The organizations within EHLABE (Indesa and Raep in Araba; Lantegi Batuak, Usoa and Ranzari in Biz-
kaia, and Gureak and Katea-Legaia in Gipuzkoa) have been working in the field of the social and labour
inclusion of the most disadvantaged people with disabilities for more than 30 years, both in the most
economically favourable circumstances and in the most difficult times.
We can say that, up to date, Euskadi has been a reference in the employment of people with disabili-
ties, and that such reality has been possible thanks to the symbiosis with the Basque corporate network
and the Public Administrations, so the management model suggested by the organizations that make up
EHLABE has contributed to the competitiveness of the country and to its social unity, by incorporating
people with disabilities to the labour market.
Currently, more than 8,000 people with disabilities work at the organizations that make up EHLABE.
That involves 91 % of all the special employment at the BAC. These figures have a special value, since they
have stayed the same even during the difficult years that the social and corporate agents are facing.
These data are a remarkable basis for an ambitious central goal: eliminating the barriers that people
with disabilities find in their employability, so the direct (occupation and created employment), indirect
(activity rate, occupation rate, etc.) and qualitative (visibility, level of satisfaction, etc.) indicators are those
corresponding to an advanced society and are based on the world references on social responsibility.
And with such purpose, EHLABE will keep on acting with determination, together with all the significant
agents and with the people, in the crux of its performance.
We face the future with the responsibility of keeping that direction in a new scenario with changing
elements (political, economic, corporate, social and institutional) that make our function as unifiers of the
social and labour work for people with disabilities in Euskadi allow keeping and improving the level of
employment of the people with disabilities that need it the most.

About us
EHLABE (Euskal Herriko Lan Babestuaren Elkartea) is the Association of
Organizations of Special Employment, consisting of seven organizations of
the three historical territories of the Basque Country: Indesa and Raep in
Araba; the Lantegi Batuak Foundation, the Usoa Lantegia Workshop and
the Ranzari Lantegia Workshop in Bizkaia, and Grupo Gureak and Katea –
Legaia in Gipuzkoa.
More than 100 work centres are unified under EHLABE in the whole
territory.
Mission
The organizations within EHLABE put people in the crux of their per-
formance, by creating job opportunities for people with disabilities as a
mean towards social integration and personal and professional develop-
ment, as they consider work as a tool for social and labour participation.
All the organizations within EHLABE are dynamic and driving organiza-
tions that provide value to the market, through competitive activities and a
professional management, with no profit motive in mind, and reinvest the
benefit in the development of the project, looking for its sustainability.
They are also open organizations that network and that conceive the
administration and other agents of the sector as allies in the development
of their activity, looking for synergies and creating networks to reach a fi-
nal goal: the social and labour integration and the social and professional
development of the people with disabilities.
Vision
The vision of EHLABE and its associates is based on being a reference for
their ability to offer services to people with difficulties regarding their
labour and social inclusion, due to various kinds of disabilities beyond a
momentary crisis situation, and that way answering to the diversity of our
society when it comes to difficulties of insertion. They have a transforming
vision of society, and they look for equal opportunities.
This way, they aim to develop competitive activities that will produce
wealth and resources, answering to the needs of the economic framework
and looking for the sustainability of the project.
Besides, the organizations within EHLABE pursue being collaborators and
interlocutors of the Public Administration in the development of the Ac-
tive Policies and working in coordination with the rest of the agents of the
sector, as well as having the involvement and the commitment of the eco-
nomic and social framework in the final goal that is the social and labour
integration of the people with disabilities.
Networking: Alliances
EHLABE has the collaboration of several public and private agents that net-
work, in order to gather efforts to achieve the objectives, and to include
people with disabilities, both in the labour and in the social environment.

Figures
The potentially active (between 16 and 64) population with disabili-
ties in the BAC amounts to 59,000 people (3.4 % of the population that
age).
The working situation of the people with disabilities in a working age
can be seen in the following graph:
The activity rate of the population with disabilities in a working age is very
low: 47.1 %, more than 22 points below the rate registered for the whole
BAC, opposite the 52.9 % of the people with disabilities that do not work.
In this collective, the potential to enter the labour market immediately
would be 13.1 %, and 2.01 % of the currently studying collective on a short-
medium term.
From all the working people with disabilities, 40.1 % are working at special
employment organizations. People working at enclaves must be added
too.
In the case of the people with psychic disabilities, we must point out that
only 257 people with psychic disabilities have ordinary jobs, opposite to

