The Conunittee is requesting that you approve the sole source purchase of this software.
The request for funding for the purchase of this software was included in the initial
budget for the upgrade of the 9-1-1 Center. I have attached a copy of the page from the budget
request presentation. This presentation was approved during the joint City / County meeting held
on May 26. 2009.

THIS AGREEMENT, made and entered into this .ST day of October 2009, by andbetween the DISTRICT BOARD OF TRUSTEES OF LAKE CITY COMMUNITYCOLLEGE, 149 SE College Place, Lake City, Florida, 32025, hereinafter referred to asthe "College", and Columbia County Fire Rescue, hereinafter referred to as the "Agency",
WITNESSETH
WHEREAS, the College offers an approved program of the study in the field ofFire Science programs, and
WHEREAS, the College desires that its students obtain field experience, and
WHEREAS, the Agency desires to cooperate with the College in implementing the abovestated objective,
NOW, THEREFORE, in consideration of the mutual promises contained in thisAgreement, the Agency and the College, by their duly constituted and authorized officers,agree as follows:
THAT the students enrolled in the above-named program and the faculty at the Collegemay use the various departments of the Agency for field practice. The number of studentsand the specific dates when the students of the College will be utilizing the variousdepartmental facilities of the Agency will be established and agreed upon by both partiesin advance of the specific session. Learning experiences in the laboratory departmentswill be selected by the faculty, and the days and hours planned by the faculty of theCollege in cooperation with the Agency.
THAT neither the College nor the Agency will discriminate in its employment practices oradmission of students on the basis of race, color, religion, age, sex, marital status ornational origin nor will either discriminate against any qualified handicapped individual.

RESPONSIBILITIES/RIGHTS OF THE AGENCY:
I. To share in the responsibility for the education of College's students in the FireScience programs through the cooperation and assistance of its staff andemployees along with the faculty and students of the College.
Students shall be selected for the program by the College and under the program,shall not exceed the teaching capabilities of the agency.
To provide for opportunities for observation and practice experience on the property,and in selected areas of the Agency. The student will be accompanied by aninstructor at all times. The student will be allowed to have practice experience onlyafter the instructor has verified the student's capabitity.
To make available to faculty and students of the College the use of its facilities thesame as to its own personnel.
To make available whenever possible to faculty and students of the College itsfacilities and services in the planned learning experiences of the aforementionedprogram.
To provide conference and meeting rooms as required and needed, if available andnot being used for other purposes by the Agency.
To include faculty members of the program in their staff meetings when policies tobe discussed affect or directly relate te the program.
The Agency agrees to provide access to faculty and students for emergencymedical care in case of illness or accidents incurred while on duty in the Agency.Student is not eligible for worker's compensation, and medical expenses incurredwill be the responsibility of the student.
Instruction under the program shall be at all times agreed by the parties to thiscontract.
To assume responsibility for the supervision of assigned program students duringthe performance of clinical practice. The Agency will provide direct supervision of
students.
To provide necessary feedback and evaluation of assigned program studentsutilizing the specified evaluative tool as prescribed, and communicate to academicfaculty any student deficiencies or needs for remediation.

THAT the Agency can require the College to withdraw a facility member or studentfrom its facilities whose conduct or work with patients or personnel is not, in theopinion of the administration of said Agency, in accordance with acceptablestandards of performance. The college agrees to maintain discipline amongstudents and faculty.
All necessary training equipment per Florida Administrative Code for each planneddrill experience including hoses, ladders, ropes, vehicle, and other apparatus.Appropriate facility and space for skills training including access to burn facilityand/or associated costs.
THE RESPONSIBILITIES/RIGHTS OF THE COLLEGE ARE:
To use proper Agency channels to make plans for observation and practiceexperience.
To comply with current policies and procedures of the Agency, including allapplicable legislation and regulation.
To maintain standards of the program as recommended and prescribed by allgoverning bodies and accrediting agencies regulating the program.
Faculty members attend orientation to the Agency.
To comply with and require, if necessary, physical examination, chest x-rays andcertain immunizations as deemed necessary by the Agency or other such authorityrelative to the program prior to entrance upon premises under the program.
To employ qualified employees in the program as administrators and instructors.The College agrees to the responsibilities of interpreting the objectives of theprogram to the students, consulting with administrative personnel of the Agency inadvance about use of the various facilities.
To be responsible for the educational supervision of students in the program.
Students shall be selected for the program by the College and program classesshall not exceed the teaching capabilities of the Agency.
Maintain individual records of classes and practicum student competency andhealth.
Maintain strict confidentiality regarding all patient-centered inforrnation.
Prepare any rotational plans for services to be used for experiences and to securethe approval of this plan from the Agency prior to commencement of educational

