Headway is saddened to report thedeath of William H. (Bill) Chaney, ern-
4110 ployment supervisor, on June 17, 1975, at
the age of 53.As employment supervisor since 1973,
Mr. Chaney had met almost all the newemployees hired since that time, and theyremember him as a helpful, cheerful manwho always had a smile for everyone.
Chaney, who was born in Clarksdale,Miss., started his career in transit in 1945as a motorman in Division 1. He laterbecame an instructor and in 1970 enteredthe personnel department as a personnelanalyst.
In all of these positions he made manyfriends who join us in expressing to hiswife, Wilma Jean, and his five children,our sincere condolences.
All SCRTD employees are eligible toparticipate in a golf tournament beingheld Sunday, August 3, at the AzusaGreens Country Club. The entry fee is$12.50.
Winners in each flight will receive atrophy and a set of irons. 1st runners-upin each flight will receive a set of woodsand 2nd runners - up will receive golfbags. 3rd and 4th runners-up will wingolf shoes and one dozen golf bails,respectively.
Trophies and prizes are being fur-nished by the United TransportationUnion (UTU).

RTD DAY AT DODGER STADIUM A "HIT"Sunday, July 6, could have been just any
other summer day. But for over 750 RIDemployees, their families and friends, thatSunday was a special day. It was "RTDDay" at Dodger Stadium and RTD em-ployees gathered in seals- behind homeplate and on the third base line to watchthe Dodgers beat the San FranciscoGiants, 5-1.
Before the game, however, four RTD em-ployees took part in the "first ballceremonies" on the field. The name of thefour winners were drawn from entries sub-mitted to the personnel department by theticket holders.

Operators AskedFor Input Into
Training ProgramRTD's operators recently received
questionnaires mailed to their homes ask-ing them what areas they would like to seeincluded in a training program for busoperators.
The questionnaires were the first step indeveloping such a program and consistedof 14 items ranging from questions onhuman behavior and better communicationwith the public to questions of legalresponsibilities and safety. Operators wereasked to select the areas in which theythought training for operators might beuseful.
The answers will be analyzed and theresults incorporated into an in-servicetraining program for both current and futureRTD operators. The program is tentativelyslated to start in August.
The questionnarie was devised by RTD'snew director of training, Ms. JoanneBowman, who is coordinating the planningand development of the program. She willbe working with a training committee con-sisting of Bill Packard, RTD's chief in-structor; Bob Mann, RTD's chief specialagent; and Don Cornish, RTD labor relationsrepresentative. Leonard Steinberg, PhD,psychologist and professor at Cal State,L.A., who was a consultant for a trainingprogram for the Los Angeles Police Depart-ment, is also on the training committee.
Joanne Bowman, of Pasadena, hasjoined RTD as the District's first Director ofTraining.
In her new position, Ms. Bowman will beresponsible for development and ad-ministration of training and employee-development programs.
A native of Wichita, Kansas, Ms.Bowman holds a bachelors degree inpsychology from the University of Kansas.Before joining RTD, she was a man-agement staff development specialist forthe Los Angeles County Department ofPublic Social Services.
Ms. Bowman urges all opertors whohave not returned the forms to fill them outand send them in: "We are really con-cerned about finding out what the driverswant and to include those areas in thetraining program," she says.
New UniformsFor Drivers
Increased UniformAllowance As First Step
Operators recently received an in-creased uniform allowance as their firststep toward getting new uniforms.
The one-time allowance of $150 wasagreed to by the District and the UnitedTransportation Union in order to provideevery operator with a new style and colorof uniform. For this contract year, itreplaces the uniform allowance referred toin the SCRTD-UTU labor contract.
The increased allowance will be appliedto purchasing the new uniforms after theuniform selection committee has selectedthe style and color of the uniforms.
Walsh InTransportation PostJohn H. Walsh, formerly RTD's Director
of Safety, has been named as the District'snew General Superintendent of Tran-sportation. Walsh will replace John T.Johnson, who retired July 18 after 38years of service.
Walsh, a native of Middletown, Conn.,has served as Director of Safetysince 1973, and in this position has haddaily contact with Transportation OperatingDivisions. Prior to joining the District, Walshserved in the U.S. Army, achieving the rankof Lieutenant Colonel and holding in-creasingly responsible operational, trans-portation and management commands overa period of more than 20 years.
Walsh lives in Cypress with his wife Don-na and three children: Cynthia, 21; JohnJr., 19; and Susan, 13.

