At the Induction Ceremony held on March

20th, three City Commissioners were sworn

into office. All three City Commissioners

that were up for election in 2012 ran

unopposed. Barry Dockswell (District

1), Rex Hardin (District 3) and George

Brummer (District 5) were all sworn into

office by City Clerk Mary Chambers to

serve a two-year term.

Also at the Induction Ceremony, an

election among the City Commission was

held to appoint a vice mayor. George

Brummer was unanimously elected to

serve as vice mayor and will serve in that

capacity for a one year term.

Residents have confirmed that Pompano

Beach City Government has made great

strides to improve City services, customer

service and the overall perception of

Pompano Beach City Government. A

recent Customer Service Survey with

positive results was the second survey

the City has conducted.

In April of 2010, the first Customer

Service Survey was taken with the aim

of benchmarking and improving City

services. The City of Pompano Beach

retained an outside firm to create and

complete a survey of the City’s residents to

determine their attitudes and percep-

tions towards various City services. The

survey was taken from a cross section of

City of Pompano Beach residents. Numer-

ous programs have been implemented

since that survey was taken in each

City department in order to adjust and

improve City Government.

The follow-up Customer Service Survey

was taken 18 months after the first

survey in order to implement the initia-

tives and give residents time to utilize

various City services and work with City

staff. Results of this survey are very

encouraging and speak to the modifica-

tions and efforts of staff initiatives.

The overall impression of the City of

Pompano Beach was rated as very posi-

tive with 87.2% of the respondents indi-

cating that their impression was either

favorable or very favorable. This rating is

up from 60.5% in 2010. Conversely, only

1.3% felt the impression of the City was

unfavorable, down from 7.3%. The most

impressive improvement was the perfor-

mance of the City government with the

favorable rating increasing from 35.8%

in 2010 to 55.5% in 2012 an increase of

almost; 20%. The very favorable rating

doubled from 3.3% in 2010 to 6.7% in 2012.

Another survey question that received

very positive results was citizen satisfac-

tion with interactions with City employ-

ees at 94.5%. other questions and results

about City services and departments were

broken down more distinctively.

This recent Customer Service Survey is

confirmation that the City of Pompano

Beach is gaining on the objective of

improving City services and improving

customer satisfaction. With this feed-

back, we will continue our effort to

improve our City’s customer experience.

The City of Pompano Beach added another tool to help Pompano businesses thrive this year. The office of Housing & Urban Improvement is offering Revolving Loan Fund loans of $25,000 to $50,000 at the Prime Rate, which has been hovering around 3.25%. Here’s how the program works:

Using $500,000 of HUD Economic De-

velopment money, oHUI created the Re-

volving Loan Fund. The Fund’s purpose

is to help businesses grow so they can

create or retain jobs for low and mod-

erate income persons. Although the

loans are much like private bank loans,

the lower interest rate reduces monthly

need moneyfor your business?We’ve got a loan for that

loan payments. Lower monthly payments

help cash flow, an important ingredient

for success.

Revolving Loan Fund loans can be used

for a broad range of activities, including

working capital for inventory; machinery;

equipment and building improvements.


Any business located in Pompano Beach

can apply, but those located in the En-

terprise Zone or the Northwest or East

CRA may qualify for additional incentives

that will make their loan money go even

further. For example, a business in the

Enterprise Zone that puts its loan to-

wards building improvements can get a

refund of up to $10,000 for sales taxes

on building materials used in the project.

The State offers similar Enterprise Zone

refunds for equipment purchases and

other activities.

The news is good for 10,000 Pompano Beach homes, not so much for 1,390 properties.

The Federal Emergency Management Agency (FEMA) is preparing the first comprehensive

review of flood zones throughout Broward County in 19 years using a new “vertical da-

tum,” that enables consistent comparisons of land and water elevations across the nation.

The preliminary maps are undergoing an extensive review process and will not become

effective until sometime between the last quarter of 2012 and the first quarter of 2013.

The proposed flood zone maps show nearly 10,000 homes in the City of Pompano Beach

are no longer located within flood zones that requires mandatory flood insurance to

obtain mortgages. It is always advisable to have flood insurance, however, those home-

owners who keep their flood insurance policies after they are officially removed from the

flood zone should enjoy lower premiums and still be protected against possible flooding.

