I. INTRODUCTIONandPURPOSEThishandbookisareferenceforgeneticcounselingstudentsandothersseekinginformationconcerningtheformal

ComplaintsAgainstStudents

Studentsareboundbytheprinciplesoutlinedinthispolicy.However,complaintsagainststudents(whenactinginthecapacityasastudent)shallberesolvedundertheConductCodeprovidedbythatstudent’sschoolorcollegeunlessthestudent’sschoolorcollegeconductcodeprovidesotherwise.InvestigationofcomplaintsagainststudentswhoareactinginthecapacityofanemployeeshallbeconductedbytheDirectorofOfficeofEquityandInclusion(OEI)and/ortheTitleIXCoordinator,orhisorherdesignee,whoshallreporthisorherfindingsandrecommendationstotheSeniorVicePresidentandDeanforCampusLifeandtheDeanoftheschoolorcollegeinwhichthestudentisenrolled.

SexualHarassmentComplaintsAgainstStudents

SexualMisconductisaformofgenderdiscriminationprohibitedbyTitleIXoftheEducationAmendmentsof1972.TitleIXspecificallyprohibitssexualharassmentandsexualmisconductintheeducationalsetting.EmoryUniversityhasadoptedaseparateSexualMisconductPolicy,UniversityPolicy8.2thatappliestostudent-on-studentallegationsorallegationsinwhichtherespondentisastudent.Policy8.2explainshowtoreportallegationsofsexualmisconduct,andsetsforthdetailedproceduresdesignedtoprovideafairprocessforpartieswhenstudentsareinvolvedinallegationsofsexualmisconduct.

Applicability

Thefollowingpoliciesandproceduresapplytosituationsinwhichastudentisallegedtohaveengagedinsexualmisconduct.Allegationsofsexualmisconductnotinvolvingastudent,orinvolvingastudentactinginanemploymentcapacity,areprimarilyaddressedthroughtheuniversity’sEqualOpportunityandDiscriminatoryHarassmentPolicy(Policy1.3).However,astudentactinginanemploymentcapacitymaybesubjecttothisPolicyaswellasanyapplicableemploymentpolicies.

TheUniversityTitleIXCoordinatormonitorsandoverseesEmoryUniversity’scompliancewithfederalregulationsconcerningsexualharassmentanddiscrimination.Uponreceiptofareportofallegedsexualmisconduct,theUniversityTitleIXCoordinatorwillmonitorresponsiveactiontoensurethattheeducationalenvironmentatEmoryUniversityisfreeofdiscriminationanddiscriminatoryharassment.Additionally,theUniversityTitleIXCoordinatormonitorsthestepstaken,asappropriate,toremedytheeffectsofthesexualmisconductonthecomplainant.Thismayincludecommencementofdisciplinaryproceedingsagainstarespondent.

Thispolicyappliestosexualmisconductthatoccursinconnectionwithallacademic,educational,extracurricular,athletic,andotherprogramsofEmory,whetherthoseprogramstakeplaceinuniversityfacilities,ataprogramsponsoredbytheuniversityatanotherlocation,orelsewhere.

II-C EMORYUNIVERSITYALCOHOLANDDRUGABUSEPOLICY

Overview

EmoryUniversityiscommittedtothehealthandwell-beingofitsfaculty,staff,andstudentbody.Alcoholanddrugmisuseandabusecanbedetrimentaltoone’soverallphysicalandemotionalhealth;academicand/orprofessionalperformance;andadverselyimpactfamily,friendsandco-workers.

Asarecipientoffederalgrantsandcontracts,EmoryUniversityadherestotheprovisionsoftheDrug-FreeWorkplaceActof1988andtheDrug-FreeSchoolsandCommunitiesActAmendmentsof1989.Asadministratorofcertainstate-fundedfinancialaidprogramsforstudents,EmoryUniversityalsoadherestoGeorgia’sDrug-FreePostsecondaryEducationActof1990.

Thispolicyisalsodesignedtoconveytheuniversity’scareandconcernforitsmembersandtheirwell-being,giventhatalcoholandotherdrugmisuseoncollegecampusesisamajorpublichealthconcern.Inordertofosteracademicachievement,personalsuccessandwellness,andtopromotethesafetyofthecommunity,theuniversityhasadoptedthefollowingtenetstoguidethepreventionofalcoholandotherdrugmisuse:

• EmoryUniversitycomplieswithandupholdsallapplicablefederal,state,andlocallawsrelatedtoalcohol,illicitdrugsandcontrolledsubstances.Violationsofsuchlawsthatcometotheattentionofuniversityofficialsmaybeaddressedwithintheuniversityorthroughprosecutioninthecourts,orboth.

• Theuniversitystrivestocreateanenvironmentthatsupportsindividualswhochoosenottousealcoholandindividualswhochoosetousealcohollegallyandinmoderation.Theillegalsale,distributionoruseofalcoholisnotpermitted.

• Theuniversityencouragesindividualswithprescriptionmedicationstosafelyandlegallyusesuchmedicationsincompliancewiththeirprescriptions.Themisuseofprescriptionmedicationorothercontrolledsubstancesisnottolerated.

• Thesale,distributionoruseofillegaldrugsisnotpermitted.• Theuniversityseekstocreateanenvironmentofpersonaldevelopmentandsupportivecommunity.Itsupports

individualsseekingservicesforalcohol,tobaccoand/orotherdrugmisuseandmakesconfidentialservicesavailabletothem.

• Ininstanceswhereindividualsarefoundtobeinviolationoftheuniversity’sAlcoholandDrugAbusePolicy,theuniversity’sresponsewillstressindividualaccountability,personaldevelopment,andconnectiontoappropriatehealthservices,aswellastheeffectonimpactedpartiesandthecommunity.

• EmoryisaTobacco-FreeCampus.TheuseorsaleoftobaccoproductsinoronEmoryownedorEmoryleasedpropertyisprohibited.SeePolicy4.113Tobacco-FreeEnvironmentformoreinformation(http://policies.emory.edu/4.113),includingresourcesfortobaccocessation.

Applicability

AllEmoryUniversityfull-time,part-timeandtemporaryfaculty,staff,andstudentsareherebynotifiedthatthispolicywillapplytoallactivitiesconductedonuniversity-ownedpropertyandtoallotheruniversity-sponsoredevents.ThispolicyisdistributedannuallytoallEmoryUniversityfaculty,staff,andstudents.

EmoryUniversitypermitsthepurchaseanduseofalcoholicbeverageswithuniversityfundsundercertainconditionsbutexpectsindividualsandorganizationstotakemeasurestopreventalcoholanddrugmisuse.Theuniversityexpectsthat

individualsandorganizationswilltakeresponsibilityforcomplyingwiththepolicyasoutlined.Thispolicyprovidesminimumexpectationsregardingalcoholandotherdrugpreventionandservices;individualsandorganizationsareencouragedtoutilizebestpracticesandtodevelopadditionalstepstosupportcommunitysafety.

Specificofficeshavebeendesignatedtoprovideclarificationabouttheproceduresandguidelinesforeventplanning,aswellasservicesandresourcesavailabletofaculty,staffandstudentsforreducingat-riskbehaviorsrelatedtoalcoholanddruguse.Thecontactinformationfor,andresponsibilityof,eachoftheseofficesislistedattheconclusionofthispolicyunder“ContactInformation.”

ProspectivestudentsthatfailtocomplywithGeorgialawanduniversitypolicycanexperienceparental/guardiannotification,theremovalfromcampus,andmayadditionallycompromisetheirconsiderationforadmissiontotheuniversity,inadditiontopossiblelawenforcementprocesses.

II–F UNIVERSITY-STUDENTRELATIONSTheBoardofTrusteesofEmoryUniversityhasadoptedaStatementofPolicydealingwithUniversity-student

relationships.Sinceapplicationforadmissionisvoluntary,studentsarefreetowithdrawattheirpleasure,subjecttocompliancewiththeregulationsoftheirschoolorcollegeandtothefulfillmentoftheirfinancialobligationstotheUniversity.Uponmatriculation,eachstudentagreestobeboundbytherules,policies,procedures,andadministrativeregulationsastheyexistatthetimeofhis/heradmissionandasdulyconstitutedauthoritymaychangethem.Studentshavetheopportunitytoparticipateinthedevelopmentofrulesandprocedurestotheextentthatsuchparticipationanditsresultsareconsistentwiththeorderlyprocessesandwiththeresponsibilitiesofthetrusteesandtheadministration.RulesofstudentorganizationsneednotbeuniformsolongastheydonotcontraveneanypolicyestablishedbytheBoardofTrustees.

