    know that the number of disabled persons has increased roughly100,000 per year. In 2010, we know that only 8.6m disabled per-sons registered to vote meaning that around 2 million persons withdisabilities were not registered - failing to engage those who haddisabilities prevented them from casting a vote.

    PovertySome interesting facts that Government don't mention about theimpact of their policies on disabled persons, unemployed people,low earners, people getting help with housing or rent coststhrough housing benet and people in work claiming benets tohelp them survive.

    A lot of these of these life stories are also caught up in the 11m dis-abled people living in the UK. What if those persons used theirvotes to inuence change? The relationship between disability andvoting is not routinely documented in disability literature. There isno clear research which links the priorities of disabled personswith their voting history or predictions for the future. Disability iswidely co-habited with the history of social and economic deprava-tion, prejudice, discrimination, poverty, lack of educational oppor-tunity and barriers to employment and social equality.

    2010 General ElectionIn the 2010 General Election no party won a parliamentary major-ity. 29,687,604 persons voted in that election. The disability commu-nity makes up a substantial and inuential voting group. How didpersons with disability vote? What inuence or potential impactdid they have at a constituency level or at all?     The risks of not votingThe vast majority of disabled persons are at higher risk of povertyrelated issues at some point in their lives. It's blindness to stand back and let unrepresentative politicians dismantle the contribu-tory or means tested disability welfare support built from the Na-

    tional Insurance Contributions of the last 6 generations. Manyfrom those generations were disabled by war or died as a conse-quence of war.

    Lack of disability community cohesionPoliticians, knowingly, take strategic advantage of an inability tocommunicate with the disability community as a group or a whole.Further, politicians traditionally target sub sections of the disabilitycommunity either via welfare, health, social care or employmentpolicies. The disability community is often disadvantaged by acommunication decit or failure to reach - because poverty doesnot facilitate modern communication means such as twitter, inter-net, communication from disability groups like DPAC or other or-ganised communication groups like 38 degrees. In part, withouteasy and direct communication, the disability community lacks or-ganised inuence. Most inuence is reactionary media coverageabout positive or negative stereotypes of disability on news stories:hardship cases, benet fraud or advances in assistive or bio-technology. We need to make a start at organising and exercisingcollaborative and participative action to bring about political inu-ence of mainstream disability. The starting point requires the dis-

    help with care and mobility, reductions in social care at home, aban-donment of independent living and a reduction in housing costsupport. The concatenated effect, it is hoped, will be for a signi-cant number of the 2.5m economically unproductive disabled peo-ple to nd work - regardless of personal capability and social his-tory or the longer term damage done to the lives of disabled per-son in the community or equality of living. The Coalition hasmade great effort to focus on the 2.6 million disabled persons claim-ing an incapacity related benet. This number changes from yearto year depending on how the statistics are represented. Very fewlong term disabled welfare claimants have gone in to work despitethe welfare reforms. What Governments have failed, consistently,to prove is what this 2.6m gure represents both now and histori-cally. The Ofce of Disability Issues shows a consistent reporting

    of the number of unemployed disabled as static over the last 10years.

    Political class construction of incapacityThe factual breakdown will not be disclosed to you any day soon because behind it sits a huge generational deception passed downin recent decades from political party to political party. Incapacitywas created by politicians as an intellectual vacuum to hide a pol-icy failure in ideas and creating strategies for disability equalisa-tion and relationships with work, health care and community par-ticipation. Put simply, if the purported 2.6 million lives ruined byincapacity related benet were all located to employment therewould be no disabled persons on employment related benet. Thiswould defy all international literature (Albrecht, Mont Blanc) or ex-periences such as the USA which has a higher impairment prevent-ing employment ratio. Both intellectually and sociologically the

    current welfare reform agenda can never be true. We know thisfrom science of humanity not just gures of benet claimants.