However, approximately 1,390 properties in Pompano Beach are now mapped into a

higher-risk flood zone and/or show a new Base Flood Elevation requiring flood insur-

ance where it was not previously required. You can find out if your property will be in a

flood zone when the new maps are adopted by emailing your address to floodzoneinfo@

copbfl.com. If you will be in a flood zone when the new maps are adopted, it would be

beneficial to talk to an insurance agent about buying flood insurance before the maps

are adopted. Having an existing flood insurance policy may result in lower flood insur-

ance premiums when the flood insurance requirement becomes mandatory for your

property with the adoption of the new maps.

The Development Services Department held its third Contractors Forum invit-ing residents, contractors, developers, business owners and builders to help improve Pompano Beach’s permitting process. Development Service employ-ees have been working hard to imple-ment recommendations that came out of the two previous Contractor Forums.

This year’s Contractors Forum was kicked off by rolling out the new E-Plan Review Process. The E-Plan review process allows design professionals to submit electronic (paperless) plans to the City for review. Through the electronic submittal, multiple plan reviewers can work on the plans at the same time. The software also highlights any revisions to the plans, thus allowing the City to review plan revisions quickly and accurately. These efficiency gains mean that residents, builders and businesses are able to receive their building permits in less time than ever before. In addition to speeding up the permitting process, E-Plan reduces printing and produc-tion costs by eliminating the need for multiple paper copies of printed plans.

The Contractors Forum provided attendees an opportunity to meet with staff and ask questions about permitting procedures, requirements and policies and provide valuable feedback about ways to improve the permitting process.

on october 30th, 1973, the City of

Pompano Beach implemented its first

landscape ordinance. This was the City’s

first effort to require minimum amounts

of grass, hedges and trees to be installed

on a property in conjunction with a new

building permit. The intent of these

requirements was to preserve and

encourage open space, which improves

the environmental quality, the aesthetic

appearance of our City and has a positive

impact on property values. Trees and land-

scaping also help filter pollution; can act as

noise and visual buffers; can reduce the

ambient air temperatures; can hold and

consolidate soil to absorb storm water

runoff; and often encourage and promote

public awareness of the environment.

over the years, the landscape ordinance

evolved to include additional requirements

such as native landscaping, minimum main-

tenance standards, automatic irrigation,

tree protection and preservation, land-

scape installation specifications, screening

of mechanical equipment and dumpsters,

landscape islands in parking lots, buffer

and perimeter landscaping, and street

trees in the City’s rights-of-way.

In 1998, the City recognized that older

properties, if developed without any

landscaping, often had a blighting

influence on neighboring businesses and

residences. To help combat this problem,

the City Commission adopted what has

become known as our “Retroactive-Land-

scape Code.” This ordinance required

all properties developed prior to

1973 (except single family homes) be

“retrofitted” with minimum levels of land-

scaping. Some of the minimum require-

ments included screening for dumpsters

and mechanical equipment; placing sod

and street trees in the public rights-

of-way; providing hedges and trees

between parking areas and the street; and

providing landscaping in front of build-

ings which face a street. All of these

requirements improve the community by

removing unnecessary impervious areas,

improving drainage, visually buffering

pedestrian access from vehicular uses

and improve our streetscape for a more

appealing experience.



REtRoactivE LAnDSCAPInGFOR OLDER PROPERTIES


The retroactive landscape plan process

begins with a current survey of the

property, which is reviewed by Develop-

ment Services Department staff. The

property owner must then have the “retro-

landscape” requirements illustrated on a

landscape plan. Although it is not required,

having a Landscape Architect, Engineer or

Architect on board helps with accuracy

and ease. once the plan is complete, it

is submitted to the Development Services

Department for review and approval. This

plan becomes the official landscape plan

on record for the developed property.

If you own property developed prior to

1973 (excluding single family homes) and

do not have a retroactive landscape plan

on file with the City, please call 954-786-

4926. our experienced staff will walk you

through the requirements and help you

draft a plan. Having the plan approved

and implemented can help avoid potential

Code Compliance citations.

In January, 1836, the

Florida Legislature cre-

ated a new county that

covered the southeastern portion of the

peninsula, from the upper Keys north to

the mouth of the St. Lucie River. Named in

honor of Major Francis Dade, a U.S. Army

commander who recently had been killed,

along with most of his command, in an

ambush by Seminole Indians, Dade County

had but a handful of residents.