1. EmoryUniversitywasfoundedonChristianprinciplesbytheMethodistChurchandproudlycontinuesitschurchrelationshipasanagencydedicatedtoseekingandimpartingtruth.

2. III ACADEMICSANDPROFESSIONALISMTheEmoryUniversitySchoolofMedicinetakesgreatprideinthedevelopmentandaccomplishmentsofitsgenetic

counselingstudentsandofthemedicalprovidersitgraduates.Itisacombinationofacademicsuccessandprofessionaldevelopmentthatprovidesthecornerstoneofasuccessfulcareeringeneticcounseling.

Tothatend,varioussafeguardsareinplacetomonitorandaccesstheprogress,performanceandpromotionofgeneticcounselingstudents.Thischapteroutlinesthecomponentsthataddressthisgrowthandprogression.Academicregulationsandprofessionalstandardsprovidethebasicsforsatisfactoryperformanceinthegeneticcounselingprogram.

TheProgramDirectorsareresponsibleformonitoringtheacademicandprofessionaldevelopmentorinadequaciesthroughoutageneticcounselingstudent’scareeratEmory.AcademicorprofessionaldeficienciesarediscussedamongtheProgramDirectorswithrecommendedremediationoractionsputforwarduponconsultationwiththeAdvisoryBoardasindicated.

TheSchoolofMedicineandAcademicHealthProfessionsHonorCodesaddressstudentmisconductofanacademicnature.TheSchoolofMedicineConductCodeaddressesstudentmisconductoutsideoftheacademicsetting.Ultimately,continuedenrollmentinEmoryUniversitySchoolofMedicineissubjecttothedecisionoftheProgramDirectors,theExecutiveAssociateDean,andtheDeanwhomustbeassuredthatacademicgradesandoverallperformancearesatisfactory,thatthestudentiscomplyingwiththerulesandregulationsoftheUniversityandtheSchoolofMedicine,andthatthebestinterestsoftheSchoolandoftheotherstudentsarebeingservedthroughthestudent’scontinuedenrollment.

III-A ACADEMICREGULATIONS

III–A–1 Attendance

Attendanceatallscheduledclassesisrequired,unlessthecourseinstructorandProgramDirectorshaveapprovedalternativearrangements.Attendanceismandatoryforallsmallgroupsessions,scheduleddepartmentcaseconferencesandgrandrounds.Attendanceismandatoryforallexaminations,bothwrittenandoral.Studentsareresponsibleforbeingpresentpriortothebeginningofallexaminations.ExamswillbeginONTIME;studentswhoarriveafteranexaminationhasbegunmayberefusedadmissiontotheexaminingroom,thusjeopardizingtheircoursegrade.

Attendanceonclinicalrotationonthescheduleddatesandtimeismandatoryandmonitoredcarefully.Transportationandalternate child-care arrangements are the responsibility of the student. Under no circumstancesmay a student leave aclinicalrotationwithoutpriorapprovalfromtheprogramdirectoranddesignatedclinicalsupervisor.Unlessthereisphysicaldangersuchadeparturewillbetreatedasabandonmentof therotationandsubject tosanctionsbytheProgramDirectors,

whichmay includedismissal from theprogram. All studentsare required to completeeight (8) clinical rotations. At leastseven (7) of these must be Emory arranged and take place in the greater Atlanta area. Students are allowed to makearrangementsforoneoutoftown/non-EmoryarrangedclinicalrotationduringSummerIIwiththeapprovaloftheProgramDirectors.

StudentsareexpectedtoadheretotheFocusInternshipscheduledparticipationaspre-arrangedwiththeirfocusmentorandapprovedbytheProgramDirector.Itistheresponsibilityofthestudenttocommunicatedirectlywiththeirfocusmentorregardinganyabsencesorschedulingconcerns,andtomakearrangementstomake-upthetimemissed.

Studentsareprovidedtheopportunityforthree(3)plannedpersonaldaysduringtheirfirstyear,andfive(5)duringtheirsecondyear. Thesemustbeapprovednolater than2weeksbeforetheabsence. Nomorethanonepersonaldaymakebetaken in any single rotation. Absences other than that for illness, emergency or a pre-approved personal daywill not betoleratedand,inadditiontorequiringthetimetobemadeup,willresultinonecoursegradebeingdeductedfromthefinalgradeforeachdaymissed.

III–A-2 ReportingofAbsences

Studentabsencesfromscheduledclinicalrotationdaysforillnessoremergencymustbereportedwithin8hourstotheProgramAssistantDirector.Thestudentmustprovidetheprogramwiththenameofhis/herrotationandsupervisinggeneticcounselor,thereasonfortheabsence,whenhe/sheexpectstoreturnandatelephonenumberwherethestudentcanbereached.Whenabsenceduetoillnessextendsbeyond48hours,asignedphysician’sreportmayberequired(fromtheUniversityStudentHealthServiceorfromthestudent’spersonalphysician).Thisisdoneprimarilyforthestudent’sprotectionagainstanyaccusationofneglectorindifference,aswellastoensurethatstudentshavesoughtproperhealthcarewhenappropriate.Writtennotificationofpersonaldayabsenceswillbesentfromtheprogramtotheindividualgeneticcounselingsupervisorwhenappropriate.Arrivinglate,leavingearlyormissingaclinicdaywillimpactthestudent’srotationevaluation. III–A–3 PolicyStatementonReligiousObservances

TheSchoolofMedicinerecognizesthatexcellenceinmedicaleducationcannotbedependentsolelyuponanycalendar,sincepatientillnessrespectsnocalendar,beitsecularorreligious.Facultymembersrecognize,however,thatsomestudentsmayhavespecialneedsintheschedulingoftests,finalexaminations,andclinicalrotationorfocusinternshipresponsibilitiesbecauseofreligiousbeliefsandpractices.Tothisend,studentswhoanticipateconflictswithregularlyscheduledclasses,tests,examinations,and/orclinicalorfocusactivitiesshouldnotifytheProgramDirector,atleast15daysinadvanceofanyconflict.

III–A–4 InvoluntaryWithdrawalandReadmission

EmoryUniversityconsidersthesafetyandwelfareofitsstudents,facultyandstaffatoppriority.WhenastudentengagesinbehaviorthatviolatesEmory’srulesofconduct,thebehaviorwillbeaddressedasadisciplinarymatterundertheapplicableStudentConductCode.TheStudentConductCodedefinesprohibitedconductandoutlinesaprocessforconductingdisciplinaryproceedings.

ThisInvoluntaryWithdrawalPolicyandProcedureisnotadisciplinarycode,policyorprocess.ItisnotintendedtoapplytosituationsinwhichastudentengagesinbehaviorthatviolatestheUniversity’srulesofconduct.Itisintendedtoapplywhenastudent’sobservedconduct,actionsand/orstatementsindicateadirectthreattothestudent’sownhealthand/orsafety,oradirectthreattothehealthand/orsafetyofothers.TheremaybesituationsinwhichboththisInvoluntaryWithdrawalPolicyandtheStudentConductCodemayapply.Inallcases,theDeanoftheSchoolofMedicineshallhavefinalauthorityregardingthedecision,enactment,enforcementandmanagementoftheinvoluntarywithdrawalofastudent.

CriteriaAstudentmaybewithdrawninvoluntarilyfromEmoryUniversitySchoolofMedicineiftheSchooldeterminesthatthe

studentrepresentsadirectthreattothehealthandsafetyofhimself/herselforothersby(1)engagingorthreateningtoengageinbehaviorwhichposesahighprobabilityofsubstantialharmtohimself/herselforothers;or(2)engagingorthreateningtoengageinbehaviorwhichwouldcausesignificantpropertydamage,woulddirectlyandsubstantiallyimpedethelawfulactivitiesofothers,orwouldinterferewiththeeducationalprocessandtheorderlyoperationoftheUniversity;or(3)isunabletofulfillhis/herroleasastudentofahealthcareprofession.

III–A–5 RightofAppeal

Inallcasesinvolvingacademicornon-academicdisciplinarydecisions,whethertheproblemisacademic,psychiatric,orconduct-related,thestudenthastherighttorequestarehearingand/ortoappealtotheDeanoftheSchoolofMedicine.

