Though we commission projects of all types, we focus heavily on educational facilities. Our portfolio includes projects ranging in size from a few thousand to over a million square-foot, utilizing project delivery methods ranging from spec/bid/build through design/build and assist, and highly collaborative integrated approaches involving team co-location sites.

Our services are provided in accordance with the highest professional commissioning standards, including the Building Commissioning Association's (BCxA) Essential Attributes and Best Practices, and ASHRAE Commissioning Guidelines. KBA principals and engineers actively contribute to our profession by giving commissioning presentations and training around the country and serving as officers and active participants in leading commissioning organizations. A: Firm Overview

A. Introduction: Keithly Barber Associates (KBA) is an employee owned building commissioning specialty firm with in-house mechanical, electrical and low voltage systems commissioning capability; we commission both new and existing building systems. Our technical staff has commissioned K-12 schools, universities and libraries; correctional, judicial and law enforcement facilities; office, retail and mixed use buildings; laboratories and healthcare facilities; recreational facilities and recording studios for hundreds of private, public and governmental clients in the United States and abroad. The sizes of these projects range from a few thousand to nearly one million square feet and have utilized many different project delivery methods including design/build, GC/CM, spec/bid/build, and integrated delivery type. KBA takes pride in our industry-wide reputation for our ability to tailor a commissioning approach that cost-effectively meets the specific needs of each of our clients.

B. Mission: To help owners obtain, and maintain, building systems that operate in accordance with their functional requirements, by creatively and respectfully applying our professional experience and transparently collaborating with the project team.

C. History: Pete Keithly founded our original commissioning-specific company in 1996. In May of 2005, Kent Barber, PE, LEED AP joined our firm as a principal, and Keithly Barber Associates was incorporated. Kent has been a specialized commissioning professional since 1992 and is recognized as a building commissioning pioneer. He is a founding member of the Building Commissioning Association (BCxA) and played a major role in developing the ‘Essential Commissioning Attributes’ set forth by the BCxA. Today KBA is owned by Kent Barber and fellow Principals/Senior Project Managers Ryan Hay, PE, LEED AP and Jeremy Fugere, CCP, LEED AP BD+C.

D. Nature of Services: KBA provides new and existing building commissioning services, design reviews, condition surveys and diagnostic services for building systems. We have in-house mechanical and electrical commissioning capabilities and routinely commission HVAC, refrigeration, building automation, security, emergency power, power quality, lighting, photovoltaic, laboratory processes, and other specialty systems. Though we commission projects of all types, we focus heavily on educational facilities, healthcare, research laboratories and sustainable building projects.

E. Unsurpassed Experience: A key to KBA's commissioning success is the breadth and depth of our staff's experience. KBA employees have an average of 23 years of experience designing, installing, operating, troubleshooting and commissioning building systems of all types; with individual commissioning-specific experience ranging up to 20 years. All of our employees have extensive hands-on testing experience with energy efficient design and control strategy optimization.

F. Top Level Professional Standards: KBA is committed to top level commissioning standards. Our Principals and engineers give commissioning presentations and training around the country and serve as officers and active participants in leading commissioning organizations, such as the Building Commissioning Association (BCxA), ASHRAE commissioning advisory committees and the California Commissioning Collaborative. KBA services are provided in accordance with the highest professional commissioning standards, including the Building Commissioning Association's ‘Essential Attributes of Commissioning’, ASHRAE Commissioning Guidelines, U.S. Green Building Council's LEED requirements and CHPS. KBA is also a member of A4LE.

G. Commitment to Project Management, Continuity & Completion: The success of KBA on past projects demonstrates the expertise of our project managers (PMs) in the areas of project scheduling, scope of work/scope creep, budget issues, changes that arise throughout the life of the project, and project closeout. For confirmation of the expertise of our project manager in these areas, we encourage you to contact the references provided in this SOQ. One reason our PMs are able to stay on top of their projects is that KBA does not take on projects that we can’t man with an expert and efficient CxA team. We can say this with confidence because of the way we determine our project teams. We track employee workloads

and availability, and do not agree to take on projects unless we can confirm that appropriate key employee’s and resources are available to satisfy the project schedule. We accomplish this by tracking the three-year monthly workload projection of every employee. When we select an in-house project team, we match the projected workloads of our employees with the project schedule; in addition to matching employee experience and professional goals with the project requirements. In order to provide redundancy and continuity through illness and vacations, we typically involve more than one individual for every project.

H. Commitment to Persistence: An often short-changed but fundamental component of ‘sustainability’ is the persistently efficient and effective performance of building systems. True sustainability, in accordance with the ASHRAE sustainability commitment and the AIA 2030 challenge, can only be achieved if a building operates continuously on the performance baseline established through the optimization and functional testing processes implemented during new construction, or existing building commissioning. Ironically, ‘Green, or Sustainable’ building programs tend not to address this. KBA approaches commissioning with a focus on persistence.

