Welcome to the latest edition of “In Commerce”In this edition, the Chamber is focussing on the launch of Scottish Chambers

International (SCI). This new organisation has been established by Lanarkshire Chamber of Commerce and other key Chambers of Commerce across Scotland to provide an unparalleled range of specialist international trade support services to the Scottish business community.

In the past few months the Chamber has seen a dramatic rise in the number of businesses in Lanarkshire exporting goods and services overseas but it is very aware that many companies who could export do not do so because they perceive exporting as being too difficult and fraught with difficulty. In reality, if done properly, exporting can be the route that turns business dreams into reality by providing significant new sales opportunities which in turn leads to increased profitability.

Chambers of Commerce across Scotland already provide a range of services for companies who are involved in Exporting, but SCI now makes the detailed specialist knowledge available in Chambers throughout Scotland available to all Lanarkshire businesses who wish to access it.

Over the past 12 months Lanarkshire Chamber of Commerce has provided support to some 70 Lanarkshire companies mainly by assisting them with Export Documentation matters. The new organisation will improve the quality of service we can deliver to our existing customers. You can find full details of the new organisation on pages 6 and 7.

One of the key services that will be provided by Scottish Chambers International is the Smart Exporter Programme, which has been developed through substantial investment by Scottish Development International and the European Social Fund. Smart Exporter provides support for businesses at various stages of their international development including:-

Companies which haven’t previously considered moving into new markets;

Businesses taking their first steps internationally; and

Existing Exporters who need specialist support on how to expand their potential.

Many of the Smart Exporter services are free or subsidised for companies and individuals based in Scotland. I would encourage all businesses whether currently exporting or not to find out more about SCI and Smart Exporter. I firmly believe that through the new services on offer through the Chamber, many Lanarkshire businesses now have access to all the support they could ever require to start exporting. I’m confused by the mixed messages that I’m getting from members about the state of the Lanarkshire economy. For some members the worst of the recession appears to be over with many manufacturers and exporters reporting growing order books and increased sales. On the other hand many members in other sectors appear still to be struggling quite badly with some seeing little or no light at the end of the tunnel.

I know from a lot of work that I’ve been doing with retail businesses in the various town centres across Lanarkshire that many have noticed a sharp decline in sales and in footfall over the course of the last 12 months and many are particularly worried that weekends which traditionally have seen highest sales and highest footfall are now the poorest trading days of the week. The trend now seems to be that locals are doing their shopping in Glasgow or out of town shopping centres and neglecting local town centres.

The experience reported by retailers of shoppers travelling further to buy goods is in part being repeated across other sectors and many of Lanarkshire Chamber of Commerce members are telling me that as they have had to cut costs and look very closely at every aspect of their business that has often meant that they have decided to test the market to find alternative and cheaper supply chains and this has often resulted in local businesses loosing out to bigger UK competitors or worse still to overseas competitors.

It’s easy to moan but as a Chamber of Commerce we need to do something to halt the decline and to lobby key agencies to ensure that in Lanarkshire we have the right conditions for businesses to grow, flourish and to create wealth. It is for this reason that Lanarkshire Chamber of Commerce has started to play a much more active role in the Scottish Chambers of Commerce and has started work on developing a range of new services to support our members.

The first major development has been the creation of Scottish Chambers International which has been designed to help existing exporters break into new markets and also to help companies who have products and services that could be exported to do so. Full details of the new organisation are contained in this edition of In Commerce.

The second thing that we are doing is looking to develop our Business Mentoring Service and to run more group mentoring sessions on key aspects of running a business. In the last few weeks we have formed a relationship with Hamilton College who have regular networking events for parents of pupils at the college who run their own business and we are running a mentoring session for them in November. We are also planning other mentoring events specifically for our members.

We also need to get a better understanding of Member needs and over the coming weeks we will be asking our members how they feel the Chamber could help them more. This will enable us to better plan our events programme next year and look at what other services we might provide.