that belong to associations of the social economy is 66.5%
(excluding workers in occupa-tional centres), which is big-
ger (almost 20 points bigger) than the group of people with
disabilities and similar to the average of the BAC.
3,700 people working at Special Employment Centres; this fact reflects the
significance of the SEC for the employment of people with disabilities and,
specially, for people with psychic disabilities.
Special employment and the occupational regime
On 31st December of 2010, EHLABE had an average of 5,687 people
with disabilities working at its Special Employment Centres. That same
year, the group of SECs of the BAC employed 6,103 people with disabilities.
Therefore, we must point out that EHLABE currently integrates 91 % of the
employment created at the SECs.
The distribution of the job positions in Special Employment Centres in
2010, according to territories, is divided as follows:
The organizations that belong to EHLABE also manage occupational
services that gave work to 1,747 people with psychic disabilities in the
course of 2010.
Besides the people employed at the SECs, in 2010, more than 1,300
people had the support of the organizations in the ordinary market,
through help to look for a job, training, follow-up, etc.

The SECs within EHLABE develop the complete labour insertion itiner-
ary of their workers with disabilities. Almost of all them manage occupa-
tional services that belong to the social action departments of the Regional
Councils. Almost 32 % of the people with disabilities come from occupa-
tional centres that constitute the first link of the labour integration chain.
From the economic point of view, an analysis carried out by EHLABE
regarding the economic reversion of the SECs to the administration shows
that the income received by the Administration (in taxes, IIT and Social
Security) is bigger than the provided subvention. Then, we must consider
that the costs diminish every year and the corporate effectiveness of the
group of occupational centres and the SECs increases. Therefore, the rever-
sion of the SECs in fiscal terms is proven; still, it might be interesting to
value other kinds of indirect and qualitative impact studies, such as: the
reduction of health expenses, social and health attention, basic income,
etc. that would complement that economic vision of the reversion, and the
complete impact created in the society and, therefore, in the administra-
tion would be much bigger that the one explained here.
Institutional and social actionIn order to collaborate with the Public Administration in the develop-
ment of the Active Policies and to work coordinately with the rest of the
agents of the sector, with the involvement and commitment of the econom-
ic and social framework, EHLABE promotes various collaboration forums:
- Permanent participation in the Civil Dialogue Table of the Basque Govern-
ment.
- Active participation and coordination in the FEACEM assemblies and work
teams.
- Active intervention in the Gezki forums (Cooperative Law and Social Econ-
omy Institute), and in the Social Economy Observatory.
- Permanent member of the Education and Employment i-groups, as well as
in the Orientation Model throughout the life of Innobasque.
- Participation in the annual Workability International congress in Dublin,
organized by Rehab Group.
- Interlocutor with SPEE-INEM, Regional Councils and City Councils, political
parties, associations and agents involved in the employment reality of
people with disabilities.
- Active participation and proactiveness in the development of the Support
Plan for the Maintenance and the creation of employment at the SECs,
promoted by Lanbide.
EHLABE and the projectsEHLABE AND INNOVATION: CIR
CIR – Integral Resource Centre
The Integral Resource Centre (CIR) is an innovative experience leaded
by EHLABE. Its main purpose is giving response to the discrimination and
inequality situations in the labour market that affect people with disabili-
ties, and improving their employability.
Through the CIR project, we are looking for the technological develop-
ment of the abilities and the knowledge of the participating organizations,
in order to promote the transference of innovative and successful experi-
ences to other agents involved in the development of R+D+i programmes
that pursue a better life quality of people with disabilities.
The CIR Project is supported by the main institutions in Europe and
around us, which have acknowledged its innovative nature and its posi-
tive impact in society. Concretely, the European Social Fund finances 50 %
of the project through its 2007-2013 Operative Programme for the BAC. It
also has the collaboration of the Basque Government, the Regional Council
of Gipuzkoa, the Regional Council of Bizkaia, Caja Vital Kutxa and BBK.

The CIR operations are structured around three areas of performance
that constitute the central cruxes of the project: job opportunities, person-
alized development and social and technological R+D+i.
The project of the Integral Resource Centre began in 2007 and, since
then, we have been developing various performances. Concretely, during
2010, there were more than 1,000 visits to companies, significantly more
than in 2009, and 1,808 people profited from the actions within the Inte-
grated Insertion Itineraries.
People with intellectual disabilities constitute the biggest collective in
the project: 1,212 people.
The specific performances developed in 2010 in the three cruxes have
been:
Job opportunities
The organizations participating in the project have worked very in-
tensely in the search for new job opportunities for people with disabilities,
focusing the performances towards the Public Administration, through
contacts with City Councils, and in the private area, towards companies of
the service sector, mainly.
The prospection activities carried out by the operative organizations
of the project have revolved around new insertion ways, intensifying the
contacts and the visits to the Public Administration, and companies of the
service sector.
During 2010, companies have reinforced the individualized training
performances, improving the level of employability of people with dis-
abilities. This greater effort has been necessary, since the current economic
situation requires profiles that adapt better to a more and more demand-
ing labour market and to a reduction of the variety of job opportunities for
people with disabilities.
Personalized development
The development of that crux aims to provide each person with disabil-
ities with a personal itinerary within employment and occupation, known
as Personalized Development Plan, in order to achieve full autonomy in
their job positions, taking the Life Quality dimensions as a reference.

