Dear 2016 General Conference Delegate/Alternate:

I am appealing to each of you again to attend the Connectional Lay Council Convocation, March 17-19, 2016. I have some questions to ask you:

1. Do you know why we have a General Conference and what is done at a General Conference?2. Do you know how many persons are to be elected a Bishop?3. Do you know who the persons are aspiring for the office of Bishop?4. Do you know how many persons are aspiring for the office of Bishop?5. Do you know who the persons are looking to be elected a General Officer?6. Do you have an idea of what some of the resolutions that will be presented at the General Conference are?7. Have you every participated as a delegate/alternate at a General Conference before?8. Do you know what the duties and responsibilities of being a delegate/alternate are?

If your answer is NO to any of the above questions, you need to attend the Lay Convocation to get an understanding of the role/duties of being a delegate/alternate to the 2016 General Conference and what the General Conference is all about. At the Convocation all candidates for the Episcopacy and candidates for General Office will be presented at two different forums where you will hear each candidate speak in detail why they want to be a Bishop/General Officer, what they can offer to the position, they will also have to answer questions from a moderator and from the floor. Several very important resolutions will be presented and discussed (especially those done at the Summit). The Lay Convocation was designed so that the laity of this church will go into the General Conference as an informed group of people. If you had not planned to attend, please reconsider. Remember our peers elected us to serve as delegates/alternates to the General Conference, we owe it to them to be able to speak and vote intelligently and not rely on the person sitting on either side of us to tell us how to vote. We need to be an informed body prior to General Conference and not rely on others to feed us information about who, what or how we should vote.

I hope you find this special promotional edition of The Connection Newsletter very infor-mative. Please join us for the 10th Quadrennial Lay Convocation in Rock Hill, South Carolina. On Christ, the Solid Rock I will stand in Rock Hill, South Carolina, all other ground is sinking sand from March 17-19, 2016. Get the word out to everyone lay and clergy, to meet us on the Rock! That is “Rock Hill, South Carolina,” at the Kenneth Monroe Transformation Center.

Everyone has a choice of how to get registered. You may register using the paper form and mail it to the Connectional Lay Council office or you may register online at the CLC Cvent website. Invitations, through the Connectional Lay Council Cvent website were sent to 671 people using email addresses that I put together from previous CLC events. There are still many, many other people that may want to register online, so please go to the Connectional Lay Council website, where you can download the paper form or click the Cvent online registration link. It is critical that we share this information with all General Conference delegates and alternates (lay and clergy). It was brought to my attention that

there are many 1st time delegates elected to serve at the ensuing General Conference. So therefore, much of what we will be doing is geared toward helping to prepare General Conference delegates and alternate delegates for efficiency and ef-fectiveness for service at the 2016 General Conference.

Please take the time to review the CLC Cvent website, a lot of information concerning the Convocation is posted there; as well as the CLC website (connectionallaycouncil.org). Thank you for your support of the Lay Convocation and all else you do in Lay ministry.

I have petition our Episcopal Leadership for their much needed support; and I thank God for their leadership and sup-port of the Lay ministry. We expect nothing but blessings to come forth from this meeting, to bless the African Methodist Episcopal Zion Church with knowledgeable participants and delegates to the 2016 General Conference.

Greetings from the South Atlantic Episcopal District Regional Director

On behalf of the South Atlantic Episcopal District we are excited to host the Tenth Quadrennial Lay Council Convocation here in Rock Hill – the largest city in York County, South Carolina and the fifth - largest city in the state. The home of our South Atlantic Episcopal office – The Kenneth Monroe Transformation Center, Clinton College, the oldest institution of higher education in the city, and the set-ting for two significant events in the civil rights movement. Fifty-five years ago, in February 1961, nine African-American men went to jail at the York County prison farm after staging a sit-in at a segregated McCrory’s lunch counter in downtown Rock Hill. Their offense was reported to be “refusing to stop singing hymns during their morning devotions.” The second event occurred when the civil rights leader John Lewis and another black man stepped off a Freedom Riders bus in Rock Hill where they were beaten by a white mob that was uncontrolled by police.

Fast forward to March 2016….look at God…that same civil rights leader, John Lewis became a US Congressman from Georgia, and there is now a Kenneth Monroe Transformation Center planted in the same city “divinely” designed to transform lives, revitalize neighborhoods, and lift up a standard in the commu-nity. A place where you are welcome to sing hymns “all the day long.” May you be

richly blessed during your stay as we embrace our theme, “Effective Leadership for Zion: Interacting, Inquiring, Informing.”