program under the facilities. Major changes in the plan will not be effective until such
time as they shall be approved by the Agency.
RESPONSIBILITIES/RIGHTS OF THE STUDENT:
The student will provide documentation of current health insurance coverage tothe program coordinator prior to beginning clinical rotations.
Student will be punctual in attendance in accordance with the times scheduled by
the College and/or Agency.
Student will maintain strict confidentiality regarding all patient or agency centeredinformation in accordance with the requirements of the Health Insurance Portability
and Accountability Act.
Students will treat all agency personnel, patients, constituents and visitors withdignity, respect, and courtesy.
Students will abide by all applicable policies and procedures as set forth by the
College and/or Agency.
Students will provide timely notification of impertding tardiness and/or absence to
the appropriate staff of the College and Agency.
Students will provide written/oral assignments, presentations or reports as directed
and assigned by College and/or Agency Instructional Personnel.
Students. will be. with mutual dignity, courtesy and respect by agency
personnel.
Routine measures will be employed to assure the student of a safe, legal and ethical
practice environment.
The student will have immediate access to a supervising clinical instructor during
the clinical practicum.
The student may request and be entitled to a conference with the Clinical Instructor,
and/or Program Coordinator.
The student is entitled to periodic performance assessment, necessary privacy,
confidentiality and non-discrimination.
The student may request a transfer from the assigned Clinical Instructor and/or
Agency in the event a situation cannot be resolved.

GENERAL CONDITIONS:
The Agency and the College expressly agree that all faculty and students under theprogram shall remain employees or students of the college. The College agrees thatit will never act or represent it is acting as an agent of the Agency or incur anyobligations on the part of the Agency without first obtaining the express writtenauthority of the Administrator. The Agency agrees that it will not be responsible forany salaries, taxes or insurance of the College faculty, agents or students.
No alterations, modification, or variation of the terms of this agreement shall be validunless made in writing and signed by both parties hereto.
The Agency and College agree that executed copies of this agreement shall beplaced on file with the Administrator of the Agency and the Executive Director,Public Service Training Programs, Lake City Community College.
The College also at all times agrees to provide certification of liability insurance inthe amount of $1,000,000/63,000,000 for all students and faculty members in theperformance of their duties and responsibilities at the Agency. Such liability shallcover all causes of action, claims demands, liabilities, losses, damages, judgmentsor expenses of every kind and nature, including all costs and attomey's feeshereafter required as a result arising out of any negligent acts of omissions of theCollege, its students, and/or faculty in connection with and pursuant to this contract.The College shall provide a certificate of insurance to the Agency evidencing suchinsurance coverage if required by the Agency. The College will notify the agency ifany changes occur.
Each party is responsible for all personal injury and property damage attributableto the negligent acts or omissions of that party and the officers, employees andagents thereof acting within the scope of their employment. Nothing herein shallbe construed as an indemnity or a waiver of sovereign immunity enjoyed by anyparty hereto, as provided in Section 768.28, Florida Statutes, as amended fromtime to time, or any other law providing limitations on claims or to impose liabilityon either party for which it would not otherwise by law be responsible.
College will make its internal practices, books, and records relating to the use anddisclosure of Protected Health Information available to the Secretary of Health andHuman Services to the extent required for deterrnining compliance with theFederal Privacy Regulations.
THIS AGREEMENT shall become effective upon the date of signature of both parties andshall be renewed from year to year unless either party requests a change or termination

thereof.
THIS AGREEMENT may be terminated at any time by either party hereto, with or without
cause upon twenty (20 days) written notice to the other party, provided that students
currently enrolled in the program shall be permitted to complete the course.
Any notice required or permitted to be given under this agreement shall be sufficient if in
writing and sent by certified mail to either of the parties. Notice shall be effective upon
compliance with this section.

