs, RSUs, PDs/CD and other Head of Office concerning the distribution of Social Amelioration Fund, and another topic related to COVID-19.

14th CAR Regional Community Defense Group, Army Reserve Command • Deployed personnel in all Quarantine Control Points (QCPs) in the region in the implementation of

the Luzon-wide Enhanced Community Quarantine.

Tactical Operations Group-1, Philippine Air Force • Established Decontamination Facilities.

Land Transportation Office–CAR • LTO-CAR Law Enforcement Service assisted the PNP in manning the established quarantine

checkpoints around Baguio City and La Trinidad, Benguet. Also dispatched three (3) teams of the LTO Enforcers in various checkpoints in Baguio City and nearby municipalities in Benguet and provided assistance in the flow of traffic along Halsema Highway.

• Law Enforcement Operations Disinfected Motor Vehicle including jeepneys ferrying health workers who were also disinfected before proceeding to their respective destination.

Bureau of Fire Protection–CAR • Coordinated and provided assistance to the Local Government Unit, DOH, PNP in the enforcement

of Enhanced Community Quarantine.

Department of the Interior and Local Government–CAR • Issued policies and guidelines on the prohibition of social gathering, observance of curfew, hygiene

station in all business establishments, price freeze for all basic commodities.

• Continuously monitoring and providing assistance to stranded constituents in the region.

• Established an online tracker of concerns, complaint, queries, request, etc.

country of origin.

National Nutrition Council–CAR • Dissemination of COVID-related adivisories, policies and guidelines through social media.

• Provided Technical assistance to Baguio City in the preparation of City Nutrition Committee advisory addressed to barangay officials regarding the management/distribution of nutrition commodities that reached the barangays through non-DOH or HSO channels.

• Facilitated preparation and approval of RNC Resolution no 7, s. 2020 re: Enjoining all LGUs, NGAs, NGOs, civic groups, private entities and other offices to include fruits and vegetables in the food packs to be distributed to constituents during the enhanced community quarantine period and future emergencies and disasters.

Local Government Units • Continuous conduct of contact tracing for residents in contact with COVID positive person.

Checkpoints are set in every entry and exit of each municipality.

• Issuance of Executive Orders re: Prohibition of Social Gathering, Observance of Curfew, hygiene station in all business establishments, price freeze for all basic commodities.

• Activated Barangay Health Emergency Response Teams (BHERTs).

B. TASK UNIT ON RESOURCE MANAGEMENT AND LOGISTICS Department of Social Welfare and Development Field Office–CAR

• Coordinated with other agencies and organizations for warehousing of FNFIs that will be prepositioned to different provinces in CAR.

• Continuous purchase and repacking of Family Food Packs (FFPs) for relief distribution and prepositioning.

• Delivered FFPs to different provinces for relief augmentation.

• Disseminated Interim Guidelines on Relief Distribution to City/Municipal Local Government Units in Relation to COVID-19.

• Continuous monitoring of reports from municipalities.

Affected Population • Due to lockdown and enhanced community quarantine, seventy-seven (77) municipalities/cities with

379,091 families or 1,518,968 individuals are affected due to the disruption of normal activities in their communities.

Cost of Assistance • As of reporting time, the total cost of assistance amounts to Php 958,926,490.79 wherein the amount

of Php 124,277,494.19 was provided by the Local Government Units and the amount of Php 830,048,943.14 was augmented by DSWD CAR in the form of its available Family Food Packs, Assistance to Individuals in Crisis Situations and Social Amelioration Program Emergency Fund.

Non-Government Organizations (NGOs) and Private Individuals also donated a total amount of Php 366,417.00 and Php 4,233,636.46 respectively.

Social Amelioration Program Updates • With the on-going review of proposals for the Social Amelioration Programs, the review

committee was able to review 77 proposals from 70 municipalities and two (2) cities.

• As of reporting time, there are 59,847 4Ps households and 112,928 non-4Ps families who have received their Social Amelioration Program assistance payout amounting to Php 815,374,934.00.

Office of Civil Defense–CAR • Provided fuel support to augmented mobility assets and Response Clusters.

• Facilitated the coordination and logistical requirements of the hauling and transportation of FFPs to provinces.

• Inter-agency coordination and sharing of logistical resources for the hauling of donations, relief goods, and other essential supplies.

• Facilitated transport, distribution, and recording of medical supply donations.

• Facilitated the transport of DSWD-CAR’s Food and Non-Food item from the City of Baguio to the Province of Abra through DPWH-CAR and DSWD-CAR.

• Facilitated the transport of Personal Protective Equipment (PPE) donations from NCR to the Province of Kalinga through the DPWH-CAR as provider of the vehicle and drivers.

• Facilitated the transport of Personal Protective Equipment (PPE) donations from Baguio City to the Province of Kalinga through the DPWH-CAR as provider of the vehicle and drivers.