Lace up your boots and report for duty. This session is geared to-ward strengthening participates for their elected duties during the 2016 General Conference. The business of the General Conference is to hear reports from the Bishops, General Officers as to their labors during the quadren-nial, revise and amend the rules when necessary for the general interest of the Connection, set off annual conferences, ratify or re-

verse the decision of the lower court and to elect Bishops and General Officers where vacancies exist. Reviewing its work during the past quadrennial, the church, through the General Conference and the Board of Bishops, speaks out on the issues facing the church, nation and the world and sets its course for the next quadrennial. THE AME ZION CHURCH GENERAL CONFERENCE

This session is connected to the Boot Camp and will consist of a panel of presenters with comprehensive knowledge of the General Conference. The Panelist will share with you on the Connectional Budget, General Conference Committees, Expectations of elected delegates and alter-nates; and much more.

in Raleigh, NC. The Summit was spon-sored by the Inter-national Ministers and Lay Association and the Connec-tional Lay Council. Each person attend-ing the Connectional Lay Council’s 10th Quadrennial Convo-cation will receive a document that in-cludes this proposed

legislation in their registration packets. Thus, participants will have the opportunity to review the material

prior to the session.

During this session on General Conference Resolutions, the proposals will be projected and the thrust of each briefly summarized. Participants will engage in focused discussion on the proposals. All delegates and alternate delegates to the General Conference will want to attend this important plenary. The facilitator of this session will be Dr. Joyce Perry Edwards, Chairman of the Connectional Lay Council’s Education Committee.

CLC BY-LAWS AND LEGISLATION SESSION

The purpose of the CLC By-laws and Legislation Session of Convocation is to reinforce/review legislations submit-

ted for consider-ation by the 10th Quadrennial Lay Convention.

The presenta-tion will be in two-parts. Part 1 will b e l e gi s l at i o n s adopted by the body that will be submitted to the upcoming General Conference for ratification and in-clusion in the 2016 book of Discipline.

Part 2 will be those legislations that were not taken up by the convention before closing. These legislations are considered unfinished business of the convention and are dead.

However, they maybe resubmitted for consideration by the next quadrennial convention. The committee desire is that this informational briefing will be helpful in prepar-ing/developing legislations for the 2017 lay convention. Legislations that will bring about clarity, consistency and collaboration for laity in the church.

PARLIAMENTARY PROCEDURES

Calling All 2016 General Conference Lay (and Ministerial) Delegates: TAKING CARE OF BUSINESS!

Plan to attend the 10th Quadrennial Lay Convocation and learn how to be more effective leaders for Zion as interactive, in-quiring, and well-informed represen-tatives from your respective annual conferences. The Convocation will afford attendees, delegates and non-delegates alike, an opportunity to gain more understand-ing about the work-

ings of the General Conference as the supreme body of The A.M.E. Zion Church. The General Conference consists of, among other events,several meetings, not sessions, for the purpose of transacting business—and sometimes that can be a daunting responsibility. FYI: The General Conference is, in parliamentary terms, a single session(unit) and consists of one or more connected meetings. Therefore, the assem-blage of delegates et al is the 50th Session of the General Conference (of The A.M.E. Zion Church). A session is defined as a meeting or series of connected meetings devoted to a single order of business, program, agenda, or announced

purpose in which—when there is more than one meet-ing—each succeeding meeting is scheduled with a view to continuing business at the point where it was left off at the previous meeting. Aha! FYI: Generally, business meetings within a session should be identi-fied in a printed program as,for example, First Business Meeting, Second Business Meeting, etc. Be better prepared for the transaction of business by brushing up on conference proceedings (see pages 282-284, Revised 2012 A.M.E. Zion Book of Discipline) as to the consideration of propositions commonly made in the form of motions. Our General Conferences generally make propositions as resolutions that are only complex motions. FYI: The Rules for Conference Proceedings are antiquated and out of touch with modern parliamen-tary procedural practices. FYI: The General Conference directs that all proposed legislation and/or resolutions shall be submitted to the General Secretary at least four (4) months (one hundred twenty days) prior to the setting (probably should be ‘sitting’) of the General Conference. The official deadline date for receipt of proposals will come from the General Secretary.

The Convocation’s Parliamentary Procedure ac-tivity will include appropriate General Conference terminology;information about Resolutions and recom-mendations as to “Merit” and “Non-Merit” that will come from the Committee on Resolutions; interactive dialogue as to the conduct of business including participatory demonstrations; and a General Conference Delegates Briefing Sheet.