III–A–6 LeaveofAbsence

Requestsforleaveofabsence(LOA)maybegrantedbytheProgramDirectorwhenrecommendedbyafacultycommittee.LOAmaybegranted,ifdeemedappropriate,forhealth,personal,orfamilyreasons,orforspecialacademicstudy.Aleaveofabsenceisgenerallygrantedforaperiodofoneyearorless,andreadmissionisautomaticatthetimeagreeduponwhentherequestismade,providedtheissuesnecessitatingtheleavehavebeendealtwithappropriately.Ifforanyreasontheleaveofabsenceextendsbeyondoneyear,thestudentmustapplyforreadmissiontotheprogram,unlessalongerperiodforspecialstudyisapprovedbytheProgramDirector.Theleaveofabsencedoesnotextendthethirty-ninemonthperiodallowedforcompletionofthestandardMasterofMedicalSciencedegreeunlesstheapprovedleaveinvolvesanacademiccourseofstudy

whichtakeslongerthantwoyearstoqualifyforthedegreeorcertificate.ThefactthatthisleaveofabsencewilltakemorethantwoyearsmustbemadeclearinwritingtotheProgramDirectorwhenrequestingapprovalfortheLOA.

Allstudentsrequestingaleaveofabsencemust:1)RequesttheLOAinaletterspecifyingboththeLOAstart,andthereturntoschooldates,2)MeetwiththeProgramDirectors,and3)ReceivealetterfromtheProgramDirectorapprovingtheleave.Discussionaboutplannedabsences(e.g.–forspecialacademicstudy)whetherinvolvingstudyatEmory,orawayfrom

Emory,shouldbemadeasfarinadvanceoftheabsenceaspossible,andpreferablyduringtheapplicationprocessforthespecialacademiccourseofstudy.Writtenrequestsforsuchabsencesshouldbemadeatleast6monthsinadvance.III–B PROFESSIONALBEHAVIOR

III-B–2 ConsensualTeacher(FacultyorSupervisor)–StudentRelationships

TherelationshipbetweenteacherandstudentisthefoundationoftheacademicmissionoftheUniversity.Thisrelationshipvestsconsiderabletrustintheteacher,who,inturn,bearstheresponsibilitytoserveasmentor,educator,andimpartialevaluator.Indischargingthisresponsibility,teachersareaccountableforbehavingatthehighestprofessionallevel,recognizingthedignityandworthofeachperson,andprotectingtheintegrityofthestudent-teacherrelationship.

Teacher-studentrelationshipscarryrisksofconflictofinterest,breachoftrust,abuseofpower,andbreachofprofessionalethics.Forthesereasons,teachersmustnotengageinanyconsensualsexualrelationshipswithastudentwhiletheteacherisinapositionofsupervisoryacademicauthoritywithrespecttothestudent.Normayateacherassertanysupervisoryacademicauthoritywithrespecttoastudentwhowasthesubjectofapreviousconsensualsexualrelationship.Thisprohibitionextendstoconsensualsexualrelationshipsbetweenagraduateorprofessionalstudentandanundergraduatewhenthegraduateorprofessionalstudenthassomesupervisoryacademicresponsibilityfortheundergraduate,toconsensualsexualrelationshipsbetweendepartmentChairsandstudentsinthatdepartment,toconsensualsexualrelationshipsbetweengraduateadvisors,ProgramDirectors,andallothers(eachofwhomisconsideredateacher)whohavesupervisoryacademicresponsibilityforastudentandthatstudent.

Whenateacher-studentconsensualsexualrelationshipexists,haspreviouslyexisted,ordevelops,theteachermustdeclinetoparticipateinanyevaluativeorsupervisoryacademicactivitywithrespecttothestudent.Furthermore,itistheresponsibilityofthestudenttoinformtheappropriatedeanwhensucharelationshipexists,orhasexisted,sothathe/shewillnotbeplacedinanysuchsituation.TheappropriatedeantoinformincludestheAssociateDeanforMedicalEducationandStudentAffairs,DirectorofAdmissionsand/orAssistantDeanforMedicalEducationandStudentAffairsforstudentsintheFoundations

Thedeans,departmentchairs,andotheradministratorsshouldrespondtoreportsofprohibitedsexualrelationshipsbyinquiringfurtherand,ifsuchreportsappeartobeaccurate,initiatingappropriatedisciplinaryactionorremedialmeasuresagainsttheteacherinvolved.Egregiousbreachofthispolicyisadequatecauseforterminationunderparagraph12.2oftheEmoryUniversityFacultyHandbookStatementofPrinciplesGoverningFacultyRelationships.

III–B–3 GuidelinesforProfessionalDressEmorystudents,faculty,andstaffarerequiredtoplaceahighvalueonpersonalbehaviorandappearance,includingattire.

Thereasonsarerootedinconcernsforinfectioncontrol,thefacilitationoftrustandgoodcommunicationwithpatientsandcolleagues,societalexpectations,andsensitivitytodiverseculturalmoresandattitudes.Thischapterbrieflydescribesstandardsfordressandappearancenecessarytomeettheserviceandsafetyobjectivesofplacingpatientcomfortandwelfarefirst,andtheeducationalobjectivesofpreparingthestudenttoassumetheroleofaprofessionalhealthcareworker.Patienttrustandconfidenceinthehealthcareproviderareessentialtoexcellentacuteandchroniccare.Themessagecommunicatedbythecaregiverbyhis/herdressandappearanceplaysafundamentalroleinestablishingthistrustandconfidence.Studentsshouldconsidertheculturalsensitivitiesoftheirmostsociallyconservativepatientsandfamilies.Geneticcounselors-in-trainingshouldpresentthemselvesinamannerthatwilldemonstraterespect,inspiretrust,andensurepatientcomfort.Recenttrendsinclothing,bodyart,andbodypiercing,whichmaybepersonallyattractiveinsomesocialsituations,maynotbeacceptedbysomepatientsandshouldnotbewornordisplayedbygeneticcounselingstudentsorgeneticcounselorsinprofessionalsettings.

DuringmuchofthecurriculumatEmory,studentsmayspendtimeinlecturesorotheractivitiesthatdonotinvolve

patients.Attireatthattimeshouldbecomfortablebutshouldnotdetractfromtheseriouseducationalatmosphere.Whenpatientcontactispartoftheeducationalexperience,studentsareexpectedtodressprofessionally.

Duringclinicalrotations,theSchoolofMedicinerequiresthefollowingattire.Checkwithyourclinicalsupervisorwhen

youbeginarotationtolearnofanyotherparticulardresscoderequirements.GeneralStandards:

Forsecuritypurposesandforpatientcomfortinidentifyingprofessionalpersonnel,nametagsorbadgesshouldbewornatalltimes.Goodpersonalhygieneistobemaintainedatalltimes.Thisincludesregularbathing,useofdeodorants/antiperspirants,andregulardentalhygiene.Avoiddistractingperfumesorcolognesthatmayprecipitateallergicresponsesorbesensitizingtopatientsorcolleagues.

HairMaintenance:

Hairshouldbeneat,clean,andofanaturalhumancolor.Hairshouldbestyledoffthefaceandoutoftheeyes.Shoulderlengthhairshouldbesecuredtoavoidinterferencewithpatientsorworkduties.Avoidscarvesorribbons(unlessculturallyappropriate).Beards/mustachesmustbeneatlytrimmed.Unlessheadcoveringsarerequiredforreligiousorculturalreasons,hatsshouldbeavoided.Jewelry:

Keepjewelryataminimum,asitmayhaveapotentialforcross-infection.

Clothing:Clothingshouldbeclean,professionallystyled,andingoodrepair.Womenshouldweartailoredslacksordressesorskirts

ofmediumlength.Blousesortopsmaynotbetransparent,lowcutortight.Menshouldwearslacks,dressshirtandanecktie,ornon-casualsweater.Shortsandbluejeansarenotappropriatedressonclinicalrotations.Shoesmustbecomfortable,cleanandingoodrepair.Shoesshouldbewornwithsocksorhose.Excessivelyhighheels,flipflopsanddirtyathleticshoesarenotallowed.Studentsmustadheretothepoliciesoftheclinicalsettinginwhichtheyarerotatingwithrespecttoopentoedshoesandfootcoverings.

EachstudentisresponsibleforhisorherpostingsontheInternetandinallvarietiesofsocialmedia.Inallcommunications,studentsareexpectedtobecourteous,respectful,andconsiderateofothers.InappropriatepostingsontheInternetorsocialmediawillbeconsideredlapsesinthestandardsofprofessionalismexpectedofEmorySchoolofMedicinestudents.StudentsresponsibleforsuchpostingsaresubjecttotheConductCodeprocessinthesamemannerasforanyotherunprofessionalbehaviorthatoccursoutsidetheacademicsetting.StudentswhodonotfollowtheseexpectationsmayfacedisciplinaryactionsincludingdismissalfromtheSchoolofMedicine.

Professionalconductisexpectedfromstudentsatalltimes,bothintheacademicandnon-academicsetting.ProfessionalismisanessentialcomponentofallcourseandclinicalevaluationsandisaprimaryfactorconsideredbytheProgramDirectorsinmonitoringofthestudent’ssuccessfulprogress.AnylackofprofessionalismoutsideoftheacademicsettingwillbeconsideredforreferraltoaConductHearingbytheProgramDirector.

