Mass media and immigration. Framing, social construction of reality and social problem

“Lampedusa” as Emergency Frame on
migration in Italian media
A blown up snapshot is a photographic caricature, an
exaggeration, a change in the shapes and dimensions of a
representation to highlight it and to emphasize an aspect of it.
That is what happens to the image of immigration. To begin
with, for the most part, it deals with a picture, a shot that’s
been fixed for thirty years now of a phenomenon that has
been in perpetual motion. The media seems to content itself
with this static and apparently unchanging image. It has
chosen a detail, an aspect to magnify and exaggerate. That
is the dark side that is present in every human phenomenon
– it is problematic and related to the language of crime, to
emotions of pain, to fears of invasion and of degradation.
The “blown up” snap shot in question is that of immigration
and of foreign presence in Italy, and it focuses on
emergency, safety and a naturally problematic vision of the
phenomenon. This very briefly summarizes some of the
more important evidence that came out of the surveys that is
presented here on the representative mechanisms of the
migratory phenomenon in the Italian mass-media, especially
information media.

With crime news stories, the theme of landings on the Italian coast - and more generally of the dimension of
immigrants’ entries - is one of the most characteristic elements of the entire media representation of the
phenomenon of migration. As previously emphasized (Bruno 2004, p. 95), the landing often becomes an iconic
media image of the phenomenon of migration. The representation of migration given by the Italian media is strictly
visual and the vocabulary used has a symbolic value both in lexical and textual terms.

The attempts to summarise the two frames
identified by the iconic and discursive
representative elements that constitute
and support them. It is important to
emphasize that, even if presented next to
each other, the two frames, unlike other
similar empirical acquisitions (i.e. Van
Gorp 2005), do not have the same weight
and the same representative power.
Arrivals from nowhere:
the coverage of Italians media
are focused on domestic events
There is no immigration without crime. The news reports - especially crime and
judicial news - overcome the account of migrations and foreign presence. Our
research aims to verify whether this representation is due either to the
newsworthy facts or to foreign persons’ behaviour, or it can be attributed to the
newsrooms’ selection. The results, obtained comparing this picture with the rest
of the crime news in the newspapers analysed, show a difference of treatment
both in the amount and visibility of the news and in the kind of facts or details
published. The news media confirm to be a faithless "mirror" of social
phenomena.
Black mirror:Different pages for different people
An ethical-professional matter in journalism
The stories on migrants constantly appear to be on the fence between the obligation of the
news and respect for privacy. A tendency to diffuse information and images prejudicial to
the dignity of persons involved is witnessed, directly or indirectly in news items especially
when the main characters are migrants. The behaviour of the two sources of media
analyzed do not appear homogenous: news programs on Tv more often represent the
images of migrants involved in news items, while newspapers give space to information on
victims and family relations without avoiding the consideration of minors.

The identification and deconstruction of prevalent frames in news representations allows to highlight the central role of the media in the definition of the situation and
in the construction of the immigration in Italy as “social problem”. The news-frame analysis approach (Entman 1993; Bruno 2014) allows to point out how visual
images, lexical and argumentative constructs, metaphors, etc. are “framing devices” (Gamson 1992) that contribute to establish, structure and enhance the
discourse on the Other, not only as a set of messages, but as a dynamic and potentially conflictual (sometimes consensual) field of representations and forces that
push to a specific definition and construction of reality Berger, Luckmann 1966).