    Internationalism: British myth of disabilityequalityHow can we be sure that thus self perpetuating generational mythis incorrect? We can study the closely related international impair-ment rates in Canada, US, Germany, Sweden, Norway and Spain(Mont Blanc, The World Bank). The UK has seemingly more dis-abled persons, currently, in work than any of our economic com-petitors. From examination of 35 years of international impair-ment data, there is unlikely to be much shift in the 2.5m people cur-rently not in employment if the Ofce of Disability research is credi- ble. Historically in the UK, this number increased when familystopped providing for disabled family members and society ex-pected the community to support individuals with a disability -the concept of community care in Britains 1980s. This was part ofan industrialisation strategy. The Thatcherists created monolithicsocial policies and inception of things like identifying chronicallysick and disabled persons; invalidity benets; incapacity benets,community based care; disability discrimination protection; all tomove responsibility from state to community or person. As time

    has gone by over the last 35 years, individuals have taken up so-cially or community acquired rights for self determination whichrightly requires the state to nancially sustain that right in terms ofaccess to health care, independent nancial survival, access to hous-ing, access to work or access to the community the live in. The pol-icy only works with resources.

    The gross effect of the Coalition approach to dealing with the issueof disability in the current nancial climate is to reduce the right ofdisabled people to self determination. This reduction is felt inhealth care standards and funding, reduced coverage of disabilitywelfare related benets, reduced employment protection and re-duced funding in social care or actual enforcement of disability dis-crimination action. The shortages are faced across disability of allages whether at school, in work or in old age. Current reform hasfailed. Constitutional disability-driven welfare reform is needed.

    The chilling effect of both the demonising stereotype of disabilityand cuts in promoting the life chances of all disabled persons, isthe return to removing disabled persons from the community backto families and institutions which haunted disabled person in thepre or post war periods. Reduced independence at the expense ofaffordability.

    Disability Voters: BewareMany of you will be aware of age-old legal concept of buyer be-ware (Caveat Emptor) and the need to know everything before pro-ceeding to buy, procure or acquire. Disability beware. Any politi-cian who promises a solution needs to set out their stall. Howmany people are you prepared to help and what is going to hap-

    pen to those who don't make on to your list? You deserve an an-swer: after all you belong to the largest single inuential gro up ofvoters that purported political representative s seek to conv ince.Will I or will I not be cared for in your version of the truth? An ex-

    act answer or no vote, a different vote or perhaps without vote.

    Any person at any time in their life could become temporarily orpermanently disabled. It's only then you are faced with questions

    about the truth and how to deal with all the stereotypes you didn'tchallenge when you seen them made in your past. Consider anypolitician making stereotyping images of ethnicity or sex, and askwhy is it society is happy to allow politicians to thrive on stereotyp-ing disabled persons. The answ er is probably that disability doesnot have the same org anised representation or effective politicalnarrative: legal protection is relatively new and there is a fear ofthe recent past.

    Disability representation: making votes countBy increasing the voice of disabled persons in political representa-tion, you will be strengthening the ability of future generations toimprove the life chances of the next generation. Vote wisely. Askquestions. Join disability organisations. Make change.

    tending to vote Labour at the expense of the Liberal Democratsand Conservative who seen a 14%, on average, reduction in per-sons intending to vote for them. The Greens seen a 7% increase inintended votes. A signicant disability disengagement was noted because over 50% believed no political part represented their needsor aspirations - thats a potential 5.4 million voters with a disabilitywho currently believe that there is no political party or other politi-cal movement which represents their needs or to campaign for dis-ability equality. This create a signicant power and representationvacuum for 5.4 million people which can only be emanated from afailure in party leadership across the political spheres.

    Political Leadership45.07% of participants considered that Ed Milliband would best im-

    prove the life chances of disabled persons as prime minister as op-posed to David Cameron who was only considered to do so by0.9% and Nick Clegg with 0.85. 52.9% thought no party leaderwould promote the life chances of disabled persons; that amountsto 5.45 million voters who have no belief in political leadership atall to deliver an improved quality of life for voters with disabilities.

