It has come to the notice of the Government that someDepartments and educational institutions are assigning theprinting and publishing work to private printing presses at theirown level on exorbitant rates without observing the codal for-malities. This amounts to great financial loss to the stateexchequer. This has been viewed seriously by theGovernment.

In this respect, the ARI & Trainings Department has alreadyissued the instructions and guidelines vide Government OrderNo. 08-ARI of 2007 dated 13.06.2007, in which it has beenordered that all the Government Departments shall have to getprinted their forms, books etc. through Government PressSrinagar/Jammu. However, in case of exigency, printing shallhave to made through private firms only after obtaining the NOCfrom Government Press Srinagar/Jammu.

Accordingly, it is impressed upon all the Departments as wellas their subordinate offices to get their printing jobs done by theGovernment Press, Srinagar/Jammu in the interest ofGovernment. General Manager Government PressSrinagar/Jammu are also advised not to issue NOC in favour ofany Department without approval of the AdministrativeDepartment. Any deviation in this regard will be taken seriouslyand action shall be initiated as warranted under rules.

Arguments on charges against ISIS men to start from Sept 27

NEW DELHI, Sept 5:

A special court will start hear-ing arguments on charges laterthis month against 17 suspectedISIS operatives, arrested fromacross the country allegedly oncharges of recruiting and financ-ing people to join the terror outfit.

While fixing the matter forhearing on September 27, DistrictJudge Amar Nath directed theNational Investigation Agency(NIA) to supply the copies ofdeficit documents, includingstatements of protected witnessesin the case, to accused personswithin 15 days, sources said.

The NIA had filed its chargesheet before the court outliningthe role of all the accused in alarger conspiracy of ISIS to fur-ther the terror group's ideology.

The agency had claimed thatmembers of banned outfit --Islamic State (IS) or IslamicState of Iraq and Syria (ISIS) orIslamic State of Iraq and Levant(ISIL), in connivance with a fewresident and non-residentIndians, have been indulging inidentification, radicalization,

recruitment, training.The final report had alleged

that some Indian youths weretransferred by the accused, whoare currently in judicial custody, tocountries like Syria, Lybia andIraq for terror activities.

The accused persons againstwhom the agency had filed thecharge sheet include MohdAleem, Mohd Obaidullah Khan,Nafees Khan, Mohd ShareefMoinuddin Khan, Asif Ali,Najmul Huda, Mudabbir MushtaqShaikh, Mohd Abdul Ahad, SuhailAhmed, Syed Mujahid, MohdHussain Khan, Mohd Afzal,Imran and Abu Anas.

They were arrested from dif-ferent parts of the country forallegedly recruiting and financ-ing people to join the terrororganisation.

They were arrested underseveral sections of the UnlawfulActivities (Prevention) Act andIndian Penal Code (IPC). A casewas registered by NIA onDecember 9, 2015 againstunknown and unidentified per-sons involved in the activities ofIS in India and other Asian

countries.In this case, the NIA had filed

a charge sheet against 23-year-oldaccused Naser Packeer, outlininghis modus operandi in identifying,radicalising, recruiting and send-ing some Indian youths to join theterrorists in Syria and Iraq. (PTI)
