DAILY EXCELSIOR, JAMMU SATURDAY, JULY 23, 2016 (PAGE 13) Harsimrat threatens to move privilege motion against Cong MPs NEW DELHI, July 22: Union Minister Harsimrat Kaur Badal today threatened to move a privilege motion against two Congress MPs for their alleged "misbehaviour" with her in Rajya Sabha. She alleged that Congress MPs Renuka Chowdhury and Jairam Ramesh did not allow her to speak in the Upper House when she sought to raise the issue of Parliament security in the wake of AAP MP Bhagwant Mann's video uploaded on social media in the Upper House. The Union Food Processing minister accused Chawdhury of using "bad words" against her and expressed surprise at the behav- iour of Congress members after the House had adjourned. "I am surprised at the rude manner in which Jairam Ramesh and Renuka Chowdhury spoke to me. The two questioned me as to how I could come in the House not being a member and said I was disrupting its proceedings. "I will move a privilege motion against them as they have misbehaved with me and this is not the manner you behave with a minister. They do not know the manner on how to talk to a woman," Badal told reporters out- side Parliament. Badal, who is a Lok Sabha member from Bhatinda is a minis- ter and she can speak in either House of Parliament. Both Lok Sabha and Rajya Sabha were adjourned today after members created uproar over Mann's video exposing Parliament security. Congress members had object- ed to her intervention in Rajya Sabha when the private member's bills were taken up and a Congress member had moved one such bill on grant of special status to Andhra Pradesh. The Union minister said she was only trying to tell the public on how the security was compromised by Mann, but was disallowed to express her views by Congress members who objected to her intervention in the Upper House. "I am surprised, what kind of mentality the Congress has that it has reached to this level. They came from the other side and start- ed fighting with me. Renuka Chowdhury even used bad words. "I am surprised they cannot hold a bill for 5 minutes. For them the security of jawans and our own security is so cheap that they are not ready to hear for even five min- utes. The video clip that has been uploaded could fall in wrong hands and the House should have dis- cussed it," she added. Renuka Chowdhury denied Harsimrat Kaur Badal's allegations of misbehaviour and dubbed her remarks as "a drama" and said "I did not converse with her at all dur- ing the official proceedings. "I think she is fantasising about something and this is some weird attention-seeking gimmick. She is pushing BJP's diversionary tactics in not giving five crore people of Andhra the special category recog- nition that is required," Chowdhury said. At the AICC briefing, Congress spokesman Kapil Sibal said, "Today a Minister did not allow the House to function. The Treasury benches went into the well to protest a Private Member's Bill." (PTI) Judicial process is not panacea for all ills: SC NEW DELHI, July 22: Judicial process is not an answer to "every social ill", the Supreme Court today said while rejecting a PIL seeking a direc- tion to the Centre and CBSE to introduce 'moral science' as a separate subject in school cur- riculum. "While there can be no dis- pute about the need of providing value-based education, what form this should take and the manner in which values should be inculcated ought not to be ordained by the court. The court singularly lacks the expertise to do so... "The jurisdiction of this court under Article 32 is not a panacea for all ills but a remedy for the violation of fundamental rights. The remedies for such perceived grievances as the peti- tioner has about the dominant presence of materialism must lie elsewhere...," a bench compris- ing Chief Justice T S Thakur and Justice D Y Chandrachud said. Justice Chandrachud, writ- ing the judgement for the bench, however, agreed with the con- tention of lawyer petitioner Mrs Santosh Singh that the moral values are an integral compo- nent of value-based education. The court said that the maat- ters of policy are "entrusted to the executive arm of the state" and the court is concerned with the "preservation of the rule of law". "There is a tendency on the part of public interest petition- ers to assume that every good thing which society should aspire to achieve can be achieved through the instru- mentality of the court. "The judicial process pro- vides remedies for constitution- al or legal infractions. Public interest litigation allows a relaxation of the strict rules of locus standi. However, the court must necessarily abide the parameters which govern a nuanced exercise of judicial power," it said. Hence, where an effort is made to bring issues of gover- nance before the court, the basic touch stone on which the invocation of jurisdiction must rest is whether the issue can be addressed within the framework of law or the Constitution, the judgement said. NEW DELHI, July 22:

Union Minister HarsimratKaur Badal today threatened tomove a privilege motion againsttwo Congress MPs for theiralleged "misbehaviour" with her inRajya Sabha.
