The i n i t i a l FWP dated A p r i l 15, 1992 desc r ibed a comprehensive program i n c l u d i n g communications and eng ineer ing a c t i v i t i e s t o meet t h e requi rements o f t h e Na t iona l EMF Program. Rather than proceed w i t h t h i s e a r l i e r p lan , DOE has dec ided t o conduct t o p i c a l workshops t o o b t a i n broad-based i n p u t f o r o r g a n i z i n g these a c t i v i t i e s . Th is r e v i s e d FWP descr ibes enhancements t o t h e e x i s t i n g EMF science program such as a t e c h n i c a l a d v i s o r y panel and c o n s u l t a n t teams. These improvements w i l l a s s i s t i n meet ing t h e program o b j e c t i v e s o f answering ques t i ons about h e a l t h e f f e c t s f rom EMF.

The Department o f Energy has been assigned t h e r o l e o f l e a d agency f o r t h e N a t i o n a l EMF Program. I n t h i s r o l e , t he Department i s respons ib le f o r c o o r d i n a t i n g f e d e r a l l y funded research and work ing w i t h s t a t e and p r i v a t e f u n d i n g agencies t o form a u n i f i e d and e f f e c t i v e n a t i o n a l program. Increased p u b l i c a t t e n t i o n t o t h e q u e s t i o n o f p o s s i b l e h e a l t h e f f e c t s has added t h e need f o r p o s i t i v e , i n t e r a c t i v e communication w i t h t h e p u b l i c concern ing ongoing research programs and t h e present s t a t e o f knowledge. To address these issues, DOE sponsored a se r ies o f workshops t o h e l p e s t a b l i s h p r i o r i t i e s and approaches f o r t h e expanded program.

The r e s u l t s o f these workshops have p rov ided a p r e l i m i n a r y bas i s f o r i n i t i a t i o n o f DOE'S i nc reased r o l e . ORNL w i l l a s s i s t DOE i n g u i d i n g t h e p resen t program i n t o t h e new n a t i o n a l program. FY92 program elements w i l l be aimed a t enhancing t h e c u r r e n t sc ience program. e. Approach, Continued

There are several guidance documents to direct the work program along an effective and efficient path. First is the Field Work Proposal which provides broad budget guidance, defines the mission, and establishes a framework for operation of the PSTP. A second document, the Management Plan, describes the manner in which DOE Oak Ridge Operations (ORO) and ORNL will managege projects; identifies the ORNL research and development mission; and defines the organizational interfaces and responsibilities of the DOE HQ programs, DOE ORO, and O R N L . A third document, the Annual Operation Plan, is the primary document for guiding the activities of the PSTP on a day-to-day basis. The AOP identifies specific projects to be carried out and contains t he details of t h e program. Planning and implementation of the program will be guided by the national EMF strategy as it is developed by DOE.

ORNL will support DOE in implementing and managing a science program consistent with the national EMF plan now under development. Because scientific research serves as the basis for the overall program, ORNL will assist in strengthening and expanding the present core science program. Input from expert review teams and ORNL research staff will be used t o assist the DOE program manager in establishing and carrying out research priorities. Scientific findings from this and other research programs will be used to assess research progress yearly.

f. Technical Prowess

Answering questions about the safety o f environmental power frequency field exposures requires a comprehensive technical program along with enhanced communications among major stakeholders. ORNL assists the DOE program manager/OEM management in developing the basis for effective research strategies, planning the program, conducting research, and providing quality assurance. These efforts are coordinated with other national laboratories through site visits, technical meetings, and cooperative activities. Requests for Proposals will be used for competitive contracting of research activities. The initial tasks described below will be updated as the national EMF strategy develops.

Research i s o rgan ized i n t o t h r e e major c a t e g o r i e s i n c l u d i n g abnormal c e l l growth, neu rophys io log i ca l e f f e c t s , and r e p r o d u c t i v e e f f e c t s . The fundamental goal i n each case i s t o determine t h e n a t u r e and e x t e n t o f b i o l o g i c a l e f f e c t s and t h e mechanisms through which t h e y occur so t h a t h e a l t h and s a f e t y ques t ions can be s c i e n t i f i c a l l y addressed.

Genetic E f f e c t s Study - ORNL i s suppor t ing research a t Hunter Col lege t o study a l t e r e d RNA t r a n s c r i p t i o n r a t e s i n c e l l s . These e f fec ts have been repo r ted f o r severa l years, and t h e c u r r e n t study i s i n v e s t i g a t i n g p o s s i b l e mechanisms through which t h e e f fec ts occur. The initial FWP dated April 1 5 , 1992 described a comprehensive program including communications and engineering activities to meet the requirements of the National EMF Program. Rather than proceed with this earlier plan, DOE has decided to conduct topical workshops to obtain broad-based input for organizing these activities. This revised FWP describes enhancements to the existing EMF science program such as a technical advisory panel and consultant teams. These improvements will assist in meeting the program objectives o f answering questions about health effects from EMF.

d. Backqround

The Department of Energy has been assigned the role of lead agency for the National EMF Program. In this role, the Department is responsible for coordinating federally funded research and working with state and private funding agencies to form a unified and effective national program. Increased public attention to the question of possible health effects has added the need for positive, interactive communication with the public concerning ongoing research programs and the present state of knowledge. T o address these issues, DOE sponsored a series o f workshops t o help establish priorities and approaches for the expanded program.