I. Commitment to Sustainability: KBA is a leader in the commissioning of ‘Sustainable Buildings’. We are a U.S. Green Building Council member, and our Principals have given presentations related to commissioning LEED projects to ASHRAE Chapters, National Sustainable Building Advisor Program courses, and the National Conference of Building Commissioning (NCBC). Our resume of completed and active LEED projects includes those with Gold, Silver and Platinum ratings. In addition to our USGBC experience, KBA is a member of the Collaborative for High Performance Schools (CHPS) and has been heavily involved with CHPS since it’s inception. In fact, our firm commissioned some of the first CHPS pilot projects.

J. Commitment to Higher Education Projects: As KBA continues to grow at a steady, controlled pace, we never forget our founding principles and continue in our commitment to commissioning Educational Facilities to the highest possible standards. KBA has now commissioned a total of 74+ Higher Education commissioning projects, for both colleges and universities, ranging from large biomedical and health sciences buildings, state-of-the-art laboratories, student unions and recreational spaces, residential units, museums and theatres. These projects have taken our team across the U.S., including Washington, Oregon, California, Idaho, Colorado and Connecticut.

K. Project Philosophy: The commissioning process involves people. Vetting a system’s operation is as much a people process as it is technically, and should be approached as such. KBA invokes respect in our process, which gives everyone ownership in the commissioning process. This aspect of our approach builds a common front for all involved to turn over a highly functional building benefitting the owner. At a high level, cooperative Cx requires the support of an understandable and enforceable Cx plan that is fairly and consistently enforced. Additionally, KBA’s approach is to involve and communicate with the contractors, engineers, and the owner, all the way from Design through Turnover. We have found this approach to be highly successful in all of our projects.

KBA’s team consists of 10 commissioning professionals based in the Rocky Mountain and Pacific Northwest regions. The members of this team have an average of 23 years of experience designing, installing, operating, troubleshooting and commissioning buildings and systems of all types. All of our employees have hands-on testing experience and extensive experience with control strategy optimization and energy efficient design.

In addition to having superb technical skills and superior commissioning process experience, our team members have well-known reputations for being proactive team players and team builders. General Background

With approximately 22 years of mechanical and electrical systems experience, Ryan brings a broad base of

experience to his commissioning practice; from his time spent as an HVAC tradesman to controls designer and

installer, and a systems design engineer. Ryan’s background has provided him with expertise in design,

installation and the maintenance of a wide range of systems, including HVAC, automation/controls, power

distribution, lighting, data/communication and integrated security.

During his 12 years as a commissioning specialist, Ryan has performed design and construction phase

Ken has a quarter of a century of experience performing and managing commissioning services, which was

project manager of one of the country’s first major commissioning projects – the first phase of Fred

Joe has written equipment operating procedures, developed preventative maintenance plans and delivered equipment specific training to lab personnel. He has operated, maintained and repaired a wide array of laboratory equipment, including air handling and filtration systems and equipment in a 1,200 square-foot BSL-3 laboratory. Joe has been certified in ‘Huber Unistat Operation, Maintenance and Repair, Cold Products, First Response, Cascade/Auto-Cascade Repair, Master Commercial Refrigeration and Air Conditioning and Heating Technologies’, and is a certified ‘Universal Technician’. Since joining KBA in 2007, Joe has specialized in laboratory commissioning, including Validated GMP projects, however he also has aircraft manufacturing and educational facility project experience. Joe has a proven track record for some of KBA’s most demanding clients for strict adherence to procedures, whilst creatively solving problems to meet deadlines. General Background Kent is a professional engineer who has specialized in building commissioning since 1992. Nationally recognized as a commissioning pioneer, Kent was a founding member of the Building Commissioning Association (BCxA) and chaired the committee that developed the BCxA’s ‘Essential Attributes of Building Commissioning’, a widely recognized benchmark for quality commissioning services.

Kent has also developed commissioning guidelines and protocol, including the State of Idaho’s guidelines for new building commissioning and retro-commissioning, and has been the leader in promoting and refining cost-effective proactive commissioning techniques.

Kent is widely recognized for his ability to build a truly effective commissioning team, including owners, designers, builders and equipment suppliers. His commissioning success is rooted in his diverse 35 year building industry background. Starting out with only 10 years of carpentry experience, Kent obtained his BSME and became an HVAC systems designer, eventually gravitating to facilities consulting where he worked closely with facilities managers and operators, providing hands on diagnostics and mitigating design issues.

Though Kent is KBA’s Managing Principal, he still personally manages and performs hands on commissioning services for KBA projects.