William Daniel McArthur, RTD's oldest retiree, enjoys the sun on his 100th birthday,June 13, 1975.
McArthur received a congratulatory letter from President and Mrs. Gerald R. Ford, andRTD presented him with a card signed on behalf of RTD's employees by District GeneralManager Jack R. Gilstrap.

McArthur came to California in 1904 and began working that year as a motorman,retiring from RTD in 1945 at the age of 70. His family includes five children, five grand-children, and 12 great-grandchildren.

Employees Urged to Applyfor Non-Contract Positions
Yolanda Bruton, senior personnel analyst, points to several non-contract job vacancybulletins that are posted on one of the many bulletin boards at the District.
The red-and-white bulletins are sent to all RTD offices, transportation and maintenancefacilities. Employees should check the bulletin boards at their work location. The bulletinsare posted from a period of one week to one month, depending on the position, so thebulletin boards should be checked frequently.
Employees can also come to Room 810 at 1060 So. Broadway, or call 749-6977, ext.323, in order to review bulletins or have any questions answered.
Division 5 operator Emmett R. Bell has been chosen an Operator of the Month. Bell hasbeen with the District 28 years and last year achieved his 21 year safety award.
A resident of South Central Los Angeles, Bell is active in several community.organizations.
Bell received his award from RTD Director Adelina Gregory. James McCullough,Division 5 manager, is at right.
Anita Mason has been selected as an Information Operator of the Month. Ms. Masoncame to RTD only five months ago, and already received numerous commendations frompatrons. She has been praised for "handling more than the average amount of phone
. calls, yet remaining friendly and accommodating." Ms. Mason resides in Temple City, andenjoys bowling.
Ms. Mason, center, received her Certificate of Merit from RTD Director Adelina Gregoryas Robert G. Williams, Manager of Customer Relations, looked on.
Many RTD employees aren't aware ofnon-contract positions for which they maybe qualified, according to RTD senior per-sonnel analyst Yolanda Bruton.
"We know we have a lot of qualified em-ployees for the many entry level jobs withinthe District," says Mrs. Bruton, "but it is theemployee's responsibility to read the jobvacancy bulletins regularly and to send in aresume in application."
The job vacancy bulletins are posted atall RTD facilities. Bulletins are white withred headings, and are usually posted fromseven to 30 days. Interested employeesare urged to submit a resume to the Per-sonnel Department. The resume must bereceived by Personnel no later than 5 p.m.on the closing day.
After resumes have been received, thePersonnel Department screens theresumes for eligibility and applicants notmeeting the minimum qualifications arenotified. Applicants meeting the minimumqualifications ar.- ien interviewed.
The interview team will consist of at least2 members: one member from the depart-ment in which the vacancy exists; onemember from the Personnel Department;and in most cases a third member fromanother department is included to assuregreater objectivity in the selection of ap-plicants.
The interview team rates the candidateson the basis of capabilities, experience andtraining pertinent to the job. The can-didates' scores and scoring data are for-
warded in a confidential memorandum tothe head of the department in which thevacancy is to be filled. Normally, the depart-ment head recommends the appointmentof the top candidate, with the generalmanager giving final approval.
Posting non-contract job vacancybulletins has been RTD policy since 1972,according to Mrs. Bruton who explains:"RTD wants the employees to know thatpromotional opportunities are available andthat the District has an objective process ofselecting the best applicant. We feel thatcandidates with prior District experienceare ideal for many of the positions. Only ifthere aren't enough qualified applicationsfrom District personnel for these jobs dowe go outside of RTD to recruit applicants."
Mrs. Bruton also emphasizes that the jobvacancy notices should be read verycarefully. "Many times an employee willsee that the job requires a four-yeardegree and then won't look further.However, whenever appropriate, ex-perience with the District can be sub-stituted for part or all of the educationrequirements." She adds that "the Per-sonnel Department tries to make every ef-fort to substitute experience with theDistrict when at all possible."
