Haqeeqat Kanne Rubaro'. TheDogri translation of the book hasbeen done by Dr Neelam Sareen.

Dr Singh said there is apressing need to promote theregional languages and cultureas they provide a strong andvibrant medium of expression ofthe artists and writers besidesgiving an insight into the historyand cultural moorings of a par-ticular region. "By ensuringpropagation of regional lan-guages, we would be ensuringthat the young generation alsogets to know about their culturalroots, which would ensure theirproper socialization," he said.

The Deputy Chief Ministeradded that the Government isalso working through variousinitiatives for preservation andpromotion of regional languagesand culture. He said peopleshould also contribute in carry-ing forward the Governmental

Dr Jitendra announces incentivesfor ‘Start-Ups’ in Northeast

NEW DELHI, Dec 16:Union Minister of State(Independent Charge) forDevelopment of North EasternRegion (DoNER), MoS PMO,Personnel, Public Grievances,Pensions, Atomic Energy andSpace, Dr Jitendra Singh todayannounced special incentivesfor startup entrepreneurship inNortheast and said, this wouldencourage avenues of employa-bility and livelihood not onlyfor youth from the region, butalso from all over the country.

Speaking at an interactiveprogramme organized byNortheast MPs' Forum andattended by Members ofParliament from eight North

Eastern States and representa-tives of various trade organiza-tions, Dr Jitendra Singh said,"Startup India, Standup India" isthe most unique programme inthe world ever started anywhereand it offers unprecedentedincentives like 3 years of taxholiday and 3 months of exitperiod. Such kind of a youth-centric initiative, he said, couldhave been taken only by theModi government which caresfor the children of this countrylike its own children and iscommitted to ensure respectableavenues of livelihood for them.

In addition to the incentivesalready announced in the pro-gramme, Dr Jitendra Singh said,the Ministry of DoNER hasdecided to provide an additionalincentive of Venture CapitalFund for any youngster fromany part of India who wishes toset up a "Start-Up" entrepre-neurship in Northeast.Besides,he said, the North EastDevelopment FinanceCorporation (NIFDi) also hasprovision to provide easy loansto set up entrapreneurship.Withenormous unexplored avenuesincluding organic farming andmanufacturing, he said,Northeast has the capacity toemerge as the favorite destina-tion for young startups from allover India,he added.

Dr Jitendra Singh also dis-closed that "Northeast IndustrialPolicy" has also been revived.

Citing some of the achieve-ments of the Ministry ofDoNER during the last one year,Dr Jitendra Singh disclosed,with the measures to ease theprocedures for submission ofDPRs and UtilizationCertificates, there is not only anincrease in the number of proj-ects completed every year, butthe pendency of UtilizationCertificates has also decreased.If, for example, he said, duringthe last financial year ending

March 31, 2016, the total num-ber of projects completed wasjust around 30, in the currentfinancial year, in just first sixmonths ending 31st October,over double the number of proj-ects are either completed ornearing completion.

In order to overcome thedelays in execution and spend-ing of funds, Dr Jitendra Singhsaid, the Ministry of DoNERhas set an example in the lasttwo years by experimentingwith out-of-the-box options. Forexample, he said, the DPRsfrom the State Governments arenow routed directly to the con-cerned Union Ministry withoutgoing to the DoNER Ministrywhich only acts as facilitator,coordinator and expediter.Similarly, to make the submis-sion of Utilization Certificatesmore prompt and authentic,services of Space Technologyhave been involved to a sub-stantial extent,he said.

The DoNER Ministry, DrJitendra Singh said, has gonebeyond the mandate of onlydevelopment and engaged itselfin inter-ministerial interactionwith other Ministries to pushforward the process of settingup new airports and expansionof rail network. He disclosedthat the extension of the air-stripat the Shillong Airport will befunded by the DoNER Ministryand similarly, the constructionof the Agartala to Bangladeshrail track will also be funded bythe DoNER Ministry for theportion of the track on theIndian side.

Woman Army officercommits suicide

JAMMU, Dec 16: A womanArmy officer has allegedly com-mitted suicide by shooting her-

self with her service pistol in anArmy unit here, a police officersaid today.

Major Anita Kumari (36)was last night found dead in herroom with bullet injury in head.She allegedly shot herself withher pistol at the unit in BariBrahamana area, he said.

It appears she has committedsuicide, the officer said, addingpostmortem of the body is beingconducted and a case has been

registered in this regard.The forensic team has been

sent to the spot for the probe, hesaid.

Meanwhile, a Court ofInquiry has been ordered byArmy in this regard.

Maj Anita, who hailed fromHimachal Pradesh, belongs toArmy Service Corps.