In addition to practical things we can do to support companies in the area we also want to maintain and raise our lobbying voice to ensure that the public sector supports business wherever possible. Our lobbying role is probably the least visible to our members yet the work we do is quite time consuming and we feel that we can and do make a difference.

With the Scottish Parliamentary elections taking place next year we are already working closely with our colleagues at Scottish Chambers of Commerce to draw up a list of key business issues that we would like to see the political parties address in their manifestoes next year. We are also actively lobbying our local authorities to ensure that the programme of public sector cuts that they are about to embark on does not damage business prospects in Lanarkshire. The Chamber is also taking a very active role in the Lanarkshire local economic forum and is working closely with the public sector to support local businesses as best we can.

It is important that the membership helps drive our policy and I’d particularly like to hear from members who feel that they have issues that they would like the Chamber to pursue.

ADVERTISING FEATURE

UK Steel Enterprise (UKSE), the Corus subsidiary tasked with economic regeneration, is offering local businesses the rare opportunity to lease managed workspace accommodation at its Coatbank Business Centre.

UKSE provides managed business premises throughout Lanarkshire including at Grovewood Business Centre on Strathclyde Business Park, Coatbank Business Centre in Coatbridge and at Brown Street Industrial Units, also in Coatbridge.

Each of UKSE’s managed sites offer a mix of office suites and industrial units ranging between 300 sq.ft - 3,000 sq.ft, on both short-term and long-term leases. Its flexible 3-month rolling licences have proved attractive to SMEs.

Availability at the Coatbank site is rare but one recent success story in particular has seen three units of 700sq.ft and 1,400sq.ft become available.

Avia Signs has been a tenant at UKSE’s Coatbank Business Centre since it was founded in 2005. Established by directors Ian Dillon and Alan McRae, the company specialises in providing signage to the construction, house building and retail sectors and offers a full graphic design, manufacturing and installation service.

Avia has experienced significant growth over the past 5 years, increasing its headcount from three to 13 employees. Despite the tough economic climate it has retained its impressive client base which includes the Scottish Football Association and Persimmon Homes.

Avia Signs had simply outgrown its Coatbank premises which totalled 2,450 sq.ft and decided to expand into UKSE’s sister site at Brown Street, taking 5,000 sq. ft and allowing the business adequate room for expansion.

Ian Dillon, director of Avia Signs, said: “The support UKSE has provided has been an integral part of our success and development. As a relatively young business we have been fortunate to have a landlord that is committed to assisting local companies. UKSE’s flexible rental arrangements have been particularly beneficial as our business has grown, allowing us to expand into more space without the need to be burdened by a long-term lease.”

Anne Clyde, area manager for UKSE, said: “Avia’s departure has opened up opportunities for other businesses interested in taking space at our much sought after Coatbank site. UKSE is one of the pioneers of the managed workspace concept and we have decades of experience in providing high quality premises and support to both start-up and growing companies.”

Free support to become a Smart Exporter•

Development International to deliver Smart Exporter. This

national European match-funded programme provides free

or subsidised support to companies and individuals based in

the Lanarkshire area and beyond to help them increase their

exporting skills and knowledge. Launched in September 2010, a

programme of road shows, specialist training, online tools and a

national helpline is now available, providing much needed support

for Scottish companies seeking to trade globally.

Ross said: “Our recent survey of Scottish businesses, exploring

their export potential and aspirations showed that 55% of

Scottish businesses were planning to export in the next five

years. However 72% of them felt there was a need for more

specialist information, training and support to help them export

more successfully. This was the rationale behind the new Smart

Exporter programme.”