III–B–6 ReportingofCriminalChargesorArrests

StudentAgreementsAllmedicalandacademichealthstudentsmustenterintoanagreementwithEmoryUniversityandtheEmorySchoolof

MedicinetofollowallpoliciesandregulationsandtoabidebythestandardsoftheConductCodeandHonorCode.AllpoliciesandregulationsincludedintheseagreementscanbefoundintheStudentHandbook.

Studentsmustalsoagreetousethesystemsandsoftwarerequiredbytheschoolforevaluationandcommunication.

Allstudentsmustalsogivetheirconsenttobephotographedandrecorded.Manyoftheclinicalandprofessionalskillsassessmentsrequirethatfacultyandstudentsviewrecordingsoftheirassessmentstogether.

III–C-2-d EvaluationofProfessionalConduct

ThemedicalschoolfacultyofEmoryUniversityhasestablishedstandardsfordeterminingtheethicalandprofessionalfitnessofgeneticcounselingstudentstoparticipateinthemedicalprofession.Theevaluationofethicalbehaviorandprofessionalismisanongoingprocessduringschoolandthesuccessfulcompletionofeachsemester,rotationandphaseofthecurriculumrequiresthatastudentmeettheappropriateethicalandprofessionalstandardsasdeterminedbythefaculty.TheStandardsofProfessionalismaredescribedinSectionIII-B-1ofthishandbook.Somespecificexamplesofprofessionalconductinclude:

i.) Concernforthewelfareofpatientsasevidencedbythoughtfulandprofessionalattitudeinobtaininghistoryandphysicalexaminations;avoidanceoffoullanguage,offensivegesturesorinappropriateremarkswithsexualovertones;treatmentofpatientswithrespectanddignitybothintheirpresenceandindiscussionswithpeers;manifestationofconcernforthetotalpatient.

III–C–3ProgramContinuation

Attheendofeachacademicperiod,theProgramDirectorsmeettoreviewtheperformanceofeachstudent.Inthecaseofstudentsexperiencingdifficultiesinachievingsatisfactoryprogresseitheracademicallyorprofessionally,theProgramDirectorswillmakeadeterminationofwhetherthestudentshouldcontinueintheprogramoriftherearegroundsforconsiderationofAcademicWarning,AcademicProbationorDismissal.

Personalillnessand/orfamilytragedydirectlyaffectingastudent’sperformancearegivenfullconsiderationbytheProgramDirectors.TheProgramDirectorsmaychoosetointerviewtheinvolvedstudent,andanyotherfaculty,stafforstudentsasappropriate.TheProgramDirectorswillconsiderthetotalityofthestudent’srecordandbehaviorsinceenrollmentandmayrecommend:

1.Decelerationoftheacademicprogram; 2.Repetitionoftheacademicprogram; 3.Suspension; 4.Dismissal; 5.Otherappropriateactions.TheProgramDirectors’finaldecisionisconveyedtothestudentinwritingandacopyisplacedinthestudentfile.The

studentmayappealthedecisiontotheExecutiveAssociateDeanoftheMedicalSchoolbysubmittingsucharequestinwritingtotheDeanwithinten(10)daysofbeingnotifiedofthedecisionbytheProgramDirectors.

AcademicWarningisanofficialwarninggivenbytheProgramDirectorstoastudentwhoseperformanceisofconcern.AstudentonAcademicWarningisNotinGoodAcademicStanding.StudentsgivenanAcademicWarningreceivewrittennoticeoftheirstatusfromtheProgramDirector,notingthespecificconcern(s).Acopyoftheletterisplacedinthestudent’sfileandmadeavailableasneededduringthestudent’scourseofstudy.ThedesignationofAcademicWarningmayresultinthelossoffinancialaid.

III–C–5 AcademicProbation

AcademicProbationisaconditionalstatusthatmaybedesignatedbytheProgramDirectorswhenastudent’sperformanceisunsatisfactory.TheperiodofAcademicProbationandthereasonsforprobationaregiventothestudentinthe

III–C–6 AcademicGuidance&Support

EachstudentuponenteringtheGCTrainingProgramwillbeassignedeithertheProgramDirectororaProgramAssistantDirectorashisorherAcademicAdvisor.Theadvisorwillalsoserveasaresourcetoaddressstudentissuesorconcernsregardingtheprogramortheirperformance,orpersonalissuesthatareimpactingtheirabilitytosucceed.Inadditiontomeetingwiththestudentformallytwicepersemester,theacademicadvisorwillbethepointofcontactforinstructionalfaculty,focusmentors,orclinicalsupervisorswhohaveconcernsregardingthestudent’sabilitiesorperformance.

Ingeneral,studentsareexpectedtomaintaingradesof“B”orbetteror“satisfactory”inallcoursesincludingrotationsandFocus.Ifastudentishavingacademicdifficulty,academiccounselingortutoringmayberecommended.Itisalwaysadvisableforstudentstoseekacademicassistancefrominstructors/coursedirectorsasagivencourseproceedsratherthantowaituntilexaminationtime.Inspiteoftheexpecteddegreeofself-disciplineandgoodstudyhabitsthatstudentsdevelopedbeforeenteringintotheGCTrainingProgram,thereareinstancesinwhichstudentsmayneedassistance.Inaddition,somedegreeofguidanceisnecessarywhenmakingupworklostbecauseofillness(oranyotherunforeseenevent).Studentsarerequestedtomakeanappointmentwiththeiradvisorforcounselandadviceconcerningacademicproblemsunresolvedbydiscussionswithinstructors/coursedirectors.

A. IV. ProceduresforReportingandInvestigatingAcademicHealthHonorCodeViolations

A. IfanindividualbelievesthataviolationoftheHonorCodehasormayhaveoccurred,thatindividualmustreportthe

violationassoonaspossibletoamemberoftheHonorCouncil.FailuretoreporttheviolationwillitselfconstituteaviolationoftheHonorCode.

B. Onceanallegationhasbeenmade,theindividualmakingthatallegationmustdraft,sign,andsubmitabriefstatementtotheHonorCouncilSecretary.

C. UponnotificationofapossibleviolationoftheHonorCode,thefollowingwilloccur:

1. TheHonorCouncilSecretarywillinformtheHonorCouncilChairthatapossibleviolationoftheHonorCodehasbeenreported.

2. TheHonorCouncilSecretarywillthenappointtwoinvestigatorsfromavailablestudentrepresentatives.Theinvestigatorswillberesponsibleforgatheringinformationaboutthecase.TheinvestigatorswillbefromtwodifferentAHprogramsandwillnotbefromthesameprogramasthestudentaccusedofviolatingtheHonorCode.

3. TheHonorCouncilChairwillinformtheHonorCouncilFacultyRepresentatives,theHCLiaison,andtheExecutiveAssociateDeanforMedicalEducationandStudentAffairs(hereaftercalledtheEAD)thattheHonorCouncilhasreceivedacomplaintofanallegedviolationoftheHonorCodeandaninvestigationwillbeconducted.ThenameofthestudentanddetailsoftheincidentwillremainknownonlytotheChair,theSecretary,theinvestigators,andanyindividualstheChairmaydeemnecessary.

4. ThestudentnamedintheallegationwillbeinformedoftheinvestigationpriortoitsonsetbyHCSecretaryandaninvestigationwillproceed.

D. Aftertheinvestigatorsfinishgatheringinformationconcerningtheallegedviolation,theinvestigatorswillsubmitthatinformationtotheHonorCouncilChair,whoalongwiththetwoinvestigators,willdeterminewhethersufficientevidenceexiststowarrantaformalhearingbyamajorityvote.

V. PriortotheHearing

A. IftheChairandinvestigatorsdeterminethatsufficientevidenceexiststowarrantaformalhearing,theSecretaryoftheHonorCouncilwillnotifythestudentaccusedofviolatingtheHonorCodeofthatdecisioninwritingandprovidethedate,time,andplaceoftheHearing;thenatureoftheviolationwithwhichthestudentischarged;theevidenceoftheviolation,includingthenameoftheindividualmakingtheallegation.Uponnotificationofthehearing,thestudentwillbeprovidedwithalistofavailablefacultybytheHCLiaison,withwhomtoconsult,atthestudent’sdiscretionorselectaconsultingmemberoftheschoolofmedicinethemselveswiththeguidanceoftheHCLiaison.

B. Thehearingwilltakeplacenomorethan21daysafterthedeterminationismadetomoveforwardwithahearing.Inrareinstances,theHonorCouncil,attheirsolediscretion,mayextendthattimeperiodiftheHonorCouncilfeelsthatthecircumstancesdictatesuchanextension.

