Harsimrat threatens to move privilege motion against Cong MPs

NEW DELHI, July 22:

Union Minister HarsimratKaur Badal today threatened tomove a privilege motion againsttwo Congress MPs for theiralleged "misbehaviour" with her inRajya Sabha.

She alleged that Congress MPsRenuka Chowdhury and JairamRamesh did not allow her to speakin the Upper House when shesought to raise the issue ofParliament security in the wake ofAAP MP Bhagwant Mann's videouploaded on social media in theUpper House.

The Union Food Processingminister accused Chawdhury ofusing "bad words" against her andexpressed surprise at the behav-iour of Congress members afterthe House had adjourned.

"I am surprised at the rudemanner in which Jairam Rameshand Renuka Chowdhury spoke tome. The two questioned me as tohow I could come in the House notbeing a member and said I wasdisrupting its proceedings.

"I will move a privilegemotion against them as they havemisbehaved with me and this isnot the manner you behave with aminister. They do not know themanner on how to talk to awoman," Badal told reporters out-

side Parliament.Badal, who is a Lok Sabha

member from Bhatinda is a minis-ter and she can speak in eitherHouse of Parliament. Both LokSabha and Rajya Sabha wereadjourned today after memberscreated uproar over Mann's videoexposing Parliament security.

Congress members had object-ed to her intervention in RajyaSabha when the private member'sbills were taken up and a Congressmember had moved one such billon grant of special status toAndhra Pradesh.

The Union minister said shewas only trying to tell the public onhow the security was compromisedby Mann, but was disallowed toexpress her views by Congressmembers who objected to herintervention in the Upper House.

"I am surprised, what kind ofmentality the Congress has that ithas reached to this level. Theycame from the other side and start-ed fighting with me. RenukaChowdhury even used bad words.

"I am surprised they cannothold a bill for 5 minutes. For themthe security of jawans and our ownsecurity is so cheap that they arenot ready to hear for even five min-utes. The video clip that has beenuploaded could fall in wrong handsand the House should have dis-

cussed it," she added.Renuka Chowdhury denied

Harsimrat Kaur Badal's allegationsof misbehaviour and dubbed herremarks as "a drama" and said "Idid not converse with her at all dur-ing the official proceedings.

"I think she is fantasising aboutsomething and this is some weirdattention-seeking gimmick. She ispushing BJP's diversionary tacticsin not giving five crore people ofAndhra the special category recog-nition that is required,"Chowdhury said.

At the AICC briefing,Congress spokesman Kapil Sibalsaid, "Today a Minister did notallow the House to function. TheTreasury benches went into thewell to protest a Private Member'sBill." (PTI)

Judicial process is not panacea for all ills: SCNEW DELHI, July 22:

Judicial process is not ananswer to "every social ill", theSupreme Court today said whilerejecting a PIL seeking a direc-tion to the Centre and CBSE tointroduce 'moral science' as aseparate subject in school cur-riculum.

"While there can be no dis-pute about the need of providingvalue-based education, whatform this should take and themanner in which values shouldbe inculcated ought not to beordained by the court. The courtsingularly lacks the expertise todo so...

"The jurisdiction of thiscourt under Article 32 is not apanacea for all ills but a remedyfor the violation of fundamental

rights. The remedies for suchperceived grievances as the peti-tioner has about the dominantpresence of materialism must lieelsewhere...," a bench compris-ing Chief Justice T S Thakur andJustice D Y Chandrachud said.

Justice Chandrachud, writ-ing the judgement for the bench,however, agreed with the con-tention of lawyer petitioner MrsSantosh Singh that the moralvalues are an integral compo-nent of value-based education.

The court said that the maat-ters of policy are "entrusted tothe executive arm of the state"and the court is concerned withthe "preservation of the rule oflaw".

"There is a tendency on thepart of public interest petition-ers to assume that every good

thing which society shouldaspire to achieve can beachieved through the instru-mentality of the court.

"The judicial process pro-vides remedies for constitution-al or legal infractions. Publicinterest litigation allows arelaxation of the strict rules oflocus standi. However, thecourt must necessarily abide theparameters which govern anuanced exercise of judicialpower," it said.

Hence, where an effort ismade to bring issues of gover-nance before the court, thebasic touch stone on which theinvocation of jurisdiction mustrest is whether the issue can beaddressed within the frameworkof law or the Constitution, thejudgement said. (PTI)