It was not until 1885 that a county school

board was established and began meet-

ing. In the fall of that year, Dade County’s

first public school was opened in what is

today the town of Palm Beach. A year or

two later, a second school was opened in

present-day Miami. As the population of

southeastern Florida began to grow, new

schools were built, and within a decade,

the School Board was operating as many as

15 schools throughout the county, includ-

ing at least one in Miami for black students.

The completion of the Florida East Coast

Railway extension to Miami in 1896, led

to the creation of new settlements along

the tracks, including one named Pompano.

By 1899, there were enough children

living in the Pompano area that the Dade

County School Board authorized a school

for the community. As was the procedure

then, the school board provided plans for

a one-room schoolhouse and the lumber

needed; local men provided the labor to

build the structure.

on october 2nd, 1899 Pompano’s first

public school opened its door to nine stu-

dents. As many of the early settlers lived

near what is today known as Lake Santa

Barbara, the schoolhouse was located

in that area, around the present-day

intersection of S.E. Fifth Street and 25th

Avenue. Mary Butler was hired as the

town’s first teacher, and was paid $40 per

month. That same year, a similarly small

school was opened in Fort Lauderdale,

with 19-year-old Ivy Cromartie serving as

its first teacher. These were the first two

schools in what is today Broward County.

By 1901, there were 28 students

attending the Pompano school. As with

other local schools in agricultural areas,

school terms were abbreviated. The

original Pompano farmers did not have

access to many agricultural laborers

beyond family members and everyone in

the family was expected to work during

critical times in the growing season. An

article in the April 14th, 1905, Miami Metrop-

olis newspaper explained the situation:

Within the next two weeks practically

all of the rural or county schools of Dade

County will have closed for the term.

The school at Pompano was closed last

week as most of the children were

being taken from the school and put to

work in the tomato fields.

In nearly all of the schools that will

close this month the attendance has

been up to the standard and above,

though it is stated that it should and

would have been larger but for the fact

that many parents prefer to profit by

the labor of their children than send

them to school.

For many of Pompano’s residents, the

first hurricane they experienced was

a minimal storm that hit south of the

Jupiter Inlet on october 11th, 1903. Even

though the winds were barely hurri-

cane strength a number of buildings in

Pompano were damaged, including the

town’s schoolhouse.

Classes were resumed in a nearby building

and in 1905 a new and somewhat larger

school was opened on what is today the

800 block of East Atlantic Boulevard. The

relocation of the school was a reflection

of a shift in the community’s center of

population eastward to around the railroad

tracks. Around 1910, the school building was

moved to the 100 block of NE 1st Street.

In 1909, Palm Beach County was created,

with Pompano being its southernmost

town. With the local population increas-

ing, the Palm Beach County School Board

authorized a second teacher for the

Pompano School. Plans were being made to

replace the wooden structure with what

one resident described as a “fine stone

building.” To that end, four acres of land

located north of N.E. Fourth Street were

donated for the new school.

Before Pompano got its bigger school, it

was moved into yet another county. In

1915 Broward County was carved out of

portions of Palm Beach and Dade counties.

Initially Pompano was not represented on

the Broward County Board of Public In-

struction, but in 1919 Pompano pioneer

Joseph P. Smoak was elected to that body

and served on it for the next decade.

one of the early actions of the Broward

County Board of Public Instruction was to

authorize a new grammar school for Pom-

pano. A two-story masonry building was

constructed on the land donated for that

purpose (today the site of Pompano Beach

Middle School), and the old wooden school

was sold and moved once again. After being

used as a private residence for a while, the

building was sold to the Methodist Church,

which used it for Sunday School classes be-

fore it was finally demolished in the 1960s.

Perhaps nothing did more to boost Pom-

pano’s civic pride than the opening of the

town’s first high school in 1928. Prior to

this, Pompano’s white high school stu-

dents took instruction at and graduated

from Fort Lauderdale Central High School,

which had been Broward County’s only high

school from the time it was built in 1915.

Although they could now avoid the long

daily ride to Fort Lauderdale, some Pom-

pano students who had been attending

Fort Lauderdale’s Central High School were

a little disappointed that they would be

moving from a school with 2,000 students

and a full range of programs and activities,

to a school that had an enrollment that

was counted in the dozens.

