SOLICITATION QUESTIONS AND ANSWERS
Question 1. In block 10 of SF 1449 no size standard has been indicated.For clarification, can you specific the size standard for this solicitation ordirect me to where it is located in the solicitation?
Response: This solicitation is issued under theNorth American IndustryClassification System (NAICS) code 541519 under Information Technology Value
Added Resellers; the size standard is 150 employees.
Question 2. On page 191 of the solicitation for TIRNO-07-R-00010, SectionII. 1 second paragraph, it states, In addition to completing and returningone (1) copy of the completed solicitation, with definitive statements to all
representations and certifications For clarification, should this onecopy of the solicitation be a bound hardcopy or electronic?
Response: The solicitation should be submitted in hard copy.
Question 3. The 1449 identified this as a Small Business Set Aside. Basedon the NAICS code can the incumbent compete on this effort?

Response: Any vendor that qualifies as a small business under the NAICS codemay submit a proposal under this solicitation.
Questions 4. If the answer to number 1 is YES, what is the governmentslevel of satisfaction with the incumbents performance on DESAC III?
Response: Past performance information gathered by the IRS for any vendor isconsidered procurement sensitive and may not be released.
Question 5. Does the government have any information concerning thelevel of effort on the part of the contractor for DESAC III? and, if so is thisinformation available?
Response: See response to question 4.
Question 6. 3.4.1 of the RFP mentions Attachment 3 however thisattachment was not provided. How do we obtain this attachment?
Response: This attachment was listed in error, the IRS does not have thatinformation available. For your assistance, Attachment 2 of the solicitation liststhe quantities of items currently owned by the IRS and Attachment 1 of thisamendment lists all possible service locations under the proposed contract.
Question 7. Within the Addendum to FAR 52.212-1 Part II Section 1Technical Proposal Section 3 it states that Offerors will be required tosubmit with their proposals the names of three (3) past or presentcustomers for whom they have performed contracts for the delivery ofassistive technology products and related support services. Can you
provide clarification for the situation where the offeror contemplates usinga subcontractor? Should the Offeror and the subcontractor each submitthree past performances?
Response: The prime contractor is responsible for meeting the solicitations pastperformance requirement.
Question 8. Can a vendor bid partial line items and be specific to ageographical area on the above referenced Solicitation?
Response: No. This solicitation will be awarded to a single vendor to provide
the entire requirement.
Questions 9. All line items in the schedule of supplies/services seem tocontain the same quantities across all five years of the proposed contract.For example, Item No. 0017, 80 Cell Refreshable Braille Display System(Braille Star 80 or equivalent) has a quantity of 112 across all five years.Does IRS mean that 112 Braille Displays have been purchased per year inprevious contracts? Please clarify.

Response: The estimated quantities contained in the initial solicitation wereincorrect. Quantities have been revised and are listed in the attached Scheduleof Supplies and Services.
Question 10. Throughout the RFP, some service level requirements arespecified in terms of days. In some instances days are identified as"calendar" while in others, no reference is given. Should all days beassumed as "calendar"? If not, please clarify.
Response: We revisited the RFP and the majority of references to days specifycalendar or business. In instances where there is no specification, the referencecan be assumed to mean calendar.
Question 11. Please define accessible formats and is it the responsibilityto provide multiple formats to the same end-user?
Response: The contractor must provide electronic, large print, or braillecassette, and CD materials to IRS customers when such materials are availablefrom the manufacturer. Accessible electronic materials (i.e. MS Word or ASCIItext) are appropriate for all customers, but other formats should be provided asappropriate to the customer. For example, a large print manual would beappropriate for a low vision customer if it is available and the customer wants themanual in large print in addition to accessible electronic format.
Question 12. Does the current software used by the IRS meet allrequirements in section 3.2.2?
Response: The requirements in Section 3.2.2 were developed to reflect currentnetwork and security requirements and represent the IRS requirements forfuture software purchased under this proposed contract vehicle. The softwaremust adhere to those agency regulations.
Question 13. Please define significant system cleanup efforts.
Response: Significant system cleanup efforts may include such actions asmodifications to the windows registry and setting security permissions onfiles/folders. This requirement will vary depending on the software package..
Question 14. Who is responsible for packaging the software?
Response: The manufacturer of the product is responsible for packaging thesoftware. However, the vendor who is awarded the contract would ultimately beresponsible for ensuring that all packaging meets the requirements of thestatement of work.
Questions 15. Once software is packaged in a format that will allow