C. AnystudentwhoisallegedtohaveviolatedtheHonorCodewillbepermittedtocontinueacademicendeavorsuntilafinaldecisionismade.

D. ThestudentwhoisallegedtohaveviolatedtheHonorCodemayreviewtheevidenceofaviolationandgatherevidencepriortothehearing.

E. Foreachhearing,thehearingpanelwillconsistofeightmembers:fiveStudentRepresentatives,theChair(orVice-ChairshouldthestudentallegedtohaveviolatedtheHonorCodebefromthesameprogramastheChair)andtwoFacultyRepresentatives.ThefiveStudentRepresentativearerandomlyselectedbytheChairfromtheStudentRepresentatives,thenfromAlternateStudentRepresentatives,ifneeded,andwillincludeastudentfromeachAHprogramincludingthatofthestudentallegedtohaveviolatedtheHonorCode.IfanyStudentorFacultyRepresentativeisunabletoserveforanyreason,includingconflictofinterest,thentheChairwillselectanalternateStudentorFacultyRepresentative.TheAlternateStudentRepresentativeswhoinvestigatedacasewillpresentpertinentinformationattheHearingbutwillnotbeallowedtovoteintheproceedingsorbepresentduringdeliberations.

F. TheHonorCouncilSecretarytoinformtheHonorCouncilmemberschosentobeonthehearingpaneloftheallegedviolation(date,personinvolved,andnatureoftheaccusation).TheChair(orVice-Chair)willpresideoverthehearingandparticipateinthediscussionanddeliberationofthecasebutwillnothaveavote.

VII. DecisionsandPenaltiesA. ForastudenttobefoundresponsibleofanHonorCodeviolation,theunanimousvoteofthesevenvotingmembersof

theHonorCouncilisrequired[theChair(orVice-Chair)isnoteligibletovote].Forallcases,thestandardthatshallbeusedtodeterminewhetheraviolationwascommittedis“preponderanceoftheevidence”,i.e.,itismorelikelythannotthataviolationoftheHonorCodeoccurred.

B. IfastudentisfoundtohaveviolatedtheHonorCode,thehearingpanelwillmakearecommendationtotheEADforasanction.ThehearingpanelwillmakethedecisiononthesanctionbymajorityvoteofthevotingmembersoftheHonorCouncil.Incaseofatie,theChair(orVice-Chair)willcastavote.

C. TheHCLiaisonandEADwillbeinformedofthedecisionofthehearingpanelandrecommendationforsanction,whereapplicable,promptlyfollowingthedecisionofthehearingpanel.

D. TheHCLiaisonorEADwillonlynotifytheProgramDirectorofthestudentallegedtohaveviolatedtheHonorCodeoftheoutcomeofthehearingifthestudentisfoundresponsibleforaviolationoftheHonorCodeandasanctionisrecommended.

E. RecommendedsanctionsforviolationsoftheHonorCode.1. ThestandardsanctionforviolationoftheHonorCodeis(a)amandatoryleaveofabsencefromEmory

UniversitySchoolofMedicineforatleastoneacademicterm(semester);and(b)agradeof“Incomplete”forallcoursesinwhichthestudentisenrolledatthetimeoftheinfraction.

2. TheHonorCouncilmayrecommendtotheEADapenaltymoreseverethanamandatoryleaveofabsence(e.g.,permanentexpulsion)ormayrecommendalessseverepenalty(e.g.,disciplinaryprobationforHonorCodeviolation),dependentuponthecircumstancesofthecase.

ThefinaldecisiononresponsibilityandthesanctionrestswiththeEAD.ThedecisionoftheEADwillbeeffectiveimmediately,unlessthereisanappealtothedean.Theappeal,includingthebasisfortheappeal,mustbesubmittedbythestudentinwritingtotheDeanwithinoneweekafterthestudentisnotifiedbytheEADofthedecision.Ifastudentfilesanappeal,theEADwillappointanadhoccommitteeconsistingofthreefacultymembersfromtheSchoolofMedicine.TheEADwillprovidethecommitteewiththeinformationreviewedbythehearingpanel,theminutesofthehearing,andthestudent’sappeal.ThecommitteewillthenmakearecommendationtotheDeanthatthedecisionoftheappealcommitteebeaffirmedorremandedtoanewhearingpanel.TheDeanwillthenreviewthatrecommendationandmakethefinaldecisioninthematter.

VIII. AmendmentstotheHonorCode

AmendmentstotheHonorCodemaybeproposedbytheHonorCouncilatanypointintheacademicyear;proposedamendmentsmustbereviewedbyEmorySchoolofMedicineGeneralCounselandapprovedbytheEADbeforebecomingeffective.Ifanamendmentisapprovedwhileacaseisunderactivereviewthatamendmentwillnotapplytothatcase.Anynewamendment,onceapproved,willbecomeeffectiveassoonasallacademichealthprofessions’studentshavebeennotifiedofthechangeviamailoremail.

III–E–1 Overview

GiventhegoalsoftheUniversityasaplaceofacademicfreedom,andtheSchoolofMedicineasasiteoftrainingforhighlyethicalhealthcareproviders,asystemisnecessarytoprovidetheproperbalancebetweentheacademicfreedomsallowedamemberoftheUniversityandhisorherresponsibilityasacitizenoftheUniversitycommunityandafuturehealthcareprofessional.ForthispurposeandinaccordancewiththeBy-lawsoftheUniversity,thePresidentoftheUniversityhasdefinedtheinterestsoftheUniversitycommunitytobepromotedandprotectedbysuchasystemandhasdelegatedtotheExecutiveAssociateDeanforMedicalEducationandStudentAffairsfortheSchoolofMedicinetheresponsibilityofdesigningandmaintainingaconductcodeforEmorySchoolofMedicinestudents.

TheUniversitycommunityisnecessarilypluralisticanditsconstituentelementsvariedanddiverse.AsystemisnecessarytoprovidetheproperbalancebetweentheacademicfreedomsallowedamemberoftheUniversityandhisorherresponsibilityasacitizenoftheUniversitycommunity.ForthispurposeandinaccordancewiththeBy-lawsoftheUniversity,thePresidentoftheUniversityhasdefinedtheinterestsoftheUniversitycommunitytobepromotedandprotectedbysuchasystemandhasdelegatedtotheExecutiveAssociateDeanforMedicalEducationandStudentAffairsfortheSchoolofMedicinetheresponsibilityofdesigningandmaintainingaconductcodeformedicalandacademichealthstudents.

ThisCodemaybereviewedannuallyandchangesrequiretheapprovaloftheExecutiveAssociateDeanforMedical

EducationandStudentAffairsandreviewandapprovalbytheSeniorVicePresidentandDeanforCampusLife.ProvisionsofthisCodemayberevised,supplemented,oramendedatanytimebyactionoftheappropriateUniversityauthorities.

FromthetimeastudentmatriculatesasamedicaloracademichealthstudentintotheSchoolofMedicineuntilthedayofcompletionofhisorherdegreeprogramandgraduationfromEmoryUniversityheorsheisconsideredastudentoftheSchoolofMedicineandgovernedbytheprinciplessetforthwithinthisConductCode.

TheEmoryUniversitySchoolofMedicineConductCodepertainstomisconductofmedicalandacademichealthstudents

enrolledintheSchoolofMedicineoutsideofanacademicsetting.AcademicandprofessionaldisciplineofstudentsisnotcoveredbythisCodebutratherfallswithinthejurisdictionofeithertheSchoolofMedicineHonorCodeortheProgramDirectors.

III–E–2 BasicExpectations/InherentAuthority

Theprimarypurposefortheimpositionofnon-academicdisciplineintheSchoolofMedicinesettingistoprotectandpreservethequalityoftheeducationalenvironmentinthecampuscommunity.Thispurposeentailsseveralbasicexpectations:

1.ThattheSchoolofMedicineandtheUniversityatlargeassumeshighstandardsofcourtesy,integrity,andresponsibilityinallofitsmembers;2.Thateachstudentisresponsibleforhis/herconductandthatcontinuationasastudentisconditionaluponcompliancewiththerequirementsofstudentconductexpressedorimpliedinthisCode.TheSchoolofMedicinereservestherighttotakenecessaryandappropriateactiontoprotectthemotorist assistance

andwell-beingofthecampuscommunity.TheExecutiveAssociateDeanforMedicalEducationandStudentAffairsischargedwiththewelfareofallmedicalandhealthprofessionsprogramsstudents.Accordingly,inemergencysituations,thisindividualhasfullauthoritytodealwithstudentconductaccordingtotheexigenciesoftheemergencyandforitsduration.TheSchoolofMedicineisnotdesignedorequippedtorehabilitatestudentswhodonotabidebythisCode.Itmaybenecessarytoremovethosestudentsfromthecampusandtosevertheinstitution’srelationshipwiththemasprovidedinthisCode.