A new school building was constructed adja-

cent to the existing grammar school that had

been built a decade earlier, and when complet-

ed, the grammar school students moved into

the new, larger building and the high school

took over the older structure. The first grad-

It only takes a glance at Gwen’s list of volunteer positions to realize her devotion to civic responsibility. Ms. Leys was the 2011 Chairman of the Board for the Greater Pompano Beach Chamber of Commerce. She has been a member of the Coast Guard Auxiliary for almost 20 years. Ms. Leys is past president of the Kiwanis Club of Pompano Beach and is currently serving as Lt. Governor of fourteen north Broward Kiwanis Clubs. She is serving - or has served as: a member of the Cypress Civic As-sociation, City of Pompano Beach Marine Advisory Board, St. Martin’s Episcopal Church, City of Pompano Beach Centennial Committee, Pompano Has Heart, Daughters of the American Revolution and the Pompano Beach Elks Lodge.

The Pompano Beach City Commission recognized Ms. Leys at a recent Commission Meeting and presented her with a commemorative award for being the 2012 recipient of the Pompano Beach Citizen of the Year.

uating class at Pompano High School had

just eight students.

As Pompano entered the 1930s, it had a

kindergarten through 12th-grade educa-

tional campus that would serve it through

the 1960s. There were still, however,

a significant number of area residents

who did not have access to local public

schools. Rigid segregation laws prevent-

ed Pompano’s black residents, who con-

stituted almost half the local population,

from attending the Pompano schools;

they would have to wait until the coming

decades for significant educational sup-

port from the public school system.

1 | Pompano Beach Firefighter Bill ElliottPompano Beach Fire Rescue mourned its first on-duty death on

Friday, January 6, 2012. William J. Elliott served 22 years as a

firefighter with the department. Bill was previously with the

Lighthouse Point Fire Department for 7 years making him a 29

year veteran of the fire service. Bill’s brother, John, currently

works for Boca Raton Fire Rescue. Bill died during a training ex-

ercise when he fell from the top of a 100’ aerial unit. The cause

of the accident is currently under investigation. Bill was one

of the most competent and capable

firefighters on the job and was known

and loved by everyone who served with

him. The funeral service was held at

Calvary Chapel in Fort Lauderdale with

over 3,500 people in attendance. Fire

Station 61, where Bill served, has been

dedicated in his honor.

Fire-Rescue

This service based program focuses on

career, social skills, service, leadership,

fitness, and preparation for life after high

school. Though most of our training is fo-

cused around the Fire Service, you do not

have to aspire to become a firefighter or

paramedic to enjoy and benefit from this

program.

Quite a few of our former Explorers have

taken advantage of the skills acquired in

our program. They are currently working

as career firefighter / paramedic. Three

former Explorers are working right here

in Pompano Beach. There are several oth-

ers around the County and one working in

Georgia. one is even a police officer.

There are also currently several more Ex-

plorers that have already graduated from

the Fire Academy. They have completed

college and have become State Certified

Paramedics. All of their hard work and

dedication has put them in a position to

be eligible for employment. Hopefully, they

too will be working in this challenging ca-

reer field.

To join, you must be between the ages

of 14 and 18 and have completed the 8th

grade. You must maintain a minimum of a

“C” average in high school. Explorers meet

every Wednesday, from 6:00 pm until 8:30

Construction is now underway on Greg Norman’s redesign and renovation of the Pines

Course at the Pompano Beach Municipal Golf Course. During construction of the Pines

redesign and renovation, the Palms Course will simultaneously have a new irrigation

system installed. Norman’s crew has made several site visits to the course while work-

ing on the planning and documentation of their redesign. once completed, the City of

Pompano Beach will have a Greg Norman signature designed golf course that will likely

be one of the finest municipal golf courses in the State of Florida. This championship

course will be a pillar for the community, providing a first class amenity for the residents

and tourists to the City of Pompano Beach.

This will be Greg Norman’s first design at a municipal golf course. “I was introduced to

the sport of golf through public access golf courses in Australia, so this project and

public golf are very special to me. I see this as the first of many municipal golf course

design and renovation projects that I would like to be involved with,” said Norman.

The City’s new Greg Norman Signature Golf Course is tentatively scheduled to open in

late fall of 2012.

E-Planr E v i E WThe City of Pompano Beach Develop-ment Services Department is making it easier than ever to get a building permit. The City is now offering an electronic plan review process.

