1.1 This paper sets out the Good Mental Health for All Lanarkshire Action Plan (2018-23) and
details progress on the associated delivery plan and performance framework.

3. RECOMMENDATIONS
It is recommended that the IJB Sub-Committee:
• Endorses the Good Mental Health for All (GMHFA) Action Plan (2018-2023)
• Supports the ongoing development of the Delivery Plan and Performance
Framework.
4. BACKGROUND/SUMMARY OF KEY ISSUES
4.1 Last year, the North Lanarkshire Addictions, Learning Disability and Mental Health
Partnership Board endorsed the proposal to develop a mental health improvement Action
Plan. The aim was to build on the strong foundations of Towards a Mentally Flourishing
Lanarkshire, renew and reinvigorate our approach and capitalise on the fresh opportunities
provided by integration.

4.2 It was agreed that the Action Plan would have a specific focus on the following priority areas:
1. Mentally Healthy Infants, Children and Young People;
2. Mentally Healthy Later Life;
3. Mentally Healthy Environments and Communities;
4. Mentally Healthy Employment and Working Life;
5. Reducing the Prevalence of Suicide, Self-harm, Distress and Common Mental Health
Problems, supported via the Suicide Safer North Lanarkshire Programme
6. Improving the Quality of Life of those Experiencing Mental Health Problems, including
the promotion of recovery, stigma reduction and physical health improvement,
supported via the Sigma Free Lanarkshire programme and rights based approach.
4.3 It was also agreed that the Action Plan should have an outcome focus and a focus on
addressing inequality. The actions should therefore focus on reducing the social,
environmental, financial and cultural barriers which make it harder for some people to make
use of opportunities to enhance their mental health and wellbeing.
4.4 A North Lanarkshire Good Mental Health for All Partnership Group was established which
reports to the Addictions, Mental health and Learning Disabilities Partnership Board.
4.5 The GMHFA Partnership Groups organised a large planning event where around where
stakeholder were invited to participate in a series of workshops utilising the KETSO
participation method. The outputs of these workshops were analysed, themed and
reconciled with national and local priorities, ongoing work streams and a systematic review
of the literature/evidence of what works. GMHFA Newsletters 1 (January) and 2 (February)
give an overview of these processes.
4.6 The North Lanarkshire GMHFA Partnership Group has commented on various drafts and the
accompanying Action Plan (2018-2023) has been produced. The aim was to produce a high
level, streamlined document with priority actions and guiding principles. Each priority area
has a bulleted list of ‘What We Aspire to Deliver’, ‘Actions We Need to Take’ and ‘What We
Aim to Achieve’. The purpose of the Action Plan is to provide a framework for high level
leadership and to empower localities to drive local action alongside the communities they
serve.
5. CONCLUSIONS
5.1 There is a need to co-ordinate diverse activity and adopt a systematic approach to driving
mental health improvement across North Lanarkshire. The Good Mental Health for All in
North Lanarkshire Action Plan 2018 – 2023 aims to bring all the key strands of work together
which contribute to the national mental health outcomes, ensure delivery of priority areas
and demonstrate collective impact.

• People who receive Distress Brief Interventions feel less distressed and more able to
manage future episodes of distress

6.3.1 The actions will be driven with existing resources and any areas that require future
investment will be taken through the Addictions, Mental Health and Learning Disabilities
partnership Board in the first instance.
6.4 PEOPLE
6.4.1 The action plan has been developed in partnership with communities and key partners
across Lanarkshire. The KETSO method adopted at the planning event ensured active
participation of all members.
6.5 INEQUALITIES
6.5.1 An EQIA has been completed. The Action Plan is based around the principles of
addressing inequality through proportionate universalism. It has a focus on
promoting emotional wellbeing with vulnerable or at risk groups.

Good Mental Health For All in North Lanarkshire 2018-2023
Improving the mental health of the popula�on is a na�onal priority for Scotland, and a local priority for North Lanarkshire. Economic constraints mean current treatment and care arrangements are not sustainable. We need a refreshed and reinvigorated approach to mental health improvement.
Achieving good mental health requires diverse, co-ordinated ac�on and a systema�c approach. This is reflected in our 2018-2023 Good Mental Health for All Ac�on Plan.
A person's posi�on in society plays an important part in their mental health, with less advantaged people having greater experience of poor mental health. Mental health inequali�es are neither acceptable nor inevitable. Our Ac�on Plan focuses on reducing the social, environmental, financial or cultural barriers which make it harder for some people to make use of opportuni�es to enhance their mental health and wellbeing. Ac�ons need to be universal, but with a scale and intensity that is propor�onate to the
1level of disadvantage.
Our Ac�on Plan follows a new format. It is streamlined, focused and aims to empower locali�es to drive local ac�on alongside the communi�es they support. We believe our new Ac�on Plan builds on solid founda�on and drives our reputa�on as na�onal leaders in promo�ng good mental health.

GMHFA ACTION PLANNING DAY
Following the GMHFA ACTION PLANNING DAY on 24th November 2017 at New College Lanarkshire's Coatbridge Campus, some of the results from the workshops have now been collated for this newsletter.
Ketso was used to facilitate the 6 workshops. Ketso means ‘action’ in Lesotho where it was created and is a ‘hands-on’ kit for creative engagement. It has been refined over two decades of action research with communities across the globe. With Ketso, everyone can participate and be more creative and involved.
The workshops were very well received with over 100 people participating. The workshops each had between 8-14 participants with at least one facilitator leading the activity. With the assistance of Jenny Hutton, Public Mental Health & Wellbeing Improvement Manager, and Susan McMorrin, Senior Health Improvement Officer, the workshops were structured by Community Links (South Lanarkshire). Attendees each participated in two workshops on the day.
Workshop 1: Participants identified key themes, ideas and suggestions in relation to current activities based on: existing resources; challenges and barriers; new ideas; and solutions to challenges.

The table above indicates that there are many existing assets already in place and things that are working well. It is also evident that we still have many challenges and barriers to overcome, however, participants demonstrated resilience to these issues by identifying realistic solutions and suggested goal-setting for the future.
Workshop 2: Participants developed key actions for consideration in the new/revised Mental Health Strategy based on priotiries identified in the Workshop 1.
Using key ideas from the first workshop, participants identified a total 15 SMART goals across 6 workshops. These were then refined further by identifying: actions required to achieve goals; actions required; timescales; and responsibility.
The main themes to emerge from the action planning workshop included: Early Intervention; Reducing Isolation; Prevention; Stigma-free Lanarkshire; Partnership Working; Sustainability; Integrated Services; Community-Based services.
NEXT STEPS With the results now completed, work is underway to compile a first draft of the new GMHFA North Lanarkshire Action Plan - which will go out for further consultation in April 2018. Updates will be provided in future editions of the newsletter.