The positive impact of Lanarkshire hosting the International Children’s Games in 2011 has been the subject of much discussion

since the successful bid was first announced, with the expected interest from potential competitors, coaches and many who will have a direct involvement with the Games. However, as Morrison weighs in with the promise of £25,000 sponsorship, it’s clear that a very strong sense of responsibility and an awareness of the potential of an event like this are inspiring the whole community. “We are very proud to be associated with the International Children’s Games and truly believe it offers Lanarkshire a fantastic opportunity to demonstrate its many strengths and achievements, “ says Morrison’s Chief Executive, Guy Wakely “ The Games will provide an opportunity to transform the communities of Lanarkshire which is a philosophy at the very heart of Morrison’s values. We have a strong sense of responsibility towards the wider community and welcome the chance to make a positive difference. Through our support of the Games we will be able to encourage children and young people to become more active and lead healthier lives which will hopefully have a positive effect on their futures and help give them the confidence to achieve their goals. “

Morrison is one of the country’s leading facilities services providers and look after over 500,000 homes and public buildings across the UK on behalf of housing associations, ALMO’s, local authorities and private companies. Morrison has a strong local presence in Lanarkshire and it is interesting to see the level of interest expressed by their chief executive as he is based in the head office in London, but as he explains, having a real awareness of national initiatives is very important to him. “ I like to be aware of all the elements involved and make sure we’re maximising the benefits of events like this to the full,“ he says “ As well as providing sponsorship we want to be involved in the most practical and useful of ways so our staff will also be giving their time as volunteers. I believe the 2011 Games represent a unique opportunity to encourage young people to take part in sport at all levels, with all of the associated benefits this involves – improving health, boosting confidence and self-belief and motivating young people to achieve their hopes and dreams. We’re delighted to be playing a big part in this which is why it’s not just about money, important though that is, but about being involved at every level. “

As the efforts of volunteers will be extremely important to help facilitate the smooth running of the Games this is a very welcome offer and Morrison is keen to work with South and North Lanarkshire councils to further support the Games by giving staff time and working with local schools and the wider community to provide practical support by offering the services of its workforce to carry out improvement works to community centre’s and Green Space projects. The company has a lot of experience in schemes of this kind and a local example is a similar type of work at Brownsburn Woodland Park where Morrison manufactured and erected goal posts for local children and provided an environment where the kids could play games safely.

The £25,000 sponsorship money itself is committed to two main areas - supporting the golf tournament to be held at Hamilton Golf Club and producing the official commemorative program,

and like so many individuals and o r g a n i s a t i o n s involved in the Games, the staff at Morrison are keen

to see a lasting legacy for the area. There is a strong sense of personal involvement and responsibility on behalf of the local staff involved, as so many of them live as well as work in the area and are related to or know many of the young competitors who hope to make Team Lanarkshire 2011. On a national level this is an excellent illustration of the company’s ethos of nurturing local connections, recognising that being part of a community means adapting to work with particular situations, especially when they can benefit everyone concerned. The sheer amount of people involved in the children’s Games is quite staggering, with up to 1,500 competitors aged 12 to 15, along with coaches, administrators and delegates from more than 70 countries descending on Lanarkshire to take part. Add to that the numbers in the area involved to some degree and it is clear that this is the perfect opportunity to change the perceptions of thousands of people. “Over the course of the next 12 months we will be launching a number of initiatives with local partners to encourage children in Lanarkshire to become more physically active,” says Guy “We’re also in an ideal position to make the public aware of these, as well as our own staff, and encourage them to get involved. This is a wonderful chance to be part of a very exciting event as well as helping bring about a very positive change. “

Success for Mushtaqs Restaurant at Scottish Job Centre Plus awards

A Restaurant in Hamilton, scooped an award at the annual Job Centre Plus awards ceremony held at the Adam Smith College in Fife.

Mushtaqs Restaurant, based in Hamilton was presented with the Skills Development Award on 22nd July for demonstrating the best approach to developing the skills of their employees to maximise their potential.

Director of Mushtaqs, Ajmal Mushtaq said: “We were delighted to have won this award as it is testament to the Mushtaqs Training Programme which ensures that all employees learn both job specific and transferable skills such as teamwork, customer service, interpersonal skills, people management etc. Our biggest asset is our people and it makes perfect sense to invest heavily into their individual development”.

GP Plantscape recently recruited 3 new technicians through the ―Future Jobs Fund (FJF) which is part of the government’s agenda ―Backing Young Britain, a

national campaign to create new opportunities for thousands of young people aged between 18-24, approaching 6 months plus unemployed, during the recession, via South Lanarkshire Council.