The establishment of that personal itinerary involves the development
of strategies and performances y various areas such as:

Social and technological R+D+i
In order to optimize integral accessibility, universal design and indi-
vidualized support technology, various lines of performance that allow
global response to the specific needs of the collective have been estab-
lished. Such lines have the collaboration of technological partners for
specific projects.
Various R+D+i projects developed in 2010 are detailed next:
Within the project, besides assuming its leadership, promoting the
various performances, EHLABE carries out the diffusion and coordina-
tion, always watching over the fulfilment of the objectives. For such
purpose, EHLABE participates in the Monitoring Committee of the
Operative Programme of the 2007-2013 European Social Fund for the
BAC, and leads the Monitoring and Managing Committees of the CIR
Project.
Equal opportunities
The measures that are being carried out are having a positive effect
in the obtained results, both in the hired women and the women that
profit from the specific actions of the Integral Resource Centre Project.
However, a qualitative and quantitative analysis of the specific meas-
ures structured within the Project must be carried out, in order to
determine its effects in the promotion of equality between men and
women.
In that sense, since the CIR Project began in 2007, specific actions that
are contributing to achieve the goals specified in the matter of gender
equality between men and women have been carried out. Such ac-
tions are detailed next:
• Development of Equality Plans in various organizations.
• Active participation in specific conferences on Equal Opportunities.
• Promotion of the female participation in ‘male’ sectors.
• Promotion of female and male participation in various work teams.
• Revision and adaptation of the documents created in the project to
an egalitarian language.
• Disaggregation of the information with the sex variable.
• Setting aside an annual percentage of the budget for actions regard-
ing equal opportunities.
In 2010, EHLABE also started a research to find out about the labour
and professional situation of women with intellectual disabilities and
severe mental disorders in the Basque Country. Such research will pro-
vide results that will have to be taken into account in future actions
regarding gender equality between men and women.

developed specific supports to lift the autonomy level in those areas re-
garding social and communication abilities, such as the tutorial supports
developed in the Employment Centre, the personal support in selection
processes, etc.
The delicate economic situation has had an important impact on the
labour orientation services: there has been an increase in the job demand
and a clear increase in the demand of the orientation service, helping more
than 1,200 people in the three historical territories.
Lanbide occupational training
EHLABE has a wide experience in the management of occupational
training courses, both in areas that require a subsequent hiring com-
mitment of the organizations, and in training actions that have shown,
throughout time, a very interesting labour insertion level, as they are
carried out fulfilling the requirement of the labour market and adapted
to each job seeker.
During 2010, the clear trend of increasing demand of training ac-
tions to achieve new abilities and face new challenges in the la-
bour market that began in 2008 has stayed the same: there have
been more than 40 training actions for 320 people.
The areas of activity of the various courses have revolved around:
Commercial Distribution Operator, Gardening, Cleaning of Build-
ings and Installations, Industrial Assembly and Machining, Elec-
tronics, Industrial Cleaning and Laundry, etc.
KNOWLEDGE TRANSFER
Among the 2010 external communication measure, we must point out
the following:
• Conference to present the CIR project called ‘Social innovation at the serv-
ice of disabilities and employment’. Both EHLABE and the rest of the
organizations participating in the project in the Summer Courses or-
ganized by the University of the Basque Country and celebrated at the
Miramar Palace in San Sebastian, participated in this conference.
• Preparation, printing, distribution and delivery of a project report with
the actions that have been developed since the beginning of the
project, and the actions foreseen for the second stage of the project
2010-2013.
• Creation and distribution of external leaflets for significant agents and
institutions.
• Presentation of the project in a Radio Euskadi show.
EHLABE AND LANBIDE
In order to help people with disabilities to find new job opportuni-
ties, EHLABE, as an organization collaborating with Lanbide (Basque Em-
ployment Service financed by the Employment and Training Office of the
Basque Government and the European Social Fund), offers a tutored per-
sonalized plan that includes labour orientation that specifies a personal
plan for labour insertion, occupational training that increases the possible
training needs that have been detected in the orientation service and the
employment service.
All the resources are integrated through this service, in order to re-
spond more adequately to the needs of the people with disabilities.
Lanbide labour orientation
The Labour Orientation service is based on the particular analysis of
each person that goes to the centre, in order to reach a consensus on a
labour strategy focused towards job opportunities.
After verifying the difficulties of the people with psychic disabilities
to find information and manage the job search processes, EHLABE has
- 45 training actions have been carried out
- more than 320 people have benefited from the occupational training
- classes with personalized attention: around 8 people per training action
- a better personal and social autonomy has been achieved
- more than 1,200 people have been helped. 439 were women
- more that 3,100 orienta-tion hours
- more that 85 % of the people are unemployed