The Columbia County Board of County Commissioners met in a scheduled meeting atthe School Board Administration Office. The meeting opened at 7:00 p.m. with prayer. ThePledge of Allegiance to the Flag of the United States of America followed.

Public Input.Citizen Barbara Lemlev asked why fimds generated through special assessments are
wasted on indigent property owners when the county could file a lien and collect the money at alater date The County Manager explained it was a policy decision made by the Board in 1987,which was when Non Advalorem Assessments were first levied. It is also the decision of theBoard that liens not be pursued on those indigent properties, primarily due to the cost of pursuingthe lien vs. the return. The loss is made up with the General Revenue funds as the loss cannot bepassed on to other non advalorem payers.
Fort White Girl's Softball Association. Association President Rodney Cole presentedthe Board vvith a trophy, and he expressed appreciation for the Board's past support of theassociation.
Ichetucknee/South Columbia Volunteer Fire Department. Attorney Feagle presenteda proposed agreement for the Board's review, which addresses the transfer of real property andthe operation of Fire and Rescue Services. This is a three party agreement between ColumbiaCounty, the town of Fort White, and Ichetucknee/South Columbia Volunteer Fire Department. Ifapproved by the Commission, the agreement will need to be forwarded to the other two partiesfor their consideration and approval. Attorney Feagle briefly reviewed the agreement.
MOTION by Commissioner Weaver to approve the agreement and forward it to the otherparties. Second by Commissioner Frisina. The motion carried unanimously (4-0).
Consent Agenda.
The public called for clarification on item #9. The County Manager offered additionalinformation.
The County Manager commented on the following items prior to approval:

K&M Maintenance. Roadside mowing and litter pickup is currently done through acontract with K&M Maintenance. The current contract is under extension and will expireJanuary 30, 2010. K&M Maintenance has requested an additional extension of one year on thecontract with current terms and conditions.
The County Manager advised the Commission that next year, administratively, there areplans to make changes in the program by reassigning the mowing to a different department forsupervision. Therefore, should there be a decision to extend the contract for one year, the newdepartment head will meet with the K&M representatives to review the provisions of the contractand discuss any county concerns. This will come back before the Board.
Commissioner Bailey will support the extension as long as K&M has a very clearunderstanding that they must strictly adhere to the terms and conditions agreed upon.
MOTION by Commissioner Weaver to approve the one year extension. Second byCommissioner Frisina. The motion carried unanimously (4-0).
Collins Lane/N.W. Collins Glen District 1. Attorney Feagle explained that Ms.Wanda Parnell owns property in District 1 on the westerly end of what is now known as CollinsLane. Ms. Parnell cannot schedule delivery of her mobile home until the county assigns aphysical address to the property. An address has never been assigned to this property, becausethe road was not in the County's addressing database; yet there is a green road sign situatedthere. Attorney Feagle said that after receiving a call from the conunissioner regarding thematter, he took a look at the road and spoke with Mr. Ron Croft at the Addressing Department.In order to put this road in the database and assign it an address, Mr. Croft said that he simplyneeds to know if it is a public or private road and what name should be assigned. The proposedname of the road is N.W. Collins Glen.
Commissioner Williams arrived during this discussion and said that Collins Lane hasbeen a county road for as long as he can remember. He said that the road has been maintainedby the county. He explained that because the road has not had anyone living on it, it has notbeen scheduled on a routine basis.
MOTION by Commissioner Williams to have Collins Glen remain a county road, toadvise the adjoining property owner [no name provided] to remove the cable that he placedacross the county road, to change the name of the road to N.W. Collins Glen, and to authorizestaff to notify Ron Croft that an address should be assigned to Ms. Parnell. Second byCommissioner Dupree. The motion carried unanimously (5-0).
Chief of Police. Commissioner Williams advised that his late arrival was due to hisparticipation in interviews for a new Chief of Police. He said that interview scores have beentotaled and provided to the City Manager. The results will likely be made public tomorrow.