GP Plantscape are one of the first privately owned company’s to be given this funding and Jimmy Gilchrist, Managing Director is delighted to be able to assist in the programme.

The three new recruits were chosen from a list of applicants, which were interviewed for the posts, through GP’s normal recruitment process. The funding lasts for 26 weeks and at the end of the campaign GP is hoping to offer permanent posts to the recruits.

The three recruits, Richard Forsyth, James Ferguson and William Hunter have now completed their first 3 months of employment at GP.

GP Plantscape, a successful Lanarkshire-based company, has had good reason to celebrate in

recent weeks!

A Healthy Working Lives Bronze Award was presented to a delighted Margaret Kennedy, company HR Manager, and her team on September 21st 2010 by Gavin Hastings OBE at the annual NHS Lanarshire Healthy Working Lives Award & Networking Event - held at the fantastic new Ravenscraig Regional Sports Facility in Motherwell. One of 25 workplaces being presented with Healthy Working Lives Awards on the day, this company has benefited greatly from working closely with the NHS Lanarkshire Healthy Working Lives Team since November 2009.

Using the Bronze Award Programme to help them create a safer and healthier workplace the company has been supported by Healthy Working Lives Advisers in raising awareness of health and wellbeing with all employees and in using the ‘Safer Work Healthier Business’ health & safety management system. The company took advantage of a free and confidential workplace visit from Healthy Working Lives in February 2010. Visits are carried out by specialist advisers and the aim is to work with small businesses (less than 250 employees) to identify areas of good practice, as well as those where improvements can be made. The outcome of the visit was the provision of a prioritised action plan, tailored to their business, detailing how improvements

could be made. For example, the company was supported to implement health surveillance programmes for employees resulting from the need to accurately measure exposure to noise and vibration from workplace tools and equipment.

GP Plantscape currently employees around 80 people and has its’ head office at Kirkfieldbank in Lanark, with satellite depots in Kelty, Newcastle and Blackburn. The company specialises in interior and exterior landscaping for commercial customers. Teams of technicians maintain interior plant displays and exterior grounds throughout the UK.

The company reports some real benefits to employee health & wellbeing in bringing Healthy Working Lives into the workplace. Several employees have given up smoking, employees have reported losing weight and/or joining a local gym and a team of 9 employees have taken part in the Great Scottish Run and successfully raised funds for a Scottish Children’s charity.

Recent years have seen a considerable change in the way businesses interact with their customers. Where in the past we had letters and phone calls, we now also have emails, mobile telephones and video conferencing. Add to this the surge in employees working on the move, and the entire process of tracking customer interaction presents a new challenge. For example, an employee working out of office cannot always access their voice mail until they are back in. Increasingly important faxes are missed in environments where it is not a primary method of contact.

A Unified Communications (UC) system aims to integrate all of these communication points to a single, easy to manage system.

Following the examples above, a Unified Communication system would allow a voicemail to be left at the office phone, and sent to your email address attached as a sound file. Emails can then be forwarded to a mobile phone or PDA, allowing you to listen to the voicemail wherever you are. Furthermore, that important lost fax is also logged in the UC system and emailed on to a specified address or addresses in your company.

A further problem faced by businesses today relates to the vast amount of data that needs to be stored. The Chamber held its Annual General Meeting on 25th November in Hamilton. At the meeting the Chamber President, Maurice Logie, presented the Annual Report

for the year July 2009 – June 2010.

The highlights of the report are set out below:-

CHAMBER EVENTS

During the 12 months the Chamber ran a total of 16 events. These ranged from our popular networking lunches through to specialised seminars dealing with topics of specific interests to certain sectors of the membership e.g. exports, pensions, public sector procurement and CRM systems.

We were also pleased to run two seminars in conjunction with Skills Development Scotland which advised members of the various grants and subsidies that were available from the public sector to support training for existing staff and new recruits. The seminars also drew members’ attention to the grants that were available through NLC and SLC to recruit school leavers. As a direct result of these seminars a number of our members accessed the grants on offer and many told us that had it not been for the Chamber they would not have known that these grants and subsidies were available.

