Public Health HANDS Specialist- “Parent Visitor”

General Duties include: This position serves under general direction of the Pro-gram Coordinator and/or appropriate coordinator/supervisor as assigned. Re-sponsibilities for this position include, but are not limited to; Conduct parentvisit assessment/survey within 30 days of receiving, after review of prenatal orbirth records from the hospital or clinic, to determine eligibility for early child-hood education and family support services of infants and toddlers from birthup to three (3) years of age. Conduct interviews to promote outreach activitiesin family homes or community setting to educate parents in coping techniquesand to take an active role in accessing resources or assistance with referralsfor appropriate education and nutrition of their child. May develop and distrib-ute informational materials that meet program guidelines. Keeps accurate logsof service visits, schedules and charting, prepare reports and analyses setforth in Health Access Nurturing Development Services (HANDS) programpolicy and guidelines. Interpret laws, regulations, policies and procedures andprovide administrative assistance or guidance to departmental staff, whichmay include but is not limited to; monitor, evaluate and participate in modifica-tions regarding program requirements. Review records and reports submittedby program requests or agency staff and ensure compliance with federal andstate law regulation and policies. May conduct ongoing home visitation on anas needed basis.

Minimum Education, Training or Experience: Bachelor’s Degree in Social Work,Nursing, Early Childhood Education.ORBachelor’s Degree in Social or Behavioral Science or related field with one (1)year experience performing case management services or a Master’s Degreein Human Services may substitute for the one (1) year of experience.

Substitution for Education: Associate Degree in Early Childhood Developmentand two (2) years of Public Health, early childhood or education experience.ORAssociate Degree in Nursing with Licensure in Kentucky or compact state andtwo (2) years of public health experience.

Special Program Requirements: Meets education requirement per 902 KAR4:120.

Starting Salary: $11.40 - $14.18/hr negotiable with additional experience.Grade 14