The Columbia County Board of County Conunissioners met in a regularlyscheduled meeting at the School Board Administration Office. The meeting opened at7:00 p.m. with prayer. The Pledge of Allegiance to the Flag of the United States ofAmerica followed.

Citizen Input:Mr. Stewart Lilker asked by what legal authority it is that the county mandates
that the public "must" complete a card giving their personal information in order to speakto the Board of County Commissioners. Mr. Lilker said that he has no problem with theBoard "requesting" the card be completed prior to speaking, but said he does have aproblem with the Board "requiring" it of the public. He asked Attorney Feagle if there isany rule or mandates requiring the public provide their personal information in order toaddress the Board.
Attorney Feagle replied that a legislative body has the authority to adopt rules andregulations to govern procedures of their meetings. The cards, as well as the rule thatonly allows a citizen to spealc to the conunission for five minutes are both rules adoptedby the Board. He said that Florida Statutes 125 addresses the powers and duties of aCounty Commissioner. Mr. Lilker said Chapter 125 does not give them to power tomake up any rule they want to "just because they want to."
Mr. Lilker said that a terra-byte of storage space is approximately $99, whichwould provide enough space for the county to store at least 16,000,000 recorded audiofiles. He asked why the audio recordings are now being removed after being posted foronly 90 days, other than it is being done so that the county can keep a record of whowants to listen to the recordings after the 90 days have lapsed. Chairman Bailey said thatit is his understanding that it is a space issue.
Mr. Lilker asked if anyone lcnew if the County's I.T. staff was going to be takingcare of the Library computers. Asst. County Manager Roberts replied that the Countyhas a part-time I.T. person that talces care of the library.
Mr. Lilker said that he heard someone say that there may be a raise in sight for theAssistant County Manager. He asked if that was a fact. Asst. County Manager Robertsreplied, "If there is, I don 't know anything about it."
Mr. Lilker asked if the County Commission has any idea when it may be movingout of the annex. Chairman Bailey replied there are no definite plans to move or currentrenovations taking place at this time.

Fire Protection Services - #2009R-35The Board considered Resolution 2009R-35, relating to the provision of fire
protection services. Attorney Feagle gave a brief overview of the rates. The publichearing opened.
Citizen Stewart Lilker asked why the County Manager was not in attendance.Assistant County Manager Roberts answered that he was working on the budget.
Mr. Lilker said that the rates "were a bunch of hokum" and were obviously meantto take care of those individuals who have a lot of acreage. He said that he received acounty print out that shows some of those larger land owners. He named some of thelarger land owners: Chairman Bailey's father and Plumb Creek. He said that severalmembers of the Dicks and Feagle families receives several thousands of dollars inreductions due to the large amounts of contiguous property in the county, and that thereductions are done on the backs of the hard working families of Columbia County.Other names he gave as receiving thousands upon thousands of dollars in discounts wasthe Marsh group, which Mr. Lilker said is Sam Oosterhoudt's company, AudreyBullard's group, and other large timber companies. He said that the Butler family, andAmerican Timber Land also receives deductions.
Mr. Lilker said that a letter sent to the county on July 3, 2009 advised thatNabors, Giblin & Nickerson couldn't do an accurate rate study, because the onlyinformation they had for fire response was from 2005. He asked why, when the fire ratestudies were done, the county only provided information from 2005, when there wasclearly more current information that could have been provided to work vvith. He saidthat he would send a copy of this information over to the Clerk's Office the next businessday to be added to the minutes.
Chairman Bailey responded that his father has 160 acre that is divided by asection and township which cannot be combined on a tax deed by the Property Appraiserand the Tax Collector. Chairman Bailey explained that contiguous property comes intoplay when there are four separate parcels in a quadrant with different sections andtownships. Chairman Bailey said that this happens all across this county. ChairmanBailey said that there are other people who have their properties together and there is no

reason that they should have to pay that base rate. He told Mr. Lilker to get his factsright.
Mr. Lilker responded that his facts were correct, and that his personal propertiesare together, and that he has to pay the base rate for his properties that are together. Mr.Lilker told the Chairman that the county records reflect that several thousands of otherpeople pay the base rate for contiguous property as well. Mr. Lilker said that "everyone"should have to pay their fair share.