Lanarkshire Chamber also was selected as only one of 7 Chambers in Scotland to run one of the new British Chambers of Commerce Business Growth Clubs. The Club was well received by those attending and following a detailed evaluation of the Business growth Club concept it is likely that these Clubs will be developed and rolled out across the whole of the UK.

The Chamber’s Annual Race Day in June 2010 was once again a great success and, despite the difficult economic climate, we attracted 138 members and their guests to the event.

Business Mentoring

The Business Mentoring Programme has proved to be very popular with our members over the past 12 months. The programme matches business owners to experienced and successful business people. Following an assessment of a member’s business development objectives the programme aims to match these with a mentor who has the required experience and skills to meet the needs of the member’s business.

Over the course of 2009/10 we had 63 businesses in Lanarkshire participating in the programme.

The programme is run by the Scottish Chambers of Commerce and Alistair Johnston who runs the scheme in the Lanarkshire and Forth Valley areas is based at the Chamber’s office in Hamilton.

Representation and Lobbying

The Chamber is represented on a number of forums all of which are designed to ensure that the voice of the local business community is clearly heard by MPs, MSPs, local councillors and other key public sector bodies and officials. (Major national policy issues are dealt with by our national umbrella organisation the Scottish Chambers of Commerce and a report on our links with SCC are reported on later in this Annual Report). Within Lanarkshire the Chamber has two places on the local economic forum which comprises all of the main public sector agencies in the county along with other business organisations including Business Gateway and the Federation of Small Businesses.

Throughout 2009/10 the local economic forum was particularly active and we spent a considerable amount of time briefing and lobbying the then Secretary of State for Scotland on issues impacting on the Lanarkshire economy. With high levels of unemployment and few job vacancies their was much to talk about. As a direct result of work which we and other Forum members did we secured additional funding for our colleges and additional Future Job Fund jobs for Lanarkshire.

During the course of the year the Chamber maintained a dialogue with local MPs and MSPs and discussed issues as diverse as business rates to the difficulties facing traders in Bellshill.

We also had regular dialogue with both Councils, meeting key officials on a regular basis and working with them to assist businesses access public sector contracts and some of the grant schemes operated by both our local councils in this area.

CHAMBER MEMBERSHIP

The economic downturn had a detrimental impact on Chamber membership and we were sorry to see a number of our member’s businesses folding during the course of 2009/10. In common with other Chambers we also saw some businesses in certain sectors deciding that Chamber membership was a luxury that they could no longer afford. Over the period 1 July 2009 to 30 June 2010 membership declined from 302 to 277 companies. This gradual sustained dilution of the membership base placed additional strain on the Chamber staff to try to increase income and to cut costs to fill the funding gap.

Hamilton Town Centre Project

In July 2009, the Chamber began a two year project, funded by South Lanarkshire Council, to work with town centre businesses to find ways of regenerating the town centre and supporting vulnerable businesses—particularly in the retail sector.

Over the course of the last 12 months the Chamber’s Business Support Officer, Gareth Walker has become well known to most businesses in Hamilton town centre. As a direct result of his activities a new marketing group has been established and a significant number of businesses are now working together to organise events in the town centre which are specifically designed to increase footfall.

The project also built on the work which the Chamber began some 4 years ago to support the evening economy through successfully staging another Hamilton Music Festival in September 2009.

Without question the establishment of a classic car rally in the town centre in June was the most successful event run so far with many traders reporting significant increased sales as a direct result of the event and crowds in Hamilton the like of which have not been seen for many years as you can see from the picture of Quarry Street in Hamilton.

As the project develops it is planned to develop a Gift Card which can be used in the shops in the town centre and we are also talking to businesses and South Lanarkshire Council about the possibility of establishing a Business Improvement District in the Town.

CHAMBER CERTIFICATION

Over the course of 2009/10 year we processed 771 export documents for some 60 businesses located in Lanarkshire. This was only 3 more documents than we processed over the same period in 2008/09.