E-Plan review is a web based solu-tion that allows building plans to be submitted and reviewed electronically. Through the electronic submittal, mul-tiple plan reviewers are able to look at the plans at the same time reducing the waiting time for those plans to be reviewed. The friendly user-interface makes it easy for users at all techni-cal skill levels to leverage the “power tools” in E-Plan Review. The E-Plan software highlights any revisions to the plans, thus allowing the City to review plan revisions quickly and accurately. These efficiency gains mean that residents, builders and businesses are able to receive their building permits in less time than ever before. In addition to speeding up the permitting process, E-Plan review process reduces printing and production costs to the customer by eliminating the need for multiple paper copies of printed plans.

ments can materialize. These issues of land use, platting, compliance with City and

County codes and regulations all take considerable time and resources. It is anticipated

that actual construction will begin this year in the Northwest CRA District. Among

the first projects will be 731 Martin Luther King, Jr. Boulevard which will be a retail

structure of approximately 4,000 square feet, surrounded by an improved public

parking area. Costs are being estimated for the renovation of the Ali Building for use

as a cultural venue. The streetscape improvements on MLK are in design and ground

breaking is scheduled for the first quarter of 2013.

There will be continued public forums for the public to receive information and pro-

vide input about the Northwest CRA progress. Northwest CRA Advisory Meetings are

also held and open to the public on the first Monday of each month at the E. Pat Lar-

kins Community Center at 6:00 p.m. CRA Board Meetings are held on the third Tuesday

of every month at 7:00 p.m. in the City Commission Chambers. Additionally, District 4

Commissioner Woodrow “Woody” Poitier has quarterly meetings to inform residents and

answer questions about topics of interest. The next District 4 Meeting will be held on

April 12th at the E. Pat Larkins Community Center at 6:00 p.m. If you have a question for

At its February meeting, the CRA Board

was presented with the second annual

progress report on the activities of the

Community Redevelopment Agency

(CRA). Since 2009, the CRA has been ad-

ministered by Redevelopment Manage-

ment Associates (RMA) and has shown

great efficiencies in the implementation

of the redevelopment plans for the City

of Pompano Beach. Not all of the ef-

forts are immediately visible in the way of

new streetscapes, new buildings or new

transportation improvements, but the

groundwork for such improvements has

been laid. Great effort has been made

to keep the public apprised of progress

in these arenas. Since 2010, there has

been 20 public forums held in addition to

the monthly meetings of both the East

and Northwest CRA Advisory Committees.

jects as the proposed Connectivity Plan

which showed the interrelationship be-

The iCanWater Campaign for single family

residential reuse connections began in July

2011, upon Commission approval of the

reuse ordinance and rate changes. The

new program included a marketing effort,

public education strategies and materials,

along with the connection process which

included bringing in local plumbers.

In July, at the beginning of this campaign,

there were 78 existing single family resi-

dential reuse customers. In just six short

months, 305 homeowners have request-

ed either first time connections or con-

versions of their backflow devices. out

of these 305 requests, a total of 137 new

installations and 47 backflow conversions

have been completed. The plumbers are

working to catch up with the backlog due

to the holidays and weather. This brings

our current single family residential reuse

customers to 215.

Initial customer satisfaction has been high.

A mail out of survey cards to 169 com-

pleted connections has so far resulted

in 42 responses. out of these 42 cards,

34 homeowners were happy with the

process, while only 8 were unhappy with

the process.

our goal is to complete at least 770 con-

nections in two years, while improving

customer satisfaction. Broward County

has partnered with the City in this

effort and has provided a grant of up to

$220,000 to assist in this program.

1 - Eternal Flame for Murder Victims: A dedication ceremony for the City of Pompano Beach Eternal Flame Monument was held in February at the City of Pompano Beach Cemetery. The four foot high monument with a perpetual flickering light fixture was built by the City’s Public Works Department for families of murder victims.

3 - George Brummer Park: The City of Pompano Beach held a Grand Opening for the new George Brummer Park located at 3500 West Palm Aire Drive.

Palm Aire United requested the City Commission name the park after long time Commissioner George Brummer. Vice Mayor Brummer was elected to the City Commission in a special election in June of 2003 and was subsequently re-elected in 2004, 2006, 2008, 2010 and 2012.