Police is also investigatingthe matter at its own level.Police said that she was underdepression for some time andthat can be the cause of theextreme step taken by her.Though married Major Anitawas living in separation forsome time, police added.

Her body was handed overto her family members afterpost-mortem today for crema-tion. Her sister had come toreceive the body. BariBrahmana Police has registereda case under relevant sections ofthe law in this regard.

Indian Army celebrates victoryover Pakistan in 1971 war

UDHAMPUR, Dec 16: The45th anniversary of "VijayDiwas" was celebrated with tra-ditional enthusiasm by IndianArmy in Northern and WesternCommands today.

A large number of ex ser-vicemen and service personnel

participated in the celebrationsand paid homage to the martyrswho laid down their lives inIndo-Pak war of 1971.

Each year, December 16 iscelebrated as ‘Vijay Diwas’ tocommemorate India's historic vic-tory over Pakistan. Swift and pro-fessionally planned operationsexecuted by the Indian Armedforces led to one of the greatestmilitary victories for the liberationof the people of erstwhile EastPakistan and the creation of a sov-ereign independent Bangladesh. Itwas on this day, that the largestmilitary surrender took place atDhaka when Indian Army, accept-ed the surrender of over 90,000Pakistani troops from Lt GenAAK Niazi of the Pakistan Army.

The Northern Commandcommemorated the occasionwith a wreath laying ceremony at‘Dhruva Shaheed Smarak' byNorthern Army Commander, LtGen D Anbu. In this message, LtGen Anbu said that, "This glori-ous day in the annals of history ofIndia was made possible due tothe supreme sacrifices of valiantsoldiers during the war. TheIndian Army changed the courseof history with its undeterredcourage, dedication and profes-sionalism, bringing glory andhonour to the Nation". ThereafterLt Gen D Anbu interacted withthe veterans and service person-nel present on the occasion.

In order to commemorateVijay Diwas, the CounterInsurgency Force celebrated theoccasion with a wreath layingceremony at 'Wall ofRemembrance' which was wit-nessed by various civil digni-taries.

General OfficerCommanding, CIF exhorted allranks to rededicate themselvesin service of the nation and emu-late the devotion and dedicationof war veterans and martyrs.

'Vijay Diwas' was celebratedat Headquarters WesternCommand, today with full mili-

tary grandeur and dignity. Tocommemorate this historic, occa-sion, a solemn ‘wreath layingceremony' was held at the "VeerSmriti" at Headquarters WesternCommand, Chandimandir.

Lt Gen IS Ghuman, Chief ofStaff and all ranks of WesternCommand and a large number ofveterans and serving soldierslaid wreaths in honour of ourvaliant martyrs and to pay hom-age to those who sacrificed theirlives for our motherland.

The day is celebrated to com-memorate the spectacular victoryachieved by the Indian Armedforces on both the Eastern aswell as Western fronts in 1971. Itwas on this day 45 years ago thatover 90,000 Pakistani Troopssurrendered to Indian Army,which resulted in the creation ofBangladesh. Major battles werefought all along the WesternFront resulting in comprehensivedefeat of the Pakistan Army.

To mark the 45th year of vic-tory of Indian Army in 1971Indo-Pak war over PakistanArmy, Vijay Diwas was cele-brated at Nagrota MilitaryStation. The GOC White KnightCorps, Lt Gen AK Sharma, laidwreath at Ashwamedh ShauryaSthal War Memorial at Nagrotain the morning hours to honourthe valiant martyrs of IndianArmy. Officers and jawans ofWhite Knight Corps also paidtheir homage on the occasion.

Speaking on the occasion,GOC said that Indian Army hasalways stood tall and met all thechallenges faced by the nationin an exemplary manner, com-ing out victorious each andevery time. He also exhorted thevaliant troops of Army to beready to face any challenge.

General Officer Commanding,Tiger Division laid a wreath atTiger War Memorial in JammuCantt today to commemorateVijay Diwas and paid homage tothe martyrs. The function wasattended by several serving andretired officers and jawans to payhomage to the brave soldiers whohad laid down their lives for thecountry. Last post was sounded bybuglers to mark the occasion.

It was on Dec16, 1971 thatthe Indian Army under the leader-ship of General SHFJ Manekshaw(later Field Marshal), Navy, AirForce and the Paramilitary forcestogether registered a historic winover the Pakistan forces. The daywitnessed the largest military sur-render after World War II.

On the occasion of VijayDiwas, the Army organised awreath laying ceremony on thestatue of brave soldier, NaibSubedar Chuni Lal at GathaPark Bhaderwah. A number ofveterans, Veer Naris and localsof the area gathered to remem-ber the son of the soil.