CHAMBER SERVICES

A very small number of our members made use of the various affinity schemes on offer via the Chamber, - Chamber Legal, Chamber Healthcare etc. The numbers accessing these services were poor—less than 15 per month and the Board concluded that we would not continue to offer these services in 2010/11.

Meet the Fairways Business Group. A group of over 20 like

minded individuals who get out of bed at the crack of dawn each and every Friday morning with a sole view of helping each other obtain business. The group meets every Friday morning at Dullatur Golf Club, Cumbernauld, to open up their contact spheres to each other. The idea being that through opening up your contacts to others, then naturally others will open their contacts up to you. “In essence, it is like having 20 dedicated sales people out there working for my business.” Said group Chairman Neil Morgan. He continued; “I have been coming along to the meeting for a few years now and it is certainly good for business. Everyone here at Fairways is keen to help each other out and by doing so, we are fighting off the recession.” Like any good group, there are rules that must be adhered to by the members and the golden rules are; you must turn up every week, you must actively help your fellow members and only one member per profession is allowed. It might sound strange that the group only allows one member per profession along, however the idea is simple – you can refer business to that member and it locks out that member’s competitors. Current members include, a painter & decorator, accountant, electrician, plumber, graphic designer, IT and Computer repair, Solicitor and general builder to name but a few. The Fairways Business Group started back in January, is affiliated to the Lanarkshire Chamber of Commerce and is on the up. Chairman Morgan said; “each week we have many visitors come along to see firsthand what we are all about. Shotts-based company Healthcare Environmental Services has won the top prize of SME Business of the Year

at Clydesdale Bank’s Investing for Growth Business Awards.

The ceremony, held at Clydesdale Bank’s Lanarkshire Financial Solutions Centre in East Kilbride, saw a wide range of Lanarkshire businesses recognised for their achievements during the last year.

Companies scooped prizes in three separate categories – SME Business of the Year, Deal of the Year and Professional Partner of the Year with Healthcare Environmental taking the top honour.

The Professional Partner of the Year Award went to Leandro Franchi of Franchi Law LLP, a law firm specialising in commercial and domestic property. Leandro has over 20 years experience as a solicitor and is also the Honorary Consul of Italy in Glasgow.

In the Deal of the Year category the award went to Tom Bennett of Bennetts (Scotland) Limited car body repair centre.

Healthcare Environmental Services Group is a privately owned company with over 20 years experience within the waste management industry, providing environmentally friendly products and solutions throughout the UK, with the emphasis on waste management not waste disposal.

The firm recently secured one of the largest medical waste contracts within Europe when it was appointed by Yorkshire and Humber NHS Trusts to service their medical waste needs from over 2000 sites in the region.

Work has recently begun on the company’s new purpose-built waste energy facility which will become its new northern headquarters and will see the introduction of the latest technology for treating medical waste.

John Brown commenting on a recent study carried out by Qa Research on behalf of the Princes Trust said: “Too many young people in Scotland and particularly in Lanarkshire

are facing a cycle of worklessness and can’t see a way out. It is a tragedy to think that so many feel condemned to a life of unemployment when there is a real will to work

“The Prince’s Trust focuses on giving young people the skills, confidence and relevant experience to help them break out of this unemployment trap and more than three in four of the young people we worked with in the last year have moved on to education, employment or training. It is essential for the voluntary sector to continue working in partnership with national and local government and the private sector to provide opportunities which will stop our disadvantaged young people becoming disadvantaged adults, breaking a cycle with has blighted families for generations.”

Thousands of young people from jobless families in Scotland could be destined to join their parents in the dole queue, warns a Prince’s Trust and Qa Research report today (10 August). This is despite the fact that more than eight in ten (83 per cent) say that finding a good job is their main priority for the future and nearly two thirds (65 per cent) state their main aim is to support their family.

The study reveals that young people from workless families are significantly more likely to struggle to find a job themselves, as well as feeling far less confident about their future. Nearly three-quarters of these young people in Scotland (73 per cent) have struggled to find a job, while more than one in ten (12 per cent) expect to end up on benefits because other people around them have.