• Hauled face masks and bottled water from OCD Central Office to Baguio City on April 21, 2020.

Department of Public Works and Highways–CAR • Provided transportation service with drivers on-standby.

• Hauling of rice from NFA CAR to production hubs of DSWD FO-CAR.

• Delivered specimens from Baguio City to the RITM in Manila.

• Provided venue for the CRDRRMC-CRIATG meetings.

Philippine National Police–Police Regional Office Cordillera • Provided augmentation of mobility assets and personnel in the hauling of FFPs.

• Providing area security and police presence during distribution of Social Amelioration Program (SAP) payouts in various parts of the region.

• Baguio City Police Office launched the project entitled “Kapwa Ko, Sagot Ko”: A project of BCPO to prepare relief goods to be distributed to the affected individuals of the city.

• Provided air mobility in the leaflet drop activity (on government efforts on COVID-19 in relation to ELCAC) in the provinces of Abra, Mt. Province, and Ilocos Sur areas.

Philippine Military Academy Disaster Response Task Group • On stand-by for logistical support to ensure the implementation of the enhanced community

quarantine.

Land Transportation Office–CAR • LTO Law Enforcement Operation provided free shuttle services exclusive for barangay health

workers in the City of Baguio.

Land Transportation Franchising and Regulatory Board–CAR • Issued special permits for the vechiles ferrying health workers in Baguio City.

• Disseminated SAP information to drivers of public utility vehicles (PUVs).

C. TASK UNIT ON STRATEGIC COMMUNICATIONS

• Provided Information Communication Technology equipment to the Regional IMT and Cordillera Regional Inter-Agency Task Force-Emergency Operation Center. Equipment as follow: 6 laptop (with accessories) and printer. However, to be returned to the above-mentioned agency after the response operation for COVID-19.

• Implementation of systems (Google Hangout, Meet and FB Messenger) and use of other applicable ICT technologies for the effective implementation of work-from-home (WFH) and work-on-line arrangement to render services within and outside department.

Philippine Health Insurance Corporation Regional Office–CAR • Issued PhilHealth Advisory No. 2020-012 re Provision of Care to Persons Under Investigation (PUI)

for 2019 Novel Coronavirus (2019-COVID-19).

• Issued statement extending PhilHealth coverage to member-patients suspected of 2019-COVID-19 infection.

D. TASK UNIT ON ECONOMY National Economic and Development Authority–CAR

• Continuously coordinating with other agencies to address economic and development concerns in the region such as supply allocation, price control, business continuity plans, and social welfare benefits among others.

Plan for COVID19. The assessment will include two (2) important components: Loss Assessment which will be used in determining the macroeconomic effects; and the Human Recovery Needs Assessment (HRNA) for human development effects and social impact assessment of the pandemic. The Plan will cover four (4) broad sectors including Productive, Infrastructure, Social and Cross Sectors, as well as concerns of micro-small-medium enterprises (MSMEs), tourism, labor and employment and health research and development. The preparation for the Cordillera Regional Recovery and Resiliency Plan will be implemented in three (3) phases: Phase 1: Sectoral baseline data gathering; Phase 2: Conduct of Losses Assessment, Social Impact Assessment and Macro-Economic Assessment; and Phase 3: Analysis and identification of programs, projects, activities and policy recommendations for the Cordillera RRP.

• Coast Guard Station Cagayan Personnel together with Special Operations Unit North Eastern

Luzon and PNP – MARIG Aparri conducted seaborne patrol operations along vicinity waters of

Cagayan River up to coastal Barangays of Aparri, Cagayan in connection with the

implementation of Enhanced Community Quarantine due to COVID-19. Likewise ferried front

liners from Dappa Wharf, Aparri to Barangay Sanja and Barangay Linao, Aparri, Cagayan.

• Coast Guard Station Cagayan personnel together with operation control units and other

government agencies monitored all incoming and outgoing motorbancas and conducted health

screening in connection with COVID-19 at Dappa Wharf, Toran Wharf and Sanja Wharf Aparri,

conducted thermal scanning in check point in connection with COVID-19 at Brgy Centro 7,

• Coast Guard Sub-station Camiguin personnel conducted monitoring of incoming and outgoing

motorbancas in connection with COVID-19 at Barangay Balatubat and Sitio Panan, Barangay

• Coast Guard sub-station Sabtang personnel together with PNP Sabtang manned check point

in connection with Enhanced Community Quarantine at Barangay Sinakan, Sabtang, Batanes.

• Coast Guard sub-station Itbayat personnel together with PNP and CAFGUItbayat manned

check point in connection with Enhanced Community Quarantine at Barangay San Rafael,

Itbayat, Batanes.