TheSeniorVicePresidentandDeanforCampusLifeisdelegatedresponsibilitypertainingtoallstudentorganizationsandstudentgovernmentand,inconjunctionwiththeExecutiveAssociateDeanforMedicalEducationandStudentAffairs,hastheresponsibilityandauthoritytodisciplinesuchorganizationswhosemembersarestudentswithintheSchoolofMedicine.

FromthetimeastudentisacceptedasastudentintotheSchoolofMedicineuntilthedayofcompletionofhisorherdegree

programandgraduationfromEmoryUniversityheorsheisconsideredastudentoftheSchoolofMedicineandgovernedbytheprinciplessetforthabove.

III–E-3 Confidentiality

Student’sconductrecordsareconfidentialandwillnotbereleasedoutsideoftheUniversitywithoutthestudent’sspecificwrittenpermissionexceptasprovidedbyapplicablelaw._IfastudentisfoundtohaveviolatedtheConductCode,theresultingsanctionscanbeincludedinthestudent’srecordswhichmaybesharedwithfutureemployersorinstitutionsprovidingfurthereducation.Conductcodeviolationsandsanctionsmayalsobereportedtootheragencies,suchasthemilitary,thefederalgovernment,licensingboards,andothersifrequestedbytheagencyandaccompaniedbyasignedreleasefromthestudent.

III–E–4 ViolationsoftheLawandThisCode

StudentsmaybeaccountablebothtocivilauthoritiesandtotheUniversityforactsthatconstituteviolationsoflawandofthisCode.ThoseaccusedofviolationsofthisCodearesubjecttothedisciplinaryproceedingsoutlinedinthisCodewhilecriminal,civil,orotherinternalproceedingsregardingthesameconductarepending.AccusedstudentsmaynotchallengethedisciplinaryproceedingsoutlinedinthisCodeonthegroundsthatcriminalcharges,civilactions,orotherinternalproceedingsregardingthesameincidentarepending,maybeinitiated,orhavebeenterminated,dismissed,reduced,ornotyetadjudicated.TheUniversitywillrefermatterstofederal,state,andlocalauthoritiesforprosecutionwhenappropriate.III–E-5 ProhibitedConduct

EachstudentmaybesubjecttothisCodewhethermisconductoccursonUniversitypremises,atUniversityorSchoolofMedicinesponsoredactivities,oratanylocationoff-campuswhensuchconductisbroughttotheattentionoftheUniversityortheSchoolofMedicine.

Itisneitherpossiblenornecessarytospecifyeveryinstanceofmisconductthatcouldresultindisciplinaryactionagainstastudent.ViolationsoftheStandardsofProfessionalismdescribedinSectionIII-B-1mayalsoconstitute“ProhibitedConduct”thatissubjecttothisCodeofConduct.Thefollowinglistincludesbutisnotlimitedtoconductthatmaysubjectastudenttodisciplinaryaction: Attempting,assisting,orencouraginganyconductasdescribedbelow.

1. Causingphysicalharmtoanypersonorcausingreasonableapprehensionofsuchharm.2. DisorderlyorindecentbehaviorincludingbutnotlimitedtodestroyingordamagingUniversitypropertyorthe

propertyofothers.3. Engaginginconductdirectedataspecificpersonorpersonsthatseriouslyalarmsorintimidatessuchpersonor

personsandthatservesnolegitimatepurpose.Suchconductmayinclude:explicitorimplicitthreats,includinggesturesthatplaceapersoninreasonablefearofunwelcomephysicalcontact,harm,ordeath;followingapersonaboutinapublicplaceortoorfromhisorherresidence;makingremarksinapublicplacetoaspecificpersonthatarebycommonusagelewd,obscene,exposeapersontopublichatred,orthatcanreasonablybeexpectedtohaveatendencytocauseactsofviolencebythepersontowhomtheremarkisaddressed;orcommunicatinganonymouslybyvoiceorgraphicmeansormakingatelephonecallanonymouslywhetherornotaconversationensues.

Initiatingorcausinganyfalsereport,warning,orthreatoffire,explosion,orotheremergency.7. MisrepresentinginformationorfurnishingfalseinformationtotheUniversityoritsrepresentatives.8. Forgery,alteration,misrepresentation,counterfeiting,ormisuseofanyUniversityorotherdocument,instrumentof

identification,oraccessdevice.9. Providingalcoholicbeveragestoanindividualunder21yearsofageortoone,whoisnoticeablyintoxicated,or

possessionoruseofalcoholicbeveragesbyanindividuallessthan21yearsofage.10. Unauthorizedpossessionofanopencontainerofanalcoholicbeverage.11. Appearinginapublicplacemanifestlyundertheinfluenceofalcoholoracontrolledorotherintoxicatingsubstance,

particularlywhenthereisdangertoself,others,orpropertyorthereisunreasonableannoyancetoperson(s)inthevicinity.

12. Unauthorizeddistribution,possession,oruseofanycontrolledsubstanceordistribution,possession,oruseofanyillegaldrug.

DisruptingUniversityorothercomputersystems;unauthorizedalteration,disclosure,gainingorprovidingunauthorizedaccess;ordestructionofUniversityorothercomputersystemormaterial;improperaccesstoUniversityorothercomputerfilesandsystems;orviolationofcopyrightorproprietarymaterialrestrictionsconnectedwithUniversityorothercomputersystems,programs,ormaterials.

22. Thedisplayordistributionoflewd,offensive,threateningorinappropriatematerialviapaperorelectronicmeans.Suchmaterialincludespictures,videos,orwrittencontentthatportrayoneselforothersinamannerthatbringsdishonortotheprofessionofmedicine.

23. Violatinganygovernmentlawsorordinances,orofanyUniversityorSchoolofMedicinerules,regulationsorpoliciesincludingbutnotlimitedtothe“StandardsofProfessionalism”setforthabove.Suchrules,regulationsorpoliciesshallincludebutarenottobelimitedtotheregulationsandpoliciescontainedintheCampusLifeHandbook,InformationTechnologyDivision(ITD)materials,PolicyStatementonDiscriminatoryHarassment,SexualAssaultPolicyStatement,SchoolofMedicineMedicalStudentHandbookorAlliedHealthStudentHandbook;regulationsrelatingtoentry(openingandclosinghours)anduseofUniversityfacilities;trafficandparkingregulations;regulationsandpoliciesonthesale,consumptionormisuseofalcoholicbeverages;andonthemisuseofidentificationcards.

24. Failuretoreportanyarrests,criminalcharges,positiveresultsofdrugtestsorCriminalBackgroundChecks(CBCs)thatoccurfromthetimeofenrollmentuntilgraduation.

III–F CRIMINALBACKGROUNDCHECKSANDDRUGTESTINGEmorymedicalandacademichealthstudentsundergoCriminalBackgroundChecks(CBCs)beforematriculationasfacilitatedbytheAmericanMedicalCollegeApplicationService(AMCAS).AcceptancetoEmorySchoolofMedicineiscontingentupontheauthorizationoftheCBC,aswellasthereleaseofitsfindingstoEmory.Additionally,allincomingmedicalandacademichealthstudentswillberequiredtosubmittoadrugscreening,asfacilitatedbyacontractedvendor.TheAdmissionsCommitteewillreviewanyfindingstodeterminewhat,ifany,actionisrequired.StudentsmayalsoberequiredtoundergoadditionalCBCsanddrugscreeningasrequiredbyclinicalrotationsites,orifrequiredtodosoasanevaluationinitiatedtoevaluatetheirfitnesstoparticipateintheirmedicaleducation.

Allpositiveandmultiplenegative-dilutedrugscreeningsandpreviouslyunreportedfindingsfromtheCBCswillbereportedtotheExecutiveAssociateDeanforMedicalEducationandStudentAffairs,andthenreferredtoafacultycommitteeforfurtherconsideration.AfterreviewoftheresultsoftheCBCand/ordrugscreening,thecommitteemayseekadditionalinformationfromthestudent,inwritingorviainterview.Inthecaseofamultiple-dilutedrugscreening,thecommitteemayrequirethestudenttosubmittoablood-baseddrugscreening.

IV-B CLINICALTRAINING

IV-B-1ClinicalTrainingProgression

Thestudent’sclinicalpracticumwillbegininsecondhalfoftheirfirstfallsemesterwith8weeksofdidacticpreparation,role-playactivities,andsimulationswithstandardizedpatients.Studentwillalsocompleteclinicalobservationswithopportunitiesforrapportbuildingandtakingpedigrees.