Solid Waste Collection and Disposal Services - 42009R-36The Board considered Resolution #2009R-36, relating to the provision of the

Citizen Stewart Lilker expressed opposition to the rate. He said that he cannotunderstand why the county has no recycling programs. He said this is a user's fee and isnot a special assessment. He told the Board that homes generating one can of trash everytwo weeks should not be charged the same rate as those homes generating 4-5 each week.He spoke against the increase in rates. He suggested the Board look into solid wastedrop-off stations. He said that this has been successful in other counties and should beconsidered.

Commissioner Weaver. The motion carried unanimously.

County Manager Roberts explained that it is at the request of the residents in that areathat the county levy a special assessment in order to get the private roads in theirresidential area paved. Attorney Feagle said that he believes that the roads have alreadybeen deeded to the county. Mr. Lilker asked how much longer it will take for theresidents of Rolling Oaks finish paying for the road paving. Attorney Feagle said hethought another 10 -15 years.

Community Wildlife Habitat ProjectThe National Wildlife Federation offers a designation called the Community
Wildlife Habitat; There are six in the State of Florida. The Columbia County WildlifeHabitat Committee is seeking designation of our community through this program.

Ellisville Utility UpdateThe Columbia County Utility Committee met on September 01, 2009 and
recommended a water distribution route. This route was depicted on the overhead screen.

The distribution route would complete a loop from the Ellisville Water Well. Asst.County Manager Roberts explained the route, "Go under 1-75...would follow analignment parallel to 1-75 along October Road to SR 238, traveling west to US.441...would go under 441, and travel west under 1-75, then turn in a southerly directiontoward Ottis Howell Road, then east back to US. 441, traveling US. 441 south to BaileyRoad, and then north on Giles Martin [Road)... back to the well field."
The Utility Committee is asking that the Board accept their recommendation ofthe stated distribution route
Conunissioner Weaver asked if it was approval of the "route" only. Asst. CountyManager Roberts said that it is only the "route" for the waterline.
Conunissioner Williams said the stimulus money will pay for the cost of puttingthe waterlines in the ground. Asst. County Manager Roberts replied that the county hasnot received the bids yet.
Commissioner Dupree explained that the bids coming back in are for the originaldistribution route and not the route described by the Asst. County Manager.
Commissioner Williams asked why the expected bid is for the original route andnot the route described by the Asst. County Manager. Commissioner Dupree andConunissioner Bailey responded that they did not know why, and that it was a goodquestion.
Commissioner Dupree said that the Utility Conunittee wants to abandon thedesign that included the "two loops" and design the system described [above]. Heexplained that once the 1 9 million dollars of stimulus money is exhausted, the differencewill have to be made up by the county. Commissioner Dupree said that to date, nobodyknows at what point in the design the funds will be depleted. He said that someoneshould be able to get a better grip on what the initial cost is going to be to complete theloop. At that time other decisions can be made. He said that he does not believe the 1.9million dollars would be enough to complete the system.
Commissioner Dupree said that the Utility Committee would like for the Boardto, "Authorize this distribution system to be "the" distribution system for the watersystem on the north side of Ellisville to create the loop; with the understanding that we[Utility Committee] are not asking that it be completed today. Also, that the Board in allof this too...that Eutaw Utilities not be responsible for any further construction drawings,administration or anything with any future design work for the north side."
Conunissioner Dupree said that currently out to bid is the "part" from the wellfield, up Bailey Road and then back to Hwy. 441. The bid opening date for that section isSeptember 21, 2009. The bid opening for the second portion, which is the portion theUtility Committee recommends abandoning, has an opening date of September 28, 2009.
Answering a question from Commissioner Williams, Asst. County ManagerRoberts said that no wholesale water rate has been received from the City of Lake City.
Commissioner Dupree said that the City has been very informative and helpful inthe Utility Committee meetings. He said that there is some hesitation on their part aboutthe operation and management of the Ellisville Utility, but he think they may "comearound." He said the City is currently reviewing the plans of the county. He said that hebelieves the matter will be a topic at the next Utility Committee meeting next week. Hesaid that there have been some discussions of the City possibly running a waterline from