The results of these workshops have provided a preliminary basis for initiation of DOE’S increased role. ORNL will assist DOE in guiding the present program into the new national program. FY92 program elements will be aimed at enhancing the current science program. Positive steps will be taken to strengthen cooperation with other federal agencies, state govern industry groups.

There are several guidance documents to direct the work program along an effective and efficient path. First is the Field Work Proposal which provides broad budget guidance, defines the mission, and establishes a framework for operation of the PSTP. A second document, the Management Plan, describes the manner in which DOE Oak Ridge Operations (ORO) and ORNL will managege projects; identifies the ORNL research and development mission; and defines the organizational interfaces and responsibilities of the DOE HQ programs, DOE ORO, and ORNL. A third document, the Annual Operation Plan, is the primary document for guiding the activities o f the PSTP on a day-to-day basis. The AOP identifies specific projects to be carried out and contains the details o f the program. Planning and implementation of the program will be guided by the national EMF strategy as it is developed by DOE.

ORNL will support DOE in implementing and managing a science program consistent with the national EMF plan now under development. Because scientific research serves as the basis for the overall program, ORNL will assist in strengthening and expanding the present core science program. Input from expert review teams and ORNL research staff will be used to assist the DOE program manager in establishing and carrying out research priorities. Scientific findings from this and other research programs will be used to assess research progress yearly.

f. Technical Prowess

Answering questions about the safety of environmental power frequency field exposures requires a comprehensive technical program along with enhanced communications among major stakeholders. ORNL assists the DOE program manager/OEM management in developing the basis for effective research strategies, planning the program, conducting research, and providing quality assurance. These efforts are coordinated with other national laboratories through site visits, technical meetings, and cooperative activities. Requests for Proposals will be used for competitive contracting of research activities. The initial tasks described below will be updated as the national EMF strategy develops.

1. Technical Advisory Panel - This panel is specified in ORNL’s charter and is necessary to enhance the credibility of the DOE EMF research program. The panel will serve an ongoing function of assisting in defining research needs and providing program review.

2. Consultant Teams - Site Visits - These consultants are experts in the biological research techniques used for EMF experiments, but do not necessarily work i n the EMF area. We are currently conducting site visits and reviews, but in many cases the biological research techniques are on the cutting edge of science and can only be adequately assessed by experts in the particular area. EPRI, for example, employed six such specialists in a recent program review at Midwest Research Institute. #e attended this EPRI meeting and will increase our collaboration with them as both programs develop.

3 . Scientific Workshops (e.9. Gene Transcription) - An ongoing series of workshops are needed to insure that researchers are aware of the techniques and methods used by others in the field. The EPRI melatonin workshop to be held this July i s an example. We will include EPRI and other researchers in the field.

4 . Support to States (e.9. EMF database, Information exchange) - Work with CRCPD has revealed that the state agencies need federal support in the EMF area. The states are very interested in having access t o DOE and other agency research results. This technical data serves as an information resource that these agencies can use to assess EMF issues.

5. Gordon Conference Support - Chuck Rafferty is the chairman for an upcoming Gordon Conference on electric and magnetic field transduction methods in animals. Support i s needed for this meeting which relevant to our program.

C. PurDose

The initial FWP dated April 15, 1992 described a comprehensive program including communications and engineering activities to meet the requirements of the National EMF Program. Rather than proceed with this earlier pian, DOE has decided to conduct topical workshops to obtain broad-based input for organizing these activities. This revised FWP describes enhancements t o the existing EMF science program such as a technical advisory panel and consultant teams. These improvements will assist in meeting the program objectives of answering questions about health effects from EMF.

d. Backsround

The Department of Energy has been assigned the role of lead agency for the National EMF Program. In this role, the Department is responsible for coordinating federally funded research and working with state and private funding agencies to form a unified and effective national program. Increased public attention to the question o f possible health effects has added the need for positive, interactive communication with the pub1 ic concerning ongoing research programs and the present state of knowledge. T o address these issues, DOE sponsored a series of workshops to help establish priorities and approaches for the expanded program.

The results of these workshops have provided a preliminary basis for initiation of DOE'S increased role. ORNL will assist DOE in guiding the present program into the new national program. FY92 program elements will be aimed at enhancing the current science program. Positive steps will be taken to strengthen cooperation with other federal agencies, state governments, and industry groups.

e. AoProach

ORNL is a core laboratory for the DOE OEM research programs. As a principal field operation for the OEM EMF research program, the PSTP at ORNL implements and manages research projects both in-house, and in universities, industry and other federal laboratories through subcontracts, through Cooperative Research and Devel opement Agreements (CRADAs) and interagency agreements.