Nearly one in six children in Scotland (16 per cent) are living in families where no-one works1. There are 1.9 million children living in workless households in the UK – the highest number in the EU.

According to the report, based on interviews with 2,048 16-to-24-year-olds across the UK, more than one in five in Scotland (20 per cent) say that seeing their parents out of work has made them anxious about finding a job. A fifth (20 per cent) worried about affording food and clothing when their parents

were unemployed, while one in four (24 per cent) feel their parents don’t have the knowledge to help them find employment.

More than two-fifths of those living in communities with high levels of unemployment in

Scotland (44 per cent) worry they will never find a good job. More than one in three (35 per cent) feel depressed as a result of living in the area, while more than one in six (18 per cent) worry that their children won’t be able to find a job in the future.

Six out of ten (62 per cent) say that having more volunteering opportunities in their local area would give them the skills they needed to find a job.

CEO of Life Skills Centres John Brown said: “The research indicates that thousands of young people are growing up believing they will never progress past the dole queue. This is deeply concerning, both for them and the British economy, which needs new talent now more than ever.” The UK also has one of highest overall rates of workless households in the EU, third only to Belgium and Hungary, with nearly 4.8 million working-age people living in a household where no-one works. Around 3.9 million children are living below the poverty line in the UK

UK GOVERNMENT IMMIGRATION CAp

SCC responded to a call for evidence by the Scottish Government regarding possible UK Government Immigration Caps. In brief, SCC took the view that Scotland should be represented on the UK Governments Migration Advisory Committee and the retention of the additional Scottish occupational shortage list.

SCC indicated that the proposals around the pool of highly skilled migrants looked less flexible than the current system and could disadvantage employers in Scotland in their recruitment processes by adding unnecessary complexities and additional bureaucracy.

SCC supported some of the proposals around qualifications and increasing English language skills but noted that any further “restrictions” could affect foreign student numbers to FE/HE in the future.

SCC did not support the proposals to include investors/entrepreneurs in any cap and advocated their exclusion to future cappings.

With regard to intra company transfer programmes, SCC argued strongly that the proposals outlined were less flexible and more restrictive than currently in place. Many of our members operate in a global environment and any further restrictions to recruitment would have damaging effects on both individual companies and the Scottish economy.

SAFEGUARd AN AppRENTICE

Safeguard an Apprentice initiative is designed to help viable SME’s in the Manufacturing, Engineering and Construction sectors to cope with the downturn in the economy. Safeguard an Apprentice will offer support of £75 per week per apprentice for a maximum of 6 months for eligible companies.

SCC is one of the members of the approval panel for applications along with the STUC and the Construction and Engineering Sector Skills Councils. Year end of 2009/2010 over 300 apprentices and 79 companies were in receipt of financial support across Scotland. The initiative has now been extended until March 2011 and SCC is encouraging eligible Chamber of Commerce Members to consider making use of the scheme. BANK OF ENGLAND MAY NEED TO CONSIDER FURTHER EXPANSION OF QUANTITATIVE EASING

Commenting on the October decision of the Bank of England’s Monetary Policy Committee to keep interest rates on hold at 0.5% and to rule against further expansion of its policy of Quantitative Easing, Liz Cameron, Chief Executive of Scottish Chambers of Commerce, said:

“It is no surprise that interest rates remain on hold for another month but perhaps the Monetary Policy Committee ought now to be re-examining the need to expand its policy of Quantitative Easing in the light of the forthcoming Comprehensive Spending Review, Scottish Government Budget and increases in the rate of VAT. The effects of all of these policies will shortly begin to impact on business and it may be that a further stimulus may be required to boost the economy as spending cuts elsewhere begin to bite.

“Consistent evidence of a strong recovery in the Scottish economy remains elusive, and until that is apparent, the option to expand QE must remain open.”

SECURITY COMPANIES

As a result of activities recently undertaken with regard to security companies who have links to Serious and Organised Crime and who have mainly focussed on security guarding on construction sites and door supervision at pubs and clubs, some security companies are now trying to branch out into the retail sector and obtain contracts at retail outlets on a store by store basis.

