3FPSB INDIA REPORT | FEBRuARy 2011 |
Between You and MeDate: March 16, 2011
Dear Friend,
After an eventful year 2010 in which India along with some emerging economies displayed higher resilience than the developed
economies in coping with the effects of 2008 worldwide financial crisis, the beginning of 2011 saw India continuing to face high food
inflation and an aggravated fiscal deficit situation. The efforts of the Government and the monetary authority Reserve Bank of India
focused on containing the twin deficits and the raging inflation. This affected money supply in the system and forced industry to either
cut down their project spends or resort to higher cost of credit.
The Budget Proposals for fiscal 2011-12 were aimed to keep economy on a high growth trajectory of 8.5% – 9% while containing
the fiscal deficit to reasonably below 5% and gradually to around 4% in subsequent years. The industry got a boost with reduction in
surcharge from 7.5% to 5%. Also dividends received from foreign subsidiary companies would be taxed effective AY 2012-13 at the
rate of 15% plus the applicable surcharge instead of the current maximum marginal rate. There was obvious progression towards
implementation of Direct Taxes Code (DTC) guidelines with effect from 1st April, 2012 and transition to Goods and Services Tax (GST)
in the fiscal 2012-13.
On Personal Finance front, the income tax exemption limit was raised for resident male individuals by Rs. 20,000/- A major relief came
for Senior Citizens whose entitlement for this category for income tax purposes was reduced from 65 years to 60 years with exemption
limit of Rs. 2.5 lakh. The reduction in eligibility for the category is in sync with general retirement age and will be useful for planning
retirement streams and annuity according to relief in new budget proposals. One proposal to encourage subscriptions to New Pension
Scheme (NPS) was to accord a separate exemption to employer’s contribution to the NPS on par with other approved Provident Funds
subject to a limit of 10% of Salary (including DA but excluding perquisites). Such employer’s contribution thus will not form part of Rs. 1
lakh limit under section 80 CCE. The extension of one more year for infrastructure bonds was also a welcome measure.
During the eleven months of the financial year 2010-2011, a total of 8,750 candidates appeared in exams of CFP certification, with
a success ratio ranging from 50% to 64%. This period witnessed the enrollment of more than 4,600 students for CFP certification
program, taking the total enrollments to over 21,500. The number of professionals entitled to the use of CFP marks grew by 32% during
the year to 1,384 in number.
With respect to financial advisory profession too, there have been a lot of developments in the last year, which would help shape
the direction, build the structure and set the standards, for delivery of ethical and unbiased advisory, based on the standards of
Accountability and Fiduciary Responsibility. The public perception of need based and holistic financial planning has gained credence
over the years and many financial advisors have already been building up skill sets to address growing the customer requirement for
holistic and unbiased financial advisories. The coming times require financial planners to reorganize their practice and move on to the
application of the techniques of segmentation, branding and relationship management for shaping up their practice to the next level.
Going forward we would continue with our efforts to scale up the Financial Planning movement in the country, and work closely with
all the stakeholders for further augmentation of Financial Planning Profession in the country, and refocus the activities in tune with the
consumer needs. We look forward to your support in our efforts to unify the Financial Planning profession in the country, built around
the globally accepted standards, and benefitting all.
Warm Regards,
Ranjeet S MudholkarPrincipal Advisor and Member-Board of Directors, FPSB India
