Excelsior Correspondent JAMMU, Dec 16: Deputy Chief Minister, Dr Nirmal Singh today stressed the need for pro- moting regional languages through extended literary activi- ties. The Deputy Chief Minister was speaking at a function organized by Duggar Manch at K L Sehgal Hall here today in connection with the release of Dogri translation of Satish Verma's book 'Pakistan Di Haqeeqat Kanne Rubaro'. The Dogri translation of the book has been done by Dr Neelam Sareen. Legislators, Ramesh Arora, Dr Krishan Lal, Director, Department of Information and Public Relations, Dr Shahid Choudhary, Additional Deputy Commissioner, Jammu, Dr Arun Manhas, President Duggar Manch, Mohan Singh, Secretary, Academy of Art, Culture and Languages, Dr Aziz Hajini, academicians, writers, and journalists attended the function. Dr Singh said there is a pressing need to promote the regional languages and culture as they provide a strong and vibrant medium of expression of the artists and writers besides giving an insight into the history and cultural moorings of a par- ticular region. "By ensuring propagation of regional lan- guages, we would be ensuring that the young generation also gets to know about their cultural roots, which would ensure their proper socialization," he said. The Deputy Chief Minister added that the Government is also working through various initiatives for preservation and promotion of regional languages and culture. He said people should also contribute in carry- ing forward the Governmental initiatives. Speaking on the occasion, legislators, Ramesh Arora and Dr Krishan Lal also called for preservation and promotion of the regional languages. They said there is a dire need of pro- moting Dogri language and con- certed efforts are afoot so that the language is properly promot- ed and propagated. Speaking on the occasion, Dr Shahid Choudhary highlighted the importance of the regional languages and the steps to be taken for their preservation and promotion. Speaking at an interactive programme organized by Northeast MPs' Forum and attended by Members of Parliament from eight North Eastern States and representa- tives of various trade organiza- tions, Dr Jitendra Singh said, "Startup India, Standup India" is the most unique programme in the world ever started anywhere and it offers unprecedented incentives like 3 years of tax holiday and 3 months of exit period. Such kind of a youth- centric initiative, he said, could have been taken only by the Modi government which cares for the children of this country like its own children and is committed to ensure respectable avenues of livelihood for them. In addition to the incentives already announced in the pro- gramme, Dr Jitendra Singh said, the Ministry of DoNER has decided to provide an additional incentive of Venture Capital Fund for any youngster from any part of India who wishes to set up a "Start-Up" entrepre- neurship in Northeast. Besides,he said, the North East Development Finance Corporation (NIFDi) also has provision to provide easy loans to set up entrapreneurship.With enormous unexplored avenues including organic farming and manufacturing, he said, Northeast has the capacity to emerge as the favorite destina- tion for young startups from all over India,he added. Dr Jitendra Singh also dis- closed that "Northeast Industrial Policy" has also been revived. Citing some of the achieve- ments of the Ministry of DoNER during the last one year, Dr Jitendra Singh disclosed, with the measures to ease the procedures for submission of DPRs and Utilization Certificates, there is not only an increase in the number of proj- ects completed every year, but the pendency of Utilization Certificates has also decreased. If, for example, he said, during the last financial year ending March 31, 2016, the total num- ber of projects completed was just around 30, in the current financial year, in just first six months ending 31st October, over double the number of proj- ects are either completed or nearing completion. In order to overcome the delays in execution and spend- ing of funds, Dr Jitendra Singh said, the Ministry of DoNER has set an example in the last two years by experimenting with out-of-the-box options. For example, he said, the DPRs from the State Governments are now routed directly to the con- cerned Union Ministry without going to the DoNER Ministry which only acts as facilitator, coordinator and expediter. Similarly, to make the submis- sion of Utilization Certificates more prompt and authentic, services of Space Technology have been involved to a sub- stantial extent,he said. The DoNER Ministry, Dr Jitendra Singh said, has gone beyond the mandate of only development and engaged itself in inter-ministerial interaction with other Ministries to push forward the process of setting up new airports and expansion of rail network. He disclosed that the extension of the air-strip at the Shillong Airport will be funded by the DoNER Ministry and similarly, the construction of the Agartala to Bangladesh rail track will also be funded by the DoNER Ministry for the portion of the track on the Indian side. Woman Army officer commits suicide Excelsior Correspondent JAMMU, Dec 16: A woman Army officer has allegedly com- mitted suicide by shooting her- self with her service pistol in an Army unit here, a police officer said today. Major Anita Kumari (36) was last night found dead in her room with bullet injury in head. She allegedly shot herself with her pistol at the unit in Bari Brahamana area, he said. It appears she has committed suicide, the officer said, adding postmortem of the body is being conducted and a case has been registered in this regard. The forensic team has been sent to the spot for the probe, he said. Meanwhile, a Court of Inquiry has been ordered by Army in this regard. Maj Anita, who hailed from Himachal Pradesh, belongs to Army Service Corps. Police is also investigating the matter at its own level. Police said that she was under depression for some time and that can be the cause of the extreme step taken by her. Though married Major Anita was living in separation for some time, police added. Her body was handed over to her family members after post-mortem today for crema- tion. Her sister had come to receive the body. Bari Brahmana Police has registered a case under relevant sections of the law in this regard. A large number of ex ser- vicemen and service personnel participated in the celebrations and paid homage to the martyrs who laid down their lives in Indo-Pak war of 1971. Each year, December 16 is celebrated as ‘Vijay Diwas’ to commemorate India's historic vic- tory over Pakistan. Swift and pro- fessionally planned operations executed by the Indian Armed forces led to one of the greatest military victories for the liberation of the people of erstwhile East Pakistan and the creation of a sov- ereign independent Bangladesh. It was on this day, that the largest military surrender took place at Dhaka when Indian Army, accept- ed the surrender of over 90,000 Pakistani troops from Lt Gen AAK Niazi of the Pakistan Army. The Northern Command commemorated the occasion with a wreath laying ceremony at ‘Dhruva Shaheed Smarak' by Northern Army Commander, Lt Gen D Anbu. In this message, Lt Gen Anbu said that, "This glori- ous day in the annals of history of India was made possible due to the supreme sacrifices of valiant soldiers during the war. The Indian Army changed the course of history with its undeterred courage, dedication and profes- sionalism, bringing glory and honour to the Nation". Thereafter Lt Gen D Anbu interacted with the veterans and service person- nel present on the occasion. According to the FIR, a written complaint lodged by M/s Ramesh Traders, Shop No. 15, Opp. ZPHQ, Palace Road through its Proprietor Ramesh Razdan, son of late Jagan Nath Razdan of Lower Laxmi Nagar, Sarwal was received in the Crime Branch wherein the complainant had alleged that some unknown persons had on September 26, 2014 withdrawn an amount of Rs 6 lakh through e- banking from his bank account No. 174 in J&K Bank Branch Chowk Chabutra as he received an SMS regarding the transaction. It was further alleged that he immediately informed the bank through a written complaint and an e-mail but the bank expressed its inability and could not recov- er the money.