Formalclinicalplacementsbegininthefirsthalfoftheyearlspringsemester.Eachstudentwillcompletefive,8-weekrotationsinthecoreareasofgeneticcounseling:prenatal,generalgenetics,andcancer,including2rotationsin2ofthethreecoreareas.Thesewillbesupplementedby5,4-weekspecialtyrotations.Examplesincludelaboratorygeneticcounseling,reproductiveendocrinology,neurogenetics,cardiovasculargenetics,LysosomalStorageDiseaseCenter,metabolicclinic/newbornscreening,JewishGeneticDiseaseScreenandothers.

DuringtheinterimsummersessionstudentswillhavetheoptiontoexploreclinicalrotationpossibilitiesoutsideoftheAtlantaarea.Studentsseekinganexternalplacementforthesummerareencouragedtoidentifypotentialsummerrotationssitesinthefalloftheirfirstyearsothatappropriateclinicaltrainingagreementscanbemadewiththoseinstitutions.Thesummerclinicalrotationistypically6weeksfull-time.IV-B-2ExpectationsoftheStudent

StudentsarerequiredtotracktheirclinicalexperiencesthroughtheTyphonclinicaltrackingsystemthatallowsformonitoringandrecordingofclinicalcasesinlinewiththerequirementsoftheACGC.

Theroleofthestudentinpatientmanagementandcounselingwillbesteadilyincreasedthroughouttheirclinicaltraining,basedontheskillsexhibitedandtheclinicalsupervisor’sassessmentofcompetency.Itisanticipatedthatstudentswillbeabletoseepatientsindependentlybytheirlastrotation,includingallaspectsofcasepreparationandfollow-up,withappropriatepre-andpost-consultationsupervision.

IV-B-3PreparationforClinicalRotations

Asite-specificrotationprofilewillbepreparedbytherotationclinicalsupervisor(s)andprovidedtothestudentpriortotheirfirstdayattherotationsite.Thisprofilewillincludecliniccontactinformation,logistics,site-specificexpectations,andpolicies.AtthebeginningofeachrotationthestudentwillcompleteaClinicalRotationGoalsformtobediscussedwithandapprovedbytheprimarysupervisor.

IV-B-4StudentEvaluation

Formalevaluationswilltakeplaceatthemid-pointandendofeachofthecoreclinicalrotations.ThesupervisorwillcompletetheMid-RotationEvaluationandFinalRotationEvaluationformsandmeetformallywiththestudenttoreviewanddiscuss.Forspecialtyrotations,onlyafinalevaluationwillbeperformed.

StudentswillcompleteaRotationSelf-EvaluationFormthatwillbesharedwiththePD/APDandrotationsupervisor,aswellasaSupervisorEvaluationandClinicalrotationevaluationformsforeachrotation.

IV-B-5ProceduresforHandlingSupervisor-StudentConflictsandPoorStudentPerformance

Supervisorsshouldinitiallyaddressanyconflictsdirectlywiththestudent,butemailthePD/APDtoapprisethemofthesituationandplannedresolution.Ifthesupervisordoesnotfeelthesituationisadequatelyresolved,thePD/APDwillmeetwiththestudent,andthenarrangea3-waymeetingwiththesupervisor.Similarly,ifsupervisorsbecomeconcernedregardingstudentperformancepotentiallythreateningsuccessfulcompletionoftherotation,theywillnotifythePD/APDtodiscusstheirconcernsandinitiateanagreeduponremediationplan.Ifimprovementisnotseen,thePD/APDwillworkdirectlywiththestudenttoprovidedirectedinstructionandsupport.Thesupervisorwillbeaskedtocheckinweekly(phoneoremail)withthePD/APDtodiscussprogress.Allcommunicationandremediationeffortswillbedocumented.

Studentswhoarehavingsignificantconflictswithaparticularsupervisorshouldrequestameetingwiththesupervisortotrytoresolvetheissuesontheirown.Ifafterthisconversation,theconflictsarestillpresent,thestudentshouldbringthesituationtotheattentionofthePD/APD.

IV-C FOCUSINTERNSHIPThefocusinternshipisauniquepartoftheEmoryGeneticCounselingTrainingProgramintendedtoprovidethestudents

witharichandin-depthexperienceencompassingnon-traditionalandexpandedroles.Thisfocusinternshipalsoprovidesthefoundationfortherequiredcapstoneprojectdesignedtodevelopresearchandpublicationskills.Thefocusinternshiplastsforthedurationoftheprogram.Studentsworkundertheguidanceofamentoronanidentifiedproject(s)intheirfocusarea,spendinganaverageof4-6hrs/week(75-90hrspersemester)ontheirfocusactivitiesduringthefallandspringsemestersoftheir1stand2ndyears,andtheequivalentof4full-timeweeksduringtheinterimsummer.

FocusOutcomes:Thefocusexperienceisintendedtoprovidethestudentswitharichandin-depthnon-traditionalexperience,

enhancingtheirabilitytoobtainanoptimalpositionupongraduationandaddtotheexpansionoftheprofession.Afurthergoalofthefocusexperiencewillbetoprovidevaluableworkofbenefittotheirfocusmentor/site.Thefinalgoalistoprovidethemeanstocompletetheirrequiredcapstoneproject.

V–A–7 EmergencyLoans

StudentsinneedofemergencyloansshouldcontacttheOfficeofMedicalEducationandStudentAffairs.Short-term,interest-freeloansareavailabletostudentsincertainsituations.Allemergencyloanswillbefuturedatedandpostedtothestudent’saccountwhenissued.Onthedatetheemergencyloanisdue,thisamountwillbecomeacurrentchargeandwillappearonthestudent’sbillinthenextbillingcycle.Financialchargeswillaccrueontheaccountifpaymentisnotmadebytheendofthemonth.Anyamountsdueonemergencyloanswillautomaticallybedeductedfromstudentsreceivingrefundsatthetimeofregistration.

V–A–8 FinancialAidandSatisfactoryAcademicProgressPolicy

Federalregulationsrequirethatstudentsreceivingfinancialassistancemaintainsatisfactoryacademicprogress.TheOfficeofFinancialAidisrequiredtomonitorastudentaidrecipient’sacademicprogress. Aidrecipientsmustmeetcertainquantitativeandqualitativemeasuresandcompletetheirprogramswithinamaximumtimeframe.Allstudentswhoreceivefinancialaid,whetherfromfederal,stateorEmory-fundedsources,mustbeenrolleddegreecandidatesingoodstandingtoretainfinancialaidawards. Academicrecordswillbeevaluatedeachsemesterasfollows.Gradepointaverage(GPA),timetodegreecompletion(maximumattemptedunits),andpercentageofcoursespassed

(completionrate)willbeevaluatedattheconclusionofeachsemester. Studentsmustmeetthefollowingminimumgraderequirementstomeetsatisfactoryacademicprogressstandards.

FailuretomaintaintheminimumGPAfortwosuccessivesemesterswillresultindisqualificationfromreceivingfinancialaid. Anystudentwhofailsfortwosuccessivesemesterstopasstwo-thirdsofthehours,i.e.,maintaina66.66%completionrate,willalsobedisqualifiedfromreceivingfinancialaid.Allstudentsareexpectedtocompletetheirdegreeprogramswithinamaximumtimeframe.Themaximumtimeframe

forgraduatestudentsis150%ofthehoursrequiredtocompletetheirdegreeprogram. TimetodegreecompletioniscalculatedforallcredithoursforwhichthestudentenrollsorreceivescreditatEmoryandanyofthefollowinggradesareassigned: A,B,C,D,F,SatisfactoryandUnsatisfactory. EmoryUniversityputsthesafetyandwelfareofitsstudentsasatoppriority.WhenstudentsengageinbehaviorthatviolatesEmoryrulesofconduct,thebehaviorwillbeaddressedasadisciplinarysituationundertheStudentConductCode.Thatcodedefinesprohibitedconductandoutlinesaprocessforconductingdisciplinaryproceedings.

However,inthoselimitedsituationsinwhichthecurrentstateofastudent’smentalorphysicalhealthmakesitunsafetocontinueenrollmentatpresent,andthestudenthasrefusedtheoptionofavoluntarywithdrawal,thisInvoluntaryWithdrawalPolicywillapply.Insuchacircumstance,thementalhealthprofessional(s)involvedinthestudent’sevaluation/treatmentmayrecommendinvoluntarywithdrawalinanefforttoensurethesafetyofthestudentandothers.