downloading or execution from a remote location, who is responsible formaintaining these network systems and the corresponding software?
Response: The manufacturer of the product is responsible for systems/networkson their end. Once the necessary software has been downloaded by the IRS the
software can be removed from the manufacturers network. The governmentwill handle internal software distribution on the IRS network. We obtain the buildfrom the manufacturer, then IRS is responsible for packaging and distributing tocustomer.
Question 16. Will the contractor be required to provide maintenancecoverage for items still under warranty by the previous contractor forDESAC III?
Response: Maintenance for items still under warranty under the previous
contractor will be purchased under the new contract after the items warranty hasexpired.
Question 17. Given that no loaner Braille printer is required, what is thereturn to service requirement for a Braille printer?
Response: The return to service requirement for Braille printers will be 2 weeks.
Question 18. How will specifications in this section be weighted?
Response: All technical specifications will be rated on a pass/fail basis in
accordance with Solicitation Attachment 2, Addendum To Far 52.212-1. Withregard to the Section 508 requirements, the IRS must acquire the product thatfully meets the Access Boards technical provisions and the accessibility needsof the intended end users. If no offered product meets all of the technical
provisions, the Access Boards standards require an agency to "procure theproduct that best meets the standards"
Question 19. Will the customer be allowed to transfer data from thecomputer to the notetaker?
Response: Yes, this will be permitted with an external disk drive. This disk drivehas been added to the solicitation under the attached Schedule of Supplies andServices. The required specifications for the drive are:
The external disk drive shall provide the following functions at a minimum:
a.Disk format shall be 1.44 MB.b. Connectivity shall be USBc. Floppy Drive will be powered through the USB and notetaker.

d. Fully compatible with the portable notetakers described in this solicitation
Section 508 does not apply.Question 20. Does the device need to have security features to protect the
data?
Response: Currently, this is not a requirement, but IRS Security policy maychange in the future.
Question 21. The Braille Star product line is unavailable due to a solesource distribution agreement. Will the government revise thespecifications in this section that are only available on the Braille Starproducts?
Response: The technical specs for the Braille Star 40 or equivalent have been
revised as follows:
Specification L has been revised to read: .Operated by battery/USB andby supplied AC adapter.
Specification M that stated, 4 MB of internal storage. Text can bedownloaded from the PC or typed in by user, has been eliminated.
Specification N that stated, Concave Braille cells, has been eliminated.
The technical specs for the Braille Star 80 or equivalent have been revised as

Response: If the product meets other technical requirements it will beconsidered. See revised technical specifications in Question 21.
Question 30. Does the contractor have to supply accessible
documentation when the product manufacturer does not provideaccessible formatted documentation?
Response: No.
Question 31. Does the contractor have to supply all formats of accessibledocuments, or just those requested by the IRAP office?

Question 34. Are all items to be delivered within 15 calendar days,including the Braille Express 150, which takes the manufacturer longer tobuild, excluded from this requirement?
Response: All items excluding braille printers must be provided within 15calendar days. When the product is ordered and acceptable delivery date will beestablished.
Question 35. Is there currently a process by which the government andcontractor synchronise this information? If not will the government require
ongoing access to this record managment system?
Response: There is a process currently used to syncronize this information.
Question 36. The devices listed above are unavailable for purchase, butthe specs only refer to this product line. Will the government modify thespecs to allow for a different product line?
Response: The technical specs for these items have been revised. Please seequestion 21.
Question 37. Do all current products meet the standards listed in thissection?
Response: Each requirement for electronic and information technology has itsown applicable, required standards. The standards listed in Attachment 6.3.1,
Attachment 1 of the statement of work set forth the standards that apply to thisrequirement and will apply to items purchased under this new contract.

