LNP LYNWOOD N’ PERSPECTIVE F ebruary is a special time of the year because it’s the one month when one can’t help but think about all of the special people that we love in our lives. In that same spirit, we also should show some love for our City by keeping our city clean and clear of bulky it ems and illegal dumping in our alleys and streets. The Keep Lynwood Clean motto aims to encourage residents to ask themselves: “What are you doing to keep your City clean?” Free bulky item pickup is available to all City of Lynwood residents and has been for years. The process of making the request is simple. 1. Call Waste Resources at (888) 467-7600 for pick-up. 2. Place bulky items curbside (5 items maximum per pick-up) 3. Bulky item(s) will be picked up within three days of the request All single-family and multi-family residents living in the City of Lynwood are eligible to receive FREE “Bulky Item” collection service, with a limit of 5 free items per collection and an unlimited amount of request throughout the year. Bulky items are those items which will not fit in your containers, but can be safely handled and lifted by two people. Bulky items include furniture, appliances, wood waste, large yard waste, and clothing. Bulky items also include electronic waste and universal waste (stereos, televisions, computers and monitors, cell phones, microwaves. and other similar products). Bulky items do not include: car bodies, construction and demolition waste (with the exception of appliances), chemicals, paint, or any hazardous material. The City enforces the Illicit Dumping Policy. Under this policy, residents and commercial property owners will be fined for failing to comply with the policy. There will be a 30-day grace period warning, after the first month, citations will begin at $100 for the first offense, $200 for the second offense, and $500 for the third and any subsequent offenses. Every single person in the City has a stake in this City and we should all want to live and work in a clean community. This is something we need to continue to do for more than one day a month. We hope everyone is involved so that we can continue to be a City that everyone looks to as an example of being a livable, sustainable, movable City. When a garage is illegally converted for living purposes it can cause serious health and safety issues. Illegal garage

conversions oftentimes make dangerous living quarters. Improperly installed electrical wiring may cause fires, improper venting of water heaters may cause carbon monoxide poisoning resulting in possible death, and plumbing not installed according to the Building Code may lead to other health hazards. Other health and safety issues associated with illegal garage conversions may include not having the proper number of emergency exits or windows, not having fire resistant construction materials, and insufficient fire prevention systems or smoke alarms. Illegal garage conversions impact the neighborhood by increasing the number of cars parked on the street causing illegal parking and unsafe conditions. Additionally, illegal occupancy of a converted garage increases the demand for City services such as refuse collection and impacts the density of our neighborhoods potentially leading to a decrease in the quality of life for all residents. When a Code Enforcement Officer has observed an illegal garage conversion, their main concern is safety, so removing the tenants is priority. A property owner is given 10 days to remove the tenant. The property owner will then be notified to obtain a building permit to de-convert the garage back to its original use. Here are minimum requirements for garage de-conversion:

• For all complete inspection, safe access shall be provided to all areas of the structure

• Garage door door shall be operational

clearance and shall have a building permit from building and safety

In cases where a full kitchen or bath exist, the owner must also obtain plumbing and electrical permits and the work must be completed within six months. The permits and penalties can can cost upwards of $500 to $1,000 or more. An Administrative Citation will be issued and can become a costly problem to the homeowner who does not comply with the City’s codes. The fine is $100 for their first offense, $200 for the second and $500 for the third. These citations can be cumulative and a new citation can be issued for EACH DAY that the violation exists. A garage is meant to store your vehicles and personal items, and not to serve as a living quarters. Please be aware that legal action may be taken against any property owner and/or tenant who builds walls within, lives in, or rents out a garage for living space. Illegal dumping is an increasingly large problem throughout the City. Tons of junk and trash are illegally dumped in the public right-of-way every

year. O� enders often dump late at night to avoid the cost and inconvenience of proper waste disposal. From construction debris to refrigerators, the dumping of garbage, household appliances, abandoned automobiles, construction and demolition debris, hazardous materials, and other waste endangers public health drives down property values.

Why is illegal dumping a serious problem for our community?