The City of Pompano Beach purchased the five acre parcel of property in 2009 which was the former location of the Oaks Tennis Club. The City was awarded a $87,779 Land and Water Conservation Grant to assist in funding the purchase of the property. The park consists of 2 play-grounds, a basketball court, state-of-the art exercise pavilion with 9 exercise stations, 6 tennis courts, 2 bocce ball courts, sand volley ball court, 2 hand ball courts, 28 benches and 3 water fountains.

2 - William J. Elliott Dedication: On March 30th, Pompano Beach Fire Station 61 was dedi-cated to Firefighter Bill Elliott. The Pompano Beach City Commission unanimously voted in favor of naming the fire station after the beloved firefighter who died in the line of duty.

4 - B-Cycle: B-cycle has come to Pompano Beach! Broward B-cycle, an al-ternative form of public transportation, is an afford-able, clean and simple way to get around town. Users can check out a bike from any self service station and return it to any other sta-tion nearby. The B-cycles are equipped with a GPS system that tracks mileage, calories burned and carbon offsets. To access the bikes, register on broward.bcycle.com or use a credit card at the self-service kiosks. Stations in Pompano Beach are located at City Hall and the Aquatic Center.

1 - Martin Luther King, Jr. Day: Dr. King was an American clergyman, ac-tivist, and prominent lead-er in the African-American Civil Rights Movement. He was best known for his role in the advancement of civil rights in the Unit-ed States and around the world. Each year the City of Pompano Beach and the Martin Luther King, Jr. Memorial Committee of Pompano Beach host a series of events to bring the community together to celebrate and commemo-rate the legacy that was Dr. Martin Luther King, Jr.

3 - Yuletide in the Park: Due to construction activity related to the City’s Community Redevelopment Agency improvements on East Atlantic Boulevard, the popular 2011 Yuletide Parade and Celebration was moved to Pompano Beach Community Park for it’s festivities.

As usual the Parade featured eye-dazzling floats, marching bands, dancers, fire clowns, children’s activities, rides, clowns, face paint-ing, bounce house, a giant slide and Santa Claus!

5 - Halloween Fun Fair: Little ghouls and goblins 10 and under gathered in October to attend the Hal-loween Fun Fair for a night of thrills. Each year, the City of Pompano Beach Parks & Recreation Department has been hosting this fun-filled night. 9 - Nautical Flea Market: If you enjoy boating, fishing, diving or anything nautical then the City of Pompano Beach Nautical Flea Market is where you should have been! Hundreds of vendors with huge bargains for boating and diving gear, nautical clothing, marine surplus items, anchors, mooring products, nautical arts and crafts and food filled Community Park during a two day event in January.

7 - Children in the Arts Piano Competi-tion: Over 120 children from Broward, Miami Dade and Palm Beach Counties competed in the largest piano competition in the State of Florida. Judges are chosen from universities throughout the State of Florida. The event is organized by the Broward County Music Teachers Association and is co-sponsored by the City of Pompano Beach and local business owners.

Congratulations to this years winner; Mat-thew Reichenberger for placing 1st in Ad-vanced II, Blanche Kuo 2nd in Advanced II and Alyce Kuo for placing 3rd in Advanced II.

6 - Unity in the Community: Pompano Beach celebrated Uni-ty in the Community, a grass roots event organized by Pompano Beach citizens to bring people of every culture and religion to-gether to foster “Unity in the Community.”

The event included various musical and cultural groups, com-munity bands, singers, a disc jockey, bounce houses and clowns for children and a Broward Sheriff’s Office display.

8 - Light Up MLK: The Pompano Beach Community Redevelopment Agency in co-operation with the Northwest Advisory Committee hosted the second annual Light Up MLK for the Holidays event in November at the newly dedicated Annie Adderly Gil-lis Park located across from the E. Pat Larkins Community Center.

Hours of Operation: the public beach is open 365 days a year. swimming areas guarded seven days a week 9:00 am - 4:45 pm. during day light savings the guards extend their coverage until 6:45 pm.

Restroom facilities, showers, picnic shelters and tables, barbecue grills and children’s playground are located on the beach.

the Municipal pier, 222 n. pompano Beach Boulevard is open 24 hours a day. Food and beverages can be purchased at the Pier.

the public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. the beach chairs are available seven days a week on a first-come, first-served basis. For more information go to lifeguard Headquarters (10 n. pompano Beach Blvd.) or ask any lifeguard.

