Universal Service : Perbedaan “Access Gap”
The key USF features & trends1. Funding targets
Access networks for Voice & Internet – Public Access, POPs, Mobile Penetration Network Backbone – increasing number of cases School Internet access – usually Internet only on declining subsidy basis Other Essential Facilities – Local Government, Health clinics, Security Content & Capacity / Training National Internet Exchanges
2. USFs moving from purely access to backbone Broadband demands backbone upgrades – mostly to fibre OECD countries tend to finance direct but USFs still important for non OECD
3. Operators, especially mobile, have greater interest in reaching rural areas commercially which reduces required subsidies Well over 90% of population of the World now in coverage of 2G mobile service 3G now the de facto means to reach rural areas with Internet Operators can reach most areas commercially if backbone is supplied and
frequency allocations are suitable for rural coverage
Key operational principles & elements of best practice USFs
The Tool for a liberalized market – Subsidy replaces obligations on Monopoly Incumbent & direct Government financial involvement in the sector A form of PPP, but Government’s main role is to provide direction and targets The money comes from the operators The money returns to the operators, usually under a competitive auction process A practical “pay or play” concept – all operators pay their obligation, while those
who wish can compete for the money
Competition for funds - transparent, impartial & fair
The account is independent of Government budget - but audited & publicly reported
The Subsidy - awarded to the winning operator as a capital contribution
Consultation - USF programs developed with industry & stakeholder views

2010 Survey: How much in USFs?Imbalance between receipts and expenditures caused mainly by
a few large funds who charge too much
DESCRIPTION VALUE
Number of questionnaires sent out 67
Total no. of completed questionnaires 30
Total value of funds collected since inception (US$, excl. USA) US$ 11,565 Mn
Total value of funds dispersed since inception US$ 3,676 Mn
% of funds dispersed 32%
• Most USFs levy between 1-2% of revenue• Indonesia’s levy of 1.25% is about right• Malaysia has charged 6%, India & Colombia 5%

% competitive tender
% Not by competitive tender
Ccombination of mechanisms
Those which are not competitive typically use direct allocations & obligations on incumbent, or invite application submissions from operators
Trend is increasingly towards competitive tender
Key international approaches to BroadbandApproach Leading country examples
1 Competitive tender &/or Government initiative to build new backbone &/or access infrastructure, incl. use of USF
Canada, Chile, India, Pakistan, Sri Lanka, Singapore, Malaysia, other USF countries
2 Create / Underwrite Demand Malaysia, Singapore, OECD countries
3 Stimulate Private Demand in the ICT Sector – e.g., PC initiatives, industry & educational initiatives, local services
Korea, China, Egypt, Thailand, OECD countries
4 Regulatory Reform, liberalisation, competitive fixed & unified licensing, creative spectrum policies
Pakistan, India, S. Africa, Chile, Brazil, Peru, New Zealand, Germany, UK, USA
5 Integral part of an Economic Stimulus package (1.38% GDP growth/10% Internet penetration)
USA, UK, Canada, Japan, Finland, Singapore, Korea, Australia
• These address the main obstacles to broadband development
• Several may be pursued in combination