General Background Jeremy has a quarter of a century of experience installing, operating and maintaining, troubleshooting and commissioning a wide range of building, mechanical, electrical and plumbing systems. He began his career in the HVAC and refrigeration industry in 1993, after graduating with honors from Universal Technical Institute with a concentration in HVACR Technologies. Immediately following graduation he was engaged in a five-year apprenticeship program consisting of ten-thousand hours of academic studies and on-the-job training from which he also graduated with honors. For 9 years, Jeremy worked for one of the largest mechanical contractors in Washington State, installing, commissioning, troubleshooting and maintaining HVACR equipment and controls. He quickly became a journey-level foreman and went on managing design/build special projects. He subsequently spent 3 years as engineer and maintenance manager for a prominent Seattle businessman, philanthropist and property owner, in charge of operating, commissioning and optimizing the performance of commercial buildings and high-end residences located throughout the U.S. and Europe. Jeremy originally began commissioning projects for KBA’s parent company, and has served as a primary commissioning authority and commissioning project manager since the end of May 2006. In 2009, Jeremy became one of KBA’s three owners. Jeremy’s resume includes many new and existing facility types, such as educational facilities, laboratories, hospitals, high-end residential, military facilities, industrial plants, correctional facilities, high-rise buildings and mixed-use projects, as well as many LEED certified and other sustainable building projects. Jeremy has the distinction of being the Commissioning Authority for the Bullitt Center, often referred to as the ‘Greenest Office Building in the World’, and the first commercial building in the world to be certified under the extremely rigorous Living Building Challenge.

Prior to working in controls, Jeramy was a maintenance supervisor/plan operator in the U.S. Navy. Patrick started his career serving six years as a nuclear trained electrician for the U.S. Navy, in charge of scheduling and coordinating preventative maintenance on items in order to ensure maximum power plant reliability and minimal impact on ship deployment schedules. C History of Work

Since KBA was founded in 1996, we have commissioned 74+ Higher Education Facilities across the U.S. Of the 74+ projects we have commissioned, approx. 35 have been LEED certified, or built to LEED standards. The following projects are representative of the experience and capabilities of our commissioning team. For each of the projects, KBA identified and documented issues discovered and then collaborated with the owner, design team and contractors to troubleshoot and verify the resolution of these issues. The CxA scopes of work varied from project to project, but most began during design and many included post-occupancy services. We can provide more project examples on request. A. Most Recent Colorado Projects:

Quigley Hall Renovation – Western State Colorado University, Gunnison, CO. Project Description: 78,000 square-foot across 2-story’s, as well as a mechanical basement, penthouse and attic teaching facility. Other rooms include a small concert space, a band room, practice rooms and an industrial arts wing with hood exhaust systems. This project is targeting LEED Gold or better. Bellevue College, Building B, 2nd Floor Renovation – Department of Enterprise Services (DES), Bellevue, WA. Currently active. A design-bid-build project that includes the remodel and conversion of a standard classroom and office space to science related lab spaces, classrooms and offices.

The Evergreen State College, Lecture Hall Building Renovation – DES, Olympia, WA. Currently active. 28,200 square-foot lecture hall.

Science Building Phase II – Central Washington University, Ellensburg, WA. 106,000 square-foot, 4-story science building consisting on state-of-the-art laboratories and classrooms.

Riverpoint Biomedical & Health Sciences Building - Washington State University, Spokane, WA. Completed 2014. The Biomedical and Health Sciences building is a 138,000 gross-square-foot, state-of-the-art biomedical research and health-sciences education facility with LEED Silver certification.

Student Housing Phase I – University of Washington, Seattle, WA. Completed 2014. The project consisted of the construction of 4 different sites (Sites 31, 32, 33 and 35); one apartment complex and three residence halls. The occupied area of all buildings combined totaled approximately 450,000. All sites targeted LEED v.2.2 Gold and the 2030 Architects Challenge.

Communications Building Renovation – The Evergreen State College, Olympia, WA. Completed 2013. Approximately 40,000 square-foot renovation of an existing 4-story, 93,000 square-foot communications building.

Continuing Education Building, Bellevue College – DES, Bellevue, WA. Completed 2013. Mechanical and control upgrades to an existing 40,200 square-foot facility. Project to be completed in a single phase remodel.

Hogue Hall – Central Washington University, Ellensburg, WA. Completed 2013. This project was a 61,396 square-foot renovation of an existing lab and office building into a 40,000 square-foot lab, 11,000 square-foot classroom and a 10,000 square-foot office.

Lab I 2nd Floor Renovation, The Evergreen State College – DES, Olympia, WA. Completed 2013. Full interior renovation was completed of approximately 12,600 square feet of existing lab space on the second floor of the 70,403 square-foot Lab I building.

New Residence Hall – Central Washington University, Ellensburg, WA. Completed 2012. New construction of a four-story, 116,000 square-foot residence hall. Building to include approximately 360 beds and consist of residential units, meeting rooms, community lounges, studies, and communal kitchens. Phased project. Pursuing LEED Silver NC 2.2 certification.

Academic & Student Support Building, Skagit Valley College – DES, Mount Vernon, WA. Completed 2011. Construction of a new 70,000 square-foot LEED student services center. The facility to house a welcome center, admissions and registration, financial aid, counseling, veterans, and adult basic education services, as well as updated classrooms. Registered under LEED NC v2009.

Architecture Hall - University of Washington, Seattle, WA. Completed 2010. Total renovation of a 50,000 square-foot historic building with classrooms, faculty offices, studios, and exhibit space. Designed to meet LEED Silver criteria.

Science & Technology Building, Bellevue Community College – DES, Bellevue, WA. Completed 2010. New construction of a 69,500 square-foot building. Received LEED NC 2.2 Gold certification in 2009.