Speci� cally, illegal dumping:• • Decreases neighborhood property values• Costs taxpayers millions of dollars in clean-up costs• Is a community eyesore• Poses safety hazards to residents, especially children• Provides a breeding ground for disease-carrying

rodents, insects and other vermin• Pollutes surface and ground water

How you can help:• Dispose of your own waste properly.• Spread the word to friends and neighbors that illegal

dumping is a crime.• Secure debris transported in the back of your vehicle

by using a tarp or cover.• Participate in clean-ups of vacant lots and sites used

for illegal dumping.• Support local recycling programs.

Effective January 1, 2017, California’s hands-free law prohibits a person from driving a motor vehicle while holding and operating a

cell phone.

These are all illegal activities: • Using the speaker function of your cell phone

while driving. • Using your cell phone to GPS, or for any other

feature or function while driving.

It is also illegal to have your cell phone in your hands, or hand, while driving, and do any of the following: • Activate or deactivate a feature or function • Swipe or tap the screen • Write, send or read text-based communication

It is LEGAL to use your cell phone while driving to:• Call 9-1-1 • If it is mounted to the windshield. • If it is affixed in a location that does not

obstruct the driver’s clear view or interfere with the deployment of the air bag.

IF the driver uses his/her hand to activate or deactivate a feature or function of the device with the motion of a SINGLE swipe or tap of the driver’s finger.

The Society for California Veterinary Vaccine Care and the City of Lynwood’s Animal Control Division are calling on all pet owners to attend a Low-Cost

Vaccination & Microchip Clinic on May 20, 2015 from 6 to 8 p.m. at the Lynwood Community Center, 11301 Bullis Road, in Lynwood. The Clinic will be held on a � rst-come, � rst-served basis. Pet owners must be at least 18 years of age to participate, and all pets must be on leashes or in carriers to be treated. Only healthy and non-pregnant animals will be vaccinated. The cost of one class per week is $25 per month, the cost of two weekly classes is $35 per month. The first day of February marks the beginning of Black History Month. Each year Americans set aside a few weeks to focus their historical hindsight on the

particular contributions that people of African descent have made to this country. First, recount the arrival of Black History Month, also called African American History Month, which originally began as Negro History Week in 1926. It took place during the second week of February because it coincided with the birthdates of Frederick Douglass and Abraham Lincoln. Harvard-trained historian, Carter G. Woodson, is credited with the creation of Negro History Week. In 1976, the bicentennial of the United States, President Gerald R. Ford expanded the week into a full month. He said the country needed to “seize the opportunity to honor the too-often neglected accomplishments of black Americans in every area of endeavor throughout our history.” Here are a few reasons why it’s appropriate to celebrate Black History.

CELEBRATING BLACK HISTORY1. Celebrating Black History Month Honors the Historic Leaders of the Black Community. Celebrating Black History Month allows us to pause and remember their stories, so we can commemorate their achievements such as Harlem Renaissance and the Tuskegee Airmen.

2. Celebrating Black History Month Provides an Opportunity to Highlight the Best of Black History & Culture. Black History Month provides the chance to focus on different aspects the our narrative of African Americans. We can applaud Madam C.J. Walker, Poet Phyllis Wheatley, Jazz Musician Miles Davis and Robert Johnson. Black History Month encourages one to seek out and lift up the best in African American accomplishments.

3. Celebrating Black History Month Reminds Us All that Black History Is Our History. The impact of African Americans on this country is part of our collective consciousness. Contemplating Black history draws people of every race into the grand and diverse story of this nation.

The City’s two big red Trolleys and its two white Lynwood Breeze Buses operate on four different routes seven days a week throughout the City’s 4.9 square mile radius. Each trolley and bus has its own route. This transportation service runs along all of the City’s major thoroughfares and through its neighborhood streets. All four routes begin and end their routes at the City’s Transit Center. The City’s Transit Center is located on the corner of Martin Luther King Jr. Boulevard and Bullis Road. Color-coded on this map (pictured), the trolleys and the Lynwood Breeze Buses operate on different schedules. Schedules are also modified on weekends and on no-school days.
