How soon can I start my remarketing campaign?
Number of visitors needed for a remarketing list
A remarketing list must have at least 100 active visitors within the last 30 days before you can show an ad to people on the list when they visit a Display Network site. A remarketing list for Google search ads needs to have a minimum number of 1000 cookies (active visitors) before the list can be used to tailor your search ads. This helps protect the privacy of those who make up your list.
How quickly visitors are added
Visitors are added to a remarketing list within seconds after visiting a page with a remarketing tag. Every time someone visits a page containing this tag, the visitor's timestamp is updated so the person remains on the list for the amount of time specified in the membership duration of the list.
What happens when people are on more than one list
If people visit multiple pages on your site containing remarketing tags, they can be added to more than one of your remarketing lists. When this happens, all the ads included in the remarketing campaigns for those lists are eligible to serve. The ad with the highest adrank will then compete for placement in the auction.

Make sure you pick the right membership duration when you initially set up your lists, as this cannot be changed at a later stage.
Make sure you have updated your website’s Privacy Policy to let users know about the cookies that will be added to their browser.
Make sure you use frequency capping so your ads don’t annoy your visitors (cap impressions at a daily or weekly limit – hint: 3 times per day is too high!).

Creating Lists
To create lists based on different templates, follow these steps:
Click the Shared library link in the navigation bar, below your list of campaigns.
Click the View link in the "Audiences" section.
Click the + Audience drop-down menu and select Remarketing list.
Enter a descriptive remarketing list name.
In the "Who to add to your list" section, select a template from the drop-down menu and fill out the information.
Enter the membership duration for your list (when available).
Leave the "Initial list size" checkbox selected if you'd like to include past visitors who match your rules (works on the Display Network only).