• Special Operation Unit North Eastern Luzon together with Coast Guard Station Cagayan

personnel onboard Toyota Hilux conducted coastal security patrol in connection with the

implementation of the Enhanced Community Quarantine due to COVID-19 at Brgy Punta, Brgy

San Antonio, Brgy Maura, Brgy Dodan and Brgy Paddaya all in Aparri, Cagayan.

PHILIPPINE NATIONAL POLICE

• Deployed PNP personnel in established Quarantine Control Points (QCP) in different Police Provincial Offices (PPOs)/City Police Office (CPO), City Police Station (CPS)/Municipal Police Stations (MPS);

• At about 1:30 PM, personnel of Quirino PPO conducted adopt a Family Program on its 4th wave by distributing relief goods to the barangays of Dibul, Tres Reyes, Santo Tomas and Salvacion all of Saguday, Quirino.

• At about 6:30AM, 66 PNP personnel from the ten (10) MPS of Nueva Vizcaya PPO

provided route and area security during the distribution of Social Amelioration Program

(SAP) Fund to the 18 different barangays in the province in order to ensure the orderly and

peaceful distribution of the financial aid to the poor families in the province. Said activity is

still ongoing up to this time.

• At about 6:50 AM, personnel of Nueva Vizacaya PMFC provided Libreng Sakay) Medical

Health Personnel of Salubris Hospital located at Solano, Nueva Vizcay.

• At about 8:50 AM, RSSF of Nueava Vizcaya conducted Oplan Bandilyo in NVAT Trading

Center Inc., reminded the traders and customers to always observe social/physical

distancing and to always wear face mask at all times and strictly observe the no backride

policy for motorcycle riders.

• At about 12:30 PM, PCPT ANGELO M DASALLA, Officer-In-Charge of A. Castañeda PS,l

Nueva Vizcaya PPO coordinated with Mr Timoteo D Baysa, Municipal Agriculturist

regarding the security assistance during the distribution of Rice Farmers Financial

Assistance to 197 beneficiaries on April 27, 2020 thru MLhuillier Pawnshop, Brgy. Lublub,

Alfonso Castañeda, Nueva Vizcaya.

• Aritao COP attended the emergency meeting of MIATF at the LGU Building, Aritao, Nueva Vizcaya re: contact tracing activities for the new positive case of COVID-19 who is from Calitlitan, Aritao, Nueva Vizcaya.

• As of April 25, 2020, 71 LGUs have provided the cash subsidies to 225,308 families or 54.13% of the total target with a total amount of Php 1,126,540,000.

• Four LGUs, 1) Looc, Romblon, 2) Sta. Fe, Romblon, 3) Sofronio Espanola, Palawan and 4) Magsaysay, Palawan have completed the provision of cash subsidies based on the 1st tranche while 21 LGUs accomplished above 90% in the provision of cash subsidies.

• Two (2) remaining LGUs in the Province of Romblon, (1. San Fernando, 2. Cajidiocan) is set to schedule their tentative withdrawal on April 27, 2020 due to insufficient consolidated cash from servicing bank (DBP).

• As of April 25, 2020, a total of 4,944 grievances/queries were recorded. Out of 4,944 grievances/queries, 2,662 are through text messages, 168 are calls, 534 are e-mails and 1,580 from the social media. Out of this, 1,478 or 29.89% grievances/queries have been responded. Most of the concerns received are complaints on non-inclusion, disqualification and selection of beneficiaries.

a) There was 1 chartered flight from Puerto Princesa City to Manila on April 14, arranged by the Canadian Embassy which catered to 48 foreign and domestic passengers (18 Canadian, 1 Czech, 6 American, 3 French, 1 Swiss, and 14 Filipinos)

b) There was 1 chartered flight from Puerto Princesa City to Manila, April 10, arranged by the Brazilian Embassy which catered to 7 Brazilian passengers.

• Coordination with LGUs for the submission of application for the Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced workers (TUPAD) Program of DOLE. There were no additional applications received by DOT MIMAROPA Region from April 9-11.

• The total of 1,603 applicants are still for evaluation of DOLE Provincial and Regional Office. To date, no application of the Regional Office has been approved for payment.

• COVID-19 Tourist Care Plan (Caring for Our Domestic Tourists in Distress) is a program of DOT and Tourism Promotions Board (TPB) which aims to assist stranded domestic tourists through provision of one-time flexible vouchers through their Accommodation Establishments (AEs) or business establishments. As of April 14, a total list of 309 domestic tourists were endorsed to DOT main through a memorandum.

• The 1st batch of payment for 95 out of the 112 individuals with complete requirements were already released. Aside from these, 12 individuals received cash assistance of 2,000 each.

• To date, there are 16 establishments with 355 rooms identified in MIMAROPA for use of COVID PUM/PUI, OFW, BPO, health care and government workers. Currently, there are 660 in-house guests in the establishments (583 are from BPO and 77 are healthcare workers).