    Bio-informaticsIn terms of gender, 56.4% of the participants were female and43.7% of participants were male. In terms of age, 5.63% were aged between 18 - 24, 7.04% were aged between 25 and 34; 21.13% wereaged between 35 and 44; 36.6% were aged between 45 and 54;23.94% were aged between 55 and 64; 5.63% were aged between 65and 74; and 0.14% were aged 65 or over.

    In terms of sexual orientation, participants identied with being:Straight at 73.24%; Bisexual at 5.63%; Gay at 7.04%; Transsexual at0.03%; Transgendered at 1.41%; Transvestite at 0.01%; Rather notsay at 12.68%.

    Affects of the International Austerity andBanking CrisisWith the Austerity Britain cuts felt worse by the disability commu-nity at a disproportionate level, the impact of voters with disabilityanger at being targeted by the Coa lition Government is difcult tomeasure but with a 12.7% intended increase to the Labour Partyand 7% increase the Green Party the extrapolated theory can betested.

    Strategic value of disability voter intelli-gence informationStructurally, these estimates can be presented in multitude of waysand by marginal majority composition which will enable persons

    with disabilities to make informed choice before casting any vote.In particular, policies presented in 2015 which effect the welfarestate potentially have a disproportionate effect on voters with dis-abilities and can be measured by voters with disabilities who canrisk assess their own welfare and standard of living. Additionally,since 2010, the numbers of persons effected can be better predictedand the cumulative effect can inuence a number of seats at the2015 election. The number of disabled statutory disabled persons

    has increased by 400,000 since the 2010 General Election.

    Survey: List of common concerns of Vot-ers with disabilities

    The issues identied by voters with disabilities included:

    maintaining the safety net of the welfare state;

    design of welfare benets system to be more contributory basedand rewarded by years of contributions;

    replacing access to work with an enshrined right to work withfunded support;

    the need to provide large numbers of voluntary based workingopportunities to create connection with employment regardlessof ability to sustain private or paid employment;

    improved housing and housing priority needs;

    better quality and access to continuing education and training;

    removal of social care or independent living from local authori-ties and re-placed in the NHS;

    all care to be funded through the transactional management sys-tems at the Department of Work and Pensions on the non-meanstested basis as personal care;

    changes to the Equality Act to remove the statutory low-threshold defense to allow discrimination of disabled personsand replace with a statutory duty to accommodate the needs of adisabled person with reasonable or best endeavors. The justica-tion defense to be removed entirely to lead to cultural change.

    don would get its own devolved parliament.This would be funded by converting the Houseof Commons into a much smaller leaner Federalparliament which made laws which only effectthe United Kingdom alone. The House of Lordswould be abolished. The House of Commons

    Disability Community:change

    1. The disability communityneeds to organise itself,discipline itself and build acontingent formidablerepresentative bodyfocusing on the real issueswhich need to drive change.

    2. A manifesto for disabilityand change needs to becompiled which seeks torepresent disabled personsacross the politicalspectrum.

    3. Social and health care needto be integrated and non-means tested.

    4. Constitutional Reform is

    The coalition did not pursue the continuation of the Government Strategy: Improving the life chances of disabled persons. The entire focusof the 2010-2015 parliament has been to reform disability welfare to cut cost. A 20 year disability strategy is needed to bring real change for disabled persons.

    1. A Disability Manifesto for Change

    2. A 2015 Disability Toolkit for voters with disabilities

    3. Reform of the role of the State

    4. Constitutional Reform to create a Federal Parliament based onequality and equity and to create fully devolved parliamentsand lawmaking executive for the Countries and Regions of Eng-land, Wales, Scotland and Northern Ireland

    5. Written constitutional with protection from disability inequalityas a fundamental right.

    2011 esti-mated that 11.2 million disabled persons were living in the UK.