J Ocean rescue pompano Beach ocean-Rescue is part of the pompano Beach Fire- Rescue department. the beach patrol consists of 17 full-time and 25 part- time highly trained men and women who protect swimmers along 0.8 miles of beach. All of our ocean lifeguards are certified First Responders or emergency Medical technicians who are trained to handle any emergency and are equipped with full basic life support equipment such as Aed’s and oxygen. our agency’s lifeguard certification is provided through the United states lifesaving Associa- tion. ocean-Rescue lifeguards receive extensive training with pompano Beach Fire-Rescue. our ocean lifeguards also have extensive knowledge of the ocean and beach environment and are always happy to answer questions from the public.

J sPecial cOnsiDeratiOns Boogie boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are mandatory.

Hobie cats, kite boarders, paddle and wind driven vessels can be launched

at ne 13th and 16th streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. vessel exclusion buoys are an added visual reference.

Boat and jet ski launching is available at Alsdorf park on ne 14th street causeway and the intracoastal Wa- terway. A playground picnic area is also available at this site.

J PaviliOns, vOlleyBall anD sOccer cOurts pavilion and courts are available on a first-come, first-serve basis; however, to rent either one for a special activity, an application must be completed at the emma lou olson civic center, 1801 ne 6th street. info: 954.786.4111.

This article is required by the Federal Emergency Management Agency (F.E.M.A.) to satisfy provisions in the Community Rating System (C.R.S.) for re-duced costs for flood insurance.The following is offered to Pom-pano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.

Flood Hazard MapThe City’s Engineering Department has enhanced FEMA’s Flood Criteria Map identifying flood zones for all properties in the city. The map depicts the flood haz-ard associated with any parcel in the City. The map is located in the Building Inspec-tions Division at City Hall and is available in electronic GIS format.

Flood RiskAlthough we have been relatively fortu-

nate for many years, the recent flooding on Halloween 2011 reminds us of the pos-sibility of flooding event without a major storm or hurricane.

Flood Warning SystemThe City of Pompano Beach, in coordina-tion with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmit-ted on public address systems, television, radio, telephone and on a door-to-door basis. Listen for instructions during times of flood risk.

Flood SafetyThese are precautionary steps to consider before possible flooding:

•Listentoradioortelevisionforwarnings.

•Obeywarningandevacuation instructions from disaster officials.

•Knowyourevacuationzoneandroute.

•Takeyourownessentials(food, toiletries, clothes, blankets, etc.).

•Turnofftheelectricityandgas before leaving your home.

•Bringabattery-operatedflashlight.

•Becarefulatalltimes,particularlyat night, and try to remain calm.

Flood InsuranceMost homeowners’ insurance policies do not cover property losses due to flood waters. To insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure prop-erty; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial qualification to purchase flood insurance. We applied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

Property ProtectionThere are ways to minimize property losses from flood damage, including:

•Movefurnitureandotherhousehold valuables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home.

•Placesandbagsinstrategicplaces around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters.

•Upgradingyourpropertycaninclude building flood walls, elevating a structure or raising the floor.

Development PermitsAll development (new construction, addi-tions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the Flor-ida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applica-tions must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged due to flooding.

Stormwater ManagementStormwater is managed through a system of pipes and drainage canals maintained regularly by our Public Works and Utilities De-partments. The Broward County office of Environmental Services and South Florida water Management District. Constant water flow through these canals, especially during

heavy storms, is essential to flood prevention in the City. City and state laws prohibit dumping trash in waterways. Report violators to Public Works Department at 954-786-4060.

Natural HabitatState regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach no new structures are permitted seaward of the Coastal Construction Line without permission. other restrictions protect some wetland areas from development.

Rate Reductionson June 11th, 1993, the City received a letter from F.E.M.A. commending our efforts to exceed minimum standards of the National Flood Insurance Program to meet the require-ments for a Class 9 rating in the C.R.S. These actions earned Pompano Beach residents a five percent discount for N.F.I.P. policies issued or renewed on or after october 1st, 1993. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S.

Additional InformationWe urge City residents to contact or visit the Building Inspections Division to determine the flood zone and flood elevation for their property. The library at the Building Inspec-tions Division is available for your reference. Pompano Beach City Hall is at 100 West Atlantic Boulevard, Pompano Beach, Florida. The Pom-pano Beach Branch of the Broward County Library, located at 1213 East Atlantic Boulevard, has information on flood insurance, flood protection and flood plain management.