There are several guidance documents to direct the work program along an effective and efficient path. First i s the field Work Proposal which provides broad budget guidance, defines the mission, and establishes a framework for operation o f the PSTP. A second document, the Management Plan, describes the manner in which DOE Oak Ridge Operations ( O R O ) and ORNL will managege projects; identifies the ORNL research and development mission; and defines the organizational interfaces and responsibilities o f the DOE HQ programs, DOE ORO, and ORNL. A third document, the Annual Operation Plan, is the primary document for guiding the activities of the PSTP on a day-to-day basis. The AOP identifies specific projects to be carried out and contains the details of the program. Planning and implementation of the program will be guided by the national EMF strategy as it is developed by DOE.

ORNL will support DOE in implementing and managing a science program consistent with the national EMF plan now under development. Because scientific research serves as the basis for the overall program, ORNL will assist in strengthening and expanding the present core science program. Input from expert review teams and ORNL research staff will be used to assist the DOE program manager in establishing and carrying out research priorities. Scientific findings from this and other research programs will be used to assess research progress yearly.

f. Technical Prosress

Answering questions about the safety of environmental power frequency f i e l d exposures requires a comprehensive technical program along with enhanced communications among major stakeholders. ORNL assists the DOE program manager/OEM management in developing the basis for effective research strategies, planning the program, conducting research, and providing quality assurance. These efforts are coordinated with other national laboratories through site visits, technical meetings, and cooperative activities. Requests for Proposals will be used for competitive contracting of research activities. The initial tasks described below will be updated as the national EMF strategy develops.

ORNL conducts research to determine the biological effects of power frequency electric and magnetic fields on humans and animals, biological tissues, cells, and DNA. Research is organized into three major categories including abnormal cell growth, neurophysiological effects, and reproductive effects. The fundamental goal in each case is to determine the nature and extent of biological effects and the mechanisms through which they occur so that health and safety questions can be scientifically addressed.

ORNL Program Management - The ORNL Program Manager assists the DOE Program Manager/OEM management in developing and implementing an effective science research program. Such assistance includes coordination with other national laboratories and research organizations, RFP's, contract management, quality control through site visits and evaluations, technical meetings, and program planning input.

Support Subcontracts - ORNL subcontracts with W/L Associates and ERM for technical meetings logistics, site visits and experimental design evaluation.

Behavioral Effects Study - A research study at the University of Rochester is evaluating the possibility of behavioral effects from exposure to low-level electric and magnetic fields. Positive results, such as those reported by other investigators, would indicate an important neurophysiological effect.

Genetic Effects Study - ORNL is supporting research at Hunter College to study altered RNA transcription rates in cells. These effects have been reported for several years, and the current study is investigating possible mechanisms through which the effects occur. This study falls under the reproductive effects category.

Wiring Code Study - Researchers at the University o f North Carolina at Chapel Hill are investigating wiring code correlations with biological effects as reported in past epidemiological studies. New wiring codes which more accurately predict actual field exposures are being used to re-examine earl ier results.

Conference Support - ORNL will provide partial funding for the the First World Congress on Electricity and Magnetism in Biology.

New Research Areas - RFPs will be released to solicit research in the area o f 60 Hz field effects. Candidate research topics such as melatonin effects in mammals are being considered.

1. Technical Advisory Panel - This panel is specified in ORNL's charter and is necessary to enhance the credibility of the DOE EMF research program. The panel will serve an ongoing function of assisting in defining research needs and providing program review.

2. Consultant Teams - Site Visits - These consultants are experts in the biological research techniques used for EMF experiments, but do not necessarily work in the EMF area. We are currently conducting site visits and reviews, but in many cases the biological research techniques are on the cutting edge of science and can only be adequately assessed by experts in the particular area. EPRI, for example, employed six such specialists in a recent program review at Midwest Research Institute. 'ule attended this EPRI meeting and will increase our collaboration with them as both programs develop.

3 . Scientific Workshops (e.g. Gene Transcription) - A n ongoing series of workshops are needed to insure that researchers are aware of the techniques and methods used by others i n the field. The EPRI melatonin workshop to be held this July is an example. We will include EPRI and other researchers in the field.

4. Support to States (e.9. EMF database, Information exchange) - Work with CRCPD has revealed that the state agencies need federal support in the EMF area. The states are very interested in having access to DOE and other agency research results. This technical data serves as an information resource that these agencies can use to assess EMF issues.

5. Gordon Conference Support - Chuck Rafferty is the chairman for an upcoming Gordon Conference on electric and magnetic field transduction methods in animals. Support is needed for this meeting which relevant to our program.

6. Scientific coordination and communications activities: - The following items are necessary to maintain efficiency and communications within the EMF biological reseach community. A newsletter, for example, will be a useful vehicle for communicating the shift in emphasis from basic research to a combination of basic and directed research.