LANGAI EMPLOYMENT
The goal of EHLABE and its organizations with this employment service
is putting people with disabilities that look for job in touch with companies
that need to recruit staff through the comparison of the professional pro-
files of the people with the necessary requirements to perform the offered
job positions.
During 2010, the organizations within EHLABE have been able to proc-
ess more than 100 job offers.
EHLABE AND THE LABOUR INSERTION OF COLLECTIVES IN DANGER OF EXCLUSION
In order to contribute to the labour insertion of people in danger of
social exclusion, in 2010, EHLABE and its organizations have kept the col-
laboration with the Social Inclusion Department that began in 2008.
During 2010, the creation of 20 job positions for people in danger of
social exclusion has been promoted, encouraging the complementation
and the homogenization of criteria in the three Historical Territories.
The female presence in this project has been bigger with a 50 %.
In general, the organizations within EHLABE that have participated in this
2010 Agreement are satisfied with its development. The following aspects are
considered very positive:
• The social and labour approach to the collective of people in danger of exclu-
sion. The organizations believe that collaboration agreements like the cur-
rent one are necessary to understand the reality of the collective (helped
by the Social Service workers) and their problems and put the appropriate
tools in order for their social and labour insertion to be satisfactory at their
disposal.
• The acquisition, by the participating people, of a group of social and labour
abilities (rules, discipline, responsibility, etc.) that are necessary to keep the
job, both in a SEC an in an ordinary company.
• The approach of the collective in danger of exclusion to the protected em-
ployment, as a tool for its social and labour training and as an intermediate
step, in some cases, for its labour integration.
EHLABE AND THE SUPPORTED EMPLOYMENT
Since the mid nineties, the organizations within EHLABE made a bet on the
insertion of people with disabilities and, especially, the most disadvantaged
collectives in ordinary environments: intellectual disabilities and mental ill-
nesses. Two decades later, our organizations maintain the same objective they
decided in the beginning, with very positive results.
We are talking about a methodology, the Supported Employment meth-
odology, where the person with a significant disability is the main element that
carries out a competitive work in an ordinary labour environment and who,
due to his/her needs, is offered continuous support services. So we are talking
about a methodology that takes the following characteristics into account:
• Real employment with remunerated work and a work contract.
• Individualized supports within the company, which might change de-
pending on the needs of the inserted person.
• Besides the individualized support to the inserted person, the supported
employment methodology guarantees the search of opportunities
and advising and information to companies. For such purpose, there
are the labour coach and the employment prospector figures.

• Finally, we show and list the stages included in our methodology:

During 2010, the organizations within EHLABE achieved the insertion
of 290 people in the ordinary environment:
EHLABE and diffusion
EHLABE received the honour ‘Makila’ at the ‘Meeting of the Basque
Company’, which acknowledges the effort of our association in the in-
sertion of people with disabilities.
The event chaired by lehendakari Patxi López awarded Joan Viladel-
prat, manager of Epsilon Euskadi, with the Euskal Manager award. The
Innovation award was for Orona, while the award to the corporate life
achievement was for Pello Gibelalde, from HINE in Gipuzkoa.
FEACEM, the Spanish Business Federation of Special Employment
Centres, published an article on tourism and Special Employment Cen-
tres, which made a reference to the car and caravan park of the Bilbao
City Council, which is managed by the Lantegi Batuak Foundation, an
EHLABE associate.
In November, the work that EHLABE is carrying out in order to im-
prove the employability of the people with disabilities was presented
at the XIth Science Conference of Euskadi, organized by ASEBI (Associa-
tion of Parents and Children with Spina Bifida of Bizkaia), as well as the
CIR (Integral Resource Centre) projects and the activity it develops as a
centre that collaborates with Lanbide.
Also, in 2010, we collaborated with Workability Europe in the semi-
nars about public hiring, and we participated in the Workability Inter-
national Congress that took place in Ireland and was organized by Re-
hab.
