Carlow County Council is working in association with Transport Infrastructure Ireland (TII) to develop a scheme
to improve the N80 National Secondary Route between Castletown Cross and Graiguenaspiddoge Cross.
Roadplan Consulting is undertaking the preliminary design of this 3 km long project .

The existing section of road has many deficiencies that give rise to the need for the scheme, such as:
· It has a poor road safety history.
· The traffic carrying capacity of the road is less than the traffic demand.
· The alignment and cross section are sub-standard and inconsistent with adjacent sections of the N80.
· The road does not have hard shoulders so vulnerable road users share lanes with vehicular traffic.
These factors impact negatively on road safety, accessibility and integration, both locally and regionally.

The N80 National Secondary road extends from Enniscorthy, Co Wexford to Tullamore, Co Offaly, and is a key
route between the Midlands and the Southeast, providing connectivity to Rosslare Port via the M11 and N25. The
section of the N80 under consideration in this project is located south of Carlow town and south of the M9
Motorway. The existing road at this location is sub-standard in terms of width and alignment and was identified as
an area with a poor road safety history. Low-cost road safety measures were installed on the road in the past. The
intention of this project is to upgrade the road in terms of road safety and traffic capacity.
The appraisal of the route options has been completed, taking into consideration the feedback received from the
first non-statutory public consultation. The Online Option has been identified as the Preferred Option.
The location of the Online Option is shown indicatively on the map on the final page of this brochure. It generally
follows the alignment of the existing N80, but the tight bends are removed.
The intention of this second non-statutory public consultation is to inform you of this decision and to obtain any
additional feedback you may have relating to the Online Option. Submissions received as part of the first public
consultation will be taken into consideration by the designers in the development of the design of the Online
Option, as will any additional submissions received from this consultation.
Submissions may relate to any aspect of the Preferred Option. To assist in the making of a submission, a blank
Feedback Form is available to download from the Carlow County Council website at this page: www.carlow.ie/n80-

Submissions must be in writing; verbal submissions will not be accepted. Submissions will be treated confidentially and in accordance with the Council’s Data Retention Policy and relevant Data Protection Legislation. Once this public consultation is complete the Preferred Option will be appraised and fully developed.
The further implementation of the project would be subject to the granting of funding and consent by TII. The
next stage would be the making of applications to the appropriate Authorities for consent for the scheme and for
the acquisition of the necessary lands. The procedures governing these applications would include statutory public
consultation.