• Boac MPS, Marinduque established police presence and conducted daily checking of quarantine pass issued by Barangay to the residents who pass by at different Quarantine Control point in the municipality of Boac Marinduque. Likewise, wearing a facemask, a social distancing between the passengers and Municipal Traffic Ordinance was strictly implemented by the Task Force assigned at QCP.

• Odiongan MPS, Romblon personnel provided security assistance security assistance to Odiongan LGU and recipients of Social Pension Pay-out in 13 barangays of Odiongan Municipality. Likewise, dialogue/pulong-pulong re strict implementation of Enhanced Community Quarantine was conducted. Also, liquor ban, illegal gambling and other crime prevention safety tips, proper crime reporting and implementation of municipal ordinances were also discussed.

• Palawan PPO together with the barangay officials of Barangay San Jose, led by Hon.EDITHA D. CACATIAN-Punong Barangay, RHU personnel, Bantay Roxas Personnel and Roxas Traffic Management Personnel and other volunteers conducted checkpoint at Bgy. San Jose, Roxas, Palawan.

• PPC CPS personnel of PS 1 had a dialogue with the motorist regarding the implementation of enhanced community quarantine. It was held at quarantine control point, Brgy. San Miguel, Puerto Princesa City.

PCG PALAWAN

• Conducted thermal scanning/ screening/ disinfection to all crew of vessel (inbound and outbound) within the ports of Palawan in connection with the threats of COVID-19

• Mobile “tiangge” was initiated by LGU Boac last April 15, 2020 in the interior barangays of Bayuti, Boi, Canat and Hinapulan to cope with the issue on accessibility of basic commodities to far-flung barangays. Estimated sales of PhP20,000.00 was generated.

• Submitted Project Proposals for the Social Amelioration Program were reviewed by the

composed team led by the Operations Cluster -- 143/143 LGUs (100% completion). From

those submitted PPs of LGUs, 143 (100% completion) obligated and with signed MOA;

• Augmented assistance to the 17 stranded sale representatives in Tacloban City with a sum

of Php 43,412.39;

• Extended assistance to their 100 beneficiaries through their regular program of SLP a sum

of 993,718,449.07 from social services of DSWD FO VIII;

• Extended assistance to the families and individuals who were directly/indirectly affected by

the COVID-19 outbreak in the Philippines, specifically in the region for a sum of Php

1,155,244,050.87;

• Facilitated the ongoing payout for Socpen benificiaries.To date 1, 561 Senior Citizens were

served with a sum of Php 9,366,000.00;

• Provided 5k assistance for Non-4ps beneficiaries and the DRMD was able to record the

distribution of 5k SAP assistance extended to the 48, 069 Non -4Ps beneficiaries with a

sum of Php 240,345,000.00;

• Continuous consolidating all response efforts and activities of the Operations Cluster

related to COVID-19;

Reduction and Management Councils (LDRRMCs) and have monitored the distribution of

Php 5,000 SAP to beneficiaries;

• Identified seven (7) cities and one hundred thirty-six (136) municipalities affected with

875,246 eligible families in Social Amelioration Program/Emergency Subsidy Program.

From those eligible families, 279,152 families are beneficiaries of Pantawid Pamilyang

Pilipino Program (4Ps) and 596,094 families are beneficiaries coming from the Non-4Ps

beneficiaries who belongs as well to the poor families;

• Provided assistance to 2,986 Walk-in Clients with a sum of Php 16,346,636.07;

• Out of 44,492 Children target enrolled in the Day Care Center, 40,974 had received

additional food to their regular meals (92.09% Accomplishment). A sum of 25,166,145.00

funds was released by the SFP Section. (As of March 24, 2020)

• Extended assistance to 100 beneficiaries with a sum of Php 1,228,570.07 through the

Sustainable Livelihood Program;

• Extended social services a sum of Php 1,001,839,406.07 to identified beneficiaries;

• Extended a sum of Php 1,138,060,297.44 to families and individuals who were

directly/indirectly affected by the COVID-19 outbreak in the Philippines, specifically in

Region VIII;

• Provided technical assistance to LGUs to ensure smooth implementation of SAP;

• Ongoing 4Ps payouts through cash cards, 4Ps beneficiaries received Php 3,650

emergency subsidy, Php 750 health grant, Php 600 rice subsidy as well as their regular

subsidies. 257,077 beneficiaries (Cash Card) were served with a sum of Php

938,331,050.00 (100% accomplishment). Remaining of 21,042 Non-cash Card holders

beneficiaries.

• Continuously consolidates and collaborates all response efforts and activities of the LGUs

and Cluster to ensure continued services to the clients and addresses concerns promptly

related to COVID-19;