Thisrecommendationmayincludearecommendedminimumtimeawayfromschool.Ifthestudentisnotthenreceivingservicesfromamentalhealthprofessional,theDeanofthestudent’sschoolofmatriculationmay,ifcircumstanceswarrant,immediatelydirectthatthestudentbewithdrawninvoluntarily,ormayreferthestudenttoamentalhealthprofessional,atnocosttothestudent,toassisttheDeaninmakingadecisionaboutwhetherinvoluntarywithdrawalisappropriate.Ifthestudentrefusestocooperatewiththereferral,theDeanmaydirecttheinvoluntarywithdrawalofthestudentwithoutanevaluation.

Becauseoftherisksofexposuretoinfectiousdiseasestowhichgeneticcounselingstudentsaresubjectedinthecourseofclinicalwork,certaintestsandimmunizationsarerequiredofallstudentsatthetimeofregistration.

Enteringstudentsarerequiredtohavedocumentationofpreviousimmunizationagainsttetanus/diphtheria(Td)booster(withinthepast10years),measles/mumps/rubella(MMR)(initialimmunizationplusonebooster),andpolio,aswellasapositiveVaricellatiterordocumentationofvaccineadministration.

Entering students also need to have had a PPD (tuberculosis skin test) with in the last 6 months. A second PPD test will be performed as part of program orientation. StudentstestingpositiveforPPDatthetimeofmatriculationarerequiredtohavechestx-raysperformed(attheexpenseofthemedicalschool)andaretobefollowedatEmoryStudentHealthServices(attheexpenseofthestudent).

IX–A HONORCOUNCILPROCEEDINGSTheinformationbelowoutlinestheprocessofHonorCouncilproceedingwhenastudentisaccusedofviolatingtheHonor

Code.THEACADEMICHEALTHPROFESSIONSCOUNCILONHONOR

1. MEMBERSHIP

A. The Honor Council (1) The Honor Council will consist of one elected Student Representative from each program and 2 (two)

Faculty Representatives. In addition, there will be two (2) alternate Student Representatives from each program, and four (4) Alternate Faculty Representatives. The leadership of the Council will be under the direction of a Chair, Vice Chair, and Secretary who are elected by the student membership from the Student Representatives on the Honor Council.

(2) Student Representatives and Alternates

(1) Elections will be held by November 1st of each academic year. A Student Representative and

two Alternate Student Representatives will be elected by each program’s students to serve for a one-year term. The elections will be open to any student, including previous members of the

Honor Council. The list of candidates will be approved by the Dean. (2) Vacancies will be filled by special election of the respective program, when possible. If a

program is unable to elect any representatives, alternates from other programs will serve on a rotational basis until a new Student Representative can be elected.

(3) Faculty Representatives and Alternates

(1) To establish a pool of six faculty members, three of whom are replaced each year, the following

process will be utilized:

1) Programs will submit nominations for faculty membership to the Academic Health Professions Advisory Committee for consideration for appointment. Selected faculty nominees will be forwarded to the Dean.

2) In the first year, the Dean will appoint one Faculty Representative and two Alternate Faculty Representatives for a one year term, and one Faculty Representative and two Alternate Faculty Representatives for a two year term.

3) Each November thereafter, the Dean will appoint one Faculty Representative and two Alternate Faculty Representatives for a two year term.

(2) Each appointed member can serve no more than two years without reappointment by the Dean.

(3) Faculty members will be limited to three consecutive terms.

(4) Vacancies will be filled by appointments by the Dean.

B. LeadershipOfTheHonorCouncil

a. ChairandVice-Chair:TheChairandVice-ChairwillbeStudentRepresentativeselectedbythestudentmembershipoftheHonorCouncilwhoarepresentlyenrolledinprogramsofatleasttwoyearsinlength.ThiselectionwillbeheldbyDecember1stofeachacademicyearfollowingthefirstyearofimplementation.TheseelectedofficersmustbeapprovedbytheDean.

b. Secretary:TheSecretarywillbeaStudentRepresentativeandwillbeelectedforaoneyeartermbytheentireCouncilfromthepoolofStudentRepresentativeswhoseprogramlengthallowsfulfillmentoftheterm.ThisofficerisapprovedbytheDean.

C. AllmattersreviewedbytheCouncilwillbekeptstrictlyconfidential.

IV. PROCEDURESFORREPORTING&INVESTIGATINGVIOLATIONS

A. If an individual believes that a violation of the Honor Code has occurred, that individual must report the violation as soon as possible to any member of the Honor Council. Failure to report the violation will itself constitute a violation of the Honor Code.

B. Once an allegation has been made, the individual making that allegation must draft, sign, and submit to the

Honor Council Secretary a brief statement for Honor Council documentation. C. Upon notification of a possible violation of the Honor Code, the Council Secretary will choose two

investigators from available alternate Council members whose responsibility it will be to gather information about the case. The Secretary will then inform the Honor Council Chair that an investigation has been initiated. The Chair shall subsequently inform the Council faculty members and the Executive Associate Dean of OMESA that an investigation is being conducted, but the name of the student and details of the incident will remain known only to the Chair, the Secretary, the investigators, and any individuals the Chair may deem necessary. The student named in the allegation will be informed of the investigation prior to its onset. Upon notification of the investigation, the student will be provided with a list of available advisors with whom to consult, at the student’s discretion.

D. After information concerning the case has been gathered, this information shall be submitted to the Chair of the

Honor Council, who along with the two investigators, will judge whether sufficient evidence exists to warrant a formal hearing. Among the Chair and two investigators, the decision to continue with a formal hearing or cease the investigation will rest upon the concurring views of at least two of the three participants.

E. If a hearing is deemed warranted, the student will be notified by the Secretary of the Honor Council in writing of the date, time, and place of the Hearing; the nature of the violation with which the student is charged; the evidence of the investigation, including the name of the individual making the initial allegation, and the options available to the student concerning assistance by an advisor.

F. The hearing will take place within a reasonable time (no more than 21 days) after the accusation is reported to

the Honor Council. (In rare instances, a different time period may be determined by the Honor Council based upon the specific circumstances of the case.)

G. The student will be permitted to continue academic endeavors until a final decision is made. The student and

advisor may review and gather evidence prior to the hearing. H. For each hearing, the Honor Council consists of eight members: five student members, the Chair (or Vice-

Chair) and two faculty members. The five student members are randomly chosen by the Chair and will include a student member from the program of the accused. If any member is unable to serve for any reason, including conflict of interest, then an alternate member will sit on the Honor Council. The alternate members who serve as investigators will present pertinent information but will not be allowed to vote in the proceedings or to be present during deliberations.

I. It will be the responsibility of the Secretary to inform the Honor Council members of the alleged violation (date,

person involved, and nature of the accusation). The Chair (or Vice-Chair) will preside over the hearing and participate in discussion and deliberation of the case but will not have a vote.

VI.DECISIONANDPENALTIES

A. ForastudenttobefoundguiltyofanHonorCodeviolation,theunanimousvoteofthesevenvotingmembersoftheHonorCouncilwillberequired[theChair(orVice-Chair)willnotbeeligibletovote].

B. ThepenaltyrecommendedforanHonorCodeviolationwillbebyapluralityvoteofthesevenvotingmembersoftheHonorCouncil.Incaseofatie,theChair(orVice-Chair)willcastavote.

C. The Dean will be informed promptly following the decision of the Honor Council. D. Recommendation for penalties regarding violations of the Statement of the Honor Code.:

3. Uponreceiptofamandatoryleaveofabsence,thestudentcannotadvancetothenexttermuntilhe/shehascompletedtheterminwhichthe“Incomplete”gradesweregiven.

4. AtthediscretionoftheProgramDirector,thestudentmayberequiredtoenrollasastudentin

specialstandingforpurposesofreviewpriortore-enrollmentasafull-timestudent.

E. DecisionoftheDeanoftheSchoolofMedicineThefinaldecisionrestswiththeDean.ThedecisionoftheDeanwillbeeffectiveimmediatelyunlessthereis

anappeal.Theappeal,includingthebasisfortheappeal,mustbesubmittedbythestudentinwritingtotheDeanwithinoneweekafterthedecisionoftheDean.Ifanappealisrequested,anadhoccommitteeconsistingofthreefacultymembersfromtheSchoolofMedicinewillbeappointedbytheDean.ThecommitteewillreviewthedataandrenderitsrecommendationtotheDeanforupholdingorrepealingthedecision,followingwhichtheDeanwillissuethefinaldecisioninthematter.

VII. AMENDMENTSAmendmentstotheHonorCodemaybeproposedbytheHonorCouncilatanypointintheacademicyear;proposed

amendmentsmustbeapprovedbytheDeanbeforebecomingeffective.Ifanamendmentisapprovedwhileacaseisunderactivereviewthatamendmentwillnotapplytothatcase.Anynewamendment,onceapproved,willbecomeeffectiveassoonasallacademichealthprofessionsstudentshavebeennotifiedofthechangeviamailoremail.