South Lanarkshire Council’s Company Development

South Lanarkshire Council’s Company Development team have been on the move this year. Following internal restructure the team has

merged with the Estates service and is now known as the Business Support and Property Information Team. No removing vans were needed though as they are still based at Montrose House in Hamilton.

The economic slow down however has meant that demand for support from the team is still as high as ever.

‘The recession has meant that demand for our services have increased over the past couple of years, especially for those companies who wish to secure loan finance, want to do more business with the public sector or who want to move premises. Said Eliot Jordan, Economic Development Officer ‘We see more and more companies who need support and even in these difficult times its good to know there is support available. Our aim is to help provide an environment in which local companies develop and grow.

The Lanarkshire Business Training Support fund has seen a busy year with 76 companies receiving grants to help train their workforce to facilitate growth projects. Eliot advised that ‘Companies who wish to train key staff in skills that will improve quality, efficiency and competitiveness are more than welcome to contact us”

loan fund due to the fact that companies are

finding it harder to secure private sector funding, through the West of Scotland Loan Fund we are helping plug this

FOCUS ON SOUTH LANARKSHIRE

Since it has became harder to businesses to secure finance from normal commercial sources the West of Scotland Loan Fund has become even more valuable to local businesses. Sandra Fagan who manages the loan fund in South Lanarkshire commented that “over the past couple of years we have seen a significant increase in demand for our loan fund due to the fact that companies are finding it harder to secure private sector funding, through the West of Scotland Loan Fund we are helping plug this gap”.

David Lee of the Electric Heating Company in East Kilbride said “The assistance provided by the West of Scotland Loan Fund has enabled our business to record sustainable growth year on year. The working capital secured through WSLF gave us the confidence to concentrate on developing the business in line with our projected timescales.”

Another member of the team, Robert Tomkins reported that the Lanarkshire Sustainable Business Programme helped 50 local businesses with a growth project with a sustainable element, e-commerce or preparing business plans to secure funding. ‘There has been a surge in demand recently with companies seeking support with all sorts of environmental or sustainable projects from energy efficient lighting and heating to moving to e-commerce websites – it’s a great to see local businesses growing but still taking note of environmental issues’. Another great success story of the year has been the Lanarkshire Property Advice Service – last year over 750 companies asked

for list of available properties for lease within the Lanarkshire area. Sandra Kinnon who manages the service remarked ‘Its really interesting to get to know clients and match up suitable properties. It’s a busy service but its exciting to see a client get the keys to their new property. Last year over 120 companies found new premises with our help.’

One such company who received help was Jim McGuigan, MD of Cleartech Commissioning in East Kilbride. He said

‘If I was to go back and repeat the process I probably would not change anything because of the number of properties you can have access to very quickly as opposed to going round the houses and speaking to five or six different organisations you can go to the Property Advice and get one list that does everything for the whole area’

As well as supporting local businesses, one advantage of merging the two departments has meant that tenants of council properties will now get to hear of the support available. We are trying to build up a database of businesses who want to hear from us on a regular basis about what support is available. This means we can promote the other programmes we support, including the Princes Scottish Youth Business Trust and the STEP student placement programme. Mentoring, support and small Knowledge Transfer inputs to local companies are provided.

The Hub is about innovation through collaboration and will develop through partnerships and the input of its member companies, academics, graduates and partner agencies.

A key strategy for the College has always been to continue to further develop employer engagement and the list of current business partners is now considerable. To date there are around 120 new member companies many of whom had not worked with the College before the Hub was introduced.

A programme of monthly events is scheduled where guest speakers share their Knowledge and experiences with Hub members, academics and students as appropriate.

The programme of events so far, has included a lunchtime networking presentation at Cisco Systems and an

uplifting presentation from Matt Donnelly of Atkinson Donnelly, providing an insight into the 80/20 Principle. Also to note is the Supplier Development Programme of North and South Lanarkshire Councils which will kicked off in October with a half day Procurement Workshop.
