CIRCULAR NO: - 01-ARI OF 2016 D A T E: - 02-09-2016 It has come to the notice of the Government that some Departments and educational institutions are assigning the printing and publishing work to private printing presses at their own level on exorbitant rates without observing the codal for- malities. This amounts to great financial loss to the state exchequer. This has been viewed seriously by the Government. In this respect, the ARI & Trainings Department has already issued the instructions and guidelines vide Government Order No. 08-ARI of 2007 dated 13.06.2007, in which it has been ordered that all the Government Departments shall have to get printed their forms, books etc. through Government Press Srinagar/Jammu. However, in case of exigency, printing shall have to made through private firms only after obtaining the NOC from Government Press Srinagar/Jammu. Accordingly, it is impressed upon all the Departments as well as their subordinate offices to get their printing jobs done by the Government Press, Srinagar/Jammu in the interest of Government. General Manager Government Press Srinagar/Jammu are also advised not to issue NOC in favour of any Department without approval of the Administrative Department. Any deviation in this regard will be taken seriously and action shall be initiated as warranted under rules. Sd/- DIPK-5395 Special Secretary to Government Dt:- 05/09/2016 ARI & Trainings Department Arguments on charges against ISIS men to start from Sept 27 NEW DELHI, Sept 5: A special court will start hear- ing arguments on charges later this month against 17 suspected ISIS operatives, arrested from across the country allegedly on charges of recruiting and financ- ing people to join the terror outfit. While fixing the matter for hearing on September 27, District Judge Amar Nath directed the National Investigation Agency (NIA) to supply the copies of deficit documents, including statements of protected witnesses in the case, to accused persons within 15 days, sources said. The NIA had filed its charge sheet before the court outlining the role of all the accused in a larger conspiracy of ISIS to fur- ther the terror group's ideology. The agency had claimed that members of banned outfit -- Islamic State (IS) or Islamic State of Iraq and Syria (ISIS) or Islamic State of Iraq and Levant (ISIL), in connivance with a few resident and non-resident Indians, have been indulging in identification, radicalization, recruitment, training. The final report had alleged that some Indian youths were transferred by the accused, who are currently in judicial custody, to countries like Syria, Lybia and Iraq for terror activities. The accused persons against whom the agency had filed the charge sheet include Mohd Aleem, Mohd Obaidullah Khan, Nafees Khan, Mohd Shareef Moinuddin Khan, Asif Ali, Najmul Huda, Mudabbir Mushtaq Shaikh, Mohd Abdul Ahad, Suhail Ahmed, Syed Mujahid, Mohd Hussain Khan, Mohd Afzal, Imran and Abu Anas. They were arrested from dif- ferent parts of the country for allegedly recruiting and financ- ing people to join the terror organisation. They were arrested under several sections of the Unlawful Activities (Prevention) Act and Indian Penal Code (IPC). A case was registered by NIA on December 9, 2015 against unknown and unidentified per- sons involved in the activities of IS in India and other Asian countries. In this case, the NIA had filed a charge sheet against 23-year-old accused Naser Packeer, outlining his modus operandi in identifying, radicalising, recruiting and send- ing some Indian youths to join the terrorists in Syria and Iraq.
