• Crowe brings extensive experience in data management and optimization; experience working with the Homeland Security districts and counties in Indiana; facilitation of planning initiatives in the justice and public safety arena; trained professionals in NIMS; and project management expertise.

• Peter Beering, Esq.• Internationally recognized expert in emergency preparedness, planning,

response, counter terrorism, arson, and bombings. He has extensive local public safety experience with voice, alerting and data communications systems. Mr. Beering was among the architects of the National Preparedness Strategy and an advocate for interoperable communications.

• John Apolzan• Former Motorola executive with extensive experience working with voice,

data, and wireless solutions.  Identifies deficiencies and provides long-term communications solutions and interoperable planning for state and local entities.

TICP Preparation• The TICP is designed to help you:

• Establish and maintain routine communications interoperability• Maintain emergency communications in the event of a catastrophic

situation

• Base Plan• Administrative and technical aspects of

routine and emergency interoperability• Contents common to all Districts

• District Plan (Appendix)• Data needed to achieve emergency

interoperability and backup• Majority of data will be taken from CASM

• District Plans• The District Plans are stand-alone appendices of the larger Base

Plan • Contain district-specific information that may change more

frequently than Base Plan content• Overview of district including transportation, major facilities,

events, and geographical composition• District and communications points of contact (POC)• Listing and description of shared channels, systems, frequencies,

and talk groups• Data tables of various communications assets including Radio

Caches, Gateway Systems, and other interoperable equipment

CASM Data Entry• CAS – Database to store

all assets across the state that links user agencies with those assets

• CAM – Mapping tool that places information from CAS into a state view. Interoperability can be mapped between agencies or geographies.
