Spain Activity Report 2018
A. Executive summary
The main purpose of EURES Spain for 2018 will be the implementation of the new
EURES Regulation as regards the following issues:
1. Admission of new Members and Partners.
2. Putting in place of the Performance Measurement System (PMS), together
with data collection and analysis (number of contacts, number of vacancies,
jobs applications and CVs, and customer satisfaction).
3. Keep on working on the common IT platform, with its improvements on the
interoperability database.
4. Develop Apprenticeship and Traineeship programs.
5. Reinforce the Communication Strategy of EURES Spain.
6. Strengthen mobility programs via: YFEJ, REACTIVATE and EUROPEAN
SOLIDARITY CORPS.
Besides, it is our intention to continue improving job placement activities as well as
developing and supporting actions of guidance for jobseekers and employers in the
European countries.
In this line of action, EURES Spain will reinforce different activities related to the
Intra-European labor mobility. The projects that will be developed are as follows:
1. EURES Spain is highly interested in the organization and put in practice of projects
involving apprenticeship and traineeship in VT (Spanish FP), following the successful
experience of the mobility project called “The Job of my Life/MOBIPRO-EU” aimed at
the apprenticeships in the Vet Dual System in Germany. EURES Spain will look for
Partners among companies from different European countries to organize language
courses in Spain followed by a traineeship period and eventually do the VT (FP in
Spain) in the country of destination.

2. The commitment to promote labor mobility among young people by supporting,
as a partner, the projects “Your First EURES Job” (led by Italy, France, Germany, and
Sweden), "Reactivate" (led by Italy, France, and Sweden), and "European Solidarity
Corps" (led by Italy and France), as part of our EURES Activity Plan.
3. The successful use of the EOJD platform encourages us to keep on organizing on-
line and on-site events with this platform in 2018. EURES Spain has also taken active
part during 2017 in the organization and development of EOJD, being the “European
Digital Job Fair” one of the most relevant ones, organized in Madrid by EURES Spain
in collaboration with the Secretariat of the Grand Coalition for Digital Jobs and Digital
EUROPE. The good results achieved encourage us to continue in 2018 in this line of
work.
4. We also continue with the development of our National Communication Strategy
and the improvement of the presence of EURES Spain in social media, with a
reinforced energy after receiving the “Best Social Media Award” of the EURES
Communications Excellence Awards 2015, opening new communication channels as
Linkedin, live-stream workshops, and a EURES-Spain Blog, improving the
monitoring and the relevant indicators, increasing the involvement of the whole
EURES-SPAIN Network, and adding new audiences improving our services to
national employers (and therefore introducing new key messages in our strategy)
and to Spanish workers working abroad and wishing to come back- reversal
mobility-included in information and recruitment events.
5. The reinforcement of the services to employers is going to be one of the main
goals to achieve in 2018.

The SEPE ( Spanish Public Employment Service) is the Spanish National Coordination
Office (NCO)
1. Julio Ángel Martinez Meroño, General Director of SEPE.
2. Ángel Goya Castroverde, Deputy General Director of “Employment Actives
Policies” and Representative of Spain at the EURES Committee.
3. Within this Deputy General Director of Active Policies is the Area of “International
Programs and Professional Guidance” in charge of EURES SpainNCO . Maria José
Arias Fernández is the Head of this Area and the “ National Coordinator" of EURES
Spain.
Partners
The new members are the 17 Public Employment Services of the Spanish
autonomous regions included in the Sistema Nacional de Empleo plus SEPE National
Public Employment Service. 18 members in total. (see

Under the New Regulation (EU) 2016/589 of the European Parliament and of the
Council of 13 April 2016 on a European network of employment services (EURES),
workers' access to mobility services and the further integration of labour markets
and following the implementation of the COMMISSION IMPLEMENTING DECISION
(EU) 2017/1255 of 11 July 2017 on a template for the description of national
systems and procedures to admit organisations to become EURES Members and
Partners, EURES Spain is expected to have new Members and Partners.
Cross-border co-operation
EURES Spain is already involved in 3 cross-border programs with Portugal aimed at
providing guidance, support and placement activities to workers living in cross
border regions:
1. “Galicia-North Portugal”
2. “Andalucía-Algarve”
3. “Extremadura-Alentejo”
We have also developed with France a multiregional cross border among all the
regions along the border of France and Spain.

C. Resources
Staff Available
EURES Spain has a total of 109 people devoted to EURES :
· 82 EURES Advisers: 40 advisers full-time, 10 advisers 75% time, 27 advisers
50% time, 5 advisers 25%time.
· 17 EURES Line Managers working part-time at the PESs of the Autonomous
Communities.
· Employment technicians in local offices- Assistant support.
· 9 people, including 1 national coordinator and 1 administrative assistant,
working full-time at the NCO.
IT/Infrastructure Available
1. EURES Spain webpage can be found within the Spanish PES website
www.sepe.es/redEURES. This webpage offers information about job vacancies in
Europe as well as information about Living and Working conditions, publications,
events, and news in different European countries.
2. Social Media: Facebook: https://es-es.facebook.com/EuresSpain/ ,Twitter:
https://twitter.com/euresspain?lang=es, and a blog: euresspain.blogspot.com as
part of the new EURES Spain Communication Strategy.
3. Customers’ satisfaction survey. EURES Spain has a subscription to survey tool
SURVEY MONKEY to collect EURES performance satisfaction.

4. EURES Spanish EAs have IT equipment to follow videoconferences and use IT
Platforms.
5. It is very common the use of the Blackboard platform. The EOJD platform is also
becoming more and more popular.
Financial Resources
The budgetary source for EURES Spain Activity Plan 2018 will be financed by SEPE
and presented to co-funding to ESF.
Objective 8.7.2.2 EURES Activity Plan with a maximum of 1.000.000 euros per year.
1. The SEPE finances directly the costs of the business trips made by EURES
staff, both EAs and NCO staff, via an online platform that belongs to the
central management of the Spanish General Administration of the State.
2. The activity plan (Services and Administration) is also covered by SEPE
through an agency contracted via call for tender.
