The policy aspects of the program were developed to be consistent across liquid waste operations, with each sewer area assigned a separate and unique fee structure based on the requirements of that specific sewer area. The Issue At the introduction of the DCC program, rates were set based on the development plans of member municipalities and the necessary infrastructure expansion required to service that development. Since that time, DCC rates have not been updated, despite the significant growth in development throughout the Metro Vancouver region, the increasing need for system expansion, and the rising cost of liquid waste infrastructure. The Proposed Solution Metro Vancouver has recalculated the DCC rates taking into consideration growth, system and cost conditions, resulting in a required increase to help pay for expanded liquid waste infrastructure that will serve the growing population in the region, and is seeking public input on those proposed new rates prior to seeking provincial approval. Developmental Cost Charge (DCC) Program Summary In 1997, Metro Vancouver implemented a Development Cost Charge (DCC) Program in the Liquid Waste function of the Greater Vancouver Sewerage and Drainage District (GVS&DD), the purpose of which was to ensure that new development in the region would fund the cost of the liquid waste infrastructure expansion required to service that development.