Question 38. Does the contractor need to complete forms for all hardwareand software including assistive technology products that are already inuse by the government?
Response: The contractor must complete the forms in accordance with
Attachment 6.3.1, Attachment 1 of the statement of work and SolicitationAttachment 2, Addendum to FAR 52.212-1, for all applicable product that areproposed under the new contract. Items already in use by the IRS werepurchased under other contract vehicles and have met the required standardsunder those vehicles.
Question 39. Does the contractor need to complete forms for all servicesand documentation?
Response: Please see Attachment 6.3.1, Attachment 1 of the statement of workand Solicitation Attachment 2, Addendum to FAR 52.212-1. The standards apply
to specific contract items and only specific standards apply to each of thoseitems.
Queston 40. Can the government provide a list of the service locations?
Response: A list of service locations have been provided as Attachment 1 tothis amendment.
Question 41. Can the government provide instructions for pricing training?Should pricing be an hourly rate or class rate?
Response: Pricing for training should be a class rate.

Response: Those services are available at most locations, but according to theterms of the SOW, the contractor should provide interpreting services for trainingclasses.
Question 45. For pricing purposes, is the CLIN for Time and Materials(0069) only a quote for an hourly rate? Will the contractor be paidseparately for materials?
Response: The line item should be proposed as an hourly rate (note line itemrevision). A separate line item has been added for materials. For proposal
purposes, the IRS will estimate materials at $10,000.00 per year.

Question 46. Q: How should the contractor price CLIN 0070 for Travel?
Response: Please note that the line item number for travel has changed. Inaccordance with the solicitation, the Government has estimated travel at
$150,000.00 per year based on historical data. This estimate will be used forevaluation purposes. The contractor will invoice the government separately fortravel incurred expenses. Travel is priced according to the GSA Domestic PerDiem rates, which includes lodging, meals, and incidental expenses. Contractortravel (like IRS employee travel) is regulated by the government travel Handbookregulations.
Question 47. The pricing tables ask for installation for many devices notmentioned in section 3.3.2, will the contractor be required to provideinstallation prices on all items in the pricing tables or just the ones coveredin the table titled Installations will be offered for:?
Response: The contractor should provide Installation for all products listed in thesolicition pricing schedule that include the term installation.
Question 48. Can the government provide a list of the maintenance callsover the last contract?
Response: The Government does not have that information available, howevera table has been compiled showing the number of monthly maintenance calls peritem for the past 12 months. This sample is indicative of yearly maintenance callunder the contract. The table has been attached as Attachment 2 to this
amendment.
Question 49. Will the government provide existing test plans to thecontractor?
Response: The government will provide input for the vendor developed testplans.
Question 50. Will the governent provide the contractor all existing outlinesat time of award?
Response: In accordance with the terms of the statement of work, the vendorwill develop new outlines with guidance from the government.
Question 51. Should the contractor expect to provide the cost of signlanguage interpreters for all training courses or just the ones for itemsspecific to Deaf and Hard of Hearing employees?
Response: The contractor should provide interpreters who are proficient in ASL

sign language for all training seesions that require these services.
Question: 52. Should the training CLINS include the cost for signlanguage interpreters or will this be separately priced?
Response: The vendor should roll any cost for providing these services into theirtraining costs.
Question: 53. Is the cost of travel for a sign language interpreter coveredby the training CLINS or separately priced?
Response: Travel cost for interpreters will be reimbursed with all other travelcosts under the Travel line item.
Question 54. What form of sign language is required?
Response: American Sign Language (ASL).Question 55. Two of the products listed in this section are currently solesource agreement with another vendor. We are unable to locate any otherproduct that meets some of the specifications listed in the specifications.The products are the BrailleStar 40 and 80.