Finally, some sage advice for General Conference delegates:• read thoroughly the General Conference proposed

Resolutions and the categories by which they are grouped; and pay attention to the cited Parts, Chapters, Sections, and Paragraphs (¶);

• become familiar with all of the Book of Discipline (BoD) references that pertain to The General Conference (lo-cated in several areas of the BoD), especially those that relate to its powers and authority;

• don’t leave home without your 2012 Revised Book of Discipline with annotations made as provided on pages 276-281, Legislation Adopted by the(49th) General Conference but not included in the 2012 Book of Discipline; and

• pray in the Spirit for the success of the occasions of the 10th Quadrennial Lay Convocation; and for the 50th Session of the General Conference, with all kinds of prayers and requests associated with The A.M.E. Zion Church’s temporal affairs. To God, be the glory!

GENERAL CONFERENCE VOTING/OVERVIEW

This session will give attendees di-rections and instruc-tions on how the vot-ing is handled at the General Conference. The presenter will be Dr. W. Rober t Johnson III, General Secretary Auditor of the AME Zion Church, who handles the voting during the

General Conference. Knowledge is power-ful and a time saver, all delegates and al-

ternate delegates are encouraged to be a part of this ses-sion.

EPISCOPAL CANDIDATES FORUM

The Episcopal Candidates’ Forum will allow par-ticipants of the Convocation a chance to hear the candidates answer questions and hear their plat-form. All candidates for the Episcopacy that have filled with the General Secretary/Auditor’s Office prior to the Convocation will be able to participate in the forum. The forum will be done in three parts.

• Equal Time Format: Each Candidate ran-domly draws one question from a container containing questions solicited from members

across the denomina-t i o n a n d developed b y t h e committee.

• Pro & Con F o r m a t : S a m e q u e s t i o n presented t o e a c h Candidate.

• T o w n M e e t i n g F o r m a t : Audience p r o v i d e d questions.

At the end of the three formats the candidates will have time to speak on their platform.

The Town Meeting will allow you as a participate of the Convocation a chance to ask a question to the candidate of your choice, so come prepared to ask questions during this segment of the Forum.

CHRISTIAN DISCIPLESHIP LAY ACADEMY

The Christian Discipleship Lay Academy will fo-cus on the Connectional Lay Council’s theme com-ponent “Discipleship”. You cannot make disciples without accountability, and you cannot develop a helpful accountability system without structure. Making disciples is a primary work and purpose of a church because it creates healthy Christians and through reproduction and multiplication, the world is evangelized God’s way. Teachings from this lay academy will give you great guidance.

SOCIAL POLITICAL ACTION COMMITTEE

Th e S o c i a l P o l i t i c a l Action (SPA) Committee is a very integral p a r t o f t h e Connectional L a y C o u n c i l and will play a pivotal role in the 2016 Lay Convocation. SPA will contin-ue its display booth updat-ing attendees on the status of pertinent so-cial and politi-cal issues, par-

ticularly those t h a t i m p a c t t h e A f r i c a n -American com-munity. There will be two (2) key highlights at this display. One will be a P o w e r P o i n t presentat ion on such issues as the B lack male, vot ing rights and the education and economic of Black America. T h e s e c o n d highlight will be the oppor-tunity to join the Nat ional Association for the Advancement of Colored People (NAACP) on site, to include online.

The SPA Committee is blessed to be addressed by Dr. Lonnie Randolph, Jr., President of the South Carolina NAACP. Dr. Randolph will update us on the status of the recent issues making national atten-tion to include the Charleston church shooting and the Black female student being thrown from her chair by a school resource officer.

The SPA Committee will continue its legacy of out-reaching to the community where CLC convene. This year, HOPE on “The Hill” has been selected to receive a monetary donation HOPE, a Lancaster County multi-service non-profit organization, emanates from a his-toric African-American school that was renovated by loyal dedicated citizens to address a range of social, educational and economic needs that beset the now disenfranchised community.

Receptacles for donations will be available at the Social Political Action display booth.

We are excited and eagerly anticipating your arrival to Rock Hill. The Young Adult Initiative group has been workingdiligentlyto planthis portion of the convocation!

We are inviting all young adult to join us on Saturday, March , 2016 from 10am to 2pm for an uplifting and educational experience. We will be discussing “Keys To Being A Successful Delegate”, facilitated by Mrs. Lula Howard. Mrs. Howard has a wealth of knowledge to share with us about General Conference, and we are ex-cited that she accepted our invitation.

There will be no registration fee for the Satruday activities. I would like to en-courage Young Adults attend and to register for the Convocation. You wil receive a wealth of information and get to meet and talk to Lay people from across this denomination.