the Oasis Bar on Hwy. 441 into Ellisville. The City understands that the only way forthis to happen will be if they sell the county water at a reduced rate.
The Chair asked for a vote on the motion to adopt the design of the proposedwater distribution line. The motion carried unanimously.
MOTION by Commissioner Weaver to adopt the Utility Committee'srecommendation that there be no further design work by Eutaw Utilities. Second byCommissioner Dupree. The motion carried unanimously.
20 Year Plan for Columbia CountyCoxrunissioner Williams asked where the county is at in preparing the
presentation of the 20 Year Long Range Plan for Columbia County. Asst. CountyManger Roberts replied that staff is still working on that and no timetable has been set forpresentation of the plan. Commissioner Williams said that it is very important that thecounty not just talk about what they want to do, but to have a plan in place.
Customer ServiceCommissioner Dupree recalled that approximately 7-8 months ago the Board of
County Commissioners discussed putting into place a method by which the public couldget assistance and lodge complaints. He said that the Board made a decision to have atelephone number published. He said this number should have been put on the website.He said that he received one of the new phonebooks today and there is no numberpublished for customer service, and that no telephone number or directives have beenplaced on the county's website yet.
Asst. County Manager Roberts said there has been discussion with the county'sweb designer to have that information posted. He has not finished that work.Regarding a telephone number being placed in the telephone book, she explained thatthere is a time frame in which the infonnation had to be provided to the telephonecompany. The county did not meet the deadline for getting that information in the newphonebook.
Commissioner Dupree replied that the deadline for placing something in thetelephone book is normally June or July. He said the matter was taken up 7-8 months agoto ensure there was ample time to meet those deadlines.

The Columbia County Board of County Commissioners met in a scheduled meetingat 9:00 a.m, at the School Board Administrative Office.
IN ATTENDANCE:
County CommissionersDewey Weaver, Stephen Bailey, Ronald Williams, and George Skinner.The position of District 5 County Commissioner remains vacant at this time.
County Administration
County Manager Dale Williams, County Attorney Marlin Feagle, Deputy Clerk SandyMarkham.
The Annual Reports of the County Manager for 07/08 were presented by CountyManager Dale Williams.
County Manager Williams gave an overview of the budget process and the legalrequirements of the budget. Highlights:
The Tentative Budget for the year ending September 30, 2009 was reviewed by theCounty Manager. Some of the highlights were:
Amendment 1 has been fully implemented, which resulted in a reduction of propertytax revenue. This coming year the county will have a millage increase, but a revenuedecrease.The proposed budget requires no increase in non-Ad Valorem Assessments for fireand solid waste.There is no money set aside for the new jail and associated costs.Operating costs were increased throughout the budget, primarily due to the increasein fuel costs.The budget provides a $2,000 net bonus for all county employees. This will be thelast year the county will be able to give this type of bonus. Pay raises for next yearmay or may not be possible.There are five (5) salary adjustments. They are: Parks and Landscape Director,Administrative Secretary, Maintenance Tech III, and (2) Maintenance Tech I
positions. Collectively, these adjustments are less than $25,000.Recommendation to issue a new revenue/bond of $9,300,000. This will generatesufficient monies to pave Old Wire Road and Old Herlong Road. This project willalso be possible because of the extension on the 2 cents local option gas tax.The sum of $2,000,000 was placed in the budget to address some of the existing jailconditions.

The total proposed budget for the 2008-2009 fiscal year is $99,592,241. The currentyear's total budget was $87,393,540. The differences in the money is related tocapital projects.Approximately 35% of property values are not on the tax rolls. This is a lowernumber than in years past. The County Manager reviewed the exemptions.Revenue distribution was reviewed.Revenue reductions from the current year to next year will be approximately$3,000,000. Last years reductions were just over $2,000,000.The budget being currently presented assumes less revenue than the stateestimates.Millage has been slightly increased, but revenue is reduced.Library revenue is down due to state budget cuts.Recreation fees have been added to this budget. The Annie Maddox/Richardsonportion has not been broken down, but it will be available before the second hearing.Interest earnings are greatly reduced due to the economic down-turn.The Board approved an amendment to the Agreement with the Suwannee WaterManagement District to set aside $1,000,000 00 each to provide for stormwaterissues. This agreement will negate the requirement for one year.Total appropriations are considerably less than last year.
Transportation Trust
The county has had to add significant revenues to Public Works in order to balancethis budget. As these revenues decrease, the county must pull from other revenuesto supplant.The fiscally constrained county money is based on a formula. All of that money isplaced into the budget of Public Works.The estimated beginning cash is too much cash considering the total budget. Someof this money will be placed in the Road Improvement Fund.There is a significant fuel increase added in. For the most part it is diesel.$2,000,000 was transferred into the Road Improvement Fund.
Other
There is no juvenile justice revenue and expenditures as the state is funding througha grant.Fines and forfeitures $2 surcharge is collected by the Clerk of Courts, which is themoney the Board be applied to the court systems technology expenses. Since thisrevenue amount has decreased, the amounts allocated for the State Attorney, PublicDefender, and Court Administration has also been decreased. The Board voiced thatthey desired no adjustment and that these agencies should live within the revenuestream.Class I solid waste revenues are up and that is partially due to the fact that the City ofLake City is now transporting their waste to the County's landfill.A contamination assessment plan will likely be needed at the landfill in the next 1218 months. Money has been budgeted to pay for an engineer should that becomenecessary.

There is money in the budget to help with refurbishment of the libraries. It cannot beused on new construction.
Tourist Development Fund
Library rent has been pulled for the upcoming year because the TDC will not own thebuilding beginning next fiscal year as the county will purchase the Welcome CenterFacility by assuming the remainder of the debt. There will be monies transferred fromthe TDC'sDebt Service Reserve into the TDC for upgrading the 1-75 message writingsign.When the county purchases the TDC building, the funds will transfer from debtservice to operating.
IDA
This is a millage based budget.There is no money in this budget to purchase property, pay for mitigation, etc.The proposed budget has no money to fund another project the scale of the TargetProject.Commissioner Williams suggested slightly raising the millage rate next year for thepurpose of generating funds to be used on economic development projects.
Economic Development Fund
Tax rebates: When Target pays Columbia County taxes, the Board of CountyCommissioners abates them. The ad valorem received is refunded. Currently on thebooks for abatement is New Millennium and Target.
Road Improvement Debt Service Fund
The county's 2002 Road Improvement Debt Service Bond will pay off this year. Afterthe first of the year, staff will propose doing another loan/bond and utilizing therevenues to generate $9,300,000 to assist in road improvement.The county is proposing for FY 08/09 all projects not completed last year and$11,000,000 in new projects, which are: Old Wire and Herlong Roads, CR 135, CR778, Junction Road, Centerville Road, King Road, Nash Road, Tommy Light Roadand Walter Little Road.
The commissioners expressed concern with the number of roads needing attention inthe county. Answering a question from Commissioner Bailey, the County Manager saidthat there is a listing of all roads needing repair and the estimated cost. The roads areranked "by the way" they were received. Commissioner Bailey asked the County Managerto have the county engineer, in the near future, to go through the list of roads and prioritizethem on a county-wide basis in order of importance. Commissioner Bailey said that this willhelp commissioners to know the status of their roads compared to others and that it willnnake it easier for commissioners to answer questions from their constituents regarding theroads. Commissioner Weaver said that Commissioner Bailey's idea is a good one, but

since there is no formula and no idea how much money will be available for paving, it wouldbe a difficult task.
The County Manager said that County Engineer Ralph Hardee is working on a roadinventory, which will include mapping the road, reviewing the road signage, and does acomparison to D.O.T. standards. This is a very long process and there are a lot of roads tobe inventoried. This is a positive step forward in prioritizing the roads.
Bypass Proiect
Soil borings need to be complete. Surveyors will identify right-of-way. Legaldescriptions will be prepared. Appraisals will be obtained, and then engineers canbegin work on the design.
The presentation of the floor budget concluded.
The County Manager advised that there were other requests made for funding that wasnot included in the floor budget. While the Board may nnake a decision to include any of therequests, the County Manager said that they will have to make a dollar-for-dollar reductionin the budget somewhere else in order to do so.
The Florida Legislature created a new department in 2007 titled The Office of ConflictCounsel. They are charged with representing cases where Public Defenders declare aconflict. Appeals have been filed in this matter, but should the decision hold, this will be anunfunded mandate for the county.
There was citizen comment and questions from the audience, and away from themicrophone, which were not completely audible to the Clerk.
The County Manager answered questions from Citizen David Rountree: A fee ischarge to the private sector for tire disposal. The tires are then stored at the business andwill eventually be disposed of at the owners' expense. The vast majority of those tires beingdisposed of are tires that are gathered from the road. A citizens who takes tires to the landfillwill be charged a disposal feel.
The County Manager answered questions from Citizen David Rountree: By law,anyone who levies ad valorem, with the exception of the City of Lake City and the SchoolBoard, are required to pay for the Property Appraiser's expenses. The Tax Collector is afee office and he keeps a percentage of everything he collects.
The County Manager answered questions from Citizen David Rountree: Rural Areaof Critical Economic Concern; there are four districts within the state of Florida. ColumbiaCounty is in a district that has a total of 14 counties. There are two sites. One is inColumbia County and the other is in Suwannee County. There is money in the IDA fundthis year to do some preliminary wetlands identification work so that there is some historyestablished on the site should we have interest from a business.

The County Manager answered questions from Citizen David Rountree: TheCommunity Redevelopment Fee is the money that is paid to the redevelopment fund of theCity of Lake City. The countywide millage in the redevelopment area has to refund anythingin excess of the base year.
The County Manager answered questions from Citizen Stewart Lilker: The reason he[the County Manager] said "loan" and "bond" money is because he is uncertain what thecost of the money will be. This will not be an internal loan.
The County Manager and Commissioner Weaver responded to comments fromCitizen Stewart Lilker: All salaries of the county are public record. Approximately threeyears ago a survey was taken and county employees were raised except for the CountyManager.
The County Manager answered questions from Citizen Stewart Lilker: TiffanyKnagghey is an employee of Powell & Jones, CPA. Crystal Decisions is probably asoftware company used by Powell and Jones. All of the numbers can be gathered out of anitemized report for attorney fees, etc.

Meridian Behavioral Healthcare - Increased Funding Request $3,759.91. TheCounty has budgeted $195,000. Commissioner Weaver said that if Meridian is short offunds through the year that he may be able to assist with his special projects fund balance
Columbia County Fire Department Auxiliary - Financial Assistance $5,000.00.Commissioner Weaver said that he would give a private donation.
United Way Columbia County 211 - $7,620.00.
United Way (for all United Way Programs) -$15,000.
Well-Florida Council - Financial Assistance $4,781.00.The Good Shepard of Northeast Florida - Self Help Housing Assistance $135,650.00.
Columbia County Senior Services - Transfer of Van Maintenance to County -$21,000.00.
Downtown Action Corporation - White Christmas Celebration $7,500.00.Commissioner Weaver said he appreciated their good work and that he would reserve somediscretionary funds to give assistance based on emergencies.
Beautification Committee - $1,000 request. No one was present to represent thecommittee.
Lake City/Columbia County - Arbor Day Collection $5,000.00

OtherCommissioner Bailey asked the County Manager if would compute the figures for
giving the county employees a $2,000 bonus and the numbers for giving them getting a 3%raise. He said he'd like to be able to compare the two. There was a brief discussion. TheCounty Manager will provide the computation for the Board's review and discussion.
